Abstract

School libraries play an important role in supporting learning and promoting a culture of literacy among students. As an information and learning resource centre, the library not only provides a collection of books but also contributes to forming sustainable reading habits. However, for this function to be optimised, the library needs to have a clear and systematic profile. The library profile serves as a comprehensive description of the library's condition, services, infrastructure, and programmes that have been and will be implemented. This study aims to analyse how the library profile can be a reference in strengthening the literacy program at SMA Negeri 1 Palembang. Using a qualitative approach with literature study and participatory mentoring methods, this research involved direct observation, interviews and document analysis related to school literacy policies and library standards. Data analysis techniques used with data triangulation were conducted to ensure the validity of the findings by comparing information from various sources. The results showed that developing a comprehensive library profile not only facilitates library management but also strengthens accreditation, increases student engagement in literacy activities and opens up opportunities for collaboration with various parties. In addition, the findings in this study also show that library profiles can be an instrument in planning and evaluating school literacy programmes. With a systematic and structured library profile document, the library can be more optimal in supporting students' academic achievement and building a sustainable literacy culture in the school environment.

Abstract

Penelitian ini mengkaji implementasi Peraturan Walikota Pariaman Nomor 12 Tahun 2022 tentang Pedoman Penyelenggaraan Pendidikan Baca Tulis Al-Qur'an di Kota Pariaman. Kajian berfokus pada proses kebijakan mulai dari identifikasi masalah hingga evaluasi awal implementasi. Menggunakan pendekatan kualitatif, penelitian ini menganalisis efektivitas kebijakan dalam meningkatkan kemampuan baca tulis Al-Qur'an di kalangan peserta didik. Temuan menunjukkan bahwa implementasi Perda ini melibatkan kolaborasi antara Pemerintah Kota, Dinas Pendidikan, Kementerian Agama, dan pemerintah desa melalui penyelenggaraan pendidikan di MDA, MDW, dan MDU. Tantangan utama meliputi keterbatasan sarana prasarana dan tenaga pendidik berkualitas. Penelitian merekomendasikan penguatan sinergi antar lembaga, peningkatan kompetensi tenaga pendidik, dan pengembangan sistem monitoring evaluasi yang lebih komprehensif untuk memastikan keberlanjutan program pendidikan baca tulis Al-Qur'an yang efektif di Kota Pariaman.

Abstract

This article examines the legislative process and implementation of the Pariaman City Regional Regulation (Perda) No. 29 of 2023 concerning Procedures for Implementing the Admission of New Learners (PPDB). This regulation aims to realize objective, transparent, accountable, and non-discriminatory PPDB in Pariaman City. Through a case study approach, this article analyzes the stages from issue identification to policy implementation. The findings show that the success of legislation is influenced by public participation, political support, and inter-institutional coordination. The article recommends strengthening the monitoring system and improving socialization to ensure effective implementation.

Abstract

This study examines the stages of legislation of the Regional Regulation (Perda) on Compulsory Education of Minangkabau Natural Culture in elementary formal education units carried out by the Pariaman City DPRD. The background of this study is the importance of preserving Minangkabau culture through formal education as an effort to maintain the identity and values ​​of local culture amidst the development of the times. The purpose of the study is to analyze the legislative process of the Perda starting from initiation, discussion, to ratification by the Pariaman City DPRD. The method used is a qualitative approach with data collection techniques through documentation studies and interviews with DPRD members and related parties. The findings of the study indicate that the legislative process of this Perda involves the active participation of various elements of society and traditional institutions, and considers Minangkabau cultural values ​​rooted in the philosophy of the traditional basandi syarak-syarak basandi Kitabullah. The implication of this study is that the Perda is not only a legal product, but also an important instrument in preserving culture through education, which can be a model for other regions in integrating local cultural values ​​into the formal education system.

Abstract

Local curriculum policy is an educational strategy aimed at strengthening cultural identity and local wisdom through the school system. In Padang City, this effort is realized through Mayor Regulation Number 7 of 2024, which regulates the implementation of local content at educational institutions, including scheduling and mapping of student memorization tasks. This article aims to trace the formulation and implementation process of the policy, based on direct observation at the Padang City Regional House of Representatives (DPRD). The study employs a qualitative approach using observation and in-depth interviews with relevant stakeholders. The findings reveal that the legislative process is strongly influenced by community participation, political support, and inter-sectoral coordination. Major challenges in implementation include the lack of teacher training and limited availability of teaching materials. Strategic efforts are needed to improve policy outcomes, particularly by enhancing human resource capacity and establishing a structured and continuous evaluation mechanism.

Abstract

This study discusses the stages of legislating a Regional Regulation (Perda) related to inclusive education conducted by the Regional People's Representative Council (DPRD) of Pariaman City. Inclusive education is a strategic effort to achieve educational equity for all levels of society, including persons with disabilities. In this context, the role of the DPRD as a regional legislative body is crucial in formulating policies that are responsive to the needs of inclusivity. Using a qualitative approach with documentation studies and in-depth interview methods, this study identifies and analyzes each stage in the legislative process, from planning, drafting, and deliberation to the ratification of the regulation. The findings show that although the legislative process has followed formal procedures, challenges remain, particularly in terms of public participation and inter-agency coordination. This research recommends strengthening the capacity of legislators and optimizing community participation to produce more inclusive and implementable regulations.

Abstract

Secondary education plays an important role in shaping students' character, skills, and knowledge, as well as being a medium for preserving local culture. This article aims to explain the process of drafting and implementing Regional Regulation No. 7 of 2023 of Bukittinggi City which regulates the local content curriculum. This study uses a case study method with a qualitative approach and a public policy framework. The legislative process is analyzed through six stages: issue identification, agenda setting, political legitimacy, policy formulation, ratification, and implementation. The results of the study show that this Regional Regulation was born from a collaboration between the DPRD, local government, academics, and the community. Initial implementation showed an increase in student participation in local culture-based learning, although still facing challenges in terms of resources and facilities. This Regional Regulation reflects the region's commitment to preserving culture through education and is a model for integrating local values ​​into the formal education system.

Abstract

Secondary education plays an important role in shaping the character and competence of the younger generation. However, challenges in access and quality gaps are still obstacles in the regions, including Bukittinggi City. This study aims to explain the process of drafting the Regional Regulation (Perda) on 12-Year Compulsory Education in Bukittinggi City as an effort to expand access to secondary education. The approach used is a case study with a public policy perspective. The results of the study show that the Perda legislation process goes through the stages of identifying issues of low education participation, setting the agenda in the Prolegda, raising political legitimacy, formulating academic papers and Draft Perda, discussing and ratifying by the DPRD, to the implementation stage through socialization and supporting policies. The conclusion shows that this Perda legislation is a multi-actor collaboration and reflects the region's commitment to educational equality, although it still faces implementation challenges that require evaluation and strengthening of further policies.

Abstract

Penelitian ini membahas proses perumusan Peraturan Daerah Nomor 2 Tahun 2019 tentang penyelenggaraan pendidikan oleh Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Sumatera Barat. Tujuan penelitian ini adalah untuk memahami proses perumusan peraturan daerah pendidikan dari tahap perencanaan hingga legitimasi kebijakan, serta mengevaluasi efektivitas implementasinya. Metode yang digunakan adalah penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam dengan analis SDM DPRD. Hasil penelitian menunjukkan bahwa proses legislasi dilakukan secara partisipatif, melibatkan berbagai pemangku kepentingan, dan mencerminkan kebutuhan lokal. Peraturan-peraturan yang dihasilkan antara lain terkait PPDB zonasi, beasiswa hibah PT. Rajawali, dan kewajiban berpakaian muslimah di sekolah. Evaluasi keberhasilan kebijakan dilakukan melalui indikator sosial dan kualitas pendidikan. Temuan ini menegaskan pentingnya peran DPRD dalam menjembatani kebijakan nasional dengan realitas daerah. Dan memperkaya pemahaman mengenai dinamika kebijakan pendidikan daerah yang menegaskan pentingnya kolaborasi lintas sektor dalam proses legislasi daerah yang menyesuaikan dengan kebutuhan lokal.

Abstract

Artikel ini membahas proses legislasi Peraturan Daerah (Perda) No. 1 Tahun 2022 tentang Perpustakaan di Kabupaten Tanah Datar, dengan fokus pada peran regulasi tersebut dalam mendorong pembudayaan gemar membaca di satuan pendidikan dasar. Penelitian ini menggunakan pendekatan studi kasus kualitatif, dengan pengumpulan data melalui observasi langsung ke DPRD Tanah Datar dan telaah dokumen regulasi terkait. Hasil penelitian menunjukkan bahwa perumusan dan implementasi Perda dilakukan secara kolaboratif antara pemerintah daerah, DPRD, dan pemangku kepentingan pendidikan. Meskipun dihadapkan pada tantangan infrastruktur dan sumber daya, regulasi ini mulai menunjukkan dampak positif terhadap layanan perpustakaan sekolah dan penguatan budaya literasi siswa.
