Institutional Development District is very urgent to improve the quality of district services as the spearhead of the public service. Institutional development district model consists of four aspects: (1) tasks and functions, (2) organizational structure, (3) governance (management districts), and (4) personnel and infrastructure resources, which is formulated based on the complexity and public service priorities held districts. The results showed that the application formulation of institutional development model district in Lubuk Basung and Ampek Angkek shows similar results for mass organizations that include tasks and functions and organizational structure with four sub sections. The model of governance (management district) and personnel and infrastructure resources tend to be different, where one-door mechanism and integrated services around the district was held in the District of Lubuk Basung, while in District Ampek Angkek with the mechanism of integrated services around the district and services online. The personnel and infrastructure resources support services in the District of Lubuk Basung is not adequate, while in Ampek Angkek.

Tahun 2023 merupakan tahun pemulihan ekonomi. Inflasi yang terjadi di berbagaibelahan dunia melahirkan dampak bagi masyarakat. Inflasi mendorong terjadinya jurang(gap) antara pencari kerja dan lapangan pekerjaan, yang berimbas pada timbulnyapenggangguran di Indonesia (Kelvin et al., 2022). Inflasi juga menyebabkan daya belimasyarakat menurun. Ketika nilai mata uang turun, menyebabkan masyarakat tidak dapatmemenuhi kebutuhan sesuai dengan kondisi yang sebelumnya. Inflasi juga menyebabkanmeningkatnya harga barang dan kebutuhan. Penghasilan yang dimiliki masyarakat denganpendapatan rendah akan cenderung digunakan pada kebutuhan pokok. Hal ini akanberpotensi pada meningkatnya angka kemiskinan di masyarakat

The government policy on the local autonomy based on the Law No.22 year 1999 and then the Law No. 32 year 2003 has been implemented all around Indonesia for about five years during which various attached regulations have been carried out. Among others, the regulation on the government issue distribution is of significance as it will result on the design of organizational structure of local government. However, not all local government have been implemented the regulation because of various reason. This paper is an attempt at avaluating the implementation of the regulation in the city government of Bandung, based on the empirical observations and study on related references. To sum up, a policy recommendation will be proposed to be taken into consideration for the revision of the regulation.

The purpose of this study is to determine the effect of intergovernmental transfers fund and the region's autonomy in financing public welfare at local government (municipal and districts) in West Java. This research employs survey with verification approach, and documentation as data collection techniques. Financial data is taken from the report of the budget realization published by the Directorate General of Fiscal Balance (DJPK), the Ministry of Finance of the Republic of Indonesia. The the data of public welfare is taken from the report of human development index (HDI) published by the central agency statistics (BPS) in 2011-2014. The results show that increasing the amount of intergovernmental transfers fund and the level of the region's autonomy in finance have impacts in improving the HDI as a measurement of public welfare

Role in the development community is very important in supporting development to foster public awareness in the development process. Changes in community development can occur on public awareness itself it will unconsciously create public awareness for the better. In the context of the village leadership, leadership is defined as an art and science that make up a person to influence and direct way of thinking, behaving and acting that lead people and organizations aimed at achieving the vision. Transformational leadership in the development needed to support better development that aims to improve motivation and performance in the implementation of rural development. Head of the village into an important role in making changes in their area. Development in the countryside will be more easy to administer when a village community can understand the characteristics and needs in the development process through the concept of a transformational approach. The results showed transformational leadership in the district mayor of Bandung regency Cimenyan uniformly to all components. Idealism influence, inspirational motivation, individualized consideration, intellectual stimulation and 25% respectively. This means that the behavior of the leader gives a value of 100%. However, its influence will be felt by society as an impetus to address the differences (interests, opinions, ideas, potential, competence, and insight) in a wise and find a solution that is acceptable to society as much as possible. This fact shows the village chief in the District of Bandung Regency Cimenyan transformational approach to leadership in raising public awareness to participate in development.

One of Puslatbang PKASN LAN’s digital services is the library application which started in 2010. This application was developed internally and has been used for more than a decade. This study aims to analyze how effective this application is, the management of the library, and analyze the driving factors as well as the obstacles encountered during use. A descriptive qualitative method was used with data triangulation. Deployment of questionnaires filled by the users to find out the effectiveness of the services and interview conducted with the librarian of Puslatbang PKASN LAN. The results showed that 93.34% of users felt helped by the digital service of the Puslatbang PKASN Library which shows that the level of effectiveness is very high. The supporting factor, as well as the inhibiting factor, is the leadership's commitment to this digitizing library services. Other agencies that are willing to adopt and/or replicate this service should pay attention to some of the things, among others are (1) availability of competent human resources for library administrators such as librarians or other administrators; (2) availability of supporting infrastructure, and (3) leadership policies that support the implementation of digital services.

Indonesia has been attempting to develope democratic political system throught the country. One among instruments to achieve this is through implementing direct vote. Direct vote is expected to be able to promote democratic local governance as well as prime public services. In implementation, direct vote should be conducted so as not to upset the ultimate goals of autonomy policy. This is due to some potential threats which may intervene, or even destroy the process. The threats are comprised of three forms: first, the transition state of local people toward democracy without reliable political structure and political figures; second, plural societies in terms of ethnics, race, languange and religion—this may trigger internal conflicts; and third, excessive political marketing – a local public figure may publicly be voted for his/her â€engineered appeals†not for his/her competence. Despite these, if political societies are able to manage the three unfavorable environments wisely, the ultimate goals of local autonomy may eventually be achieved.

Tekanan lingkungan eksternal, globalisasi, persaingan, perkembangan, perubahan dan tuntutan kebutuhan pelayanan maupun kebutuhan organisasi menjadi beban organisasi bertambah, smentara di sisi lain terjadi erosi sumber-sumber daya manajemen, sumber daya manusia menyusut, menurun kemampuan dan keterampilannya; mengaruskan organisasi berani melakukan tindakan relokasi bagi pegawai yang tidak cocok dan tidak sesuai lagi dengan pekerjaannya. Relokasi dapat berdampak buruk bagi organisasi maupun pegawai yang bersangkutan, tetapi juga dapat berdampak buruk organisasi maupun pegawai yang bersangkutan, yakin terbukanya peluang untuk mengembangkan diri pada bidang organisasi lain berbarengan dengan itu pula adanya jabatan pekerjaan yang lowong maka organisasi leluasa untuk merekrut pegawai yang lebih cocok, lebih sesuai, lebih kompeten dan profesional sebagai tanggungjawab moral organisasional.
