Journal of Educational Management Research is an international peer-reviewed journal which publishes original and significant contributions to educational management, administration, and leadership, in its broadest sense, from all over the world. This includes primary research projects in schools and further vocational and higher education institutions. This journal encourages contributions that respond to important issues in management education. Contributions may be either conceptual or empirical and are welcomed from any topic area and country so long as they primarily focus on management or organization in education. Although our core areas of interest are organizational behaviour and management in education, we are also interested in leadership, public relation, human resource management, social issues in management, financial management, organizational development, critical management studies, etc. Authors are strongly encouraged to have their work reviewed and evaluated by their colleagues prior to submission for formal editorial review.

Abstract

This study aims to analyze the role of madrasah principals' leadership in implementing the Child-Friendly School Program (Madrasah Ramah Anak), while also examining its impacts, supporting factors, and challenges. Employing a qualitative case study approach, data were collected through interviews, observations, and document analysis. Data analysis involved data reduction, data display, and conclusion drawing. The findings reveal that madrasah principals play multiple leadership roles—as educators, managers, supervisors, innovators, and leaders—in driving the implementation of child-friendly initiatives. The program is carried out systematically through daily habit-building activities, the provision of child-friendly infrastructure, and cross-sectoral collaboration. Positive impacts include increased student comfort, reduced bullying, heightened awareness of nutrition and hygiene, and the creation of a safe and inclusive school culture. Key enabling factors include regulatory support from the Ministry of Religious Affairs, active teacher participation, and partnerships with local health centers and law enforcement. However, the program faces several challenges, such as limited funding, teacher resistance to change, and difficulties in maintaining consistent implementation. These findings highlight the critical role of visionary leadership in transforming Islamic schools into safe, inclusive, and student-centered learning environments.

Abstract

Human resource (HR) management in Indonesia’s education sector continues to face persistent challenges that directly influence the quality of national education. This study aims to analyze problems related to employment disparities between civil servant (PNS) and honorary teachers, unequal teacher distribution, recruitment quality, and welfare issues in educational institutions. Using a literature review method, the research synthesizes data from books, academic journals, and official government documents to identify key patterns and policy gaps. The results show that disparities in employment status create inequality in job security and motivation, while recruitment and placement often fail to reflect competency-based standards. Moreover, inadequate welfare and professional development opportunities significantly affect teacher satisfaction and performance. Therefore, this study emphasizes the need for comprehensive HR reforms in education to ensure equity, professionalism, and sustainable development among educators.

Abstract

This study analyzes the implementation of the Tuberculosis (TB) Control Program at Community Health Centers (Puskesmas) using George C. Edward III’s policy implementation model, which includes four key variables: communication, resources, disposition, and bureaucratic structure. Employing a descriptive qualitative approach through interviews, observations, and document analysis, the research found that the TB program has been implemented effectively, supported by clear national guidelines, standardized operating procedures, adequate laboratory facilities, and a well-functioning SITB reporting system. Strong commitment from program implementers further contributes to its success. However, several challenges persist, including limited human and financial resources, high staff workload, and suboptimal intersectoral coordination. From an educational management perspective, the study highlights the importance of strengthening capacity-building initiatives, continuous professional development, and leadership training among health workers to enhance program sustainability. Integrating management education principles—such as effective communication, collaborative leadership, and strategic planning—into public health practice can improve organizational performance and service delivery in primary care settings. This study contributes to bridging the gap between educational management and public health policy implementation, emphasizing the need for adaptive, learning-oriented management approaches to achieve long-term TB control goals in community-based health systems.

Abstract

This study explores the implementation of Indonesia’s Business Identification Number (Nomor Induk Berusaha/NIB) policy within the coffee shop sector of Padang City through the dual lenses of Digital Era Governance and Network Governance. As Indonesia advances its digital business licensing via the Online Single Submission – Risk Based Approach (OSS-RBA) system, micro and small enterprises face both opportunities and adaptation challenges. Using a qualitative descriptive method, this research draws on interviews, observations, and document analysis involving coffee shop owners, community members, and officials from the Padang City Investment and One-Stop Integrated Service Agency (DPMPTSP). The findings indicate that NIB policy effectiveness hinges on the interplay between digital efficiency and local network dynamics. While the OSS system enhances procedural speed and transparency, gaps in digital literacy and technical support hinder inclusivity. At the same time, collaborative engagement among local governments, coffee communities, and business actors has fostered informal mentoring and policy learning. The study concludes that the NIB implementation in Padang City embodies a hybrid model of digital–collaborative governance, emphasizing that successful digital transformation in public policy depends not only on technological innovation but also on trust-building and inter-actor cooperation.

Abstract

This study aims to examine the implementation of Arabic language learning management at the Al-Jauharen course institution, highlighting its advantages and potential as a model for other institutions seeking to improve Arabic language education quality. The study employs a descriptive qualitative field research approach, focusing on the Al-Jauharen course institution. Data collection methods include observations at the institution, interviews with the head and teachers, and document review. Data analysis follows the Miles and Huberman model, which involves data collection, reduction, presentation, and conclusion drawing. The findings reveal that the Arabic language learning program planning at the Al-Jauharen institution begins with determining the program, preparing learning materials, selecting media, and choosing appropriate methods and approaches. Organizationally, the program involves task division, lesson scheduling, evaluation and improvement planning, student activity scheduling, and provision of necessary facilities. The implementation process consists of three stages: introduction, core activities, and closing. These structured steps contribute to the effective learning management at the institution.

Abstract

This study aims to analyse the integration of authentic assessment into learning evaluation as a strategic effort to strengthen school quality assurance. This research employed a library research design by systematically reviewing relevant books, nationally accredited journals, reputable international journals, and educational policy documents. Data were analysed using content analysis techniques to identify conceptual patterns related to authentic assessment, learning evaluation, and school quality assurance systems. The findings indicate that authentic assessment plays a significant role in providing comprehensive, valid, and meaningful data on students’ cognitive, affective, and psychomotor competencies. Its integration into learning evaluation supports both internal and external quality assurance systems by enhancing accountability, transparency, and continuous improvement in schools. Furthermore, authentic assessment encourages reflective teaching practices, strengthens evidence-based decision-making, and aligns learning outcomes with real-world competencies. The implications of this study suggest that schools need to systematically institutionalize authentic assessment within their evaluation policies as part of a sustainable quality assurance culture. This study contributes theoretically to the development of educational quality assurance models and practically to improving evaluation practices in schools.

Abstract

This study aims to examine the concepts, implementation, and challenges of innovation and continuous improvement in Islamic education in the digital era through a literature review. The research method involves systematic searches of national and international journal databases, followed by thematic analysis to synthesize key findings. The results show that: (1) Islamic education innovation includes curriculum updates, interactive teaching methods, and the use of digital technology; (2) continuous improvement in schools/madrassas is often implemented through Total Quality Management (TQM) principles and the PDCA cycle; (3) digital technology expands access and enhances teaching methods but presents challenges in terms of human resources, infrastructure, and policy; (4) successful implementation depends on Leadership, teacher training, and stakeholder collaboration. The study concludes that integrating quality management strategies, technological capacity, and contextual approaches to the curriculum is crucial for sustainable innovation. The study provides recommendations for policymakers, educational managers, and researchers to develop implementation models responsive to local conditions.

Abstract

This study aims to analyze the implementation of Total Quality Management (TQM) to enhance the quality of Islamic Education using a library research approach. By reviewing accredited journals, books, proceedings, and relevant documents, TQM is explored as a strategic approach to improving Islamic Education effectiveness through principles of continuous improvement, customer focus (students), process strengthening, and human resource empowerment. The findings indicate that TQM implementation positively impacts the quality of Islamic Education, teacher professionalism, classroom management, and the development of students' religious character. The study also identifies supporting factors such as Leadership commitment, a quality culture, and data-driven evaluation systems. At the same time, challenges include a limited understanding of TQM concepts and the lack of measurable quality standards for Islamic Education. Literature synthesis emphasizes that integrating TQM into Islamic Education has significant potential to comprehensively enhance Islamic education when applied consistently, collaboratively, and contextually. This research is expected to serve as a conceptual reference for educational institutions in developing TQM-based quality strategies for Islamic Education.

Abstract

This study aims to explore the comprehensive process and stages of accreditation in higher education institutions, with particular focus on accreditation as an external quality assurance mechanism. The research also examines strategies to enhance educational quality through institutional accreditation. This paper employs a qualitative approach, utilizing a literature review and document analysis to explore the accreditation process. The study systematically analyzes the stages of preparation, including strengthening the Internal Quality Assurance System (SPMI), digital data management, improving the performance of the tri dharma of higher education, and involving the entire academic community in fostering a quality culture. The findings indicate that accreditation serves not only as an institutional feasibility assessment tool but also as a strategic means to drive continuous improvement. It supports governance enhancement, human resource capacity building, and the development of the tri dharma. The stages of accreditation, from self-evaluation to field assessments and accreditation ranking determination, are critical to institutional progress. This research highlights the importance of accreditation in strengthening higher education institutions' competitiveness, enhancing academic reputation, and ensuring the delivery of high-quality education that adapts to evolving global trends.

Abstract

This study explores the integration of the Iqra’ verse (QS. Al-‘Alaq: 1–5) into Islamic educational management, aiming to develop a comprehensive literacy model that enhances leadership in Islamic educational institutions. The research addresses the gap between traditional Islamic values and modern educational management practices, particularly in Indonesia, where secular management models often dominate. By examining the epistemological, operational, and axiological dimensions of the Iqra’ verse, the study proposes a three dimensional literacy cycle for decision-making in educational institutions, emphasizing the importance of trust (amanah), justice, transparency, and consultation (shura). A qualitative, library-based research design with a thematic-tafsir approach was employed to analyze Qur’anic exegesis and contemporary educational management theories. The findings highlight that while existing literature addresses the role of Qur’anic principles in education, it lacks a systematic framework for operationalizing these values in management practices. The study contributes to the field by offering a novel model that bridges Qur’anic exegesis with modern management theory, urging further empirical testing and application in educational leadership.
