Abstract

Pagadungan Village, Karawang Regency as the object of research. Pagadungan Village is one of the villages that has carried out the Complete Systematic Registration Program (PTSL) which is being echoed by the ATR / BPN ministry from 2018 to 2023 as the Main Objective of Agrarian Reform. This research is qualitative in nature, namely making direct observations to Pagadungan Village and studying qualitatively, namely collecting information obtained from perceptions and inspection reports outlined in the journal. The results obtained show that the Complete Systematic Registration Program (PTSL) in Pagadungan Village, Karawang Regency had reached 1700 registered lands from the target of 1900.  This means that the Complete Systematic Registration Program (PTSL) in Pagadungan Village has reached 90% of the Target, thus exceeding the achievement of the national target of 72% of the National Target. Because the Complete Systematic Land Registration Program is one of the Efforts to Accelerate Land Registration in order to Achieve Economic added Value and Legal Certainty. This research can be concluded that Pagadungan Village is successful in implementing the Complete Systematic Registration Program (PTSL).  The success in implementing the Complete Systematic Registration Program (PTSL) can make a positive contribution to the community's economy in creating social welfare.

Abstract

The lack of regulations on the transfer of prisoners between countries in Indonesia is an obstacle to establishing international cooperation on this matter. The large number of Indonesian citizens who are imprisoned abroad and need legal protection is an important reason for Indonesia to resolve this issue. The absence of regulations on the transfer of prisoners between countries needs to be addressed immediately to ensure legal protection for Indonesian citizens imprisoned at home and abroad. This research aims to study the extradition process in Indonesia and the importance of legal protection for Indonesian citizens imprisoned abroad for committing criminal offenses. The results obtained are that government efforts to protect Indonesian citizens abroad have been made, but need to be improved by strengthening coordination, increasing resources, and establishing international cooperation.

Abstract

Lemahsubur Village is one of the villages included in the Tempuran District, Karawang Regency. Agriculture is a very important sector in Indonesia, because Indonesia is an agrarian country and the majority of its population works in the agricultural sector so that agriculture is one of the largest commodities in the village, so the main problem discussed in this article is about the cultivation of agricultural land in Lemahsubur village which is one of the accelerations in the acceleration of agrarian reform. To implement it, the Lemahsubur village government develops the cultivation of the land cultivated by farmers in Lemahsubur village by establishing a farmer group 'Wargi Saluyu' which is a forum for these farmers to be able to manage and develop agricultural land collectively, with the existence of the farmer group, it is hoped that it can accommodate the farmers in Lemahsubur village in land cultivation, with the protection and empowerment of farmers which includes empowerment, financing and funding, supervision, and the role of the community, which is held based on the principles of sovereignty, independence, utility, integration, openness, efficiency, justice, and sustainability. The purpose of writing this article, the author wants to help the community in educating about the land that farmers are working on in Lemahsubur village. This system uses the Forward Chaining method where the process of searching for a forward or forward track. The search process is by providing questions that are the cause of existing problems, especially regarding land, there is a need for consultation to increase manpower in realizing the welfare of Lemahsubur villagers.

Abstract

This research examines errors in land parcels in certificates that have been issued in the Complete Systematic Lan Registration Program (PTSL), errors in land parcels in certificates that have been issued result in legal defects or administrative defects. By using research question: Legal consequences of Wrong Land Plot Objects in the PTSL Program. The research method used is empirical. The results of the research show that “Article 62 paragraph (1) of the Regulation of the Head of the National Land Agency Number 3 of 2011 explains that certificates of land right which contain administrative legal defect can be canceled or changed by the government in recording the maintenance of land registration data according to statutory regulations.” The BPN and TUN systems allow for the cancellation of certificates, which may then be reissued or re-registered

Abstract

Lemahmakmur village as one of the villages in Karawang district, has great potential in the agricultural sector, however, there is a problem related to land ownership in the village, namely the difference in name between the certificate and the Tax Payable Notification Letter (SPPT). The research method used is an empirical legal method and uses a qualitative approach, by conducting interviews with village officials and residents in Lemahmakmur village. Plus using previous book and journal sources regarding this publication. Data obtained from literature such as books are secondary data sources used in this study. Secondary data sources include primary legal materials, secondary legal materials and tertiary legal materials. This study aims to analyze the implications of differences in names in certificates and Tax Payable Notification Letters (SPPT) on land legality in Lemahmakmur village. Lemahmakmur village, like many villages in Indonesia, has experienced the phenomenon of differences in names on certificates and Tax Payable Notification Letters (SPPT) after the implementation of the PTSL program. Article 3 letter a of PP No. 24/1997 is a fundamental basis for understanding the root of the problem of differences in names between certificates and SPPT. This article explicitly states that the purpose of land registration is to ensure legal certainty regarding land rights, in practice the Complete Systematic Land Registration (PTSL) process in Lemahmakmur village does not fully meet this objective. Several impacts arise, including legal impacts, economic impacts, and social impacts.

Abstract

This study examines the role of the Pancakarya Village government in structuring land ownership to prevent agrarian conflicts. Using normative juridical methods, this study analyzes the process of transferring land ownership according to the Basic Agrarian Law (UUPA) and the role of village governments in protecting communities from inequality in land ownership. The results of the study show that the Pancakarya village government has succeeded in accommodating 90% of the community in the land certificate whitening program. However, there are still obstacles such as land boundary conflicts and lack of public understanding of the importance of certificates. The village government plays a role as a mediator in resolving disputes and conducting socialization related to the land certification program. This study recommends several improvement steps, including optimizing the use of land ownership master books, integrating data with digital land information systems, and increasing cooperation with the National Land Agency (BPN). These steps are expected to increase legal certainty and reduce the potential for agrarian conflicts in Pancakarya Village.

Abstract

This article analyzes the juridical aspects related to the emergence of land in the context of agrarian reform in Tanjungjaya Village. Agrarian reform is an important effort in the redistribution and management of land resources to achieve social and economic justice. This study explores how changes in laws and policies in agrarian reform affect the process of land arising, as well as their implications for land ownership and use rights in the village. Using a juridical analysis approach, this article assesses applicable regulations, administrative procedures, as well as challenges and solutions in the implementation of agrarian reform. The findings show that despite progress in land regulation and redistribution, legal and administrative problems that have not been fully resolved are still an obstacle in the implementation of agrarian reform in Tanjungjaya Village. This research is expected to provide useful insights for policymakers, legal practitioners, and related parties in efforts to improve and adjust agrarian reform policies.

Abstract

One of the villages in Karawang Regency is called Tempuran village, which has a population of ± 4,300 people consisting of 11 RTs, 5 RWs and four hamlets. 60% already have a certificate, and 40% only have a verbal Deed of Sale and Purchase. Tempuran village follows the implementation of PTSL, which priorities systematic, complete, fast, simple and affordable principles for the Tempuran village community.  Some village communities already know about land title certificates but have not yet reached the stage of implementing them by the regulations governing them. In reality, land rights regarding legal certainty do not always correspond to what is expected. Implementation in the field often occurs when the community does not have/has not yet produced a certificate of land rights, even though the community has lived on the land for a long time. This research aims to determine the urgency of land certificates as proof of ownership of land rights and what steps must be taken to provide legal awareness to the people of Tempuran village to have land certificates. This research uses qualitative research. The approach method uses an empirical juridical approach. The Result of this study Land certificates have a very strong function as legal evidence in providing certainty and legal protection to the owner. By having a certificate, Tempuran villagers have a strong legal basis to defend their land rights, in accordance with applicable regulations. Counseling the community on the obligation to maintain land in accordance with the UUPA and updating land data is important to be carried out regularly to ensure the accuracy of land ownership information in Tempuran Village.

Abstract

The implementation of the Complete Systematic Land Registration (PTSL) policy often faces various challenges or problems. Therefore, the National Land Agency (BPN) has the responsibility to overcome these problems. This research uses a qualitative research method with an empirical juridical approach. The purpose of this research is to find out how the implementation of the Complete Systematic Land Registration (PTSL) policy in Lemah Duhur Village, Tempuran District, Karawang Regency, and the obstacles that hinder its implementation. The research findings show that the implementation of the PTSL policy in Lemah Duhur Village has gone well but faces several challenges. Data from the National Land Agency (BPN) shows that of the 1,800 land parcels targeted in 2017, many have yet to be surveyed, indicating a gap between targets and results. Challenges include suboptimal socialization efforts, a lack of competence among adjudication committees, and the issue of inaccurate land measurement and mapping compared to the certificate layout.

Abstract

The Government of Indonesia launched a program to accelerate the Complete Systematic Land Registration (PTSL) in Indonesia, one of which is Cikuntul Village, Tempuran Regency, West Java. This research aims to understand how the Karawang Regency Government’s programs related to PTSL are implemented in Cikuntul Village. This study uses a juridical-empirical approach, which examines legal sanctions or the practical implementation of legal provisions in certain social events. In Cikuntul Village, land registration efforts face challenges due to the lack of awareness among local communities about its importance. Despite having productive land, many landowners do not have land titles, which leads to complications in land transactions and legal disputes. The Karawang Regency Government is prioritizing national initiatives such as PTSL to distribute land certificates and accelerate land redistribution. However, challenges such as delays in surveying and processing documents at ATR offices hinder the issuance of land certificates. In addition, high registration fees, including notary fees and taxes, discourage residents from registering their land.
