Abstract

Fiscal policy is a fundamental tool for achieving macroeconomic goals such as economic stability, growth, and income equality. This study explores the concept and philosophy of fiscal policy, emphasizing its role in both modern and historical contexts, including its implementation during the Prophet Muhammad’s era. Employing a qualitative methodology with a literature review approach, the research analyzes fiscal policy instruments, including taxes, subsidies, debt, and state budget expenditures, particularly within the Indonesian context. Findings reveal that fiscal policy reflects Keynesian principles, emphasizing government intervention to address market inefficiencies, stabilize the economy, and promote equitable growth. Historical analysis highlights the philosophical alignment of fiscal policies during the Prophet Muhammad’s time with modern practices, focusing on justice, equality, and sustainability through instruments like zakat, kharaj, and wakaf. The study underscores the effectiveness of fiscal policy during crises, such as the COVID-19 pandemic, in mitigating severe economic impacts and fostering long-term development. To optimize fiscal policy, this research suggest that governments should enhance transparency, accountability, and technological integration to improve resource management and efficiency. Additionally, adopting principles of equity and sustainability from historical Islamic fiscal policies and fostering collaboration among stakeholders can address contemporary economic challenges while upholding philosophical foundations.

Abstract

This study explores the management methods of the Independent Curriculum (Merdeka Curriculum) for children with special needs (CSN) in Indonesia, emphasizing its flexibility and individualized learning approach. The research aims to evaluate the curriculum's effectiveness in supporting CSN's holistic development while addressing key challenges such as limited resources, teacher training, and the need for adaptive instructional strategies. Using a qualitative, descriptive-exploratory design, data were collected from special schools and inclusive schools through in-depth interviews, participatory observations, and document analysis. Participants included teachers, school principals, parents, and supporting professionals. The findings reveal that implementing the Merdeka Curriculum enhances inclusivity and individual potential by providing tailored educational strategies, particularly through the development of Individualized Education Programs (IEPs). However, challenges such as resource constraints, insufficient training, and limited collaboration with stakeholders were identified as barriers to optimal implementation. The study highlights the importance of adaptive teaching methods, flexible assessment systems, and enhanced coordination among educators, caregivers, and professionals to maximize CSN’s development. This research contributes both theoretically and practically by offering insights into inclusive curriculum management and providing actionable recommendations for educators, policymakers, and stakeholders.

Abstract

Budget efficiency is crucial for the financial sustainability and service quality of public healthcare institutions. This study examines the influence of employee satisfaction on budget efficiency performance in the Financial Department of Gunung Jati Regional Hospital, Cirebon City, with work motivation as an intervening variable. Utilizing an explanatory research design, data were collected from 42 financial department employees through questionnaires, employing a 5-point Likert scale. The study also incorporated secondary financial data to strengthen the analysis. Multiple regression and path analysis, conducted using SPSS and AMOS software, revealed a significant positive relationship between employee satisfaction and budget efficiency performance, with work motivation playing a mediating role. Findings indicate that higher employee satisfaction enhances work motivation, which in turn improves budget efficiency. These results highlight the importance of implementing policies that enhance job satisfaction and motivation, such as optimizing benefits, career development programs, and performance-based incentives. The study contributes to the existing literature on financial and human resource management in public healthcare settings and provides practical recommendations for improving budget performance at regional hospitals in Indonesia.

Academic achievement is shaped by various factors, both internal and external. While motivation and interest are key internal drivers, the family environment plays a significant role in academic success. The research employs a quantitative approach with a correlational method, focusing on 45 students from the 2023 KIP-K scholarship cohort. Data were collected using a Likert-scale questionnaire on family environment factors and students' GPA as a measure of academic achievement. Analysis revealed a moderate positive correlation (r = 0.535) between the family environment and students' academic achievement, with the family environment contributing 28.6% to academic performance. The findings highlight the importance of family support in fostering motivation, discipline, and learning enthusiasm, all of which are essential for academic success. This study underscores the need for collaboration between families, educators, and students to create a conducive learning environment. The research contributes to understanding the role of the family in Islamic boarding school contexts and offers practical recommendations for enhancing students' academic achievements.

Abstract

The global economic landscape poses significant challenges for developing countries, including Indonesia, particularly in managing inflation and exchange rate stability. This study investigates the role of central banks, with a specific focus on Bank Indonesia (BI), in maintaining economic stability amidst global economic uncertainties. Inflation, characterized by sustained price level increases and exchange rate fluctuations driven by international market dynamics and monetary policies, is identified as the primary concern affecting economic stability, purchasing power, and trade balance. The study highlights the pivotal role of BI’s inflation-targeting framework and adaptive monetary policy approaches in addressing these challenges and enhancing economic resilience. Using a qualitative descriptive analysis, the research draws on scholarly literature, official reports, and relevant academic sources to explore the effectiveness of BI’s strategies. Findings indicate that BI’s multifaceted role in inflation control and exchange rate management supports sustainable economic growth while adapting to global economic complexities. Recommendations emphasize the need for enhanced policy transparency, strategic collaboration with government and international stakeholders, and the development of adaptive monetary innovations to address digital disruptions and structural economic shifts. This study contributes to academic literature and offers actionable insights for strengthening Indonesia’s economic stability.

Abstract

Fiscal policy is a crucial aspect of economic management in a nation. In Islamic history, fiscal policy has functioned not only as a revenue collection mechanism but also as an instrument for achieving social and economic welfare. This study explores the evolution of Islamic fiscal policy, from the management of Baitul Mal to the development of modern taxation systems. This study employs a qualitative approach using heuristic and historiographical methods, analyzing secondary literature sources from various historical periods. The findings indicate that Islamic fiscal policy has historically aimed to achieve economic balance and social justice. Baitul Mal functioned as a wealth redistribution tool, while taxation systems were developed to finance public infrastructure. Despite challenges such as corruption and unequal resource distribution, the fundamental principles of Islamic fiscal policy remain relevant in the modern economic context. Therefore, this study recommends the implementation of transparency, accountability, and fiscal balance as guiding principles for contemporary economic policies to achieve stability and sustainable development.

Abstract

Digital health promotion has become a promising tool for improving public health. However, its success largely depends on the appropriate cultural approach in delivering health messages. This study aims to analyze the effectiveness of cultural approaches in digital health promotion and identify suitable health message adaptation strategies for various social and cultural contexts. Using a qualitative research method with a literature review approach, the findings of this study indicate that cultural approaches play a crucial role in enhancing public engagement with technology-based health programs. Adaptation strategies such as community participation, the use of cultural brokers, narrative-based approaches, and the application of social and behavioral theories have proven effective in aligning health communication with the values and social norms of target populations. Therefore, integrating cultural approaches into digital health promotion is recommended to improve the effectiveness of interventions, particularly in culturally diverse countries such as Indonesia. Additionally, leveraging artificial intelligence and data analytics can serve as a solution for identifying cultural preferences and developing more inclusive and sustainable health communication strategies.
