Abstract

The implementation of the Cash Transfer Assistance (BLT) program in Indonesia aims to assist economically disadvantaged communities, especially during crises such as the pandemic. However, the selection process for BLT recipients often faces challenges related to accuracy and efficiency, particularly in determining eligible recipients based on various economic and social criteria. This research develops an information system based on the K-Nearest Neighbor (K-NN) method to address these issues. The system is designed to classify BLT candidates by considering several variables, such as family income, number of dependents, employment status, housing conditions, and family health. The optimal K value was determined through trial and error to achieve the highest accuracy. The system was tested using both training and testing data, and the evaluation results showed an accuracy rate of 85%. This information system not only processes data quickly but also provides transparent and objective results, making it useful for village authorities to efficiently select BLT recipients. By implementing the K-NN algorithm, this system is expected to offer a practical solution for village governments in improving the accuracy of aid distribution to eligible communities.

Abstract

Sistem Informasi Tagihan Pajak Bumi dan Bangunan (PBB) memainkan peran penting dalam membantu pemerintah daerah mengelola penerimaan pajak secara lebih efisien. Penelitian ini bertujuan untuk menganalisis kinerja Sistem Informasi Tagihan PBB menggunakan metode PIECES (Performance, Information, Economics, Control, Efficiency, Service) untuk mengidentifikasi keunggulan dan kelemahan sistem yang ada. Data dikumpulkan melalui wawancara dengan petugas pajak dan pengguna sistem, serta kuesioner yang disebarkan kepada pengguna internal dan eksternal. Analisis menunjukkan bahwa sistem telah meningkatkan efisiensi kerja petugas pajak, terutama dalam hal pengolahan dan pengiriman tagihan secara otomatis, yang mengurangi beban kerja manual. Namun, terdapat beberapa masalah pada kinerja sistem, terutama pada saat beban transaksi tinggi, yang menyebabkan keterlambatan pemrosesan. Selain itu, sinkronisasi data dengan sistem kependudukan belum berjalan optimal, sehingga memperlambat pembaruan data wajib pajak. Dari sisi keamanan, sistem memiliki kontrol yang memadai tetapi audit trail perlu ditingkatkan untuk mencegah potensi penyalahgunaan data. Rekomendasi perbaikan meliputi peningkatan kapasitas server, optimasi antarmuka pengguna, dan penerapan teknologi enkripsi yang lebih kuat. Dengan perbaikan ini, diharapkan sistem dapat berfungsi secara lebih efektif dalam mendukung pengelolaan PBB dan meningkatkan penerimaan pajak daerah.

Abstract

This study discusses the utilization of Geographic Information Systems (GIS) for land parcel mapping at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) in Kolaka Regency. The implementation of GIS through the Land Activity Computerization Program (KKP) aims to enhance efficiency and accuracy in land registration processes while providing legal certainty over land ownership. By integrating spatial and textual data, GIS can deliver comprehensive information, enabling faster and more structured land mapping. Data obtained from the KKP at the Kolaka Land Office shows a significant increase in the number of registered land parcels after implementing GIS. Prior to GIS adoption, land registration data was limited and fragmented, with spatial data that lacked accuracy and accessibility. Post-implementation of KKP, the number of registered land parcels increased by 85% over the last 10 years, reflecting the system's improved effectiveness in supporting land administration. The results indicate that GIS can accelerate the mapping process, improve data accessibility, and facilitate spatial planning. With thematic maps generated, the ATR/BPN can conduct better analyses of land quality and legal status. Additionally, GIS helps identify areas requiring data updates, thereby continuously enhancing the quality and accuracy of land information. This study concludes that GIS is not only a mapping tool but also a strategic solution that increases efficiency and transparency in land management. These findings provide a potential model for other regions aiming to optimize land registration through GIS-based technology, supporting legal security and certainty for the public.

Abstract

This research aims to optimize the utilization of information systems (IS) at Universitas Sembilanbelas November Kolaka through a strategic planning approach using the Ward-Peppard and Cassidy Methods. In the context of globalization and intense competition in higher education, appropriate strategies in IS management are crucial for institutional success. The Ward-Peppard and Cassidy Methods are used to design an IS strategic plan integrated with the organization's goals. The methodological steps include analysing the university's internal and external environment, identifying stakeholder needs and expectations, and formulating IS strategies that consider available resources and future development directions. A case study was conducted at Universitas Sembilanbelas November Kolaka, using a qualitative approach involving in-depth interviews with university leaders, administrative staff, and IS users. The research findings identify challenges in IS utilization, including a lack of integration between existing systems, the need for human resource skills development, and the maintenance of high-quality IT infrastructure. This study provides a comprehensive view of the IS strategies needed to enhance operational effectiveness and achieve the university's strategic goals. The practical implications of this research are the development of an action plan that can help the university manage and optimize their IS investments more effectively

Abstract

Choosing the optimal café can be difficult due to the necessity of objectively evaluating several variables, including food quality, comfort, pricing, service, and supplementary amenities. This study seeks to enhance the selection process for the optimal cafe by employing the Rank Order Centroid (ROC) approach for criterion weighting and the Simple Additive Weighting (SAW) method for ranking alternatives. Data were collected via questionnaires and firsthand observations of multiple cafés, with criteria assessed according to consumer preferences. ROC was employed to ascertain proportional criteria weights, whereas SAW aggregated normalized values and weights to generate alternative ranks. The findings indicated that Cafe 2 attained the maximum preference score of 0.70, establishing it as the premier recommendation. The integration of ROC and SAW demonstrated efficacy in producing objective, systematic, and transparent outcomes, rendering it suitable for decision support systems that aid consumers in selecting the optimal cafe

Abstract

The progression of information technology has facilitated the creation of web-based expert systems that aid in disease diagnosis. This work is to create and implement a web-based expert system that delivers diagnostic outcomes based on user-entered symptoms. The system is designed utilizing the Rapid Application Development methodology to expedite the design and implementation process. The system's knowledge base comprises disease data, symptoms, and inference rules utilized in the diagnosis process. The test results demonstrate that all system functionalities operate as intended. Black Box testing verifies the proper functionality of each system component, encompassing disease data management, symptom input, and the diagnostic process, ensuring error-free operation. The web-based solution provides consumers with flexible access to preliminary health information. The deployment of this system is anticipated to aid the public in performing preliminary consultations prior to obtaining direct medical advice

Abstract

Lama studi mahasiswa menjadi indikator penting dalam menilai efektivitas sistem pendidikan di perguruan tinggi. Prediksi lama studi yang akurat dapat membantu institusi akademik dalam memberikan bimbingan yang lebih optimal kepada mahasiswa agar dapat menyelesaikan studinya tepat waktu. Penelitian ini mengembangkan sistem prediksi lama studi mahasiswa menggunakan pendekatan Case-Based Reasoning (CBR) dengan metode similarity measure berbobot. Sistem ini membandingkan kasus baru dengan kasus lama berdasarkan lima variabel utama, yaitu rata-rata IPK, jumlah SKS per semester, status cuti akademik, status pekerjaan, dan keaktifan organisasi. Hasil penelitian menunjukkan bahwa kasus lama nomor 16 memiliki tingkat kemiripan tertinggi dengan kasus baru, dengan nilai 0.778, yang menunjukkan bahwa metode yang digunakan mampu mengidentifikasi mahasiswa dengan karakteristik akademik dan non-akademik yang paling mirip. Faktor akademik, seperti IPK dan jumlah SKS, memiliki bobot yang lebih tinggi dalam menentukan lama studi dibandingkan faktor non-akademik. Kesimpulan dari penelitian ini menunjukkan bahwa pendekatan CBR dapat digunakan sebagai alat pendukung keputusan akademik dalam memprediksi lama studi mahasiswa secara lebih akurat. Implementasi sistem ini dapat dikembangkan lebih lanjut dengan mengintegrasikan teknik machine learning guna meningkatkan performa prediksi.

Abstract

The choice of takjil as an iftar dish is frequently decided subjectively, neglecting certain elements that could affect the optimality of the decision. This study employs Multi-Attribute Decision Making (MADM) utilizing the Yager Model to identify the optimal takjil alternative based on established criteria. The five primary criteria employed in this analysis are flavor, cost, nutritional value, accessibility, and feasibility. The calculating method initiates with data standardization, weight allocation, and the implementation of the Yager Model to derive the preference value for each choice. Of the seven evaluated alternatives, the findings demonstrate that Kolak Pisang is the most advantageous option, attaining the maximum minimum value of 0.919. Consequently, this strategy serves as a more rational and objective means of selecting takjil that corresponds with consumer preferences and requirements. The utilization of the Yager Model in alternative contexts offers prospects for additional research in multi-criteria decision-making

Abstract

Keamanan informasi menjadi tantangan penting dalam era digital, terutama dalam perlindungan teks berbahasa daerah agar tetap terjaga dari akses yang tidak sah. Penelitian ini bertujuan untuk mengoptimalkan enkripsi teks bahasa Tolaki Mekongga menggunakan Vigenère Cipher dengan pendekatan ASCII, yang memperluas cakupan karakter hingga 256 nilai. Proses enkripsi dilakukan dengan mengonversi setiap karakter teks dan kunci ke dalam bilangan ASCII, kemudian menerapkan operasi modulo 256 untuk menghasilkan ciphertext yang lebih acak. Pengujian menggunakan kata "meambomena" dengan kunci "kolakabisa" menunjukkan bahwa ciphertext yang dihasilkan memiliki distribusi karakter yang sulit dikenali. Proses dekripsi berhasil mengembalikan teks ke bentuk aslinya tanpa kehilangan informasi, membuktikan efektivitas metode ini dalam menjaga integritas data. Evaluasi keamanan menunjukkan bahwa pendekatan ASCII mampu meningkatkan resistensi terhadap analisis kriptografi berbasis frekuensi. Dengan efisiensi waktu eksekusi yang tetap optimal, metode ini dapat digunakan dalam pengamanan informasi berbasis teks untuk menjaga keaslian dokumen berbahasa daerah.

Abstract

The conservation of indigenous culture, particularly the traditional dwellings of Southeast Sulawesi, encounters obstacles owing to technological progress and changing preferences among younger demographics. This study created a Augmented Reality (AR) application for presenting traditional dwellings of Southeast Sulawesi utilizing the Multimedia Development Life Cycle (MDLC) methodology. This program enables users to obtain information regarding traditional houses via interactive 3D models, supplemented by text and voice, employing marker-based tracking technology. Testing was performed via Black Box Testing and User Acceptance Testing (UAT), which demonstrated that the application operates optimally on devices with a minimum of 3GB of RAM. User evaluation findings revealed a satisfaction level of 81.27%, classified as "Very Easy to Use." This program possesses the potential to serve as an innovative solution for cultural education and to augment tourism appeal via a contemporary digital approach. Anticipated advancements will encompass performance optimization and the incorporation of interactive features to improve user experience
