Abstract

In accordance with Law No. 17 of 2023 on Health, Article 111, paragraph 2 states that both public and private health facilities are prohibited from refusing patients and/or demanding advance payments. The obligation to provide assistance to patients also applies to health workers, as stated in Article 59, paragraph 1 of Law No. 36 of 2014 on Health Workers. hospital administrators or healthcare workers who refuse patients in emergency situations may face criminal charges and fines. In such cases, the hospital must still provide care to patients even if they lack health insurance coverage and are unable to pay the hospital bill, allowing them to be discharged with a Payment Agreement Letter. According to the hospital’s 2024 financial report, there are patient receivables from payment agreements totaling 2 billion rupiah that require a solution to prevent disruption to the hospital’s finances; one potential solution is to utilize zakat funds managed by the UPZ RSAM. Aimed at analyzing the implementation of zakat distribution managed by the UPZ RSAM Bukittinggi and developing strategies for optimizing future zakat distribution, this study was conducted qualitatively using interview and field observation methods, with interview results analyzed using the NVivo application. This strategy for optimizing the use of zakat was developed by focusing on seven research themes: Identification of Policies and Regulations, Optimization Strategies, Organization, Obstacles and Constraints, Program Innovation, and Evaluation.

Abstract

This study aims to analyze the optimization of local taxes as a legal instrument in realizing the fiscal independence of local governments and to examine the juridical factors that hinder their implementation in regional governance. This research employs a normative legal method using statutory, conceptual, and analytical approaches. The legal materials consist of primary, secondary, and tertiary legal sources analyzed qualitatively through descriptive-analytical and prescriptive methods. The results show that local taxes hold a strategic role in strengthening regional fiscal capacity, supporting the effectiveness of regional autonomy, and enhancing regional development based on fiscal decentralization. The optimization of local taxes can be achieved through strengthening local tax regulations, digitalizing tax administration systems, improving law enforcement quality, and developing public tax awareness. However, the implementation of local taxes still faces several juridical obstacles, including regulatory disharmony, weak law enforcement, low quality of local regulations, limited capacity of local government officials, and low public trust in local tax management. Therefore, legal reform of local taxation based on transparency, accountability, and good local governance is essential to support the fiscal independence of local governments and sustainable national development..

Abstract

This study is motivated by the existence of the mangupa-upa tradition among the Batak Angkola people, which serves not only as a traditional ritual but also as a medium for conveying Islamic missionary values rich in spiritual and moral significance. Amidst the tide of modernization, there is a tendency for a shift in the meaning and practice of this tradition, thus requiring an in-depth study to understand the da’wah values contained within it. The objective of this study is to analyze the messages of Islamic da’wah found in the mangupa-upa tradition as well as the symbolic meanings that accompany them in community life. The method used is field research with an anthropological approach and a descriptive qualitative research design. Data were collected through observation and in-depth interviews with informants selected through purposive sampling, then analyzed using the Miles and Huberman interactive analysis model, which includes data reduction, data presentation, and drawing conclusions. Research findings indicate that the Mangupa-upa tradition contains religious messages encompassing aspects of worship and moral conduct. In the context of worship, this tradition emphasizes the importance of sincere devotion to God, prayer, maintaining regular prayer, and cultivating a sense of gratitude in daily life. Meanwhile, from the perspective of moral values, Mangupa-upa teaches the importance of politeness, respect for elders, loyalty within the family, social responsibility, and the encouragement to always be humble and help one another. Furthermore, the Mangupa-upa tradition within the Batak Angkola customs, particularly in the village of Payagoti, is rich with symbols that carry profound philosophical meanings and align with Islamic values. These symbols include the buffalo head, symbolizing strength and sacrifice; the chicken, representing vigilance and courage; salt, as the bond of life; the egg, a symbol of fertility; the fish, representing sustenance and harmony; and the shrimp, a symbol of humility. Additionally, there is colored rice as a symbol of diversity, the banana tree as resilience, the siri leaf as honor, the ulos as compassion, the banana leaf as protection, water as purity, and the gambir leaf as steadfastness in life.

Abstract

This study is motivated by the importance of human resource management within police institutions, particularly in enhancing personnel work engagement through work-life balance and organizational culture. Personnel in the Criminal Investigation Unit of the Sijunjung Police face various challenges, such as heavy workloads, job stress, limited time with family, and an organizational culture that remains hierarchical. These conditions have the potential to affect personnel’s job satisfaction and work engagement in performing their duties. This study aims to analyze the influence of Work-Life Balance and Organizational Culture on Work Engagement, with Job Satisfaction as a mediating variable, among personnel of the Criminal Investigation Unit of the Sijunjung Police Department. The background of this study stems from the importance of work engagement within a police environment characterized by high task loads and complex professional pressures. The research method employed a quantitative approach using a census technique on 36 respondents, and data analysis was conducted using Partial Least Squares (PLS) via SmartPLS 3.0 software.The results of the study indicate that work-life balance has a significant effect on job satisfaction, albeit with a negative relationship, while organizational culture does not have a significant effect on either job satisfaction or work engagement. Furthermore, job satisfaction does not have a significant effect on work engagement and does not mediate the relationship between the main variables. In conclusion, increasing employee work engagement requires a more comprehensive approach through the strengthening of motivational factors, psychological support, and participatory leadership so that optimal well-being and performance can be achieved.

Abstract

Improving public health requires planned efforts through effective health services, in which Occupational Safety and Health (OSH) is crucial for protecting workers from the risk of accidents and work-related illnesses. Hospitals present high occupational risks; however, the implementation of the Hospital Occupational Safety and Health Management System (SMK3RS) at Dr. Achmad Mochtar General Hospital in Bukittinggi is considered suboptimal, particularly due to constraints related to limited human resources and changes in organizational structure. This study aims to analyze the implementation of the Hospital Occupational Safety and Health Management System (SMK3RS) and identify the barriers affecting its effectiveness. The research methods used include qualitative approaches such as in-depth interviews, observations, and document reviews, as well as a quantitative approach through a questionnaire administered to 39 respondents. The research results regarding the input component indicate that written policies have not been updated since 2015, the number of staff is limited to only 2 people, and there is no specific budget allocation for OSH. In the process component, planning has been based on risk management; however, the implementation of disaster and fire drills, as well as periodic health examinations, has not been conducted routinely and comprehensively. Regarding the output component, internal monitoring and evaluation have not been conducted systematically, and incident documentation remains inactive. In conclusion, the implementation of SMK3RS at Dr. Achmad Mochtar General Hospital in Bukittinggi has not been optimal due to challenges related to management commitment, budget, and staff competence.
