Abstract

This study aims to explore the implementation of multicultural-based character education at Ibnu Sina Islamic Boarding School. In the contemporary Islamic education landscape, Islamic boarding schools face sociological challenges in the form of diverse student backgrounds that have the potential to trigger horizontal conflict. Using a qualitative case study approach, this study reveals how the core values ​​of Ahlussunnah wal Jama'ah (Aswaja), Tawassuth, Tasamuh, and ’Adalah are integrated with Thomas Lickona's character education theory. The findings indicate that Islamic boarding schools deliberately construct a hidden character curriculum through a policy of dormitory heterogeneity and the exemplary behavior of caregivers. However, its effectiveness is still influenced by determinant factors such as the lack of intensive mentoring for new students. This study concludes that Islamic boarding schools function as miniature multicultural societies capable of transforming potential conflicts into instruments for strengthening inclusive character.

Abstract

This study analyzes the survival mechanisms of daily wage timber-cutting laborers in Muara Pari Village, Lahei District, Barito Utara Regency, an indigenous Dayak Taboyan community whose livelihood structure has shifted from agrarian subsistence toward extractive-sector labor as mining, plantation, and timber concessions increasingly encircle the village's forest and land, compounded by fluctuating commodity prices, positioning the study within the broader problem of rural economic precarity amid extractive-industry expansion. The study aims to analyze the forms of survival mechanisms laborers employ to manage economic vulnerability amid this encirclement. Using a descriptive qualitative approach with in-depth interviews and secondary data, the study applies James C. Scott's moral economy theory and safety-first principle as its analytical framework. Findings show that laborers' vulnerability stems from restricted access to natural capital, compounded by rubber prices collapsing below Rp7,000 per kilogram and high logistics costs from poor road access, prompting three survival strategies: belt-tightening, dual-livelihood diversification, and the use of social networks through the Handep tradition and patron-client relations. Strong social capital and a village policy opening access to former rubber-plantation land are the main pillars keeping laborers above the subsistence crisis line, affirming the continued relevance of Scott's peasant subsistence logic today.

Abstract

This research aims to identify and analyze the legal basis obliging a notary to require appearers to affix their fingerprints on the Minuta Akta, viewed from the resolution of norm conflict and the principle of legal certainty, and to examine the legal risks a notary faces, along with their implications for evidentiary strength, when this obligation is neglected. The research employs a normative legal method through statute and conceptual approaches, drawing on primary, secondary, and tertiary legal materials analyzed through prescriptive-qualitative reasoning and deductive syllogism. The results show that Article 16 paragraph (1) letter c of the Notary Position Law imperatively binds the notary, and its apparent tension with Articles 1 and 38 is resolved through the principle of lex posterior derogat legi priori, positioning the fingerprint as a complement to, not a substitute for, the signature. Neglecting this obligation carries cumulative risk: the deed's evidentiary force may be degraded to that of a private instrument under Article 1869 of the Civil Code, while the notary may face administrative sanction and ethical censure. These findings affirm that fingerprinting functions as a constitutive safeguard of authenticity essential to legal certainty in notarial practice.

Abstract

This article aims to analyze the strategy of internalizing Islamic religious values ​​in increasing student religiosity at Al-Fattah Islamic High School in Pecalongan, Bondowoso. The research used a qualitative approach with a case study type. Data were collected through observation, interviews, and documentation, then analyzed through data reduction, data presentation, and drawing conclusions. The research findings show that the internalization of Islamic religious values ​​occurs through four main strategies: habituation, role modeling, motivation, and reward and punishment. Habituation is realized through congregational prayer, group prayer, the habit of greeting, and routine religious activities that foster discipline and religious awareness in students. Exemplary behavior is evident in teacher behavior in worship, polite speech, discipline, and consistency between words and actions. Motivation is provided through advice, religious direction, spiritual strengthening, and a personal approach to foster students' internal awareness in practicing Islamic teachings. Rewards and punishments are applied educationally and proportionally to strengthen positive behavior, foster violations, and foster responsibility and self-control. This article emphasizes that student religiosity is more easily formed when religious values ​​are presented in an integrated manner through a religious school culture.

Abstract

Scholarship on Muhammad Abduh commonly treats theological, educational, and political reform as separate domains. Consequently, the administrative dimension of his thought—how public authority should be constrained, organized, supervised, and oriented toward public welfare—remains insufficiently developed. This article reconstructs a conception of bureaucratic reform from Abduh's thought as a response to colonialism, authoritarian rule, elite domination, and institutional stagnation in nineteenth-century Egypt. It employs a qualitative-historical design combining conceptual analysis and contextual hermeneutics of Abduh's primary writings, al-Urwah al-Wuthqa, and scholarship on Islamic reform and public administration. The findings show that, although Abduh did not employ the contemporary term bureaucratic reform, his work contains an ethical-institutional architecture comprising six principles: law-bound civil authority, constitutional constraint, consultation and public accountability, differentiated yet coordinated state functions, administrative decentralization, professionalization through education and ijtihad, and legal adaptation to social change. The article proposes an Abduhian model of bureaucratic reform that links epistemic reform to institutional capacity and justice-oriented public service. Its theoretical contribution lies in connecting modern Islamic political thought with the literature on quality of government, while demonstrating that reform in Muslim-majority settings requires an integrated transformation of rules, competence, and administrative ethics.

Abstract

The Indonesian constitutional system adopts a presidential model that has undergone significant transformation following the amendments to the 1945 Constitution. While the constitutional reforms strengthened democratic institutions and the separation of powers, various governance challenges remain, including political oligarchy, weak public accountability, transactional politics, and declining public trust in political institutions. This study aims to analyze the relevance of the principles of syūrā, justice, and accountability in siyāsah syar‘iyyah to the implementation of Indonesia’s presidential system. This research employs normative legal research using statutory, conceptual, historical, and comparative approaches. The findings reveal that Indonesia's presidential system substantively reflects several principles of siyāsah syar‘iyyah, particularly deliberation, public participation, constitutional governance, and public welfare. However, practical implementation still encounters significant challenges in realizing justice, accountability, and public participation. This study proposes a reconstruction of democratic governance based on the integration of constitutional democracy and the values of siyāsah syar‘iyyah through strengthening public accountability, participatory governance, and ethical leadership. The integration of these principles contributes to the development of a democratic governance model that is both constitutionally legitimate and ethically grounded

Abstract

Optimizing local tax revenue has become one of the primary challenges to strengthening regional fiscal independence in Indonesia. Rural and Urban Land and Building Tax (PBB-P2) constitutes a strategic component of Local Own-Source Revenue (Pendapatan Asli Daerah/PAD), particularly following the decentralization of tax administration to local governments. Despite possessing considerable fiscal potential, the Regional Tax and Retribution Management Agency (BPPRD) of Tanjungpinang City has experienced substantial fluctuations in PBB-P2 revenue realization during the 2023–2025 period. This condition indicates that organizational factors, particularly organizational work culture, may influence the effectiveness of tax collection performance. This study aims to analyze the organizational work culture implemented by BPPRD in maximizing PBB-P2 revenue and to identify organizational efforts undertaken to improve tax collection performance. A qualitative descriptive approach is employed through in-depth interviews, observations, questionnaires, and document analysis involving structural officials, tax collection officers, and administrative staff. Data are analyzed using the interactive model consisting of data reduction, data display, and conclusion drawing. The study adopts Triguno's organizational work culture framework, emphasizing attitudes toward work, work behavior, and work discipline. The findings are expected to demonstrate that organizational work culture significantly influences employee commitment, accountability, discipline, innovation, and service quality, which ultimately determine the effectiveness of local tax collection. Furthermore, organizational transformation toward a performance-oriented work culture is anticipated to strengthen institutional capacity in achieving sustainable local revenue growth. This study contributes to the development of public administration literature by emphasizing organizational culture as a strategic determinant of local tax administration performance in decentralized government systems.

Abstract

he transformation of learning through the Deep Learning approach requires Islamic Religious Education (IRE) to move beyond content mastery toward fostering students' religious moderation. This study aims to analyze and develop a conceptual model of adaptive Islamic Religious Education learning orchestration through a Deep Learning approach grounded in religious moderation in madrasahs. A descriptive qualitative design was employed. Data were collected through classroom observations, in-depth interviews, and document analysis, and were analyzed using the interactive model of Miles, Huberman, and Saldaña. Data trustworthiness was ensured through source and method triangulation, member checking, and prolonged engagement. The findings reveal that adaptive IRE learning orchestration is constructed through four interrelated components: adaptive instructional planning, meaningful, mindful, and joyful learning interactions, the internalization of religious moderation through authentic learning experiences, and continuous adaptive assessment. The synthesis of these components resulted in an Adaptive Islamic Religious Education Learning Orchestration Model, positioning teachers as learning orchestrators who integrate instructional design, learning experiences, character development, and assessment into a coherent learning system. This model extends the Deep Learning perspective by embedding religious moderation as the core principle of adaptive and contextually relevant Islamic Religious Education in madrasahs.

Abstract

Corruption remains one of the most serious challenges to law enforcement and good governance in Indonesia, requiring effective institutional mechanisms to prevent and eradicate corrupt practices. This study aims to analyze the duties and functions of the Corruption Eradication Commission (Komisi Pemberantasan Korupsi/KPK), examine the strategies employed by the KPK in handling corruption cases, and identify the obstacles encountered in carrying out its mandate. The research employs a normative juridical approach using statutory, conceptual, and literature review methods to analyze legal regulations and relevant legal doctrines concerning the KPK's authority. The findings indicate that the KPK plays a strategic role through preventive measures, investigation, inquiry, prosecution, coordination, supervision, and public education in combating corruption. However, the effectiveness of these functions is constrained by several factors, including political intervention, overlapping institutional authority, regulatory challenges, and resistance from parties with vested interests. These obstacles may reduce the effectiveness of corruption law enforcement despite the KPK's independent status. The study concludes that strengthening the KPK's institutional independence, enhancing coordination with other law enforcement agencies, and improving the legal framework are essential to ensuring more effective and sustainable corruption eradication efforts in Indonesia

Abstract

The rapid development of digital technology into English language teaching has provided new means for interactive learning, but has also raised concerns about safeguarding learners' cultural identity and promoting all-round development. This research aims to investigate the impact of neo-humanistic teachings and local cultural values to the digital English language learning of primary school students. This research was conducted through a qualitative case study approach in public and private primary schools in Bali. The data were collected by semi-structured interviews, classroom observation and document study. The study revealed five main themes: (1) incorporating local culture into English education through traditional ceremonies, folklore, arts, and environmental contexts; (2) incorporating neo-humanistic values such as empathy, cooperation, respect, responsibility, and environmental awareness into classroom activities; (3) effective use of digital technologies; (4) students' holistic development to enhance language confidence, creativity, collaboration, critical thinking, and cultural identity; and (5) implementation challenges related to digital infrastructure, culturally relevant teaching resources, and teacher readiness. This research shows that the integration of neo-humanistic principles and local knowledge turns digital English language teaching into a full learning experience beyond the simple mastery of the language. The results have practical implications for educators, curriculum developers and policy makers interested in designing culturally responsive and technology-enhanced English language teaching in elementary education.
