Abstract

Pemberantasan perdagangan manusia merupakan prioritas kebijakan sosial dan pencegahan kejahatan yang telah ditetapkan banyak negara pada abad kedua puluh satu. Perdagangan manusia, sebagaimana didefinisikan dalam hukum internasional, dapat terjadi untuk berbagai tujuan eksploitatif. Namun, berbagai bentuk perdagangan manusia sering kali digabungkan dalam banyak penelitian, kebijakan, dan intervensi. Sebagian besar perhatian kasus perdagangan manusia saat ini tertuju pada perdagangan seks terhadap anak dan perempuan, sehingga korban laki-laki dan jenis perdagangan manusia lainnya relatif terabaikan. Dalam studi ini akan dibandingkan perbedaan regulasi dan pelaksanaan terhadap kasus perdagangan manusia di Indonesia dan Jepang dengan menggunakan metode kualitatif berupa riset pustaka. Hasil penelitian menemukan perbedaan kasus perdagangan manusia di Indonesia dan Jepang. Hambatan utama Pemerintah Indonesia dalam mengatasi tindakan perdagangan manusia adalah tidak adanya basis data terpusat dan kurangnya koordinasi antar lembaga dalam upaya penegakkan hukum terhadap perdagangan manusia. Sedangkan hambatan utama Pemerintah Jepang dalam mengatasi tindakan perdagangan manusia adalah terlalu mengandalkan prosedur identifikasi dan rujukan yang berbeda dan tidak efektif, yang mengakibatkan para pejabat memberikan hukuman yang tidak tepat kepada korban semata-mata karena tindakan melanggar hukum yang dilakukan sebagai akibat langsung dari perdagangan manusia.

Abstract

The COVID-19 pandemic has posed significant challenges to immigration policies in Indonesia. The government has implemented various measures, such as a temporary ban on the entry of foreigners and tightened border control, to prevent the spread of the virus. However, the implementation of these policies faces several obstacles, including inadequate infrastructure and overlapping authorities. Therefore, this research aims to examine the post-pandemic implementation of immigration policies, focusing on the role of migration infrastructure and the effectiveness of border control. The research findings indicate that both physical and information technology infrastructure play a central role in supporting policy implementation. On the other hand, border control still faces significant challenges that need to be addressed to maintain national stability. Thus, this paper recommends increased investment in infrastructure, inter-agency coordination, and the digitization of immigration administration systems to enhance policy effectiveness in the future.

Abstract

This article presents an analysis of the Yakuza phenomenon, an organized crime organization with deep historical roots in Japan. Through a qualitative approach, this research explores the history and development of the Yakuza, their criminal focus, operational networks, and their impact both national and international levels. The Japanese government's efforts to combat the Yakuza, on a national and global scale, are detailed, including programs for drug prevention, anti-human trafficking, and counter-terrorism. In an international context, the Yakuza is known for its extensive networks, creating new challenges in global security. This research also highlights the importance of global efforts to counter the negative impacts of the Yakuza. The article provides an in-depth understanding of the complexity of this criminal organization and raises crucial questions regarding the Yakuza's impact beyond Japan, including in Indonesia. With rapid economic growth and global connectivity, Indonesia emerges as a potential site for the infiltration of international criminal organizations. Therefore, the article emphasizes the need for increased security measures in Indonesia to prevent the negative impacts of the Yakuza. This conclusion underscores the urgency of a global response to combat the existence of the Yakuza, ensuring the national resilience of Indonesia and global security.

Abstract

This study delves into the impact of the securitization of the South China Sea conflict on Indonesia's maritime security, with a focus on the geopolitical challenges faced by the country. National security encompasses not only military aspects but also involves non-traditional threats such as territorial conflicts, economic security, and regional stability. Drawing upon the Copenhagen School of Security Studies, this research considers threats from a liberal perspective, identifying international relations practices that emphasize cooperation and peace. This paper discusses the securitization of the conflict in the South China Sea and its implications for Indonesia's maritime security. By analyzing securitization efforts, this paper identifies the challenges faced by Indonesia and strategies that can be applied to secure national maritime interests amidst regional tensions. The research methodology is descriptive with a qualitative and multidisciplinary approach, using literature review as a data collection technique. Data analysis encompasses Indonesia's national interests, particularly in the context of security, economy, and regional stability. The research findings reveal that the South China Sea conflict has serious implications for Indonesia's maritime security, such as increased defense budgets, trade uncertainty, and political stability. Additionally, Indonesia faces challenges in the form of threats from issues such as terrorism, piracy, illegal fishing, and transnational crime. To address these challenges, the research outlines Indonesia's maritime defense strategies, including diplomatic policies, military capability enhancement, and regional cooperation. Considering the impacts and challenges faced, this research provides crucial insights for policymakers to develop effective measures to safeguard maritime security and national sovereignty amidst the dynamics of global geopolitics.

Abstract

Security, derived from the Latin term "secure" which means the absence of danger, worry, includes two main methodologies, specifically conventional and unconventional security. Defense is the main tool used by a country to achieve national security, covering all aspects of national life to face various challenges. National security is concerned with maintaining the integrity and welfare of the state, society and individuals. This essay seeks to examine current security and defense threats and explain the similarities and differences in the perspective of national security. This research uses a qualitative descriptive design by conducting a comprehensive review of existing literature. This article analyzes the many risks that arise in Indonesia, including border disputes, intolerance based on ethnicity, religion, race and inter-group (SARA), disparities in administrative restructuring, law enforcement and transnational criminal activity. This study shows that the effectiveness of defense and State security has a direct impact on national resilience. A country's security is not only influenced by its security and defense measures, but also by the interaction between economic, political, legal, socio-cultural, ideological, geographic, demographic and natural resource variables.

Abstract

The utilization of information and communication technology crossing national borders opens opportunities for state and non-state actors to engage in various detrimental activities. Information theft, attacks on banking systems, military networks, and national infrastructure pose threats that must be addressed. Cyberspace, with its boundaryless, abstract, and timeless nature, becomes a field for transnational criminal activities. In this context, cybersecurity is not only the responsibility of the government but also requires cross-sector cooperation. Proactive policy development, robust cybersecurity infrastructure, and public-private collaboration are key to protecting critical systems and maintaining national stability. Intelligence governance also plays a crucial role in addressing these threats. The ability to gather, analyze, and integrate information from various sources, both open and closed, enables a quick and effective response to cyber threats. Indonesia faces challenges such as legal limitations and international cooperation in responding to cross-border cybercrimes. Increased collaboration with other countries, as well as regulatory strengthening, is a crucial step in overcoming these obstacles. This article review discusses cybersecurity and intelligence governance in Indonesia.

Abstract

Airspace defense is part of the country's sovereignty and its existence has been recognized. However, Indonesia does not yet have a law governing its airspace. This lack of regulation has occurred since the country's independence in 1945. This study aims to determine the benefits and urgency of improving airspace resilience in Indonesia by using an intelligence analysis approach. The research method is qualitative and descriptive analytical. Intelligence analysis is a powerful tool to anticipate and mitigate threats. By conducting intelligence analysis, it means being able to predict upcoming threats. The results of this study show that intelligence analysis is very useful for airspace defense with the addition of twelve air radars, which will help narrow the space for cyber threats. In addition, intelligence activities related to data collection, aerial observation, aerial reconnaissance, and prevention of attacks on the country's territory have also been introduced.

Abstract

Social media has transformed the political landscape, becoming crucial in general election preparations. It provides direct access to voters, a platform for political candidates to interact with audiences, and enables active participation in the political process. However, it also poses risks, such as the spread of false information, social division, and polarization. Algorithms on social media play a central role in shaping public perceptions of elections. These algorithms can create “filter bubbles,” where users are only exposed to views aligning with their beliefs, and “echo chambers,” reinforcing existing views. This qualitative research, using a literature study method, found that digital propaganda on social media influences public opinion, especially during elections. This propaganda employs hashtags, bots, fake accounts, rhetorical techniques, and emotional psychology. Hashtags can make conversations trending topics, while bots and fake accounts rapidly disseminate messages. To counteract the negative impacts of algorithms and digital propaganda, strict regulations, robust digital education, and literacy, and a comprehensive understanding of how algorithms work are essential. These measures are crucial to maintaining a democratic and inclusive political process during elections.

Abstract

A conflict of interest in the context of decision making is the potential for interference with a person's ability to make correct decisions on behalf of others. The study illustrates that a conflict of interest can threaten the independence of the Indonesian State Intelligence Agency (BIN) in carrying out its duties of early detection and early warning of national security threats. By detailing the current situation, including President Jokowi's announcement regarding his access to intelligence information, the article highlights potential conflicts of interest that could harm BIN's independence. In order to maintain BIN's integrity and independence, this case study emphasizes the need to evaluate recent changes in regulations, as well as efforts to minimize political content in intelligence agency decisions and operations. In conclusion, the article underlines that wise and transparent handling of conflicts of interest is the key to maintaining BIN's integrity and credibility in supporting Indonesia's national security In this research, information has been collected from various literature sources that have conducted investigations on relevant research topics. Using scientific sources obtained from Google Scholar searches and relevant books, this research investigates national defense and security in the cyber era, as well as national defense governance. The conclusion of this research is that conflicts of interest can threaten democracy and the integrity of intelligence institutions.

Abstract

The phenomenon of family involvement in organized narcotics crime emerged in Indonesia when Lian Silas, the father of a narcotics lord - Fredy Pratama, was involved in alleged money laundering from the proceeds of his son's illicit narcotics business. Not only that, Fredy also involved other family members. In fact, this phenomenon is nothing new in cases of organized narcotics crime, as the Italian mafia group is also closely linked to the role of the family in the crimes committed. This research found that can also be exploited by criminals to collaborate in carrying out their actions. The analysis was carried out using the EUCPN family-basec crime scheme formulated by Anna Sergi and colleagues. In order to develop a strategy to prevent organized narcotics crime on a family basis, the author tries to offer strengthening family resilience as promoted by Froma Walsh. This is interesting to discuss considering the presence of the Fredy Pratama phenomenon in Indonesia which challenges the concept of the ideal family as a protector for family members, as well as the lack of research related to organized narcotics crime on a family basis. This research is presented using qualitative methods through a literacy study approach.
