Abstract

The aim of this research, first, is to find out what forms of customary sanctions are imposed on perpetrators of palm oil theft in Balimbing Village, Natal District, Mandailing Natal Regency. Second, the level of effectiveness of Balimbing Village customary sanctions in preventing palm oil theft. Third, a review of Islamic law regarding customary sanctions in Natal District for perpetrators of Palm Oil Theft. The method used in this research is a qualitative descriptive method using field data (field research). Balimbing Village, Natal District, in resolving the dispute was resolved according to custom through a deliberation process. Then the palm oil thief is required to apologize to the entire community of Balimbing Village and return the stolen goods or replace them in the form of money according to what he stole, and also in return for his actions he is charged "tulak matah or tulak cooking" to the entire victim's family at home. The applicable sanctions have been effective for the people of Balimbing Village. Review of Islamic law, customary sanctions do not conflict with Islamic law because in Islamic law the sanction for theft of palm oil is ta'zir, namely the punishment determined by the ruler or judge, where in customary law in Balimbing village the role of judge is the traditional leader.

Abstract

This study examines the accuracy of the qibla direction of mosques in the Petir subdistrict. From observations made using Google Earth, many mosques do not face the Kaaba. When investigating the mosques that were indicated to be misaligned, it was found that the mosque management boards had not yet made any efforts to remeasure the qibla direction. This serves as the basis for the researcher to investigate the accuracy of the qibla direction of mosques in Petir subdistrict. This study employs a field research method. Primary data sources include interviews with ten mosque management committee (DKM) chairpersons. Data collection techniques included observation, interviews, and direct measurement of the qibla direction of the mosques. For the accuracy test of the qibla direction, the researcher used the right-angle triangle method based on the shadow of the sun. After the data was obtained, it was analyzed using qualitative descriptive techniques. The results of the study revealed that out of the ten mosques studied, only one mosque used the rubu’ mujayyab method to determine the qibla direction, while the other nine used a compass. The accuracy of the qibla direction in mosques in Petir Subdistrict shows considerable variation; one mosque is categorized as accurate, eight mosques are less accurate, and one mosque is inaccurate. This deviation occurs because during the initial measurement for mosque construction, accurate data and methods were not used. Therefore, prayers performed in mosques with inaccurate qibla directions are invalid according to the opinion of Imam Shafi'i. For this reason, it is necessary to adjust the qibla direction in accordance with the calibration results.

Abstract

The background of the problem in this study is that students at the Islamic boarding school (Islamic boarding school) an-Nur, memorize al-Qur'an specifically for all students, both Tsanawiyah and Aliyah. The success achieved by these students has met the target, where students must hafidz 1 juz in every one semester. The formulation of the problem in this study is how the implementation of the bin Nazhar tahfidzul quran method in Islamic boarding schools and how is the success rate. The aim is to find out the implementation of al-Qur'an learning in an-Nur Islamic boarding school and to know the level of success. This research is a field research that uses data collection techniques, namely observation, interviews, and documentation, but also takes several related books such as the Practical Complete Guide to Tajwid Tahfidzh Tahsin for Beginners by Raisya Maula Ibnu Rusyd and Quick Ways to Memorize the Qur'an. by H. Sa'dulloh, SQ The results of this study indicate that the implementation of the bin Nazhar method in the Tahfidz program is to make targets for Tsanawiyah starting from juz 30 and Aliyah starting from juz. So the average students memorized a minimum of 12 juz while they were in the pesantren and some were more. The success rate achieved is approximately 80%, where another 20% of them perfect their reading that is not yet perfect in pronunciation.

Abstract

Masalah pokok dalam skripsi ini adalah pertama, bentuk-bentuk praktik pemanfaatan KPR sawit yang digunakan di Desa Hutarimbaru Kecamatan Barumun Kabupaten Padang Lawas. Tinjauan kedua kompilasi hukum ekonomi syariah tentang pemanfaatan hak tanggungan tanah sawit yang digunakan oleh masyarakat Hutarimbaru, Kecamatan Barumun, Kabupaten Padang Lawas. Tujuan dari st ini h Tujuan penelitian ini adalah untuk mengetahui praktik penggunaan tanah gadai minyak yang digunakan oleh masyarakat desa hutarimbaru kecamatan barumun kabupaten golf lama dan untuk mengetahui kompilasi suara ekonomi syariah menggunakan praktik gadai oleh masyarakat hutarimbaru intensitas barumun kabupaten padang lawas penelitian ini termasuk penelitian lapangan dengan metode Penelitian Kualitatif (penelitian lapangan).Sumber data primer penelitian adalah pegadaian (rahin dan murtahin) Sumber data sekunder adalah saksi dalam perjanjian gadai, tokoh adat, tokoh masyarakat, tokoh agama, dan perjanjian gadai.Pengumpulan data dalam penelitian ini adalah wawancara dan dokumentasi. Hasil penelitian Disimpulkan bahwa dalam praktik pemanfaatan hak tanggungan lahan kelapa sawit di Desa Hutarimbaru, Kecamatan Barumun, Kabupaten Padang Lawa, dalam hal akad tidak sesuai dengan ketentuan hukum Islam khususnya hukum ekonomi syariah. pesan.

Abstract

This thesis is entitled the perception of the general election commission on the representation of women in the list of legislative candidates for the 2014-2019 period in the Mandailing Natal district (study of law number 7 of 2017 article 1 regarding elections. The general election commission has issued pkpu number 20 of 2018 regarding nominations for members of the DPR, the provincial dprd and district or city dprd and have been ratified by the ministry of law and human rights. But the birth of this pkpu did not go smoothly, especially regarding ex-corruptors not being allowed to nominate as members of the legislature. The involvement of women in politics from time to time continues to increase, one of the indicators is an increasing trend of women in the legislature, especially since the 1999 election until the 2009 election. However, in the 2014 election, women's representation has decreased and in law number 7 of 2017 concerning elections, it is necessary to have at least 30% of women's representation in the list of candidates to be legally registered. As a legislative candidate. This research is a type of qualitative research that emphasizes the analysis more on the inductive deductive inference process and on the analysis of the dynamics of the relationship between observed phenomena, using scientific logic. Qualitative research emphasizes efforts to answer research questions through a formal, argumentative way of thinking. This type of research is in the form of a field study. Abstract

The focus of this research is. The Role of Premarital Marriage Guidance on Household Integrity in Southeast Padangsidimpuan District, by raising two main issues, namely 1) What is the Process of Premarital Guidance for Married Couples in Southeast Padangsidimpuan District? 2) What is the Role of Premarital Marriage Guidance on Household Integrity in Southeast Padangsidimpuan District? The aim is to find out 1) the process of premarital guidance for married couples in Southeast Padangsidimpuan district 2) the role of premarital marriage guidance on household integrity in Southeast Padangsidimpuan sub-districtThis research is a Field Research study that uses data collection techniques, namely by means of: Observation, Interview, and documentation, then taking books related to this research such as Journals, Government Publications, as well as sites or other sources that support this research. The results of the research that the researchers got from the research site, the process of providing premarital marriage guidance carried out by the KUA, namely people who are about to get married must register themselves and their partners with the KUA and have completed the prescribed documents. Then the KUA will give invitations to prospective married couples to take premarital guidance for prospective bridal couples with the material of preparing a solid marriage towards a sakinah, mawaddah, warahmmah family, fiqh munakahat, (marriage, divorce, tahaharah and iddah), the rights of husband and wife obligations , and managing conflict and building family resilience. Premarital guidance materials are delivered through lecture, discussion, and question and answer methods.

Abstract

This study discusses the implementation of Government Regulation No. 31 of 1980 article 2 regarding the prevention of homeless people and beggars in Padangsidimpuan City. This research is motivated by the existence of vagrants and beggars who are increasingly widespread whose existence reaches the residential community in Padangsidimpuan City, causing security, order and beauty problems in Padangsidimpuan City. This research is a field research using qualitative descriptive analysis method. The method of collecting data in this research is by means of interviews and documentation in accordance with the provisions contained in Government Regulation No. 31 of 1980 article 2 concerning the prevention of homeless people and beggars.The party being researched is the Padangsidimpuan City Social Service as the government in the Padangsidimpuan City environment. The results of the research by researchers that the implementation of Government Regulation No. 31 of 1980 Article 2 concerning the Prevention of Homeless and Beggars in Padangsidimpuan City has been carried out, this can be seen from the data on the existence of homeless and beggars, the Social Service of Padangsidimpaun City in the last three years experiencing a decline. And when viewed from the fiqh siyasah the government in overcoming homeless and beggars in Padangsidimpuan is still not optimal because there are no derivative rules from government regulation No. 31 of 1980 concerning the prevention of homeless and beggars in Padangsidimpuan City.

Abstract

This research examines the role of DLHK in the implementation of article 21 of Padang Lawas District Regulation No. 2 of 2014 concerning Garbage from the perspective of Fiqh Siyasah. This research is a field research and was compiled using an empirical normative approach, the primary data source comes from Padang Lawas District Regulation No. 2 of 2014 concerning Trash Cans and secondary data comes from books and journals related to this research. While the data collection techniques used in this study consisted of interviews, observation and documentation and data analysis techniques using qualitative descriptive techniques. The results of this study state that the role of DLHK Padang Lawas Regency in implementing article 21 of Regional Regulation of Padang Lawas Regency Number 02 of 2014 concerning Trash Cans has not been implemented effectively. Because the socialization that has been carried out has not been evenly distributed and the distribution of trash cans that are not on target. Then from a review of siyasa dusturiyah studies. The role of DLHK in implementing Article 21 of Regional Regulation Number 2 of 2014 has not been implemented properly.

Abstract

 This study aims to determine the role of the Indonesian National Police in implementing the Regulation of the Minister of Health of the Republic of Indonesia Number 10 of 2021 concerning Implementation of Vaccinations in the Context of Mitigating the Covid-19 Pandemic in the City of Padang Sidempuan. This researcher is a field research (Field Research) with a qualitative approach. The primary data sources in this study were the Padang Sidempuan City Police, Padang Sidempuan City Health Office employees, several local residents and secondary data sources were books, laws, articles and several journals. The data collection techniques for this research are observation, interviews and documentation which will then be analyzed using descriptive qualitative analysis techniques. The results of this study indicate that the Police have played an active role in inviting, encouraging and socializing the implementation of vaccinations and increasing public awareness about vaccines so that people are not affected by vaccine issues that are not true. Factors that influence the implementation of vaccinations in the City of Padang sidempuan, namely there are inhibiting factors that the community is still little educated about vaccines and lack of awareness about the importance of health and supporting factors, namely Krepolisian in collaboration with other agencies or institutions such as the Health Service. As for the fiqh siyasa review of the role of the Police in implementing the regulation of the Minister of Health of the Republic of Indonesia that the police are officers who carry out the tasks given by the leader, which in fiqh siyasa this leader is called ulil amri and in the fiqh siyasah rules it states that "Tasroful imamu a'larroiyyati manuwtun bil maslahati" which means, the policy of an imam or government must be based on benefit. So, if the role of the police is related to fiqh siyasa, there will be no deviations so that it does not harm the local community in carrying out the vaccination.

Abstract

This research aims to identify the limitations of Indonesia’s positive legal regulations in addressing cybercrimes and explore the potential integration of relevant Islamic criminal law principles to enhance law enforcement effectiveness. This research employs a normative legal approach by analyzing legislation, legal doctrines, and relevant literature. Cybercrimes, such as hacking, phishing, malware attacks, and cyberbullying, have severe material, psychological, and social impacts, affecting individuals, businesses, and national security. Indonesia’s positive legal framework, particularly the Electronic Information and Transactions (ITE) Law, prescribes penalties of up to 10 years in prison or fines reaching IDR 10 billion. However, enforcement is often hampered by challenges in proving digital evidence, the anonymity of perpetrators, and jurisdictional limitations. From the perspective of Islamic criminal law, cybercrimes are classified as ta’zir offenses, granting judges the flexibility to determine appropriate punishments based on the severity of the crime. Beyond punitive measures, Islamic law emphasizes restorative justice through sincere repentance (taubat nasuha), ethical awareness, and moral guidance to rehabilitate offenders and prevent recidivism. This study underscores the need for a more integrative approach that combines positive legal mechanisms with Islamic ethical principles. Strengthening cooperation between law enforcement, government institutions, and society is crucial to enhancing cybercrime prevention. By integrating positive law with Islamic criminal law principles, this research proposes a comprehensive strategy to address digital crimes more effectively in Indonesia.
