Abstract

This literature review article aims to map out how artificial intelligence (AI) can serve as a digital literacy tool at the West Sumatra Maritime Polytechnic (Poltekpel Sumbar). Referring to the international digital literacy framework (ACRL, JISC, DigComp 2.2) and generative AI guidelines (UNESCO, 2023), the author synthesizes findings from a systematic study on AI applications in vocational higher education. The results of the study show that AI supports five main areas of digital literacy—information access, critical evaluation, creation & collaboration, security & ethics, and cadet professional identity development—through capabilities such as semantic search, writing assistants, learning analytics, and automated feedback. Emerging challenges include the skills gap between students and lecturers, data privacy, algorithmic bias, and academic integrity in maritime education. This article proposes a roadmap for AI implementation at Poltekpel Sumbar (Phases 0–3): awareness raising, pilot sandbox, integration with LMS, and ethical governance.

Abstract

Green shipping menjadi salah satu fokus utama dalam upayamewujudkan transportasi laut yang berkelanjutan seiring denganmeningkatnya perhatian global terhadap isu lingkungan dan perubahaniklim. Penelitian ini bertujuan untuk mengkaji perkembangan penelitianmengenai green shipping melalui pendekatan Systematic LiteratureReview (SLR) dengan menggunakan sumber multidatabase sepertiGoogle Scholar, Scopus, ScienceDirect, dan publikasi akademik relevanlainnya. Artikel yang diperoleh diseleksi berdasarkan kriteria inklusi daneksklusi tertentu, kemudian dianalisis menggunakan metode bibliometrikdengan bantuan perangkat lunak VOSviewer untuk memetakan trenpenelitian, jaringan kata kunci, kolaborasi penulis, serta distribusipublikasi per tahun. Selanjutnya, analisis matriks digunakan untukmendalami artikel-artikel utama yang relevan sehingga menghasilkangambaran mengenai fokus penelitian, metodologi yang digunakan, dantemuan kunci dalam bidang green shipping. Hasil kajian menunjukkanbahwa topik green shipping banyak dikaitkan dengan efisiensi energi,pengurangan emisi karbon, penerapan regulasi internasional, sertainovasi teknologi ramah lingkungan. Visualisasi bibliometrik memperlihatkan adanya kluster riset yang menekankan pada aspekkebijakan global, teknologi alternatif bahan bakar, serta strategiimplementasi di industri pelayaran. Temuan ini diharapkan dapatmemberikan kontribusi dalam memetakan arah penelitian greenshipping di masa mendatang sekaligus menjadi referensi bagiakademisi, praktisi, dan pembuat kebijakan dalam mendukungtercapainya transportasi laut berkelanjutan.

Abstract

This study examines the contribution of campus traditions and cultural practices in fostering camaraderie among cadets at the Politeknik Pelayaran Sumatera Barat. Conducted 2025, the research adopts a mixed-methods design that combines quantitative survey data with qualitative insights from in-depth interviews. Core traditions—such as weekly flag ceremonies, orientation programs, and maritime symbols—emerge as key instruments for instilling collective values and reinforcing social unity. A survey of 50 cadets indicates consistently high levels of camaraderie and collectivism. These findings are complemented by interviews with 20 informants, which highlight the role of institutional culture in developing emotional resilience, a strong sense of belonging, and teamwork skills essential for navigating the pressures of the maritime profession The results reaffirm Durkheim’s theory that rituals function as instruments of social cohesion, while also contextualizing its relevance within maritime education in Indonesia. Theoretically, this research enriches sociological discourse by situating maritime traditions within broader frameworks of collective identity formation. Practically, it offers a strategic model for character development, positioning traditions as intentional mechanisms to cultivate both professional expertise and interpersonal solidarity. Policy recommendations emphasize the need for maritime academies to sustain, adapt, and institutionalize traditions as a strategy for preparing competent and resilient cadets. Abstract

This study aims to examine the implementation of a cadet mentoring model based on a Humanist, Sustainable, Smart, and Eco-Friendly Campus at Politeknik Pelayaran Sumatera Barat (West Sumatra Maritime Polytechnic). Within the context of vocational maritime education, mentoring plays a crucial role in shaping cadets’ character, discipline, and social responsibility. A humanistic approach emphasizes respect for humanitarian values, while the principles of sustainability, smart campus design, and eco-friendliness provide a framework for developing a campus that supports holistic learning processes. The research employs a descriptive qualitative methodology using observation, in-depth interviews, and document analysis involving members of the academic community and cadets. Findings indicate that implementing a mentoring model grounded in these concepts enhances cadets’ environmental awareness, social ethics, and adaptive capacities in responding to global maritime challenges. Moreover, integrated development programs that incorporate digital technologies and environmentally friendly practices further reinforce a sustainable educational ecosystem. Recommendations include strengthening training for cadet mentors, integrating character- and environment-based content into the curriculum, and optimizing green campus infrastructure to support the realization of a smart, eco-friendly campus.

Abstract

Marine pollution caused by ship waste discharge was one of the major environmental challenges in global maritime governance. The issue had significant ecological and socio-economic impacts, particularly in coastal regions. In Indonesia, the Harbormaster (Syahbandar) played a strategic role as the authority responsible for supervising ship operations, including waste management and discharge control. However, the effectiveness of Harbormaster supervision in preventing marine pollution had not been widely examined in academic research. This study aimed to systematically review and analyze the role and effectiveness of Harbormaster supervision in managing ship-generated waste as a preventive measure against marine pollution. The research applied a Systematic Literature Review (SLR) based on the PRISMA 2020 guidelines, combined with bibliometric analysis using VOSviewer software. A total of 25 scientific publications from 2018 to 2025 were selected using inclusion and exclusion criteria from databases such as Google Scholar, Scopus, and Web of Science. The analysis showed that the dominant research themes were related to MARPOL 73/78 implementation, Port Reception Facilities (PRFs), and port environmental supervision. The VOSviewer mapping revealed strong linkages among keywords such as MARPOL implementation, pollution prevention, port state control, and waste management, reflecting the growing importance of environmental governance in maritime operations. This study also highlighted the need for synergy between national regulations, institutional oversight, and digital monitoring technologies to ensure effective waste control at sea. The findings contributed conceptual and practical insights into how Harbormaster supervision could be optimized to strengthen maritime environmental governance. Enhancing the Harbormaster’s role was crucial not only for reducing ship-based pollution but also for supporting sustainable marine ecosystems and achieving UN Sustainable Development Goal (SDG) 14: Life Below Water.

Abstract

Marine pollution has become one of the most critical environmental issues in the maritime sector. This study aims to analyze the contribution of ship agencies in preventing marine pollution at PT Internasional Total Service & Logistics (ITL), particularly in Cigading Port, Banten. A qualitative descriptive approach was employed to explore the administrative, operational, and educational roles of ship agents in environmental management. Data were collected through in-depth interviews, participatory observations, and document analysis, followed by an interactive analysis model by Miles, Huberman, and Saldaña. The results show that ship agents play a crucial role in ensuring compliance with MARPOL 73/78 regulations. Out of ten ships served in the first quarter of 2024, 100% submitted mandatory environmental documents, while 90% ensured conformity with the Shipboard Oil Pollution Emergency Plan (SOPEP). Operationally, from seven bunkering activities observed, no oil spills were recorded, and 85.7% of sludge oil disposal was carried out through licensed waste management companies. Moreover, four environmental awareness programs were conducted, with 78% of participants reporting improved understanding of marine environmental protection. The overall contribution of ship agencies is categorized as very good, with an effectiveness rate of 89%. These findings indicate that ship agencies have a significant and strategic role in supporting sustainable maritime operations by implementing administrative control, operational monitoring, and environmental education. Strengthening collaboration between ship agents, port authorities, and environmental institutions is recommended to enhance the effectiveness of marine pollution prevention in Indonesian ports.

Abstract

Maritime transportation plays a strategic role in enhancing connectivity across the Indonesian archipelago, including Teluk Adang Port in Tanah Paser, East Kalimantan. Shipping agencies act as key actors in ensuring smooth vessel operations, covering documentation, logistics provision, and coordination with port authorities. This study analyzes the service quality of shipping agencies in relation to user satisfaction, driven by complaints regarding service delays, unclear administrative fees, and ineffective communication. A descriptive qualitative method was employed, with data collected through interviews, observations, and documentation, and analyzed using Miles and Huberman’s interactive model. The analysis focuses on five SERVQUAL dimensions: reliability, responsiveness, assurance, empathy, and tangibles. Findings reveal that reliability and assurance are relatively strong, as reflected in timely document processing and staff competence in delivering services. However, weaknesses remain in responsiveness, empathy, and physical facilities, such as slow complaint handling, inconsistent attention to user needs, limited office facilities, and the continued reliance on manual administrative systems. The study concludes that service quality in shipping agencies significantly influences user satisfaction, highlighting the need to improve non-technical aspects and adopt digital-based facilities for modernization. Theoretically, this research contributes to the study of service quality in the maritime sector, while practically providing insights for shipping agencies and port authorities to enhance service performance through improved responsiveness, user-oriented approaches, and technology-driven systems.

Abstract

Penyusutan muatan (cargo loss) pada saat pemuatan Crude Palm Oil (CPO) di kapal tanker dapat menimbulkan kerugian finansial dan operasional bagi perusahaan pelayaran maupun pemilik muatan. Penelitian ini bertujuan mengkaji peran pengawasan stevedore (tenaga bongkar muat) dalam kegiatan pemuatan CPO di kapal MT. Shoshun, mengidentifikasi kendala yang menyebabkan pengawasan tersebut belum optimal sehingga terjadi penyusutan muatan, serta merumuskan upaya optimalisasi pengawasan untuk mengurangi kehilangan muatan. Metode penelitian yang digunakan adalah deskriptif kualitatif melalui studi kasus di MT. Shoshun. Data diperoleh melalui observasi langsung proses pemuatan, wawancara mendalam dengan pihak terkait (supervisor stevedore, perwira kapal, surveyor), serta telaah dokumen jumlah muatan. Hasil penelitian mengungkapkan bahwa penyusutan muatan CPO umumnya bersifat “paper loss” akibat kesalahan pengukuran volume dan densitas karena penurunan suhu selama pelayaran, selain potensi “physical loss” akibat kebocoran atau tumpahan. Faktor-faktor penyebab diidentifikasi antara lain kurangnya perawatan dan kalibrasi alat ukur, ketidakpatuhan terhadap prosedur operasi standar (SOP) pemuatan, serta kurangnya pengawasan langsung dan pelatihan stevedore. Melalui peningkatan pengawasan stevedore secara menyeluruh, mencakup kehadiran pengawas di lapangan sepanjang pemuatan, pemeriksaan kesiapan peralatan pemompaan, penegakan SOP, pencatatan volume muatan secara akurat, serta penerapan teknologi monitoring, penyusutan muatan dapat ditekan hingga berada dalam batas toleransi wajar. Studi ini menyimpulkan bahwa optimalisasi pengawasan stevedore berperan signifikan dalam efisiensi pemuatan CPO dan mampu mengurangi penyusutan muatan di MT. Shoshun. Rekomendasi praktis meliputi program pelatihan rutin bagi stevedore, kalibrasi berkala alat ukur volume, prosedur penyegelan valve untuk mencegah kehilangan fisik, serta penggunaan sistem pengukuran digital agar pengawasan muatan lebih akurat dan transparan. Abstract

Maritime transportation plays a crucial role in supporting Indonesia’s national logistics system, as more than 90% of international trade activities rely on sea transport. Adang Bay Port, located in Tana Paser Regency, East Kalimantan, is one of the strategic ports serving as a major gateway for coal exports to international markets. This study aims to analyze the role of PT. ITL Shipping Agency as a shipping agency in improving maritime transport efficiency at Adang Bay Port. The research employed a descriptive qualitative approach supported by quantitative data, with information collected through interviews, observations, and documentation, as well as numerical analysis of vessel waiting times and operational costs. The findings reveal that ITL Shipping Agency contributes to three key aspects: (1) facilitating ship agency services, including permits and documentation; (2) enhancing operational efficiency in cargo handling and logistics; and (3) strengthening service quality through the adoption of digitalization. Data analysis indicates that the average vessel turnaround time decreased from 72 hours in 2019 to 62 hours in 2023, while operational costs were reduced by up to 16%. These results demonstrate that the presence of professional shipping agencies provides a tangible contribution to maritime transport efficiency. The study recommends strengthening digital-based agency services, diversifying shipping agency functions, and enhancing multi-stakeholder collaboration to improve competitiveness and sustainability at Adang Bay Port.

Abstract

Transportasi laut memiliki peran vital dalam mendukung perdagangan global, konektivitas antarwilayah, serta mobilitas penumpang dan barang. Namun, sektor ini masih menghadapi tantangan besar terkait keselamatan pelayaran, kualitas layanan, dan adaptasi terhadap perkembangan teknologi. Penelitian ini bertujuan untuk meninjau secara kritis pengaruh manajemen mutu terhadap keselamatan serta kinerja layanan transportasi laut. Metode yang digunakan adalah studi literatur dengan menelaah artikel ilmiah, laporan penelitian, dan publikasi terkini dalam lima tahun terakhir. Hasil kajian menunjukkan bahwa penerapan manajemen mutu melalui standar internasional seperti ISO 9001 dan ISM Code berkontribusi signifikan dalam menekan angka kecelakaan laut, memperkuat kepatuhan regulasi, serta meningkatkan budaya keselamatan di lingkungan maritim. Selain itu, manajemen mutu terbukti mampu mendorong peningkatan kinerja layanan dengan menghadirkan ketepatan waktu, keandalan operasi, serta kepuasan pengguna jasa. Transformasi digital, seperti penggunaan IoT, e-Navigation, dan pemeliharaan berbasis prediksi, semakin memperkuat efektivitas penerapan mutu. Meskipun terdapat kendala berupa keterbatasan infrastruktur, resistensi terhadap perubahan, dan ancaman keamanan siber, implementasi manajemen mutu tetap menjadi kunci strategis dalam mewujudkan layanan transportasi laut yang aman, efisien, dan berdaya saing. Artikel ini menyimpulkan bahwa kolaborasi multi-stakeholder diperlukan untuk memastikan keberlanjutan dan konsistensi penerapan manajemen mutu di sektor maritim.
