Abstract

This study examines the challenges in the digitization of personnel services within the management system of the State Civil Apparatus in Keerom Regency. This study identifies several key barriers, including limited digital infrastructure, insufficient internet connectivity, a lack of technological devices, low competency among civil servants in utilizing information and communication technology, as well as cultural resistance to digital transformation. A descriptive qualitative approach is employed through the methods of field observation, in-depth interviews, and analysis of policy documents. The research findings indicate that the efforts for digitalization are not evenly distributed across all work units, as the digital system remains centralized in the main personnel unit, while the supporting units still rely on manual processes. Furthermore, the lack of standardized application processes and data results in low efficiency and accountability in services. This study presents strategic steps to address the identified issues, including the enhancement of infrastructure, the improvement of digital competencies among civil servants through ongoing training, and the encouragement of a workplace culture that embraces digital technology. The results of this study contribute to the development of a model for accelerating the digitalization of civil servants at the regional level to enhance the quality of public services that are responsive, integrated, and sustainable. The significance of this study lies in its localized focus on a 3T (frontier, outermost, underdeveloped) region, providing a nuanced understanding of digital transformation challenges often overlooked in centralized policy-making.

Abstract

Usaha mikro kecil dan menengah (UMKM) memiliki kontribusi yang besar terhadap perekonomian Indonesia terbukti dengan 60,3% PDB Indonesia berasal dari UMKM. Namun, UMKM khususnya usaha mikro mengalami penurunan penjualan dan kendala lainnya sebagai akibat pandemi COVID- 19. Salah satu hal yang dapat membantu usaha mikro dalam mengupayakan pertahanan di masa pandemi ini adalah pemasaran digital. Teknologi yang sudah semakin maju membuat pemasaran digital juga menjadi lebih mudah dan bermanfaat. Namun, hanya 9,4 juta UMKM yang menggunakan pemasaran digital dan masih 54,8 juta UMKM yang belum beralih ke pemasaran digital. Oleh karena itu, penelitian ini membahas mengenai faktor yang mendorong untuk melakukan pemasaran digital oleh usaha mikro di Indonesia. Penelitian ini mengelola 111 data responden yang merupakan pemilik dan pengelola usaha mikro di Indonesia. Data dari penelitian ini dikelola dengan software SmartPLS. Dari hasil penelitian didapatkan 2 faktor yang mendorong usaha mikro dalam menggunakan pemasaran digital, utamanya yaitu kegunaan pemasaran digital serta didukung oleh kemudahan penggunaannya. Kemudian, dampak yang diperoleh usaha mikro dari melakukan pemasaran digital termasuk di dalamnya adalah rasa pengendalian terhadap usaha, rasa kesenangan dan pengembangan diri. Rasa pengendalian terhadap usaha menjadi dampak yang paling signifikan dari penggunaan pemasaran digital oleh pemilik dan pengelola usaha mikro

Abstract

This study aims to analyze the obstacles to the implementation of the post-disaster Building Construction Permit (IMB) policy in Palu City, based on Regional Regulation No. 9 of 2022. The primary focus of this study is to analyze the extent to which the policy aligns with the post-disaster socio-economic and geographical context, and to identify factors that hinder its effective implementation. This study employed a descriptive qualitative method, with data collection techniques including in-depth interviews, participant observation, focus group discussions (FGDs), and documentation studies. Information was collected from 12 informants from government agencies, affected communities, and local stakeholders. The results indicate that policy implementation has not been optimal due to six main factors: a lack of understanding of the policy's objectives and standards, limited human resources and infrastructure, overlapping authority between agencies, unintegrated communication, limited authority and training for implementers, and socio-economic conditions that do not support regulatory compliance. These findings indicate a gap between national policy and local realities in disaster-affected areas. This research provides an empirical contribution to the study of public policy implementation in the disaster context and offers contextual and inclusive policy recommendations. The practical implications of this research include the need to simplify licensing procedures, strengthen inter-agency coordination, and adjust regulations to local post-disaster conditions.

Abstract

This study evaluates the implementation effectiveness of the Rock Mining Business License (IUP) policy in Palu City and Donggala Regency, Central Sulawesi. The focus lies on the extent to which the implementation aligns with good mining practices and its socio-environmental impacts. Despite the strategic value of the Palu–Donggala area, the policy has led to significant issues, including non-compliance by IUP holders, weak administrative oversight, and minimal contributions to community welfare. Some companies operate beyond their licensed areas and neglect environmental standards, resulting in increased pollution and deteriorating public health. Data were collected through interviews with key stakeholders, including government officials, company representatives, and impacted communities. The analysis employed the model developed by Miles, Huberman, and Saldana, consisting of data condensation, display, and conclusion drawing. The findings show that in terms of input, companies have not invested adequately in human resource development, and the infrastructure at mining sites remains poor. Regarding the process, operational practices often deviate from applicable regulations, and supervisory mechanisms are weak. The output dimension reveals that negative impacts such as pollution, infrastructure degradation, and low absorption of local labor outweigh the perceived benefits to surrounding communities. In the outcome dimension, the policy tends to generate adverse effects on both the environment and people’s lives, leading to negative perceptions among affected residents. In conclusion, the implementation of the rock mining license policy in the Palu–Donggala area has not met expectations and requires urgent policy reform and enforcement to ensure alignment with regulatory standards, environmental sustainability, and equitable community outcomes.

Abstract

This study aims to explore the isolation of bioactive compounds from Polygala paniculata L. (Seven Winds plant) and evaluate its potential as an environmentally friendly anti-mosquito innovation. The research employed a laboratory-based experimental approach, including precise steps for sample preparation, extraction, partitioning, and phytochemical testing. A total of 500 grams of Polygala paniculata plant material were used, sourced from rice field areas where the plant naturally grows. The plants were washed, air-dried in the shade, and ground into simplicia. The simplicia was extracted using the maceration method with methanol for 24 hours, repeated four times. The extract was then evaporated using a rotary evaporator at 40–45°C, yielding 28.72 grams of viscous extract. The extract was partitioned using n-hexane and ethyl acetate solvents to separate compounds based on their polarity. Phytochemical analysis identified several bioactive compounds, including alkaloids, flavonoids, tannins, saponins, terpenoids, and phenolics. Among these, flavonoids, saponins, and terpenoids were identified as having significant potential biological activity, including natural insecticide properties. Although direct testing on Aedes aegypti was not conducted, the findings suggest that these compounds could play a role in future mosquito control applications. The study also contributes to educational practice by enhancing students’ understanding of bioactive compound isolation techniques. This study provides an example of how local biodiversity can be explored to develop eco-friendly solutions, with the potential for natural mosquito repellent products in the future. Further studies are needed to test the toxicity of these compounds and their practical efficacy in field conditions.

Abstract

The purpose of this study is to analyze risk management and investment strategies in Forex Online Trading. The method used in this study is a qualitative method with a descriptive description. Data collection techniques using qualitative analysis. The results show that risk management in Forex Online Trading can be reviewed through risks that can be reached by traders, as well as market risks that cannot be reached by traders. The first risk can be reviewed through total equity risk and trading position risk, while market risk can be reviewed through portfolio diversification, understanding price changes and volatility, and understanding leverage and margin. An investment strategy in Forex Online Trading can be considered through four types of methods, namely the Martingale trading strategy, the Trading by News strategy, and the Pending Order strategy.

Abstract

This research investigates the development of Computational Thinking (CT) studies in science education by examining selected science journals. It focuses on 1) the distribution of CT research, 2) the proportion of CT-related articles, 3) research methods, 4) authors and citations, 5) education levels, and 6) scientific disciplines and topics. Despite limited systematic literature reviews on CT, its importance in science education is evident as it fosters critical thinking and problem-solving skills. This bibliometric review uses Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) to analyze 13 articles from five reputable international journals: Journal of Science Education (IJSE), International Journal of Science and Mathematics Education (IJMA), Journal of Research in Science Teaching (JRST), Science Education (SE), and Research in Science Education (RISE). Findings show that CT research began to develop in 2019. The mixed method is the most widely used in CT research (40%), with JRST publishing the most CT articles (70%). Citations for CT articles are not yet significant, with the highest being 119. Research at the elementary level needs more attention, as many studies focus on secondary schools. CT STEM is the most focused topic in these journals. Other findings are discussed in detail.

Abstract

This research explores the critical intersection of sustainable finance and corporate governance, emphasizing the role of Environmental, Social, and Governance (ESG) factors across various industry sectors. The primary objective is to highlight how ESG considerations impact long-term value creation and risk mitigation within sectors such as technology, semiconductors, building, commercial services, and healthcare. Through a comparative analysis of ESG scores, the study aims to uncover patterns and discrepancies in ESG integration across these sectors, providing insights into their respective commitments to sustainability. To address the reviewer's feedback, the study clearly articulates its research goal: to assess how different sectors perform regarding ESG metrics and identify the factors contributing to observed variations. The methodology includes the collection of secondary ESG data from reputable sources, such as the Dow Jones Sustainability Index, using statistical analysis to identify trends and differences in ESG adherence. The findings reveal significant sector-specific variations, with technology and semiconductor sectors achieving the highest ESG scores, while the building and healthcare sectors exhibit substantial room for improvement. The implications of these results are practical; businesses can leverage these insights to enhance their ESG integration strategies. In conclusion, the study advocates for a stronger incorporation of ESG metrics into corporate decision-making processes, promoting a future of sustainable and ethical business practices across industries. By doing so, it aims to foster long-term resilience and positive societal impact.

Abstract

This study aims to develop an inventory suitable for counselors to use to measure students' internet addiction. This research method is a development research. The number of samples was 302 students at senior high school Malang City who were selected by using the Random Sampling technique. The inventory was compiled using the Internet addiction Likert scale and the validator test score sheet. Data analysis using Pearson Product Moment to calculate the validity of the item, Alpha Cronbach to calculate the reliability coefficient and factor analysis to determine the adequacy of the sample or the feasibility of all inventory statement items. The results of this development research resulted in an internet addiction inventory consisting of 43 valid statement items and had a high reliability coefficient of 0.933. This internet addiction inventory has 6 correlated factors, according to the internet addiction construct based on Young's theory which underlies the development of inventory. This inventory is needed by counselors to measure internet addiction in students.

Abstract

This research is a pilot study which aims to created the website and analyzed the effectiveness of a website-based solution focused-brief counseling (SFBC) program to reduce academic anxiety experienced by high school students. This study conducted by one group pretest-postest experimental design and involving 30 high school students in Singaraja, Bali as participants. The academic anxiety scale is used to measure the academic anxiety condition of students before attending counseling and also after. Student perception questionnaires were used to evaluate the feasibility of the program based on students' perceptions as users. Student academic anxiety data were analyzed through an independent sample t-test assisted by the JASP version 0.13 program. Data about the feasibility of web-based SFBC based on students' perceptions was analyzed descriptively and narrated. The results showed that: 1) the website-based SFBC program was effective in reducing academic anxiety experienced by high school students; 2) the website-based SFBC program has a good level of acceptance and feasibility based on the perceptions of students. The results of this study have implications for the use of website-based counseling methods for students.
