Abstract

Bureaucracy and public service reforms require competent and innovative government apparatur who are ready to change. Nowadays, we are wondering whether the government has initiatives to prepare its apparaturs for the reforms. Has the government anticipated both the obvious and hidden rejections from its apparatus./ what acts should the government take to get its appaaratus ready for the reforms? The paper intends to propose some practical steps for the government to take in order to manage and lead its apparatus in this pressuring times.

Abstract

For the past five years, implementation of Regional Law No 22/1999 has created distortions and controversy in the govenment management. The objective of establishing democratic, transparant, and accountable local dovernment has not been achievied yet. This condition has called many element of society for the revison of the law, and the result is the Revised Regional Autonomy Law No.34/2004. This essay attempts to discuss several fundamental changes of the Revised Law and impact on the management of local government affairs. One of the changes, according to the law, is that of the local government.

Abstract

Are Indonesian government officials overpaid? If they are, should Indonesia’s decision makers reduce the civil servants’ wage rate? Practically, the best comparison for the public sector’s wage is the private sector’s remuneration. Therefore, this study investigates the wage differential between public and private sectors in Indonesia. To obtain robust estimations, it needs to eliminate the effects from differences in workers’ and jobs’ characteristic as well as the selection bias problem. Therefore, it applies various methodologies such as Heckman Correction Method and Quantile Wage Regression by using the newest data retrieved from Indonesia Family Life Survey (IFLS) 5 in 2014. The results suggest that differences in wages among two sectors are positive, meaning that Indonesia’s government workers earned higher wages with respect to their private counterparts. Some of those results were consistent with former studies in other countries but revealed different trends compared to previous Indonesian data. The wage gap found in this study was higher for individuals with tertiary education level and varied along the wage distribution.

Tanpa adanya upaya-upaya untuk merespon berbagai kecendrungan ini,maka kecemburuanlah yang akan berkembang, serta hilangnya kepercayaan masyarakat terhadap pemerintah lokal;propinsi dan kabupaten/kota.

Abstract

Publik information has become a right of every person, having in his pass legislation to make Publik disclosure of Publik information or other institution has the legal power to obtain information about the implementation of governance. This as evidence of the government's seriousness in undertaking reforms in order to provide the best service to the community, people directly involved in the execution of state administration as a control. As a provider of information, each Publik agency shall provide all information relating to the implementation of activities and budget to all parties so that its implementation will continue to minimize the things that are not desirable, such as corruption, collusion and nepotism.

Abstract

Decentralization in Indonesia has been relatively influencial to the government administration system as awhole. It has also made impact both negative and positive to many aspects of the local government implementation. This article firstly describes some probles of decentralization in the religions which mainly jeopardize stability in all sectors such as economies, social, and politics. Then, it present some important variables that have to be considered to solve the problems of decentralization. The article then brings us to the concept of transforming organization which considers organization as living organiszm, concept of cost benefit analysis, cost and public service. Finally, this article is ended with the summary concluding that decentralization can improve local people’s empowerment, democracy, and quality service.

Abstract

This study is intended to explore the public perception, especially visitors of a city park to express their aspirations. Data collection techniques that was employed in this research are observation, questionnaire and interview and literature study. The results showed that the general public perception of the city park in the city of Bandung is quite good, but other respondents have opposite perception. They perceive that the management of city parks are not well maintained, less clean and incomplete in infrastructures, and the maintenance of the park is still incidentally maintained by agency managers. Secondly, there is a fact that there are no institutional system that can accommodate all stakeholders in the management of city parks. It is therefore important for the government of Bandung to immediately review the policies regarding the city park by considering participatory programs with existing policies. The review identifies various other policies needed

Abstract

Dalam perilaku organisasi konsep kekuasaan dan kewenangan seringkali dipahami hampir identik. Namun jika dianalisis lebih jauh lagi, kedua konsep itu bisa digunakan sebagai satu indikator dalam mengukur perilaku sebuah organisasi. Dimana dapat disimpulkan, semakin seimbang dan kongruen antara fungsi kekuasaan dan fungsi kewenangan dalam sebuah organisasi, menunjukan semakin modern organisasi tersebut. Sedangkan jika seballiknya, artinya semakin menjadi “kesenjangan”antara kedua fungsi tersebut, menunjukan semakin tradisional organisasi tersebut. Tulisan ini secara lengkap menjelaskan hal tersebut.

Abstract

Empowerment of employees in an organization is one important strategy to encourage the implementation of tasks and organizational function properly. Therefore, every leader in organizations, including government organizations is required to implement the empowerment of employees, because in this case is esserztially empowering employees is one of the competencies that must be possessed by every leader. In general, the ability of a leader in empowering employees, also is a pattern of leadership behaviors that can affect the pattern of work, spirit of work, and employee work motivation, winch is far longer be able to encourage the creation of good organizational performance.
