Abstract

The service project was carried out as part of the efforts made by the Regional Government and DPRD of Pangandaran Regency to handle the issue of abandoned lands due to the lack of regional regulations concerning this matter. The objectives of the program were the strengthening of the capacity of the institutions through policy assistance in the making of the Academic Draft and the Raperda on the Inventory, Utilization and Management of Abandoned Lands. The program took the approach of collaboration and utilized the method of normative-juridical study, field observation, consultation and focus group discussions (FGD) with the involvement of the Regional Government, DPRD, BPN, Regional Agencies, Academics and Community representatives. The result was a well-prepared academic draft which includes philosophical, sociological and juridical foundation.  Apart from generating the draft regulation, the program has increased the capacity of local government officials and members of DPRD in evidence-based policy making, increased cross-sectoral coordination, and created a common understanding on sustainable governance of abandoned lands. The Academic Draft serves as the scientific basis for formulating regional regulations and helps in developing an integrated land administration system in Pangandaran District. This community service indicates that policy assistance through participation is capable of improving institutional capacity, collaborative governance, and sustainable policy solutions for optimizing abandoned land management for the benefit of people's well-being and regional development.

Abstract

This community service and academic policy drafting initiative addresses the critical economic vulnerability of workers in Pangandaran Regency, West Java, where the local labor force is predominantly concentrated in the informal sector, exceeding 96 percent of the total working population. Despite robust national mandates such as Presidential Instruction Number 2 of 2021, local workforce participation in mandatory employment social security remains inadequate, driven by structural constraints, limited financial literacy, and administrative barriers. Utilizing a normative-empirical legal research methodology combined with participatory action research, this project facilitated the systematic formulation of a comprehensive Regional Regulation Draft (Raperda) aimed at optimizing labor protection through BPJS Ketenagakerjaan. The academic and policy intervention successfully established rigorous philosophical, sociological, and juridical frameworks, defining actionable implementation strategies such as aggregator-based community outreach, decentralized socialization, and strict administrative compliance mechanisms linked with public licensing services. Moreover, the initiative incorporates digital transformation paradigms and public sector risk management principles to ensure transparent, accountable, and sustainable administrative delivery. Ultimately, this regulatory framework bridges the persistent social protection gap, mitigates extreme poverty, safeguards vulnerable formal and informal laborers against socioeconomic shocks, and serves as a replicable model for inclusive regional governance across Indonesia.

Abstract

This article presents a comprehensive community service implementation contextualized through an "impactful internship" (magang berdampak) model, seamlessly integrating academic institutional contributions with industrial operational needs at PT XYZ (Persero). The program directly addresses critical organizational challenges by bridging higher education competencies with real-world administrative governance and human resource management within the enterprise's Human Capital Management Division. Utilizing a qualitative descriptive methodology structured around the Indonesian National Work Competency Standards (SKKNI) Number 109 of 2024, the community service activities encompass rigorous preparation, direct operational execution, and continuous evaluation stages. The findings demonstrate that embedding students into strategic state-owned enterprises significantly optimizes administrative workflows, digital archiving security, and the execution of vocational student management and employee training programs. Furthermore, the initiative effectively mitigates chronic administrative bottlenecks caused by high-volume workflows and strict defense-industry compliance protocols. Ultimately, this collaborative model serves as a powerful mutual catalyst, enhancing organizational efficiency and institutional capacity while fostering professional resilience, civic responsibility, and practical readiness among public administration students.

Abstract

The implementation of the Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik/SPBE) requires effective risk management to ensure the continuity, security, and quality of digital public services. However, the Bandung City Government still faces several challenges, including the inconsistent implementation of SPBE risk management across regional government agencies, the absence of an integrated digital platform for risk monitoring, and inconsistencies in risk identification. This community service activity aimed to strengthen the implementation of SPBE risk monitoring at the Bandung City Communication and Informatics Office (Diskominfo) through active participation in planning, monitoring, and reporting processes. The activity employed a participatory approach based on the Indonesian National Work Competency Standards (SKKNI) for Development Planning, encompassing four stages: identification and observation, data collection, development planning formulation, and preparation of progress reports. The activities included compiling SPBE risk management documents, monitoring risk implementation, assisting in the preparation and verification of the Regional Work and Budget Plan (RKA), and contributing to the preparation of performance accountability reports, including the Government Agency Performance Report (LKIP), Regional Government Accountability Report (LKPJ), and Internal SPBE Audit Report. The results indicate that these activities contributed to improving the quality of SPBE risk management documentation, strengthening coordination among organizational units, and supporting better planning and accountability processes. Furthermore, the activity generated recommendations to enhance SPBE governance through standardized risk management practices, continuous monitoring, and the development of an integrated digital platform to support sustainable electronic government governance.

Abstract

Sumuragung Village has great potential in bamboo weaving crafts that have been passed down through generations, but faces various challenges in business development, such as limited market access, low digital literacy, weak financial management, and a lack of product innovation. This community service program aims to empower bamboo weaving artisans and educational tourism managers through the application of technological innovation and digitalization. The method used includes four stages: socialization to build mutual commitment, training to improve technical and managerial capacity, the application of technology in the form of bamboo slicing tools and an educational tourism website, and mentoring and evaluation to ensure program sustainability. The results of the activities show significant improvements in various aspects, including an increase in production capacity of up to 70%, an increase in artisan income by 65%, the development of 5 new woven product variants (pencil cases, photo frames, and decorative lampshades), and the establishment of a digital marketing system through a website and social media that reaches a wider market. In addition, the formation of professional Pokdarwis (Tourism Awareness Groups) with a clear organizational structure and a transparent financial system is the foundation for the program's sustainability. This program proves that collaboration between academics, village governments, and communities can create sustainable economic transformation based on local wisdom and modern technology.
