Abstract

Fisheries Micro, Small, and Medium Enterprises (MSMEs) play a vital role in the economic development of coastal communities; however, financial management practices remain limited. This study aims to analyze the financial management practices of anchovy-processing MSMEs in Terapung Village, Mawasangka District, Central Buton Regency. A mixed-methods case study was conducted involving all 11 MSMEs as the census population. Financial data from January to June 2026 were analyzed using descriptive and inferential statistics. The findings indicate an average annual revenue of IDR 3.04 billion and a net profit margin of 32.35%. Strong positive correlations were found between initial capital and annual revenue (r = 0.991; p < 0.001), and business experience and net profit (r = 0.952; p < 0.001). Most respondents (81.82%) neither maintained formal financial records nor accessed People's Business Credit (KUR). Strengthening financial management capacity, expanding inclusive financing, and providing technical assistance are essential to enhance MSME sustainability.

Abstract

The objectives of this study are, first, to examine the effectiveness of traffic police patrols in handling traffic accident cases in Baubau City. Second, the study aims to identify the factors influencing the effectiveness of traffic police patrols in handling traffic accident cases in Baubau City. The research employs a normative legal research method, which focuses on the analysis of written legal norms, legal principles, and relevant court decisions. The findings indicate that traffic police patrols in Baubau City have been conducted regularly and are relatively effective in preventing and handling traffic accidents. However, their effectiveness still needs to be improved through the addition of personnel, the provision of adequate facilities and infrastructure, and increased public awareness. Furthermore, the effectiveness of traffic police patrols is influenced by the limited number of personnel and operational vehicles, low public awareness of traffic regulations, and inadequate road infrastructure. Therefore, strengthening human resources, providing adequate facilities and infrastructure, enhancing public education, and improving road infrastructure are necessary to optimize traffic patrol operations and reduce the incidence of traffic accidents.

Abstract

The purpose of this study is to examine the application of the law to juvenile offenders convicted of carrying a sharp weapon, as reflected in Decision Number 117/Pid.Sus/2023/PN.Bau, and to identify the factors considered by judges in imposing sentences on juvenile offenders who commit the offense of carrying a sharp weapon. This study employs a normative legal research method, which focuses on the analysis of statutory regulations, legal principles, and relevant court decisions. The results of the study indicate that the application of the law in Decision Number 117/Pid.Sus/2023/PN.Bau is consistent with the applicable legal provisions. However, in juvenile cases, the application of the law should continue to prioritize a humane approach and child protection in order to achieve substantive justice. Furthermore, the study finds that the judges' considerations integrate juridical, sociological, and philosophical aspects. The balance among these three aspects must be maintained to ensure that the best interests of the child and the objectives of rehabilitation remain the primary considerations in every judicial decision.

Abstract

Young women cadres in faith-based community organizations often navigate multiple roles as students, workers, wives, mothers, and organizational activists. This study examines role conflict among young cadres of Nasyiatul ‘Aisyiyah (NA), a young women’s autonomous organization within Muhammadiyah, and explores how the Islamic relational value of ta’awun, or mutual assistance in doing good, contributes to their collective well-being. A descriptive qualitative design was employed using data from 125 cadres across Indonesia through an online questionnaire, in-depth interviews, and ongoing focus group discussions. Closed-ended responses were summarized descriptively, while open-ended responses and interview data were inductively coded to remain grounded in participants’ own accounts. The findings indicate that role conflict is particularly pronounced between organizational responsibilities and employment, generating time pressure, guilt, and emotional exhaustion. Ta’awun is practiced through task redistribution, emotional support, and flexible participation, strengthening belonging, solidarity, and organizational commitment, although its implementation varies across regions and leadership levels. A tentative model linking role conflict, ta’awun-based coping, collective well-being, and organizational commitment is proposed

Abstract

This study aims to analyze employee competency in the Operational Team Division of PT Enam Pilar Selaras and its role in improving employee performance. A qualitative descriptive method was used, with data obtained through in-depth interviews, observation, and documentation involving the director, division head, and operational staff, analyzed using the Miles and Huberman interactive model. The results show that employee competency has not been fully optimal; employees generally understand standard operating procedures and demonstrate adequate discipline, yet technical skills such as accuracy, speed, and communication remain unevenly mastered, and miscommunication between shifts continues to affect coordination. These competency gaps are reflected in varying work quality, limited productivity due to overlapping responsibilities, and inconsistent long-term commitment, indicating that structured training and a continuous performance evaluation system are needed to strengthen employee performance.

Abstract

Criminal liability against recidivists in narcotics offenses raises a significant legal problem because it involves offenders who have previously served a criminal sentence but repeat the same offense, in this case while still serving a sentence for an earlier narcotics conviction at Class IIA Correctional Institution of Baubau. This study aims to examine criminal liability of narcotics offense recidivists under Indonesian criminal law and to analyze the judge's considerations in imposing a sentence on the recidivist in Decision Number 127/Pid.Sus/2025/PN Baubau. This research employs a normative legal method using statute, case, and conceptual approaches, with primary, secondary, and tertiary legal materials collected through library research and analyzed descriptively-qualitatively. The results show that criminal liability for narcotics recidivists in Indonesia remains grounded in the principle of culpability, so that recidivist status does not automatically render a person criminally liable; the status functions instead as an aggravating circumstance whose application must nevertheless observe the specific arrangement of Article 144 of Law Number 35 of 2009 on Narcotics as lex specialis. In Decision Number 127/Pid.Sus/2025/PN Baubau, the panel of judges proved the elements of the narcotics offense under Article 114 paragraph (2) in conjunction with Article 132 paragraph (1) of the Narcotics Law before considering the defendant's recidivist status, the fact that the offense was committed while serving a previous sentence, the defendant's active role in organizing the narcotics distribution, and the quantity of narcotics involved, while still weighing mitigating circumstances. These considerations resulted in a sentence of twelve years of imprisonment and a fine of Rp1,000,000,000.00, reflecting a sentencing orientation that combines retribution, special and general prevention, and the protection of society.
