Abstract

This research is motivated by the Electronic-Based Government System (SPBE) policy in Presidential Decree 95 of 2018. Among the applications mandated, the Indonesian Ministry of PAN RB established the General Application for Dynamic Archiving (AUBKD), named the Integrated Dynamic Archiving Implementation System (SRIKANDI), through the Decree of the Minister of PAN RB number 679 of 2020. SRIKANDI is mandated for implementation in government agencies, regional governments, BUMN/D, and universities across Indonesia. SRIKANDI, derived from Presidential Decree 95 of 2018, has elicited varied responses from these entities, especially those with existing archiving applications and significant investments. Some agencies have not adopted SRIKANDI due to their established systems, while others, like East Belitung Regency, lacking an archiving application, chose SRIKANDI. This study employs a qualitative approach with descriptive analysis to explore the implementation process of the SRIKANDI program in East Belitung. The goal is to describe the implementation using the Van Meter and Van Horn models. Findings indicate that implementation and communication activities between organizations, internally within East Belitung Regency and externally with the government, were conducted directly. However, the results were suboptimal, highlighting the need for improved communication planning for effectiveness. The East Belitung Regency government, including the designated implementation team, did not fully grasp the broader context of the SRIKANDI program, focusing instead on distributing the application to regional ASN. This misalignment with the program's context, intent, and objectives, along with insufficient supervision, led to less-than-optimal results. Economic, social, and political conditions impacting the SRIKANDI program had a positive but insufficiently budgeted influence. The program's disposition shows that the implementation stages are clear, as evidenced by the SRIKANDI action plan document. Implementing resources have been enhanced, particularly in using the SRIKANDI application, through training by ANRI and the East Belitung Regency team.

Abstract

This research examines the legal frameworks addressing nominee agreements in land ownership between foreign nationals and Indonesian citizens, with a focus on developing policy recommendations to strengthen these frameworks. Nominee agreements are often utilized to circumvent restrictions on land ownership by foreign nationals, posing significant legal and regulatory challenges. This study employs a qualitative approach, combining doctrinal analysis and empirical research, to evaluate the current legal provisions and their enforcement. A comparative analysis with international practices is conducted to identify best practices and potential improvements for Indonesia. Key findings highlight significant gaps and weaknesses in the existing legal framework, which undermine the effectiveness of land ownership regulations and pose risks to national sovereignty and economic stability. The study proposes comprehensive policy recommendations aimed at enhancing transparency, accountability, and enforcement mechanisms in land ownership regulations. These recommendations are designed to foster a more robust and cohesive legal framework that can effectively address the complexities of nominee agreements and safeguard Indonesia's land resources.

Abstract

This study aims to analyze the interpersonal communication between single fathers and their children, focusing on three key aspects: openness, empathy, and support. The research seeks to identify the opportunities and challenges that arise in this relationship, particularly in fostering effective communication. A qualitative descriptive approach was employed, with data collected through in-depth interviews and participant observation of single fathers and their children. The analysis was conducted inductively to comprehend the communication patterns and emotional dynamics involved. The findings reveal that openness in communication is characterized by informal conversations and the sharing of daily experiences. However, obstacles often emerge due to a lack of emotional closeness or the presence of a new marriage by the father. Empathy plays a crucial role in creating strong emotional bonds, where fathers strive to understand their children's emotions, offer advice, and foster a positive atmosphere. Supportive behavior is evident through the emotional backing provided by the father, which includes freedom of expression and involvement in decision-making processes. The study concludes that openness, empathy, support, positive attitudes, and equality are the five key elements in the interpersonal communication between single fathers and their children. Each element plays a significant role in building a healthy and harmonious relationship, where openness enhances trust, empathy strengthens emotional bonds, supportive behavior fosters a sense of security, positive attitudes create an optimistic environment, and equality increases children's participation in family decision-making.

This qualitative approach research uses descriptive research. Interpretation and analysis of research data comes from the content of the documentary film "Yang Diperas Cuciannya, Bukan PRT-nya" and is supported by a literature review. The literature review shows that previous research discusses several things including ideas, the historical context of feminism globally and in Indonesia, and gender inequality in various fields of life. Abstract

Purpose – Human resources are a crucial aspect of start-up companies, representing both a significant investment and a valuable asset. This paper explored an integrative model that investigates how work engagement mediates the impact of job insecurity, person-organization fit, and person-job fit. Methodology – Responses were collected using an online questionnaire at Indonesia start-up company from 317 employees. To evaluate the model's overall fit and the causal relationships between the constructs, Structural Equation Modeling (SEM) was employed. Findings – The study findings revealed that among employees in start-up companies, the influence of job insecurity and person-organization fit on turnover intention is fully mediated by work engagement. Additionally, work engagement partially mediates the relationship between job insecurity and person-job fit on turnover intention. The study suggests that companies should ensure job security for their employees and emphasize their significance within the organization. Furthermore, companies should offer activities to enhance employee competencies. Originality –This study will examine differences in the intensity of this effect based on the gender of employees at start-up companies

Abstract

Establishing a harmonious family (keluarga sakinah) for underage couples presents significant challenges, particularly due to their psychological immaturity, financial instability, and social pressures. This study aims to analyze the effectiveness of the Family Planning Program (KB) in assisting underage couples in Banjarrejo Village, Lampung Timur, in achieving a harmonious family. Using a descriptive qualitative method and an empirical case study approach, data were collected through interviews and observations of underage couples and Family Planning program administrators. The findings indicate that while the KB program has been implemented effectively in the village, its efficacy in preventing pregnancy for some couples remains suboptimal, as some still experienced pregnancy despite using the program. From the perspective of Islamic Family Law, the KB program is not in conflict with religious moral principles but is rather viewed as a means of supporting the formation of a harmonious, loving, and compassionate family (sakinah, mawaddah, warahmah), especially for underage couples facing unique challenges in achieving family welfare.

Abstract

This research aims to unravel religious biases in the practice of early marriage in Indonesia and to strengthen Islamic Family Law literacy among the public. Despite the revision of the Marriage Law through Law No. 16/2019, early marriage remains widespread in Indonesia. One of the contributing factors is the community's religious understanding, rooted in authoritarian fiqh. Originally, fiqh represented a dynamic human interpretation of human problems, but it has transformed into an authoritarian understanding. This study employs a library research method, adopting a descriptive-analytic approach with a hermeneutic-negotiative framework, or progressive fiqh, as introduced by Khaled Abou El Fadl. The findings of this research reveal two key points: First, Islamic legal discourse should produce inclusive, progressive, and tolerant fiqh. Fiqh should be understood through diverse perspectives, refreshed hypotheses, and progressive legal reasoning. In contrast, authoritarianism in interpreting fiqh can stifle creativity and limit human engagement with Islamic law. Second, the government's program on Marriage Age Maturity can serve as a manifestation of the concept of "akil baligh" in authoritative Islamic law. Supported by premarital counseling programs, this can help ensure the realization of marriage objectives while preserving the overall aims of Islamic law.
