Abstract

This study evaluates the readiness of Padang City’s state administration for the digital era by assessing policy frameworks, infrastructure, human resources, and public perceptions. Using a literature review methodology, it analyzes 47 journal articles from Google Scholar, Google, and ProQuest, published between 2019 and 2025. Inclusion criteria focused on Indonesian and English publications addressing digital government implementation or public administration transformation with technological, organizational, or managerial relevance. Thematic analysis identified patterns, contradictions, and gaps. Findings show that Padang City is in a transitional phase with fragmented and inconsistent digital development. Digital capabilities among government institutions vary, with digitalization scores ranging from 3.2 to 8.7 out of 10. Resistance to change is high, especially among civil servants over 50 years old (68%). IT infrastructure is inadequate, with only 50 Mbps bandwidth (below the 100 Mbps standard), low cybersecurity (4.2/10), and poor interoperability (2.8/10). The average digital competency of 1,247 civil servants is 4.8/10, below the ASEAN average of 7.2/10. Public adoption of digital services is uneven, with 78% usage in online licensing and only 34% in digital health services. The study concludes that comprehensive transformation is needed, including proportional IT budgeting, capacity building, infrastructure improvement, integrated data management, and strengthened leadership.

Abstract

The transformation of the character of the State Civil Apparatus (ASN) is the main foundation in building a clean, responsive, and competitive bureaucracy in the digital era. This article presents an in-depth study of the strategy of educational values ​​and integrity to form the character of ASN that is adaptive to technological developments and the challenges of modern bureaucracy. Using the literature study method and descriptive-qualitative approach, this paper analyzes the concepts of value-based learning, corporate universities, transformative leadership, and ethical digital literacy. The results of the study indicate that the formation of the ideal ASN character must be carried out systematically, through synergy between institutions, instilling a work culture with integrity, and involving the community as supervisors. These findings are expected to be a strategic reference for policy makers and implementers of bureaucratic reform in Indonesia.

Abstract

Peneltian ini bertujuan untuk mengetahui pengaruh perilaku entrepreneur terhadap kesiapan kerja mahasiswa Manajemen Dakwah angkatan 2020 di Universitas Islam Negeri Raden Fatah Palembang, pengaruh keaktifan berorganisasi terhadap kesiapan kerja mahasiswa Manajemen Dakwah angkatan 2020 di Universitas Islam Negeri Raden Fatah dan pengaruh perilaku entrepreneur dan keaktifan berorganisasi secara bersama-sama terhadap kesiapan kerja mahasiswa Manajemen Dakwah angkatan 2020 di Universitas Islam Negeri Raden Fatah Palembang. Jenis penelitian ini menggunakan pendekatan kuantitatif. Sumber data yang digunakan yaitu data primer dan sekunder. Teknik pengumpulan yang digunakan dalam penelitian ini yaitu kuesioner dan dokumentasi. Pengambilan sampel ini dilakukan dengan Teknik sampling, yaitu teknik pengambilan sampel Populasi dalam penelitian ini adalah mahasiswa program studi Manajemen Dakwah Universitas Islam Negeri Raden Fatah Palembang angkatan 2020 berjumlah 103 mahasiswa yang aktif, sebab angkatan tersebut yang sebentar lagi akan menghadapi tantangan dunia kerja. Teknik analisis yang digunakan dalam penelitian ini teknik analisi kuantitatif dengan uji validitas, uji reliabilitas, usi asumsi klasik (uji normalitas data, uji multikolinieritas, uji heteroskedastisitas), dan uji hipotesis (uji regresi linear berganda, uji persial, uji statistik F). Hasil penelitian ini menunjukkan bahwa Ada Pengaruh yang signifikan dan postif dari variabel perilaku entrepreneur terhadap kesiapan kerja. Ada pengaruh yang signifikan dan positif dari variable keaktifan berorganisasi terhadap kesiapan kerja. Berdasarkan hasil pengujian uji t menunjukkan t hitung > dari t tabel (2,042 > 1,677), Maka Ha diterima dan H0 ditolak hasil ini menunjukan terdapat pengaruh antara Keaktifan berorganisasi terhadap Kesiapan Kerja. Perilaku entrepreneur dan keaktifan berorganisasi secara bersama-sama berpengaruh signifikan terhadap kesiapan kerja mahasiswa.

Abstract

With the issuance of PP Number 47 of 2024, it shows that the government is present for MSMEs, and provides opportunities for women as MSME actors to be more productive and strengthen their competitiveness in the market. Empowering women in supporting MSMEs has enormous potential and must be optimized by the central government and local governments. It is important to have cooperation from various parties such as the private sector, banking and other institutions to support women's empowerment. To improve the economy of women in Bukittinggi, the Bukittinggi City Government in 2023 through the Women's Empowerment, Child Protection, Population Control and Family Planning Service (DP3APPKB) held culinary training to improve women's MSMEs in Bukittinggi City.

Abstract

Penelitian ini membahas pentingnya etika guru terhadap teman sejawat dalam membangun lingkungan kerja yang positif di institusi pendidikan. Tujuan penelitian ini adalah untuk menganalisis bagaimana penerapan etika profesional guru dalam interaksi, kolaborasi, dan dukungan antar rekan kerja dapat menciptakan suasana kerja yang harmonis serta meningkatkan kualitas pendidikan. Melalui pendekatan kualitatif dengan metode studi pustaka, artikel ini mengkaji teori dan praktik etika guru profesional, khususnya dalam hubungan antar sesama guru. Hasil penelitian menunjukkan bahwa penerapan etika seperti saling menghormati, berbagi pengetahuan, komunikasi terbuka, dan dukungan moral berperan penting dalam menciptakan suasana kerja yang harmonis, meningkatkan motivasi, serta memperkuat kolaborasi antar guru. Lingkungan kerja yang positif berdampak langsung pada peningkatan kinerja, kesejahteraan guru, serta mutu pendidikan secara keseluruhan. Penelitian ini merekomendasikan penguatan budaya etika di lingkungan sekolah melalui pelatihan, dukungan manajemen, dan kepemimpinan transformasional untuk menciptakan komunitas pendidikan yang profesional dan berkelanjutan.

Abstract

This study examines public behavior in adopting e-government services through the Mobile JKN application in the Jakarta area as a form of digitalization of public services in the health sector. The adoption of this application reflects the dynamics of the relationship between the state and citizens in the context of bureaucratic modernization, as well as the extent to which the public is willing and able to accept digital innovations offered by the government. This study aims to analyze the factors that influence the use of Mobile JKN and identify the obstacles faced by the community. A qualitative approach with a literature study method was used to collect data from relevant secondary sources, then analyzed descriptively. The results of the study indicate that the level of digital literacy, quality of application services, and social and cultural factors are the main determinants of adoption behavior. Obstacles such as lack of socialization, limited access to technology, and negative perceptions of government digital services also hamper the process of digitalization of services. This study contributes to the development of political science, especially in understanding the relationship between the state and society in digital public policy and the importance of a participatory approach in the transformation of public services.

Abstract

Abstract In the era of digitalization, the application of digital technology in various aspects of public administration allows internal processes such as data management, communication and archiving to increase efficiency, accelerate the service process and improve accessibility of services for the community. Government initiatives, digital transformation, and the use of technology to create transparent and efficient public services are important in public administration. This study is used to examine the use of technology in creating transparent and efficient public services in the current digital era. Digitalization allows the government to integrate. Information and communication technology into administrative processes, facilitating faster and more accessible public services. However, the application of this technology also presents challenges, such as the digital divide, resistance to change, and data security issues. This transformation requires adaptation in policies, organizational culture, and human resource development so that public administration can meet the needs of society in the digital era. Keywords: Digital transformation, Public Service, e-government, digital divide, data security Abstrak Di era digitalisasi, penerapan teknologi digital dalam berbagai aspek administrasi publik memungkinkan proses internal seperti pengelolaan data, komunikasi dan pengarsipan dapat ditingkatkan efisiensinya, mempercepat proses pelayanan dan meningkatkan aksesibilitas pelayanan bagi masyarakat. Inisiatif pemerintah, transformasi digital, dan penggunaan teknologi untuk menciptakan layanan publik yang transparan dan efisien merupakan hal yang penting dalam administrasi publik. Penelitian ini digunakan untuk meneliti penggunaan teknologi dalam menciptakan layanan publik yang transparan dan efisien di era digital saat ini. Digitalisasi memungkinkan pemerintah untuk mengintegrasikan teknologi informasi dan komunikasi dalam proses administratif, memfasilitasi layanan publik yang lebih cepat dan mudah diakses. Namun, implementasi teknologi ini juga menghadirkan tantangan, seperti kesenjangan digital, resistensi terhadap perubahan, dan isu keamanan data. Transformasi ini menuntut adaptasi dalam kebijakan, budaya organisasi, dan pengembangan sumber daya manusia agar administrasi publik dapat memenuhi tuntutan masyarakat di era digital. Abstract

This study aims to analyze the transformation of citizen political participation in the era of social media dominance, highlighting the opportunities and challenges that arise. The Citizen 2.0 phenomenon shows a significant shift from conventional political participation to faster, more massive, and more participatory digital engagement. Social media has become a new democratic space that allows citizens to not only be consumers but also producers of political narratives. This study employs a descriptive-exploratory qualitative approach methods in Kendari City, focusing on the experiences of young, digitally active citizens. The research findings indicate that social media expands political participation access for marginalized groups and strengthens real-time citizen advocacy. However, disinformation, polarization, slacktivism, and digital inequality remain major challenges in achieving healthy digital political participation. This study proposes the need for a constructive model of digital political participation based on principles of modern public administration such as inclusivity, transparency, and responsiveness. These findings contribute to the development of literature on e-participation, digital citizenship, and smart governance, while also serving as a practical reference for governments in developing digital-based participatory policies.

Abstract

Quality public service is a very important aspect to create good governance in the region. The success of implementing public policy does not only depend on the content of the regulation, but also on how the policy can be implemented in adaptive, responsive, and community satisfaction-focused service practices. This article aims to examine the effectiveness of implementing public service policies and the level of community satisfaction with services in Koto Tangah District, Padang City. The approach used in this article is a literature review that examines various reference sources. The results of the discussion show that public services in Koto Tangah District, Padang City still face a number of obstacles related to efficiency, speed of process, and openness of information to the public. This finding underlines the urgency of continuous evaluation of community needs and consistent improvement in the quality of public service management.

Abstract

Children with intellectual disabilities often experience challenges in social interaction due to limited emotional regulation skills. This study aims to explore the role of emotion regulation in shaping the social interactions of children with intellectual disabilities. Using a descriptive qualitative approach and a case study method, the research focuses on a single student at SLB Amanah Padang. The findings reveal that the subject has difficulty recognizing, managing, and expressing emotions appropriately. Emotional regulation difficulties are closely linked to impulsive behavior, limited peer relationships, and emotional withdrawal. The unsupportive family environment further hinders emotional development, as the subject’s parents also have intellectual disabilities. Nevertheless, teacher support plays a crucial role in developing the child’s emotional and social skills through individualized approaches and positive reinforcement. This study underscores the importance of emotional intervention strategies in special education settings to improve both emotional regulation and social competence in children with intellectual disabilities.
