Abstract

The certificate of right to use on state land is a legal instrument that gives the holder the right to use state land for a certain period of time in accordance with the provisions of the applicable laws. This study examines the case of State Land intended for pangonan, which is located in Dukupace Block, Geyongan Village, Cirebon Regency, where the villagers use the abandoned Pangonan land, then they control it for various purposes such as agriculture and housing. Even though they have controlled the land for many years, the community does not have its ownership status. This will cause problems in the future if the status of the land is not yet owned by the people who occupy the land. The research method used is empirical juridical, with reference to various previous studies on state land ownership and land distribution justice. The results of the study show that there is a lack of public understanding of procedures and ownership conflicts. To overcome these obstacles, it is necessary to simplify the mechanism regarding rules and increase socialization. This study provides fair and inclusive policy recommendations, as well as concrete steps to improve the process of issuing use rights certificates and recognition of land rights based on long-standing physical tenure.

Abstract

Regionally-Owned Enterprises (BUMD) have the goal of managing strategic sectors for the regions, supervising, and ensuring the benefits of resource management in order to achieve optimal community welfare. PT. PITS is engaged in the provision of drinking water, but in reality it has not yet achieved its goals. The post-positivist approach is used so that this research can combine theory with phenomena found in the field. The results of this study show that there are problems in the dimensions of shared values, styles, and skills. These problems are expected to be solved by using a collaborative governance approach. PT. PITS must be problem-driven first, when the problem has been solved, PT. PITS must also be opportunity-driven. With the involvement of non-state actors , it is hoped that it can help the performance of PT. PITS in achieving its goals.

An assessment, particularly an IT service assessment, can be conducted independently if the organization has adequate tools and is equipped with the correct standards. The eval_uation of information system services can be carried out using various standards, such as ITIL. In this research, the researcher will conduct an assessment using ITIL standards in the form of a website, which can serve as a tool. This website assessment application focuses on the domains of Service Management and Service Delivery, with the expectation that the services provided by PT Loyal.id will improve further.

Abstract

In the era of globalization and the advancement of information technology, the application of information technology is an important need for educational institutions, including schools. This research focuses on the implementation of the School Activity Plan and Budget Application Information System (ARKAS) at the Palu Safety Center Christian Vocational School to increase efficiency and effectiveness in planning and managing school activities and budgets. However, the implementation of ARKAS is inseparable from various risks that can affect the effectiveness and success of the system. Therefore, risk management analysis is essential to ensure that all potential risks can be identified, analyzed, and minimized. This study uses the COBIT 2019 framework to manage risks in the application of information technology in schools. The study identifies challenges such as resistance to change, resource limitations, and information security risks. This study aims to explore how the implementation of ARKAS in the Palu Safety Army Christian Vocational School can be optimized through risk management analysis using the COBIT 2019 framework. The results of the study show that the use of COBIT 2019 can help in identifying and managing risks effectively, so that the implementation of ARKAS can run more efficiently and transparently.
