Abstract

Pengalihan sumber daya kepada daerah yang secara normatif merupakan faktorkunci keberhasilan otonomi daerah, ternayata menyimpan sisi-sisi tersenbunyi yang justru dapat menghambat proses pemandirian dan demokratisasi di daerah. Itulah sebabnya, agar kebijakan pengalihan sumber daya dapat mencapai hasil sesuai yang diinginkan, daerah propinsi maupun kabupateb.kota perlu melakukan upaya-upaya persiapan secara matang. Adapun persiapn yang selayaknya ditempuh adalah melakukan evaluasi terhadap potensi keuangan dan aset daerah, yang meliputi sumber-sumber dan besarnya pendapatan daerah saat padaini maupun aset Pusat serta sumber-sumber dan besarnya pendapatan daerah yang akan diserahkan kepada daerah.

Abstract

This article explain about the result of the research on impact of the expansion of region, a case study in Kabupaten Tasikmalaya. The impacts studied are the ones over the development of social life and regions infrastuctures. This study finds out that the expansion of region maintains and even broadens the developments gaps between urban and rural areas. The gaps occur in many sectors such as income, education, health, and public facilities. This study suggests that a feasibility study must be done prior to expansion of region so that no significant gaps occur between the old and new regional.

Abstract

Institutional research and policy analysis of water quality monitoring of the Ciliwung River has been conducted since the year 2015. This activity is the result of cooperation between the Ministry of Environment and Forestry of Indonesia and the Agency for Assessment and Application of Technology. Due to the complexity of the Ciliwung River flows and water quality problem that passed the administrative authority of DKI Jakarta, the methodology of this study was emphasized in depth interviews to stakeholders in the management of the Ciliwung River. The plan to install some online system of river water quality monitoring is expected to run well and in accordance with existing laws and regulations. In addition, the readiness of the operationalization of this monitoring system to run well. Institutional strengthening forms and open method of coordination can be adopted to reduce communication and coordination barriers that are rigid and Weberian. From this study it is concluded that Jakarta Environmental Management Agency is the strongest candidate as one of the managers of online monitoring system of Ciliwung river water quality. Institutionally public intervention on river management in general can suppress water quality pollution which can threat n the health of people living around Jakarta area. Online Mortitoring system can be utilized by preparing a reliable institutional arrangements

Abstract

Semangat otonomi daerah yang diusung oleh UU No.33/1999 memberikan kewenangan yang cukup besar pada daerah untuk mengatur dan mengurus kepentingan masyarakat setemapt dengan prakarsa sendiri berdasarkan aspirasi masyarakat. Namun dalam implementasinya, semangat otonomi tersebut bisa bergerak kearah “pembangkangan” Daerah terhadap Pusat. Dan salah satu pemicu utamanya adalah faktor kepemimpinan yang ada di daerah, yang serimg merasa kurang terakomodasi oleh kebijakan pusat. Untuk itu maka fungsi kepemimpinan dalam proses reformasi otonomi di daerah saat ini perlu dikaji dan di “reinvensi”kembali. Agar penguatan otonomi daerah tidak mesti dibayar dengan penurunan semnagat kebangsaan dan persatuan nasional.

Abstract

The data collected from the Central Bureau of Statistics show that the average population growth rate in the province of West Java (2003 - 2009) amounting to 1.81%. During this period the population growth rate decreased most sharply in 2003, reaching 3.06%. If the trend growth rate of this decline continues over time, later may be the rate of population growth in this province to zero or even reverse to negative. This paper will discusses the factors that affect population growth rate decline as birth rates (fertility), mortality (mortality), migration among regions and the province of the momentum of population growth that is hidden in this area.

Abstract

There was a bureaucratic problem in implementing public traditional market relocation program in Sekayu, Musi Banyuasin Regency. This problem could be explained through Bureaucratic Specialization concept perspective. Hence, this research examined bureaucratic practice, including the cause and challenge of Bureaucratic Specialization using this market relocation case as the background based on bureaucratic performance analysis. Qualitative approach with descriptive method was used in this research. Data was collected through observation and depth interview method. The result was although Bureaucratic Specialization had not achieved its optimum point, it had already caused bureaucracy performance breakdown. It was indicated by negative symptoms such as slow inefficient convoluted bureaucracy and unclear task division. The research suggested that Musi Banyuasin Regency Government should make a clear distinction among its office’s tasks and responsibilities and support its implementation.

Abstract

This article presents the result of the study about direct local government election process in several districts in Indonesia. Local government elections, known as Pilkada, have conducted since mid-2005, there are hundreds of regions (provinces, districts and municipalities) have conducted Pilkada, and hundreds move will do the same in the years ahead. This study finds that there are lots of problems still occur during direct local government election process. There main problems are institutional problems, preparation phase problems and implementation phase problems. Institutional problems which are still arise during the direct local election such as lack of independency and profesionalism of local government election are insufficient time for local electoral body to prepare the election process; lack of clarity about recruitment mechanism of PPK, PPS and KKPS; and lack of socialization program. Finally, problems occurs during implementation phase of pilkada are the weaknesses of data updating, problem in candidates recruitment, infringements during the campaign, lack of managementof logistics and budget accountability. This study recommends that government should reformulate the rule of direct local government election.

Makalah ini memaparkan perkembangan otonomi daerah dari perspektif kesejarahan, sejak jaman penjajahan Belanda hingga masa reformasi yang ditandai laihirnya paket UU Otonomi Daerah tahun 1999. Meskipun demikian, sedikit nalisis difokuskan pada masa peralihan dari UU No. 5/1974 UU No.22/1999 yang diharapakan dapat menumbuhkan iklim demokrasi di daerah di samping mengacu pembangunan sosial ekonomi.

Abstract

Untuk pertama kalinya, pada akhir tahun 2015 ini, Indonesia akan menyelenggarakan Pemilihan Kepala Daerah (Pilkada) langsung secara serentak. Pilkada serentak yang akan dilaksanakan pada 9 Desember mendatang merupakan awal dari sebuah langkah penataan demokrasi di negeri ini. Sebuah langkah yang cukup besar yang menyimpan peluang sekaligus tantangan dalam pelaksanaanya. Pilkada serentak akan berlangsung di 269 daerah, dengan rincian sebagai berikut: 9 pemilihan gubernur dan wakil gubernur, 224 pemilihan bupati dan wakil bupati dan 36 pemilihan wali kota dan wakil walikota.
