Abstract

The Global Commodity Boom happened during 2003-2013 triggered increased price and demand for mineral and coal commodities around the world. The mineral and coal producing countries implement Resources Nationalism (RN). Indonesia as second of the largest coal exporting countries also indicates using RN in mineral coal policy. The aim of this study is to analyse RN in Indonesia coal’s sector based on Law Number 3 of 2020 and its implication toward Indonesia’s energy resilience. This qualitative research is aimed to describe the RN in Indonesia’s coal sector and risk analysis on coal sector to understand Indonesia energy resilience. Based on the result of this study, RN on Law Number 3 of 2020 was implemented by considering the ownership structure, intervention on operational industry and policy aimed to increase rent. Risk analysis related to availability, affordability, accessibility and acceptability. The result shows the positive impact arise include the guarantee of national energy availability, price stability and increasing industry capability related to coal. The negative impact is the environmental damage has potential to become burden on government in long term. Key Words: Coal, Energy Resilience, Resources Nationalism

Abstract

In developing a career in the military field, there is no difference in opportunities and opportunities between male and female soldiers. However, until now there is still a phenomenon that shows that the number of women who occupy structural positions is very small. If any, the total does not have a representative composition in terms of gender. The existence of an obstacle that only applies to women, makes it difficult for women to reach the top of careers in their fields and leadership positions. As a result, there are only a few women who become leaders, especially leaders in the military world. Barriers that prevent women from occupying the peak of their careers or leadership positions, but do not occur in men are called the glass ceiling. This study aims to analyze whether there are still many women who are hindered by the existence of obstacles in their careers (glass ceiling) in the military field and to find out the empowerment and success of female soldiers in fighting the glass ceiling within the military scope to achieve structural or functional positions in opportunities, roles, and opportunities. and career prospects, including combat roles. The type of research applied is descriptive analytical. Data collection techniques obtained through literature study. The data analysis method applied in this research is the qualitative analysis method. The results of the study show that so far there have been no female military soldiers who have succeeded in occupying strategic positions. However, there are many female soldiers who have managed to reach the highest positions according to their scientific fields. The female soldiers are usually formed from staff ranks or from several fields according to their background or expertise such as military health, military law, military administration, and military finance. Therefore, an organization or institution should provide trust and opportunities and support women so that they can play a leadership role. Abstract

This study aims to review the interpersonal relations between the United States, China, and the European Union in terms of economics and security. Through qualitative methods using an interpersonal relations approach, this study shows the forms and diplomatic steps of the three countries. The results of this study indicate that the relationship between the United States, China, and the European Union actually has an imbalance, where the strengths of each country are very different from one another. This is reflected in their different roles in international politics. The United States maintains significant strategic and political alliances around the world, including in Europe and East Asia. The European Union only has power within Europe, and it cannot project significant military power into East Asia. While China has significant military capabilities in East Asia and competes with the United States in the regional balance of power, global military power is still unable to compete. Abstract

Nowadays, it is easy for cultures and ideologies from other countries to come to take advantage of technological developments. The purpose of this research is to find variables that significantly affectthe implementation of the State Defense Awareness Development Program, namely the number of internet users, the Human Development Index and the Cultural Community. Another objective is tofind out strategies that can be taken to improve the implementation of the State Defense Awareness Development Program and to analyze the positive impact of the implementation of the State Defense Awareness Development Program. The research design was carried out using mixed methods with sequential explanatory methods. The research findings indicate that the internet is the most signifi-cant variable that can influence the success of the State Defense Awareness Development Program,and by using a SWOT analysis, it is found that what must be done so that implementation is carriedout well is to carry out a strategy to increase activities from what has been done previously. Analysisofthe positive impacts ofthe implementation oftheState Defense Awareness Development Programthat based on the survey carried out the most possible approach in counteracting the negative impacts of globalization is an approach to increasing the love for the homeland towards citizens, namely theState Defense Awareness Development program. Abstract

This research was conducted to explore the phenomenon of security strategies in preventing land conflicts between two groups that face each other and have the potential to cause physical clashes in the jurisdiction of the Tangerang City Police. This land conflict between Haji Sobari and Merna Siriyanti actually appeared on the surface in 1997. At that time, the land located at Jalan Industri Raya IV Block A Kp. Bunder Rt. 12 RW. 03 Bunder Village, Cikupa District, Tangerang Regency, Banten was occupied by Haji Sobari and his family. However, the land is also claimed by Merna Siriyanti, who claims that the land is hers. In the time span from 1997 to the present, in 2016, the land conflict that originally only involved the individual versus the individual has turned into two groups that confront and destroy each other. In an effort to deal with land conflicts between Haji Sobari and Merna Siriyanti, in this case at the prevention stage, the Tangerang City Police seem to be working alone without coordinating with stakeholders, for example the Regional Government, BPN, or the Courts. The prevention efforts carried out by the Tangerang City Police in carrying out early detection, pre-emptive, and preventive functions are still not optimal. Abstract

Besides being asked to be an Archipelagoc State, almost all of Indonesia's territorial boundaries are surrounded by sea which places these waters as a strategic route because it is passed by international trade routes. Under these conditions, Indonesia must have a defense and security system that is capable of safeguarding its territory to deal with various military and non-military forces. Where a peaceful situation like this is dominated by non-military threats such as illegal fishing, human trafficking, drug smuggling by sea, to accidents and disasters at sea. So it takes institutions that have the power and authority to maintain maritime sovereignty and security. Although currently Indonesia already has the Indonesian Navy as a state institution that is responsible for maintaining Indonesian territorial sovereignty in the waters.This condition also motivated the author to conduct this research to see how the role of Bakamla RI in collaborating between maritime security institutions to strengthen national resilience considering the increasingly dynamic strategic environment requires a special formulation to overcome various kinds of problems that exist in Indonesian territorial jurisdictions. at the moment. Using a qualitative method approach through interviews and based on reference books and journals using three theories and concepts such as strategic intelligence, maritime security, and national security. The researcher wants to see how the collaborative role of the Indonesian National Security Agency with the Indonesian Navy and Customs in maintaining maritime security is to strengthen national security. Abstract

The demographic bonus is a phenomenon where the population structure is very beneficial in terms of development because the population of productive age is very large, while the proportion of young people is getting smaller and the proportion of old people is not much. Indonesia will get a demographic bonus, which is the number of labor force ages (15-64 years) reaching around 70 percent, while 30 percent of the population is not productive (aged 14 years and under and aged over 65 years) which will occur in 2020-2030 . On the one hand, demographic bonuses benefit because of the abundance of productive Human Resources (HR). But on the other hand, disaster is ready to lurk if the abundant workforce is not of good quality. Productive age population who are not in their best performance will certainly be excluded. Unpreparedness both physically and mentally will make the workforce difficult to compete. Drugs are one of the factors that make productive age performance not prime. Abstract

Since independence, Indonesia's foreign policy has always changed. Although the doctrine of a free and active foreign policy that was first coined by the proclaimer Mohammad Hatta in 1948 has never changed, its practice depends on the approaches and interpretations taken by the ruling leaders. The old order leaned towards the eastern bloc, the new order tilted towards the western bloc, and the reform order was in a dilemma due to various domestic and international factors. Of the various political choices that have been made by the Indonesian authorities, which one is more beneficial to Indonesia's own national interests. This is the main concern of this article. Abstract

Indonesian government has some regulations that related to the Rehabilitation Policy for narcotics abusers. Unfortunately, the results are still not as expected. Many problems were found in its implementation, one of them is overcapapcity and overcrwoded at prison due to narcotics convicts or abusers. The other hand the number of abusers who access and receive rehabilitation services at rehabilitation institutions are limited. This study aims to map the problems that occur in the implementation of rehabilitation policies in Indonesia through a qualitative approach using the method of literature review within the framework of input, process, output and outcome logic models. Abstract

Massive technological and information developments have had an impact on the emergence of new types of drugs or new psychoactive substances (NPS). NPS is a new chemical synthesis designed to imitate the psychoactive effects of legally controlled drugs. Developing and establishing flexible and appropriate legislation is necessary to monitor the circulation and abuse of NPS. This article uses a qualitative method with a normative legal approach based on secondary evidence (literature review). To date, the NPS regulations have been included in the schedule to Narcotics Act No. 35, 2009, which is regulated by the Minister of Health. Assessment of a type of NPS takes six months to two years, so the number of identified NPS is not as quick as published regulations. The EU through EMCDDA uses an early warning system in reporting new substances, an assessment mechanism and risk control in NPS law enforcement. Meanwhile, China uses the NPS conversion system with a certain amount of narcotics to convict perpetrators. To counter the threat of abuse and the illicit flow of NPS in Indonesia, a comprehensive policy is needed. Policies to combat NPS abuse and illicit traffic should not only be measured based on indicators of the number of people arrested or imprisoned for NPS violations and the number confiscated, but also based on health, development and human rights.
