Abstract

Bureaucratic reform is a strategic step aimed at achieving good governance by enhancing efficiency and effectiveness in public services. One of the innovations implemented by the Education Office of Surabaya City is the One-Stop Service system, which is designed to simplify access for the community by allowing them to visit just one location for services. This study aims to analyze the extent of the readiness of the service providers in delivering effective, efficient, and quality services, utilizing five indicators from Martin Jr.'s theory, namely: (1) Proficiency in using equipment; (2) Readiness; (3) Responsibility in service; (4) Discipline; (5) Employee attitude. The method used in this research is qualitative descriptive, with data collection conducted through interviews, observations, and literature studies. The findings indicate that the readiness of employees in the One-Stop Service at the Education Office of Surabaya City plays a crucial role in enhancing the quality of public service to the community.

Abstract

This study explores the effectiveness of Virtual Reality (VR) as a non-pharmacological method to reduce pain and anxiety during labor. In the context of increasing attention to alternative approaches in pain management, VR is emerging as an innovative solution that has the potential to provide a positive experience for laboring mothers. This quantitative study compared two groups of pregnant women: an intervention group that used VR during labor and a control group that received standard care without the use of VR technology. Data were collected using the visual analog pain scale and STAI anxiety scale before, during, and after labor to measure the effectiveness of the intervention. The results of the analysis showed a significant decrease (p<0.05) in pain and anxiety scores in the VR intervention group compared to the control group. These findings suggest the potential of VR as a promising tool in labor pain and anxiety management, offering a safe and effective approach to improve the labor experience for mothers. Further research with larger samples and more robust designs is needed to confirm these findings and expand understanding of VR applications in the midwifery context.

Abstract

The basis of the state is a series of values extracted from and growing in Indonesian society itself since centuries ago, which contains ideas about the ideals of the state (staatsidee) and the ideals of law (rechtsidee) so that it is used as a source for the preparation of basic law or articles of the Constitution. Pancasila is the philosophical basis of the Indonesian state which was proposed by Ir. Soekarno on June 1, 1945, and was formalized as the basis of the state on August 18, 1945. The five basic principles of Pancasila are Belief in One God, Fair and civilized humanity, Indonesian Unity, Democracy led by wisdom in deliberation and representation, and Social justice for all Indonesian people.

Abstract

This study aims to analyze the influence of fried and grilled food consumption patterns on the incidence of cancer among adolescents and young adults. Data were collected from 100 respondents using a structured questionnaire and purposive sampling method. Logistic regression analysis was employed to identify the relationship between unhealthy eating habits, such as consuming fried and grilled foods, and the potential risk of cancer incidence. The findings reveal that the consumption patterns of fried and grilled foods significantly contribute to the increased risk of cancer, with frequent use of reused cooking oil and grilled food consumption emerging as dominant factors. These results align with the Theory of Biological Balance, which posits that biological imbalance caused by the intake of harmful substances, such as acrylamide and PAHs, can elevate the risk of carcinogenesis. This study highlights the urgent need for nutritional education and the promotion of healthy eating habits to reduce exposure to carcinogenic substances, particularly among adolescents and young adults, to prevent future cancer cases.

Abstract

In the modern era, energy management in households has become a significant challenge, especially in reducing electricity wastage. This study proposes a smart home system based on AI and IoT capable of detecting electricity wastage in real-time using the KMeans clustering algorithm. The system utilizes IoT sensors such as DHT, PIR, and ACS712 to measure environmental data, human presence, and current consumption. The received data is analyzed on the server using a machine learning model trained with historical datasets. The electricity wastage predictions are sent to an Android application, enabling users to monitor and control household devices such as lights and fans in real-time. This system aims to provide an effective solution to enhance household energy efficiency while delivering a smarter and more integrated control experience.

Abstract

The Al-Azhar University Cairo Islamic Boarding School Santri Scholarship Program (BSPP) is a strategic initiative of the East Java Provincial Government which aims to increase access to higher education and the quality of Islamic boarding school human resources (HR). Despite the positive impact of the programme, some challenges, such as changes in international regulation and the sustainability of the programme, remain important issues. This research aims to analyze the role of the People's Welfare Bureau (Kesra) as the main partner in implementing the BSPP program, especially in supervision, fund management and program evaluation. This research uses a qualitative approach with descriptive methods. Data was collected through in-depth interviews, document studies and observations at research locations, namely the Kesra Office, the Islamic Boarding School and Diniyah Development Institute (LPPD), and partner Islamic boarding schools. The research results show that the BSPP program has had a significant impact in improving the quality of Islamic boarding school human resources in East Java, especially through the transfer of knowledge from graduates of Al-Azhar University in Cairo. Kesra's role as policy initiator and program supervisor proved to be a key factor in the success of this program. In addition, cross-agency collaboration, including the Ministry of Religious Affairs and LPPD, succeeded in increasing transparency and effectiveness in programme implementation. However, challenges such as changes to visa regulations by the Egyptian government require more flexible policy adaptation. The conclusions of this research confirm that the BSPP program succeeded in achieving its initial goals, but required innovation in management and evaluation to ensure sustainability in the future. This research provides recommendations to strengthen technology-based monitoring systems and involve alumni in supporting prospective scholarship recipients.

Abstract

Digitalization has become a crucial element in transforming public services, aiming to enhance efficiency, transparency, and accountability. This study analyzes the implementation of the People's Welfare Bureau Grant Assistance Application (ABAH KESRA) developed by the People's Welfare Bureau of the Regional Secretariat of East Java Province. The system is designed to digitize the grant administration process, particularly through the independent upload feature for Accountability Reports (LPJ). Using a qualitative descriptive approach and analysis based on the Support, Capacity, and Value (SCV) framework, this study reveals that the successful implementation of the system is supported by leadership commitment, adequate technological infrastructure, human resource training, and user socialization. This innovation accelerates the reporting process, improves data accuracy, and facilitates grant fund monitoring. However, challenges such as uneven digital literacy and potential data security threats remain significant concerns. To address these challenges, strategic efforts such as intensive training, infrastructure development, and regular monitoring are essential. The implementation of ABAH KESRA not only fulfills the principles of ideal public service but also strengthens good governance and enhances public trust in the government.

Abstract

The public service provided aims to make it easier for the community with straightforward procedures that do not disadvantage them. In today's era, the government needs to utilize technology to deliver better public services. However, Indonesia's efforts in creating effective public services have not yet been fully realized in several sectors, including the marine and fisheries sector. To help address these issues and improve services to the public, the Marine and Fisheries Office of East Java Province provides a technology-based platform such as the Fish Info Jatim website. This study aims to analyze the effectiveness of Fish Info Jatim in providing information and services to the public related to the marine and fisheries sector. This differs from previous research, which focused only on public service research in general. This study uses a qualitative research method with a case study approach. It employs the effectiveness theory of Campbell J.P with five indicators: program success, target achievement, satisfaction with the program, input and output levels, and overall goal achievement.

Abstract

This study evaluates the implementation of productivity training by the East Java Productivity and Manpower Development Training Center (UPT BLP2TK) in facing the digital marketing era, with a focus on increasing the competitiveness of MSMEs. The approach used is a descriptive qualitative method. The data collection techniques used in this research are (1) questionnaire, (2) in-depth interviews, (3) observation, and (4) literature study/desk research, and the population in this research are registered MSME actors in the city of Surabaya. The results of the study indicate that the most frequently implemented quality and productivity improvement programs include improving work processes and HR education and training, because the costs are relatively affordable. The program implementation model is more often carried out independently or through government agency guidance compared to private institutions or central companies. These programs have a significant impact, such as increasing work enthusiasm, product quality, and sales turnover. However, the impact on cost savings and on-time delivery is still less felt. The main obstacles in implementing this program include budget constraints and the lack of consistency in implementing productivity improvement activities. This study recommends strengthening the provision of digital marketing training to increase the competitiveness of MSMEs in the digital era, including an emphasis on simple financial management to maximize cost efficiency and productivity in a sustainable manner.

Abstract

Preventing and handling sexual violence in every tertiary institution is a very important issue and requires appropriate and comprehensive steps in implementing the prevention and handling of violence in the tertiary environment. Universities are fully responsible for protecting the academic community from all forms of violence, especially sexual violence. This strategy is also designed to prevent, detect and handle cases of sexual violence systematically and sustainably. So that the community and campus residents as objects in a policy for preventing and handling sexual violence are one of the main reasons for the formation of regulations for the Prevention and Handling of Violence in Higher Education Environments (PPKPT) which have been formed in Permendikbudristek No. 55 of 2024 as a more complete replacement for Permendikbudristek No. 30 of 2021 concerning Prevention and Handling of Sexual Violence (PPKS).
