Abstract

Purpose: This study examines the enforcement of Indonesia’s territorial sovereignty in North Insana District, North Central Timor Regency, and Oecusse District, Democratic Republic of Timor Leste (RDTL). After Timor Leste’s secession in 1999 through a UN-supervised referendum, the new state faced the challenge of delineating borders with neighboring countries, especially Indonesia, to consolidate sovereignty and avoid disputes. Method: A dual-method approach was employed: library research—covering books, treaties, seminar proceedings, correspondence, and online resources—and empirical fieldwork in the border region. Results: The findings reveal two key issues in the RI–RDTL border area, particularly in North Insana. First, unresolved boundaries foster illegal cross-border activities by communities who feel excluded from development and rely on neighboring states for daily needs. Second, development gaps in the border region, illustrated by micro-level traffic in Haumusu Wini Village, underscore the need for a more inclusive strategy. Sovereignty challenges stem from limited resources, poor infrastructure, restricted accessibility, and insufficient funding. Conclusions: The study concludes that Indonesia’s sovereignty along the RDTL border remains constrained by resource scarcity and unresolved territorial demarcation, necessitating stronger bilateral cooperation. Limitations: The main limitations are time constraints and the distance of the research site, which restrict broader observation. Contributions: The research emphasizes the importance of effective border management to safeguard territorial sovereignty and strengthen comprehensive state protection.

Abstract

Purpose: This study tests the hypothesis that dividend policy and profitability affect stock prices in food and beverage subsector companies listed on the Indonesia Stock Exchange (IDX). Research Methodology: A quantitative approach with purposive sampling was used, selecting 15 companies (45 data points). Data were analyzed using classical assumption tests, multiple linear regression, t-tests, F-tests, and the coefficient of determination (R²). Secondary data were obtained from the official IDX reports. Results: The findings show that dividend policy and profitability significantly affect stock prices (sig = 0.000 < 0.05). Partially, dividend policy significantly affects stock prices (sig = 0.021 < 0.05), while profitability has a stronger and significant effect (sig = 0.000 < 0.05). The model explains 63% of the variation in the stock prices. Conclusions: Dividend policy and profitability are key determinants of stock price movements in the food and beverage subsector, with profitability exerting a greater influence. Limitations: This study is aimed only at Food and Beverage subsector companies listed on the IDX during the period 2020-2022. Contribution: This research is expected to be useful as a reference material in the same research and further research at PGRI University Palembang and is expected to be used as input for research sites to make decisions about the effects of dividend policy and profitability on stock prices in food and beverage subsector companies listed on the IDX.

Abstract

Purpose: This study examined the influence of organizational diversity on safety culture and performance in PT. UVW is a global chemical company based in Indonesia. Utilizing the Cultural Intelligence (CQ) framework, Social Identity Theory, and Resource-Based View (RBV), this study investigates how different employee backgrounds affect safety outcomes. Method: By employing an approach that integrates qualitative interviews with quantitative KPI analysis, this study demonstrates that diversity improves safety culture through various perspectives and innovative solutions. Nonetheless, to maximize these benefits, it is essential to address challenges, such as communication barriers and conflicts. Result: The findings highlight that effective diversity management, inclusive communication, comprehensive training, and strong leadership within a diverse organizational demography of gender, age, work tenure, and educational background are vital for cultivating a positive safety culture. The research emphasizes that when strategically managed, organizational diversity can be a significant asset, enhancing safety performance and creating a safer and more efficient workplace. This research offers practical insights for multinational companies seeking to leverage diversity while overcoming the associated challenges to boost safety culture and performance. Conclusions: Organizational diversity, when managed strategically with inclusive leadership and comprehensive training, serves as a valuable asset that strengthens safety culture and enhances organizational performance. Limitations: This study was limited to PT. UVW’s manufacturing site in Indonesia and relied on self-reported data, which may restrict the generalizability of results. Contribution: The study provides practical insights for multinational companies on leveraging diversity to improve safety outcomes and theoretical contributions by applying CQ, Social Identity Theory, and RBV to workplace safety research.

Abstract

Purpose: This study examines how land is designated as no-parking zones and the efforts to suppress illegal parking in Lampung Province. Research Methodology: The method used in this research is descriptive qualitative. Results: Findings show ten areas where parking is prohibited: on bends, shoulders, or bridges; pedestrian or bicycle tracks; near traffic lights; main roads; in front of or close to stopped vehicles; within 6 m of intersections; within 9 m of bus stops (unless damaged); within 3 m of fire hydrants or areas hindering fire-fighting access; along slippery roads; on overpasses, tunnels, or their approaches; and on grass verges or shoulders. To address illegal parking, the Lampung Province Transportation Agency has taken several measures: mapping parking zones, improving management to support traffic flow and local revenue (PAD), fostering community and government awareness, providing guidance to ensure proper management, and enforcing sanctions. However, emphasis is placed more on education and guidance than punishment. Conclusions: Effective parking management, supported by public awareness, government intervention, and structured regulations, is essential for traffic safety and efficiency. Limitations: The study is limited to Lampung Province and uses descriptive data, restricting broader generalization. Contribution: This research offers practical insights for regional governments to improve traffic order through structured parking management and emphasizes the role of education and community awareness in reducing illegal parking.

Abstract

Purpose: This study examines the increase in national coal production in Indonesia and its impact on PT. KLM is one of the largest coal producers in Indonesia. With rising production and shifting global market needs, this study aims to analyze the necessity of building a new Coal Crushing Facility next to the South Pinang Extension #2 area, including evaluating costs and the best strategies for its implementation. Research Methodology: The research methodology involved analyzing problem trees and stakeholders to uncover business complexities and identify the root causes of issues. Qualitative data were collected through semi-structured interviews. All alternatives were evaluated using Value-Focused Thinking (VFT), and the Analytic Hierarchy Process (AHP) method was employed to determine the best alternative assisted by the Super Decision application. Results: Based on interviews conducted with subject matter experts (SMEs) and analysis, three funding solutions were identified: 1. owned by self-financing, and (2) Own by Leasing 3. Rental Scheme. Conclusions: The study concludes that building a new Coal Crushing Facility at South Pinang Extension is necessary to support rising production, with three viable financing alternatives self-financing, leasing, and rental identified through systematic analysis to ensure efficiency and competitiveness. Limitations: The limitations of this study are that it was sourced from an internal company and data were gathered from outside the company. An alternative option was developed based on extensive collaborative discussions and interview sessions with subject matter experts within the company. Contribution: This study provides valuable guidelines for selecting alternative financing to build and operate new coal-crushing facilities at South Pinang Extension #2.

Abstract

Purpose: This study aimed to examine the influence of competence, education and training, and workload on functional employee performance, with work motivation as an intervening variable, at the Regional Secretariat of the Riau Islands Provincial Government. Research Methodology: A quantitative approach was applied using census sampling of all 106 employees. Data were collected through questionnaires and analyzed using Partial Least Square (PLS) with SmartPLS 4.0 to evaluate the measurement and structural models. Results: The findings revealed that competence, education and training, workload, and work motivation each had positive and significant effects on employee performance. Competence, education, and training did not significantly influence work motivation, whereas workload showed a positive and significant impact. Work motivation successfully mediated the effects of competence, education and training, and workload on employee performance. The model explained 59.6% of the performance variance and 49.2% of the motivation variance. Conclusions: Functional employee performance is shaped not only by technical competence and training but also by workload management and motivation. Work motivation plays a crucial mediating role in linking employee attributes and organizational outcomes. Limitations: The study is limited to one regional government office; therefore, the results may not fully represent other public sector institutions or different organizational settings. Contribution: This study highlights the mediating role of motivation in public sector employee performance and offers practical guidance for improving training, workload distribution and motivational strategies.

Abstract

Purpose: This study aims to analyze the development of the tourism sector and the creative economy in the Bima district and the extent to which the tourism and creative economy sectors have contributed to economic growth at both the regional and national levels. Research Methodology: A descriptive qualitative approach was applied using SWOT analysis to identify internal strengths and weaknesses, as well as external opportunities and threats. Data were obtained through field observations, stakeholder interviews, and document reviews. Results: The analysis shows that Bima Regency possesses diverse tourism resources and creative economy products, but their development is uneven. Only destinations with large capital investments have progressed, while many potential attractions remain underdeveloped. Key weaknesses include limited certified tourism human resources, insufficient culinary training, low innovation among MSMEs, and weak collaboration. Conclusions: Tourism and creative economy development in Bima requires an aggressive S–O strategy that leverages strengths and opportunities by improving human resource capacity, enhancing MSME innovation, expanding culinary programs, and strengthening partnerships. Limitations: This study focused only on Bima Regency, limiting the generalizability of its findings to other regions. The qualitative nature of the research also restricts the quantitative measurement of economic impacts. Contribution: This study contributes to the regional development discourse by offering strategic insights for sustainable tourism and creative economy growth, aligning local initiatives with national policies to increase competitiveness and economic resilience.

Abstract

Purpose: This study aimed to analyze the satisfaction of retired participants in Taspen in the Tanjungpinang city area. Methodology: This study adopted a quantitative approach using a sample of 150 retired participants. Data were collected through questionnaires and analyzed using SPSS version 23 and SEM-PLS version 4 to test the measurement and structural models. Results: Findings revealed that service quality and communication significantly affect trust, whereas the utilization of management information systems does not. In contrast, management information system utilization significantly affects satisfaction, whereas service quality and communication do not. Trust significantly affected satisfaction and mediated the relationship between service quality and satisfaction, but did not mediate the effects of system utilization and communication on satisfaction. The model explained 52.8% of the variance in trust and 48.9% of the variance in satisfaction. Conclusions: Participant satisfaction was strongly influenced by trust, which bridged service quality and satisfaction. However, the role of management information systems and communication in driving satisfaction is more direct than that of trust. Limitations: The study is limited to Taspen pension participants in Tanjungpinang City, which may reduce generalizability. Contribution: This study contributes empirical evidence to the pension service management literature by highlighting the mediating role of trust and offering practical insights for improving service delivery, system utilization, and communication strategies.

Abstract

Purpose: This study aims to determine the effect of Good Corporate Governance on the Financial Performance of BUMN Companies listed on the Indonesia Stock Exchange in 2019-2023. Methodology: This study used a quantitative approach. This study used 70 research samples. This study has two variables, namely: 4 independent variables (X1, X2, X3, and X4) and 1 (one) dependent variable. Institutional leadership (X1), board of directors (X2), board of commissioners (X3), and audit committee (X4) are independent variables, while financial performance (Y) is the dependent variable. Results: Based on data analysis, it has been found that the answer to the hypothesis is that institutional ownership, board of directors, board of commissioners, and audit committee simultaneously and partially have a significant effect on financial performance in BUMN companies listed on the Indonesia Stock Exchange in 2019-2023. Conclusion: Good corporate governance (CG) (institutional ownership, board of directors, board of commissioners, and audit committee) significantly affects the financial performance of state-owned enterprises on the Indonesia Stock Exchange (IDX) for the period 2019–2023. The effective implementation of GCG can increase ROA and company value. Limitations: The independent variables in this study are limited to institutional ownership, board of directors, and audits. First,ee, and the dependent variable is financial performance (ROA). The research was conducted only on BUMN companies listed on the Indonesia Stock Exchange. Contribution: Management is expected to pay more attention to Good Corporate Governance in the company in order to create good company value.

Abstract

Purpose: This study aimed to examine whether professionalism, work culture, and competence, both partially and simultaneously, significantly influenced the quality of service at the Lampung Province Personnel and Training Agency. Methodology: This study employed a survey method using questionnaires as the main research instrument. The population consisted of 13,906 Civil Servants (PNS) who were service recipients at the Lampung Province Personnel and Training Agency Office (Central Statistics Agency of Lampung Province, 2024). A proportional random sampling technique was applied, and the data were analyzed using multiple regression to test the partial and simultaneous effects. The independent variables were professionalism (X1), work culture (X2), and competence (X3), and the dependent variable was service quality (Y). Results: The findings show that professionalism, work culture, and competence positively and significantly affect service quality. Moreover, when tested simultaneously, these three variables significantly improved service quality, thereby confirming all the proposed hypotheses. Conclusion: The study concludes that professionalism, supportive work culture, and competence are crucial for improving public service quality in the Lampung Province Personnel and Training Agency. Limitations: This study is limited to cross-sectional data and a single agency, restricting generalization. Future research should apply longitudinal and comparative approaches across different government institutions. Contribution: This research provides theoretical evidence of the determinants of service quality in regional institutions and offers practical guidance for policymakers in developing training, organizational culture, and competency-building programs.
