Abstract

This study examines the role of the media in shaping public meaning towards Rohingya refugees in Indonesia through Anthony Giddens' structuration theory. The problem discussed is how the media constructs narratives that are in line with the political and economic interests of the elite, which directly shape the public's meaning towards refugees as a "threat" or "burden." The purpose of this study is to understand in depth how the media uses its reporting mechanisms to shape meaning, control discourse, and legitimize policies regarding Rohingya refugees within the framework of the political economy communication structure. The theories and concepts applied include Giddens' structuration theory, which emphasizes three key elements: significance, dominance, and legitimacy, which provide a framework for empowering how the media shapes perceptions and policies on refugee issues. The methodology used is an analysis of news coverage about Rohingya refugees on SCTV media as an example of media in Indonesia, identifying narratives and interests conveyed in reporting. The analysis shows that coverage such as that carried out by SCTV, shapes public meaning through repeated narratives that depict refugees positively and negatively. The conclusion highlights the media structuring that determines the meaning of public opinion towards Rohingya refugees.

Abstract

This study is to study the implementation of System Village Information (SID) in Talaga Jaya Village, Garut Regency, as part of e-government development to increase service to the public and participation of the community. Implementation model approach Edward III's policies were used to analyze four main dimensions: communication, resources power, disposition, and structure bureaucracy. The result shows that the constraint mainly lies in its limitations in infrastructure technology, low digital literacy of society, and lack of capacity to source power for humans at the village level. Thus, SID began to impact positive open access information and encouraged the involvement of the public in the process of governance of the village. Research This recommends improving training for the device village, strengthening infrastructure technology, and intensive socialization to push the community to adopt SID. Further implementation Good expected can create a governance​ government transparent, efficient, and responsive village. This article becomes an essential guide for other villages that want to utilize digital technology to serve the public.

Abstract

Lembang Park and Zoo is an educational tourism destination that has experienced a decline in visitors due to the impact of the pandemic. To address this issue, Lembang Park and Zoo offers an educational tourism program directed at elementary school students. This program supports the elementary school curriculum and increases visitor numbers. However, the lack of promotion made it less known among teachers and parents of elementary schools in Bandung. Therefore, more effective promotional media are needed to attract the attention of teachers, parents, and students and increase visitor numbers. This study identifies elementary school teachers' and parents' needs and preferences and the effectiveness of promotional media through observation, interviews, questionnaires, and literature reviews. The promotional video for the Lembang Park and Zoo Educational Tour Package is designed to introduce the educational program to teachers and parents of elementary students in an informative, effective, and efficient manner. The video is designed to ensure teachers and parents can easily understand the information about educational tours and animal knowledge at Lembang Park and Zoo. This study increases visitor numbers from the elementary school group segment and meets the need for quick and efficient information.

Abstract

This study explores the experiences, motives, and meanings of environmental journalism for comic journalists in Stories  from The Sea on the Instagram account @JurnalisKomik. Using a qualitative method with Alfred Schutz's phenomenological approach, this research examines how comic journalists perceive and convey environmental issues through visual storytelling. The findings reveal that environmental journalism is a field that presents environmental news with a meticulous and detailed reporting style, allowing the emergence of activism in journalism. Furthermore, environmental journalism should be considered a public issue, as many aspects of environmental sustainability are closely related to society. Therefore, there is a need for exemplary environmental journalists whose work can inspire various media, communities, and institutions. Their role is crucial in raising public awareness about environmental issues and encouraging collective action for environmental preservation.

Abstract

The West Java Youth Digital Training Program is a digital training program in West Java designed to improve the digital skills of young people. This study aims to identify the stages of implementation, obstacles, and reasons for the implementation of the West Java Youth Digital Training Program. This study utilizes a qualitative method with a case study approach, collecting primary data through interviews and observations, as well as secondary data from books, theses, and online sources. The study's informants were selected by purposive sampling, and source triangulation was used to ensure data validity. The results of this study indicate that the stages of organizing the West Java Youth Digital Training Program event include research, design, planning, coordinating, and evaluating. The research stage focuses on identifying the need for digital literacy among individuals aged 16 to 30. The design stage involves creating posters, selecting Jabar Digital Service as a resource person, and minimalist decorations. The planning stage encompasses biannual training sessions, material planning, and participant selection through motivation letters. The coordinating stage involves committee meetings, coordination of consumption with hotels, and communication of participants through WA Group. The evaluation stage involves enhancing the selection process, questionnaires, and the preparation of professional certification. The study identified several obstacles, including the low level of digitalization in West Java, limited public relations personnel, busy event schedules, and ineffective coordination. The primary rationale for implementing this program is to equip the younger generation of West Java with the necessary skills to thrive in the digital era.

Abstract

Hoaxes are fake news that are easily spread due to the fast flow of information and the high demand for social media. News fragments in online media that are not yet known in fact are the main trigger for the emergence of hoax news. The purpose of this research is to find out the implementation of social media utilization by @Jabarsaberhoaks in building public awareness of hoax news. This research uses qualitative methods and a case study approach. Primary data collection techniques are observation and interviews while secondary data are literature studies and documentation. There are three key informants from the @Jabarsaberhoaks account manager and two supporting informants from followers of the @Jabarsaberhoaks Instagram account. The data validity technique uses source triangulation. The results found that @Jabarsaberhoaks to build public awareness of hoax news is considered successful, namely by creating content according to the wishes of Instagram followers and collaborating with saber hoax units in West Java.

Abstract

Cyberbullying has become a serious threat in the digital era, especially among teenagers. This research focuses on the representation of anti-cyberbullying educational messages in the short film “Dunia Agnes” uploaded on YouTube by Cerdas Berkarakterter Kemdikbud RI. This research aims to describe how denotation, connotation, and myth represent anti-cyberbullying educational messages in the film. The data collection is a documentation technique because the research’s object is a short film. The results showed that the short film “Dunia Agnes” successfully represented anti-cyberbullying educational messages through denotation, connotation, and mythical signs. Denotation representation is shown through scenes that explicitly describe forms of cyberbullying, its impact on victims, and the importance of social support and resistance to cyberbullying. Connotation representation is shown through the use of symbolism, colors, and music that reinforce the emotional and psychological messages. Mythic representation dismantles various misconceptions about cyberbullying, such as thinking of it as a mere “joke”. The short film “Dunia Agnes” as a whole provides a representation of anti-cyberbullying educational messages by depicting the negative impact of cyberbullying on victims, the importance of the role of social support for victims, and also the need to change people's perceptions so that they do not underestimate cyberbullying anymore.

Abstract

This study employs a qualitative method with a case study research approach. The subject of this research is I Channel TV Bandung, while the object is the media partnership on the Instagram account @inikpop. Informants were selected using purposive sampling. Data collection methods include observation, interviews, literature review, and documentation. Data analysis techniques involve data reduction, data presentation, and drawing conclusions. Data validity testing is conducted through source triangulation. The results of this study indicate that the partnership established through media collaboration on the Instagram account @inikpop includes cooperation in the form of advertising and promotional media publications for event organizers, building a positive corporate image through program quality and partnerships, as well as engaging with the audience to foster closeness. Media partnerships help I Channel TV maintain its existence amidst competition from online and digital media through its flagship program, INIKPOP, which also has its own promotional media channels such as Instagram, YouTube, and TikTok. In addition to media partnerships, active engagement on social media also assists I Channel TV in attracting back television audiences, who have started to decline, by presenting information content that is packaged in an engaging and distinctive manner on social media. This approach helps balance television's existence with the advancement of online media technology in people's daily lives.

Abstract

The Ujungan tradition is an attraction performed by a group of people, where participants whip each other using rattan. This tradition is held once a year during the Seren Taun traditional ceremony. The purpose of this study is to explore the experiences, motives, and meanings of the Ujungan tradition for its performers within the Kasepuhan Cibadak community, Lebak Regency, Banten. This study employs a qualitative method with Alfred Schutz’s phenomenological approach. Primary data collection techniques include active participant observation and semi-structured interviews, while secondary data are obtained from document studies/documentation. The study involves four key informants who are Ujungan performers and two supporting informants, consisting of spectators and cultural experts. Data validity is ensured through source triangulation. The findings reveal that the performers experience emotional enjoyment. The "because motives" are influenced by the role of traditional leaders and the performers’ self-awareness as part of the Kasepuhan Cibadak community. Meanwhile, the "in-order-to motives" focus on preserving the Ujungan tradition as a cultural heritage. For the performers, the Ujungan tradition carries meanings of tradition, ritual, and karesmen (artistic expression). Therefore, the Ujungan tradition in the Kasepuhan Cibadak community, Lebak Regency, Banten, is regarded as entertainment with local wisdom values. The tradition also fosters values of togetherness and trust, symbolizing protection for circumcised boys, ensuring their safety from misfortune.

Abstract

This study examines how Detik.com and Kompas.com frame news coverage of the Constitutional Court’s decision on Article 169 letter q of Law No. 7 of 2017, which allows presidential and vice-presidential candidates to be at least 40 years old or have previously held an elected position. The decision, issued in October 2023, sparked public debate regarding youth involvement in politics and constitutional consistency. Employing a qualitative method with a framing analysis approach, data collection was conducted through purposive sampling, observation, documentation, and interviews. The results reveal contrasting framing strategies between the two media outlets. Detik.com frames the decision positively, viewing it as a progressive step to encourage youth participation in national politics. In the problem definition element, Detik.com highlights the benefits for young generations, while Kompas.com frames it as controversial, emphasizing its potential to undermine legal stability. In diagnosing causes, Detik.com attributes the ruling to efforts to empower younger politicians, whereas Kompas.com identifies inconsistencies within the Constitutional Court as the root issue. For moral judgment, Detik.com regards the decision as momentum for youth political consolidation, while Kompas.com criticizes its adverse constitutional implications despite acknowledging its finality. In treatment recommendation, Detik.com suggests eliminating discrimination against youth in politics based on merit, while Kompas.com recommends rejecting the ruling to prevent further complications. This study concludes that media framing significantly shapes public perception, with Detik.com and Kompas.com reflecting differing editorial stances. The findings emphasize the crucial role of balanced, objective reporting in fostering an informed public discourse on political decisions.
