Abstract

Mass media has a role in providing various information to the wider community. Currently, mass media information delivery can be done anytime and anywhere. However, the framing used by news presenters is important in conveying the news because a piece of news will have an influence on public perception, including in the distribution of news regarding transmissions and broadcasts of the National Capital, which is currently a hot topic. The aim of this research is to determine framing analysis in news coverage and its influence on public perceptions on the issue of moving and developing the nation's capital. This research will use a qualitative approach with a focus on framing analysis in news coverage related to the issue of movement and development of the Indonesian capital city. The research results showed that framing in news coverage of the sustainability of the transfer and development of the nation's capital had an influence on public perception. The mass media can choose points of view, language and narratives that shape perceptions of candidates, parties and the process of desire and transmission of the National Capital. So it is important to understand how the media presents important news because it influences people's perceptions of the activities desired and the ongoing relocation of the National Capital.

Abstract

The construction industry faces tight project schedules, high safety standards, and increasing demands for efficiency and work quality. These challenges require strategic human resource management through effective training and human resource development. This study examines the effects of training and human resource development on employee job performance in a project-based construction company. A quantitative cross-sectional survey was conducted involving all 33 employees of PT Indo Permata Jaya Palembang using a saturated sampling technique. Data were collected through a five-point Likert-scale questionnaire and analyzed using multiple linear regression with SPSS. The results indicate that training has a positive and significant effect on job performance, while human resource development shows a stronger positive and significant influence. Simultaneously, both variables significantly affect job performance, explaining 57.8 percent of its variance. These findings highlight the importance of integrating short-term skill enhancement with long-term capacity building to improve employee performance in construction projects.

Abstract

Community-based food security initiatives require sustainable and inclusive business models to ensure long-term impact and social empowerment. Rumah Pangan PNM Purwokerto Branch was established as a social enterprise program aimed at strengthening local food resilience while empowering women through community participation. This study aims to analyze the existing business model of Rumah Pangan PNM using the Business Model Canvas (BMC) framework and to formulate strategic development directions to enhance its sustainability and social impact. This research employs a qualitative descriptive approach within an interpretive paradigm. Data were collected through in-depth interviews, focus group discussions, observations, and document analysis involving program managers, institutional partners, and community members, and were analyzed using thematic and BMC-based analytical techniques. The results indicate that the existing model has implemented all nine BMC elements in an interconnected manner, with strong value propositions rooted in community empowerment, institutional collaboration, and the provision of nutritious local food. However, the model remains highly dependent on a limited number of institutional offtakers, lacks product diversification, and has restricted market reach. This study proposes a development framework emphasizing customer segment expansion, value-added product innovation, digital-based distribution channels, partnership strengthening, and resource optimization. These findings demonstrate that BMC can effectively support the transformation of community-based food initiatives into more adaptive and sustainable social enterprises, contributing to both economic viability and social empowerment.

Abstract

Digital transformation in public service delivery has driven the implementation of the Digital Population Identity (Identitas Kependudukan Digital/IKD) as part of the Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik/SPBE) to enhance efficiency and integration of population administration based on the National Identification Number (NIK). However, the implementation of IKD at the Department of Population and Civil Registration of Depok City still faces several challenges, including low activation rates, limited public literacy and trust, the proliferation of fraud conducted under the guise of IKD, and the internal readiness of the bureaucracy to manage digital transformation. This study aims to analyze the level of readiness and digital mastery of the Department of Population and Civil Registration of Depok City and to identify strategic aspects that need to be strengthened to support the successful digital transformation of population administration services. The Digital Mastery theory proposed by Westerman, Bonnet, and McAfee (2014) is employed as the primary analytical framework to understand and assess the processes and levels of digital mastery within the research context. The theory emphasizes that successful digital transformation is determined by a balance between digital capabilities and leadership capabilities. The combination of these two dimensions results in four levels of digital mastery, namely Beginners, Fashionistas, Conservatives, and Digital Masters. This study adopts a qualitative descriptive method with an inductive approach. The findings indicate that the digital mastery of the Department of Population and Civil Registration of Depok City in supporting government digital transformation through the activation of Digital Population Identity (IKD) is positioned at the Conservative level within the Digital Mastery framework of Westerman et al. (2014). This level is characterized by the availability of stable, secure, and standardized digital systems and a focus on the use of technology to improve administrative efficiency. Although leadership commitment to digitalization is evident through support for IKD implementation, regulatory compliance, and personal data protection, the utilization of technology and digital leadership remains operational and risk-control oriented. As a result, it has not fully driven service innovation, strategic data utilization, or enhanced user experience. Therefore, advancing digital mastery toward the Digital Master level requires strengthening an integrated digital strategy between central and local governments, developing visionary digital leadership, enhancing the digital competencies and culture of public officials, improving public digital literacy and trust, and fostering sustained synergy with the Directorate General of Population and Civil Registration to promote citizen-oriented digital transformation in population administration services.

Abstract

Changes in the strategic environment and the demands of bureaucratic reform encourage government organizations to enhance their adaptive capacity through continuous learning. In this context, the concept of a learning organization becomes particularly important, especially for human resource management units that play a strategic role in developing civil servants. This study aims to analyze the implementation of a learning organization within the Human Resources Bureau of the Ministry of Home Affairs, identify the factors influencing its implementation, and examine the efforts undertaken to optimize the application of the learning organization concept. This research employs a descriptive qualitative approach. Data were collected through in-depth interviews with structural officials and implementing staff within the Human Resources Bureau, observations, and document review. The data were analyzed using data reduction, data presentation, and conclusion-drawing techniques, accompanied by triangulation to ensure data validity. The findings indicate that the implementation of a learning organization within the Human Resources Bureau of the Ministry of Home Affairs has been underway; however, it has not yet been fully institutionalized as an organizational culture. The five disciplines of a learning organization personal mastery, mental models, shared vision, team learning, and systems thinking have emerged in work practices, particularly in strategic activities, but remain partial and situational in nature. Supporting factors for the implementation of a learning organization include leadership commitment, policy support for the merit system, and the presence of employees with strong learning motivation. Conversely, inhibiting factors include a strong administrative work culture, uneven employee competencies, resistance to change, and weak coordination and utilization of digital systems. This study concludes that the Human Resources Bureau of the Ministry of Home Affairs is in a transitional phase toward becoming a learning organization, requiring strengthened learning leadership, a shift in mindset, and the sustained institutionalization of organizational learning.

Abstract

The purpose of this article is to examine the theory and implementation of Islamic marketing management globally and the factors shaping consumer behavior. The source material is derived from a review of marketing management books and international journals, which were thoroughly reviewed and analyzed to obtain analytical results that can benefit users in this field. The method used in this study is qualitative research, using an inductive analysis approach and a literature review. The research was conducted using theoretical analysis from books and an analysis of 25 previous research articles from the Emerald Insight platform from 2018 to 2024.The analysis results provide a scope of Islamic marketing strategy and descriptive analysis of Islamic consumer behavior, implemented Islamic marketing strategies, and consumer behavior of Islamic products/services users in various countries from 2018 to 2024. This study provides material and references for further research, including theoretical studies, indicators, and variables on Islamic marketing strategy and consumer behavior of Islamic products/services users. Limitations of this study include the lack of an in-depth examination of the use of technology in Islamic marketing strategies. The implications of this research can be used by management in formulating Islamic marketing strategies and managerial decision making in the marketing sector.

Abstract

As the complexity of audits has increased, the Audit Board of Indonesia (BPK) has initiated the development of auditors’ competencies through LEAF, which applies an integrated learning strategy. However, LEAF faces four challenges: inadequate learning needs analysis, the unclear measurement of its contribution to improving auditors’ competencies, the underutilization of knowledge assets within BPK, and the lack of assurance regarding post-LEAF sustainability. This study aims to analyze the design and implementation of LEAF at BPK, the contribution of LEAF to the development of BPK auditors’ competencies, and the efforts undertaken by BPK to ensure the sustainability of LEAF. The analysis is based on Etienne Wenger’s (1998) community of practice theory, which encompasses the dimensions of domain, community, and practice, as well as Sedarmayanti’s (2016) civil servant competency development theory, which includes the dimensions of technical skills and human relations skills. This study employs a qualitative approach, with data collected through observation, interviews, and documentation. The findings indicate that LEAF constitutes a modified community of practice that utilizes the three corporate university learning strategies: formal, social, and experiential learning. The design of LEAF meets the requirements of a community of practice by fulfilling the dimensions of domain, community, and practice. Nevertheless, several weaknesses remain in the implementation of LEAF as a community of practice. These include the reliance of LEAF’s needs analysis on the portfolios of subject matter experts, the lack of sustained interaction among LEAF members within the community dimension, and the limited utilization of knowledge assets across BPK within the practice dimension. LEAF also has a positive impact on improving auditors’ competencies at BPK, both in terms of technical skills and human relations skills, although continuous development of the instruments used to assess LEAF’s contribution to competency development is still required.
