Abstract

This study aims to analyze the development of the financial capacity of Karo Regency in supporting the implementation of regional autonomy. The method used is descriptive qualitative with a case study approach. Data were obtained through interviews, observations, and documentation, and analyzed using source triangulation techniques and financial ratio analysis, including The Regional Financial Dependency Ratio, Regional Financial Independence Ratio, and the Effectiveness Ratio of Locally Generated Revenue (PAD). The results of the study indicate that the contribution of PAD remains relatively low, reflecting a high dependency of Karo Regency on central government transfers. The study concludes that in order to enhance regional financial capacity, it is necessary to optimize local revenue sources, reduce reliance on central transfers, and align financial management strategies with the goals of sustainable regional development.

Abstract

This study explores the influence of work-life balance on turnover intention among Generation Z employees in Indonesia, considering self-efficacy as a moderating variable. A total of 166 respondents aged 18–27 with a minimum of one year of work experience participated in this quantitative study. Using a causal-associative design, data were analyzed through Moderated Regression Analysis (MRA) with Hayes' Process Macro Model 1. The descriptive results showed moderate levels of work-life balance and turnover intention, and a high level of self-efficacy among participants. However, hypothesis testing revealed that work-life balance had no significant effect on turnover intention, and self-efficacy did not significantly moderate this relationship. These findings imply that, for Generation Z employees in Indonesia, turnover intention may be driven by factors beyond work-life balance and self-efficacy. The study underlines the complexity of turnover behavior in this demographic and encourages organizations to consider broader strategies, such as improving career development, fostering a positive organizational culture, and enhancing job satisfaction. Further investigation is needed to identify the most influential factors contributing to turnover intention, which will help organizations retain Generation Z employees more effectively.

Abstract

Flexible working hours arrangements have been implemented in Indonesia, particularly for university lecturers who are responsible for teaching, research, and community service. The Lecturer Workload System (BKD) and Semester Credit Units (SKS) serve as the basis for workload regulation, now supported by flexible work policies to enhance lecturers’ well-being. This study aims to analyze the influence of flexible working hours and compensation on employee well-being among lecturers, with work-life balance as a mediating variable. A quantitative approach was employed, with lecturers from various universities as respondents. Convergent validity was tested using loading factor and average variance extracted, while reliability was assessed through composite reliability and Cronbach’s alpha. The results show that flexible working hours significantly affect both work-life balance and lecturers’ well-being, directly and through mediation. However, compensation has no significant effect on work-life balance and does not indirectly influence well-being through the mediating variable. Nevertheless, compensation still has a direct significant effect on employee well-being. These findings highlight the importance of implementing flexible work policies and maintaining a fair compensation system to support the well-being and productivity of university lecturers.
