Abstract

This study aims to thoroughly examine the relationship between work motivation and employee competence on job performance, while also exploring the role of leadership as a moderating variable in this relationship. The research focuses on how individual internal factors—namely motivation and competence—contribute to achieving optimal performance, and the extent to which leadership can strengthen the influence of these two variables. A quantitative approach with a descriptive and explanatory design was employed to provide a comprehensive overview and to test the causal relationships among variables. The research subjects included all employees of MTS Nurul Falah Kemuning and MTS Nurul Falah Gosali, totaling 88 individuals. A census sampling technique (total sampling) was applied, in which the entire population was used as the sample. Data collection and analysis were conducted using Structural Equation Modeling (SEM) with a Partial Least Squares (PLS) approach, utilizing SmartPLS software to ensure the accuracy and reliability of the analysis. The findings reveal that work motivation has a positive and significant effect on employee performance, indicating that enthusiasm and intrinsic drive play a crucial role in enhancing productivity and achieving performance targets. Similarly, employee competence was found to have a significant positive influence on performance, suggesting that skills, knowledge, and technical abilities are essential for effective task execution. The moderation analysis further indicates that leadership enhances the impact of both motivation and competence on performance, although the moderating effect is relatively modest. Overall, the study underscores that performance improvement is not solely dependent on individual factors, but also significantly influenced by the quality of leadership within the organizational environment.

Abstract

The background of this research stems from the performance inequality challenges faced by PT X, where despite a significant increase in the number of employees from 131 in 2021 to 239 in 2023, employee performance distribution remains uneven, with 10 employees scoring the lowest performance rating in 2023, indicating potential work environment issues that need to be addressed. This research aims to analyze the influence of the work environment on employee performance with affective organizational commitment as a mediating variable in PT X. The background of this research is based on the inequality of employee performance as the number of workers increases from 2021 to 2023, despite an increase in performance values. This research uses a quantitative approach with the SmartPLS-based Structural Equation Modeling (SEM) method, involving 140 respondents from a total of 239 active employees. The results of the research show that the work environment has a positive and significant effect on employee performance and affective organizational commitment. Affective organizational commitment has also been shown to have a significant influence on employee performance and positively mediate the relationship between the work environment and performance. These findings indicate that effective management of the work environment, both from physical and psychosocial aspects, can be a key strategy in increasing employees' motivation, productivity, and long-term loyalty to the company.

Abstract

As artificial intelligence (AI) becomes increasingly integrated into public administration, its adoption within Indonesia’s Coretax system illustrates both transformative potential and pressing governance challenges. This paper investigates Coretax as a case study to explore the ethical, legal, and operational risks of deploying AI in tax administration. While Indonesia’s regulatory framework—especially the Personal Data Protection Law (UU PDP) and SPBE e-government regulations—provides a foundational structure, these alone are insufficient to mitigate risks such as opacity, algorithmic bias, and erosion of public trust. Through qualitative analysis of legal mandates, ethical standards from ACM and OECD, and Coretax’s documented implementation failures, this study proposes a comprehensive Governance and Ethical Risk Management Framework. The framework incorporates impact assessments, an AI oversight board, transparency mechanisms, privacy-by-design architecture, and continuous monitoring. It is designed to ensure legal compliance, ethical accountability, and sustainable innovation in AI-powered public systems. Policy recommendations include mandating AI impact assessments, enhancing legal oversight, updating SPBE guidelines, and investing in AI governance capacity. By implementing this framework, Indonesia can lead in building trustworthy digital government systems—balancing efficiency with fairness, and innovation with the protection of citizens’ rights. The findings offer actionable guidance for policymakers navigating AI integration in high-stakes public services.

Abstract

The development of Early Childhood Education (ECE) curricula requires innovations that combine local wisdom with technological advancements. This study discusses creating early childhood language curricula based on local content and supported by Artificial Intelligence (AI) technology. The main goal is to develop a curriculum foundation that not only improves children's language skills but also promotes local cultural values through a modern approach. The method used includes a literature review and descriptive analysis of ECE curriculum practices in several educational institutions. The findings indicate that incorporating local content into an AI-based curriculum can enrich learning materials, support personalized language learning, and boost children's motivation via interactive and contextual media. However, successful implementation depends on educators' readiness, technological infrastructure, and supportive regulations. This study concludes that an early childhood language curriculum based on local content and enhanced by AI offers an innovative strategy to meet future digital-era challenges while maintaining cultural identity.

Abstract

The manufacturing sector is a cornerstone of Indonesia’s economy, contributing substantially to GDP and employment. As manufacturers increasingly adopt artificial intelligence (AI) and related Industry 4.0 technologies, they face new ethical challenges and operational risks. This paper reviews the ethical implications of AI deployment in Indonesian manufacturing, examines risk management strategies and governance practices, and surveys relevant policy frameworks. Drawing on recent literature and reports, we identify key ethical concerns (such as worker displacement, algorithmic bias, data privacy, and safety) and explore how manufacturers can incorporate risk management (e.g., ISO 31000 and FMEA-based methods) to build trustworthy AI system. We also assess Indonesia’s national AI strategy and regulatory context (including the 2020–2045 AI National Strategy and recent Kominfo guidelines), noting strengths and gaps in current governance. The discussion synthesizes best practices for responsible AI use in manufacturing, and the conclusion offers recommendations for policymakers and industry, such as updating standards, investing in AI ethics and talent, and fostering multi-stakeholder oversight.

Abstract

Accurate demand forecasting plays a critical role in inventory management and production planning, particularly in the manufacturing of heavy-duty filter products, where customer order patterns are influenced by seasonal and external factors. This study proposes a machine learning–based forecasting framework to predict incoming customer orders using structured sales data. The analysis focuses on the 2021–2025 period, during which demand behavior was observed to be more stable compared to previous years. The study evaluates the effects of feature engineering and feature selection on forecast accuracy, with special attention to time-based, seasonal, and external economic variables. Random Forest, LightGBM, and Linear Regression models were developed and their performance was assessed using metrics such as Mean Absolute Error (MAE), Root Mean Square Error (RMSE), MAPE, and R2 score. Experimental results show that the inclusion of seasonal and exogenous features significantly enhances model performance, particularly for item types with pronounced cyclical trends. Furthermore, the study conducts hypothesis testing to assess the statistical impact of engineered features and model types on forecast accuracy. The findings demonstrate the applicability of machine learning in industrial forecasting scenarios, offering a replicable and scalable approach to data-driven decision making in procurement and inventory planning.

Abstract

Decentralization has emerged as a critical component of governance reform in developing countries, with the goal of enhancing local accountability, efficiency, and citizen participation. This study examines the implementation of administrative decentralization in Bobonaro Municipality Timor-Leste, focusing on the relationship between human resource capacity and local governance performance. Employing a qualitative case study approach, data were gathered through interviews, observations, and document analysis involving twelve key informants from municipal institutions and local communities. The findings indicate that while legal frameworks establish a robust foundation for decentralization, practical implementation is hindered by institutional weaknesses, fiscal dependency, and misallocation of human resources. Although many local officials possess adequate academic qualifications, deficiencies in merit-based recruitment, technical specialization, and managerial competence prevents effective administration. Additionally, limited citizen participation and gender imbalances detract from accountability in local decision-making processes. The study concludes that successful decentralization necessitates integrated reforms aimed at strengthening institutional capacity, promoting meritocratic governance, and ensuring fiscal autonomy. This research contributes to the literature on post-conflict state-building by illustrating how human resource readiness influences the sustainability and effectiveness of local governance in emerging democracies.
