Abstract

Penelitian ini bertujuan untuk menganalisis implementasi inovasi pelayanan publik melalui program PEPET TERUS (Pelayanan Terpadu dan Perizinan Usaha) yang dijalankan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Surakarta. Program ini merupakan bentuk inovasi pelayanan yang ditujukan untuk meningkatkan efisiensi, transparansi, dan kemudahan dalam proses perizinan usaha serta pelayanan investasi. Penelitian menggunakan metode deskriptif kualitatif dengan pendekatan studi kasus dan mengacu pada teori implementasi kebijakan dari Van Metter dan Van Horn, yang mencakup enam variabel utama, yaitu standar dan sasaran kebijakan, sumber daya, karakteristik agen pelaksana, sikap pelaksana, komunikasi antar organisasi pelaksana, serta kondisi sosial, ekonomi, dan politik. Data dikumpulkan melalui wawancara mendalam, observasi langsung, dan dokumentasi, serta dianalisis secara menggunakan Model Miles dan Huberman, yang melalui tiga tahapan utama yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan program PEPET TERUS berjalan cukup efektif dengan adanya peningkatan kecepatan layanan, integrasi sistem digital, dan meningkatnya kepuasan masyarakat terhadap layanan perizinan. Namun, masih ditemukan beberapa kendala, seperti keterbatasan SDM yang kompeten di bidang teknologi informasi dan perlunya peningkatan sosialisasi kepada pelaku usaha. Penelitian ini menyimpulkan bahwa keberhasilan implementasi inovasi pelayanan publik sangat ditentukan oleh sinergi antara faktor struktural dan kultural, serta dukungan dari berbagai pemangku kepentingan, termasuk komitmen pemerintah daerah dan partisipasi aktif masyarakat. Implikasi dari hasil penelitian ini diharapkan dapat menjadi acuan dalam perumusan kebijakan pelayanan publik yang lebih adaptif, inovatif, dan berorientasi pada kebutuhan masyarakat.

Abstract

Good inventory management is very important for the smooth operation of the company. The forecasting method, Economic Order Quantity (EOQ), and Periodic Order Quantity (POQ) are several methods that can be used to optimize inventory. The forecasting method is used to predict valve requirements, while the EOQ and POQ methods are used to determine the optimal number and frequency of orders. EOQ helps determine the optimal number of orders that optimize order and storage costs, while POQ allows regular scheduling of orders. This study concluded that the Decomposition method has the smallest error value of 6.81250 in the forecasting method. The total inventory cost of the existing method is Rp 281,116,815, while the EOQ and POQ methods are Rp 26,098,084 and Rp 24,375,981, respectively. The comparison between the POQ and EOQ methods shows that the POQ method is more effective and efficient in minimizing total inventory costs. The implementation of the POQ method is expected to improve the efficiency and reliability of gate valve inventory management in the warehouse.

Abstract

This research examines the legislative process of Tanah Datar District Regulation No. 1/2015 on Education Implementation, particularly Chapter IX which regulates Special Education and Special Service Education. The issue raised is the limited access to education for students with special needs and vulnerable groups in the region. This study aims to analyze the legislative stages of the local regulation, the actors involved, and the challenges of its implementation. The method used is a descriptive qualitative approach with data collection techniques through interviews, document studies, observation and literature review. The results show that the legislative process is carried out systematically, starting from issue identification, agenda setting, preparation of academic papers, to ratification. However, the implementation still faces obstacles, such as limited human resources, inadequate facilities and low public awareness of the importance of inclusive education. In conclusion, this local regulation is a progressive step in promoting an equitable and inclusive education system in Tanah Datar. However, its successful implementation depends on strengthening coordination between agencies, increasing the capacity of educators, providing an adequate budget and continuous evaluation.Keywords: Public Policy, Education Local Regulation, Special Education, Special Services,

Abstract

In the face of advancing times, local languages and literatures must be preserved as markers of pride and cultural heritage. At the request of communities and cultural organisations, local governments in Padang Panjang City and across Indonesia are integrating local languages and literature into the local curriculum. In response to this goal, the Padang Panjang government issued Local Regulation (Perda) No. 7 of 2022 on Education. The purpose of this study is to observe the concept, stages, and implementation in the field. Mrs Maulida Armayulita, S.H., an expert in drafting laws and regulations, was interviewed as part of the descriptive qualitative technique. The results show that the development of the regulation is a long and complicated process that starts from public issues, agenda setting, political legitimacy, policy making, negotiation with DPRD, approval by the regional head, implementation, and evaluation. Cross-sectoral cooperation and rigorous stages are required for this regulation to be successfully implemented to effectively develop and protect Padang Panjang's local language and literature.

Abstract

The drafting of laws and regulations in the education sector by the Regional Representative Council (DPD) is a series of legislative processes aimed at producing policies that are relevant to the educational needs of each region. This process begins with the identification of educational problems, followed by the drafting of regulations, discussions with various related parties, until reaching the ratification and implementation stage. In this case, the DPD acts as a regional representative who submits proposals, provides input, and supervises educational policies proposed by the government and the People's Representative Council (DPR). Collaboration between the DPD, DPR, regional governments, and the community is key so that the resulting regulations are able to improve the quality of education as a whole, while still paying attention to justice and diversity between regions. Therefore, it is hoped that the policies that are set can be an effective and sustainable solution to educational challenges.

Abstract

The preparation of Regional Regulations (Perda) in the field of education in Tanah Datar ‎Regency involves structured and systematic stages, starting from planning to evaluation. ‎This process aims to address the challenges and needs of the education sector in the ‎region, as well as improve the quality of education through clear policies. The ‎preparation of the Draft Regional Regulation is carried out by a joint team from related ‎agencies and involves a harmonization and verification process before being ratified by ‎the DPRD. Socialization of the Regional Regulation is carried out to ensure that the ‎community understands and can implement this policy properly. Evaluation is carried ‎out to assess the effectiveness of the implementation of the Regional Regulation and ‎identify existing obstacles. One of the important aspects of this Regional Regulation is ‎Article 51, which regulates women's empowerment, especially the role of Bundo ‎Kanduang, in increasing women's participation in education and regional development. ‎Overall, this Regional Regulation is expected to have a positive impact on the education ‎sector and women's empowerment in Tanah Datar Regency, by prioritizing the ‎principles of equality and inclusivity in development.‎

Abstract

Secondary education plays a crucial role in shaping students’ character and competencies as essential foundations to face global challenges. Although Bukittinggi City is renowned for its strong educational tradition, structural barriers such as economic disparities, limited infrastructure, and uneven distribution of educators remain significant challenges to ensuring inclusive and equitable education. In the context of regional autonomy, the role of the Regional House of Representatives (DPRD) is vital in formulating policies through regional regulations (Perda). This study aims to analyze the formulation and implementation process of Regional Regulation No. 7 of 2023 on the Twelve-Year Compulsory Education Program in Bukittinggi City. Using a descriptive qualitative approach, data were collected through in-depth interviews and document analysis. The findings reveal that the legislative process involved issue identification, academic draft preparation, discussions, and ratification, engaging multiple stakeholders. Early evaluations of implementation indicate a positive impact on cultural preservation through education, although challenges persist regarding the readiness of human resources and educational facilities. To enhance implementation, teacher capacity must be strengthened through training, culturally-based learning modules should be developed, and adequate funding and infrastructure must be provided. Furthermore, regular evaluation mechanisms and the involvement of traditional leaders are essential to ensure that this regulation genuinely addresses educational needs and reinforces the cultural identity of the younger generation.

Abstract

This article discusses the importance of public policy, especially Regional Regulations (Perda) on education, as a strategic instrument to improve the quality and access to education at the regional level. Based on the law of regional autonomy, Perda on education is designed through the stages of understanding the issue, preparing the agenda, formulating policies, harmonization, ratification, implementation, and evaluation. One of the important provisions regulated is Article 47 concerning Non-formal Early Childhood Education which regulates the form of non-formal early childhood education units and learning methods based on playing while learning. This study uses a qualitative descriptive method with primary data from interviews with members of the Tanah Datar DPRD. The results show that the success of the Perda on education is greatly influenced by the active participation of stakeholders, harmonization of regulations with higher laws, effective socialization to the community, and ongoing evaluation, including the implementation of the provisions of Article 47 to ensure its positive impact.

Abstract

Artikel ini membahas pentingnya kebijakan publik, khususnya Peraturan Daerah (Perda) pendidikan, sebagai instrumen strategis untuk meningkatkan mutu dan akses pendidikan di tingkat daerah terutama pada peran dan kedudukan tenaga kependidikan di Kabupaten Tanah Datar. Dengan dasar hukum otonomi daerah, Perda pendidikan dirancang melalui tahapan identifikasi isu, penyusunan agenda, perumusan kebijakan, harmonisasi, pengesahan, implementasi, hingga evaluasi. Penelitian ini menggunakan metode kualitatif deskriptif dengan data primer dari wawancara anggota DPRD Tanah Datar. Hasilnya menunjukkan bahwa keberhasilan Perda pendidikan sangat dipengaruhi oleh partisipasi aktif pemangku kepentingan, harmonisasi regulasi dengan hukum yang lebih tinggi, sosialisasi yang efektif kepada masyarakat, serta evaluasi berkelanjutan untuk memastikan dampak positifnya.

Abstract

This study examines the process of formulating regional education regulations in Solok Regency, focusing on the stages from planning to implementation. The research employs a qualitative approach through observation and in-depth interviews with stakeholders involved in the formulation of education policies. The findings reveal that the regional regulation process begins with the Regional Regulation Formation Program (Propemperda), followed by problem identification, policy agenda setting, policy formulation, discussion in the Regional House of Representatives (DPRD), ratification, and implementation. Various challenges were identified in the implementation phase, including budget constraints, limited land availability, restrictive national regulations, and cultural resistance to certain policies. The study recommends strengthening community involvement in the regulatory process, adequate budget allocation, harmonization between regional and national policies, cultural approaches to implementation, comprehensive monitoring and evaluation systems, and improving educational facility accessibility for all community members, including those with disabilities and the elderly.
