Abstract

Malaysia has done very well in eradicating the problem of poverty in the country. The poverty rate has fallen from 49.3 percent in 1970 to 3.9 percent in 2009. Nonetheless, one main facet of such phenomenon remains, i.e. the majority of the poor are from the Malay-Muslim community. In Malaysia, the management of zakat is under the state jurisdiction. As such the collection and disbursement of the zakat funds also falls under the purview of the Majlis Agama Islam Negeri. Each of the Majlis Agama Islam Negeri has its own zakat collection body. Two issues emerged. First, while zakat should be able to free the recipient from poverty, yet, the proportion of money allocated for these groups of asnaf is very minimal such that it fails to uplift the economic well-being of the recipients. Second, current practices adopted by most zakat agency are to give cash money to the recipients which failed to motivate them to embark on productive activities to uplift their economic well-beings. This paper evaluate the attempt made to provide start-up capital for the poor to engage in business activities using the zakat fund in the hope that the success of the initiatives will see a reduction in the incidence of poverty among the muslim communities and to ensure that the money disbursed to the poor and the needy are used not for consumptive purpose but for productive activities. Keywords: zakah, poverty, poor and needy

Abstract

Learning a second language will be considered succeed when the learner is able to speak in the language s/he is studying (Nunan, 1999). Speaking is not merely about being able to pronounce the word correctly, using the appropriate stress and intonation, but more important is to survive in the different context where the conversation is taking place (Harmer, 1997). This paper offers to use authentic materials in the English as a Foreign Language (EFL) speaking classroom since authentic gives students “exposure to real language and its use in its own community” (Widdowson, 1990).  Authentic materials are materials that we can use in the classroom and that have not been changed in any way for EFL students (Sanderson in Tamo, 2009). The use of authentic materials in EFL speaking classroom will give students chances to encounter the real world and how the language is really used. They are also said to be motivating, giving students sense of achievement when able to communicate as the native speakers do. Therefore, it is recommended that teachers use authentic spoken materials in EFL classroom audio visually to enable students to imitate native speakers of English in speaking, not only on how to pronounce the words correctly and using the appropriate stress in speaking, but also able to use correct body language to avoid cultural misunderstanding. However, both teacher and students also need to be aware of a few disadvantages of using different sources of authentic materials, especially when dealing with culture issues. Teachers are also encouraged to give pedagogical support for students when dealing with listening tasks and literary texts. Key words: Speaking, teaching speaking, authentic materials, EFL classroom

Abstract

The State requires funds in carrying out the duties of the implementation of duties and responsibilities. Funds needed to finance the execution those duties and responsibilities are planned in the draft budget which contains expenditures and receipts in a year accompanied by financial administration. Furthermore, the state activities to be carried out by its apparatus, basically have been planned for a dissertation of the required cost. The state apparatus of investigators in carrying out their duties and responsibilities as well, the cases handled must be budgeted in the current year in terms of both the amount and the cost. The act of the investigator to seek and collect evidence which with that evidence makes light of the criminal offense and to find the suspect in need of fund. The investigation budget in the National Police (Polri) uses an index system. Budget support for criminal investigation and investigation activities, i.e. cases of extreme, difficult, moderate, and easy. Polri's investigation budget is so small that sometimes it is not enough to handle a case, especially in remote areas that are difficult to reach. This study is a normative juridical research, where the data used in this study is secondary data in the form of books, legislation, documents and other writings relating to the problems under investigation. Based on this research revealed that the Policies should be taken by Sekayam  Police District, Sanggau, West Kalimantan province to keep handling crimes that exceed the number of cases and exceed the budget funds in the year concerned. The policy is legally to be done, since the number of crimes that occur cannot be predicted in number, and must be completed in accordance with applicable regulations. The efforts by Sekayam Police District to overcome the cost of investigation that exceed the budget allocation of criminal case handling is done by proposing to District Police (Polresta) Sanggau. Policies by the Sekayam Police to deal with criminal offenses that exceed the number of cases and exceed the budgetary funds in the relevant year have implications to administrative accountability. Keywords:police budget, investigationbudget, budget policy.

Liamsi as the sample of the research. The method of this research is descriptive method. The shift in function of setting that occurred from novel Megat Sri Rama into novel Megat by Rida K. Liamsi was described. This shift is related to the habit of function of setting in real life. If the shift of setting happen in these two stories, so the events in the story would be effected. The results of the analysis of novel Megat by Rida K. Liamsi were some functions of settings were shifted if they were related to the events that happen due to the author's view of the past setting. So, it can be concluded that the place and time setting become the virtue of the events of a story. In the field of language and literature learning, language has the power to describe events that occur supported by the context of the setting. Without setting, the readers will have difficulties to describe the theme, moral, character and mandate in the story. The cultivation of these values greatly contributes to the education of character and literacy today. Keywords: shift, setting, novel.

Abstract

Humor is an essential part everyday communications and it is a fundamental facet of work relationships. Hence, humor becomes extremely significant, particularly for teaching colleagues in Indonesia during break after teaching. Humor can enhance communication, self-confidence and intimacy, reduce stress, release fatigue and tension, motivate to work and stimulate creativity. With humor, teaching colleagues can discuss how to enhance teaching skills and utilize good media in learning process. This study aimed to examine the utilization of humor among teaching colleagues in Islamic State Institute of Kendari as one of the Islamic higher educations in Indonesia. Descriptive qualitative method was utilized to analyze data in this research. Interviewing, observing, and documenting were conducted to collect data. The research results revealed that in creating humor, teaching colleagues often utilize linguistic aspects such as phonological aspects. Those phonological aspects are substitution, permutation, decreasing, and addition. Those tend to utilize adaptive humor style pioneered by Martin et al. (2003) which can elevate happiness among teaching colleagues. When they feel happy, their work performance either individually or in a group to complete certain works will be improved, as well as their work relationship, cooperation and collaboration. Finally, this research confirms that phonological aspect is one of language elements to create humor and could affect the happiness which leads the lecturers to have good interpersonal relation, cooperation and collaboration in undertaking certain jobs among teaching colleagues in Indonesia.

Abstract

Urbanization has opened urban thermal comfort zones thereby creating an urban island environment worldwide. Knowledge necessary to mitigate this phenomenon extend beyond knowledge on the city itself. This study sought to determine the role of environments in creating an urban heat island. A literature review was applied, to collect current knowledge on social, built, modified, and natural environment, in POETIC framework. The aim was to ascertain environmental components of urban heat island in Palembang city. The results indicated some environmental dimensions of urban heat island in Palembang. Social dimension consists of education level, people density in a house, and income level. Built dimension consists of distance between building, material albedo, material impermeability, building height, ventilations number, and ventilations area. Modified environment dimension consists of area of burning spot in open space, water pollution level, air pollution level, garden area, and green roof area. Natural environment consists of green open space area, vegetation density, and leaf area exposed to open space. Some hypotheses was developed and recommended for the further research. Keywords: Environment, POETIC model, Urban Heat Island
