Abstract

In the era of globalization and technological advances, artificial intelligence (AI) is the main catalyst for the growth of the UMKM sector. In Central Kalimantan, UMKM have a strategic role in local economic development. However, licensing challenges, especially related to the use of AI technology, require understanding and handling relevant legal issues. The purpose of this study is to determine the legal rules for the use of AI in licensing UMKM in Central Kalimantan and to determine the roles and responsibilities of relevant government agencies in supporting the integration of AI technology in UMKM through licensing regulations. Legal certainty is one of the basic principles in law that emphasizes the importance of clear, definite, and predictable laws. In the context of UMKM licensing regulations, this theory can be used to analyze whether existing laws and regulations provide legal certainty for UMKM actors. The following are the legal rules for the use of AI in licensing UMKM in Central Kalimantan Law Number 20 of 2008 on UMKM: regulates the definition, criteria, and rights of UMKM. Law Number 11 of 2020 on job creation (and derivatives): focus on simplifying licensing, including for UMKM. Government Regulation Number 5 of 2021 on risk-based licensing: regulates the classification of risks for licensing. Government Regulation Number 7 of 2021 concerning the ease, protection and empowerment of Cooperatives and SMEs: regulates the ease and empowerment of SMEs. Governor Regulation Number 3 of 2023 concerning the implementation of Risk-Based Business Licensing. UMKM licensing regulations in Central Kalimantan show efforts to provide convenience to small business actors. Abstract

The construction industry continues to develop, which of course has a great influence on the environment. One of the reliable products is engineered cementitious composites (ECC). Usually, ECC products produce green products that are environmentally friendly. The cementitious material of ECC always generated from waste materials and by-products. Meanwhile, the amount of cement used can be less than 500 kg/m3. In this study, palm shell ash (ACS) is used as a cementitious material, and crumb rubber is used as a substitute for fiber. Meanwhile, the amount of cement used is less than 265 kg/m3. In addition to green products, ECC also has superior mechanical properties. Based on the results of the compressive test at the age of 3 days for three types of ECC mortar variations (those are AME, EM and TEM), the average compressive strength was obtained in the range of 19.70-42.67 MPa. As for each type of ECC mortar that is varied with crumb rubber (2.5-12.5%), namely for FCR, CRE and TCRE variations, the average compressive strength is obtained between 17.70-37.28 MPa, there has been a decrease in strength. The addition of ACS to a certain percentage can increase the compressive strength of the ECC, where SiO2 can produce Calcium Silicate Hydrate (CSH) which is a strength contributor to the ECC. Meanwhile, crumb rubber can cause a decrease in compressive strength because it is quite compressible. If viewed from the aspect of microstructure (based on the SEM observations on EM and CRE samples only), the results of the scanning electron microscope - energy dispersive x-ray spectroscopy (SEM-EDX) Mapping test on the samples from the compression test on the ECC mortar show that the ECC mortar matrix has tighter pores and fewer microcracks compared to the crumb rubber ECC (CR-ECC) samples. However, ECC mortar is denser than CR-ECC, so the results of the microstructure have strengthened the results of the mechanical properties tests that have been carried out.

Abstract

In today's digital era, digital images play an important role in various fields, including image processing, surveillance systems, and medical image processing. However, one of the main challenges is that low-resolution images often experience quality degradation, so the loss of important details caused by noise and blurring makes the information in the image unclear. To overcome this problem, various image processing methods have been developed, including the Otsu Thresholding and Canny Edge Detection methods. This study will compare two methods for improving the quality of low-resolution images, namely Otsu Thresholding and Canny Edge Detection. This experiment was conducted to determine how effective the two methods are by testing several low-resolution image samples and then evaluating the results based on the PSNR, MSE, and SSIM metric values. The experimental results obtained show that the Otsu Thresholding method outperforms Canny Edge Detection in terms of improving image quality, as evidenced by better PSNR, lower MSE, and SSIM closer to 1. Thus, Otsu Thresholding is recommended as a more effective and optimal method in low-resolution image processing. Therefore, it is hoped that the results of this study can be a reference for developing more effective and optimal low-resolution image processing methods in the future.

Abstract

Rice is an important commodity in Indonesia and the main source of food for most of the population. However, various challenges such as production distribution inequality, supply chain inefficiency, and price fluctuations still pose a threat to national food security. This research aims to develop a Big Data Management Model for rice commodity, which integrates descriptive, diagnostic, predictive and prescriptive analysis to improve the effectiveness of national food policy. This research uses data from the Central Bureau of Statistics (BPS) and the Ministry of Agriculture, covering rice production from 1993 to 2018. Analysis was conducted with K-Means clustering for descriptive analysis, Decision Tree and Random Forest for diagnostic analysis, Linear Regression and Recurrent Neural Network (RNN) for predictive analysis, and the application of Blockchain Logistics 4.0 for prescriptive recommendations. This approach enables a comprehensive assessment of production trends, factors affecting yields, and data-driven policy strategies. The results show that rice production is highly concentrated in Java, which accounts for 44.47% of total national production, while eastern regions such as Papua and Maluku have low production levels due to limited land and agricultural infrastructure. The main factors affecting rice productivity are land availability, irrigation systems, and labor access. The prediction model shows that several provinces, including DKI Jakarta, Kalimantan, and Riau, are expected to experience a decline in production in the next five years if there is no appropriate policy intervention. In addition, artificial intelligence-based decision support systems and the application of blockchain in the rice supply chain can be a solution to improve logistics efficiency, stabilize prices, and reduce distribution bottlenecks. These findings confirm that Big Data and AI technologies have the potential to improve national food security through improved prediction accuracy and optimization of supply chain networks. However, successful implementation is highly dependent on strengthening digital infrastructure, standardizing agricultural data, and increasing technology adoption among farmers and policy makers. This research contributes to the development of data-driven food policy, by providing a framework that can be adapted for long-term food security planning in developing countries. Future studies are recommended to explore models that are more adaptive to environmental changes, climate variability, and global market dynamics that affect rice production and distribution.

Abstract

Hybrid organizations that combine elements of the public and private sectors are growing in healthcare in Indonesia, but their impact and management are still debated. This study aims to identify and analyze the dimensions of hybridity and its impact in operational practices. A qualitative case study method was used with a multidimensional analysis of three hybrid healthcare organizations in Indonesia, involving in-depth interviews, observation, and document analysis. The results showed that organizational hybridity includes variations in legal form, ownership, funding, activities, strategic orientation, organizational culture, and governance, which simultaneously create positive impacts such as innovation, efficiency, and improved service quality, as well as negative effects such as internal value conflicts, unfair cross-subsidies, and public accountability challenges. This study confirms the importance of strategic management and pragmatic approaches in understanding and managing hybrid organizations, and makes significant theoretical and practical contributions to health sector policy development. Further research is recommended to explore optimal governance strategies in the context of other hybrid organizations in Indonesia.

Abstract

Apis cerana honey bees have visitation activities on various vegetation. The presence of bee visits has the potential for pollination or pollination which can increase the chances of fertilization for successful generative reproduction. This pollination can support increased fruit and seed production which can indirectly help preserve and increase the productivity of vegetation on agricultural and non-agricultural land such as in forests. The Ir. H. Djuanda Grand Forest Park is a conservation forest area that is widely cultivated by A. cerana honey bees by the community. So it is necessary to know the role of A. cerana in carrying out pollination success in the Ir. H. Djuanda Grand Forest Park. The purpose of this study was to determine the visitation time of A. cerana and pollination efficiency of A. cerana in Ir. H. Djuanda Botanical Forest Park. The method used was an observation study by calculating the pollination efficiency of bees, butterflies and controls on bee forage plants Calliandra calothrysus (red calliandra). Observation of pollination efficiency was carried out for 60 days by observing the formation of fruit sets or fruit ovules from 20 red calliandra flowers. The results showed that A. cerana actively visited calliandra at 06.00 - 10.00 am, then there was a significant decrease at 11.00 - 21.00 pm with an average visit of 33.33 ± 32.18 individuals per day. Apis cerana gave 75% pollination success (88 fruit set of calliandra with an average of 4.40±3.39a fruit set), significantly different from the control (50%, 37 fruit set of calliandra with an average of 1.85±2.56b fruit set) but not significantly different from the butterfly (65%, 65 fruit set of calliandra with an average of 3.25±3.01ab fruit set). So it can be concluded that A. cerana bees have a role in increasing the success of pollination of bee forage plants in the Ir. H. Djuanda Grand Forest Park.
