Abstract

This study aims to examine the Implementation of Permenaker No. 2 of 2015 From The Channeling Agency In Channeling Workers. Work as a domestic worker (DW) is an important source of livelihood for the lower middle class for women and men in developing countries such as Indonesia, because the work is carried out in the household and is considered informal work, there are no clear regulations governing it, as a result it is often not noticed and considered a very low job. Lembaga Penyalur Pekerja Rumah Tangga (LPPRT) is expected to be a bridge as well as a protector of domestic workers regulated in PERMENAKER RI No.2 of 2015. Starting from the initial recruitment process, then the selection process and up to job placement, during work, and after returning to the area of origin. The main problem faced by domestic workers, as well as the obstacles experienced in obtaining their rights, both men and women working as domestic workers, is legal certainty and clarity of their social status. This research focuses on the conflict of interest of the channeling agency when distributing domestic workers because the channeling agency that provides the service fee is the employer.

Abstract

This research aims to answer the main question about how optimization of public services can be achieved through resource reform of the state apparatus. This research was carried out over six months, from January to June 2024, with data collection through documentation studies, in-depth interviews, surveys, and participant observation. Data were analyzed using qualitative analysis techniques with the help of NVivo software. The research results show that although the government's policy on reforming state apparatus resources is theoretically excellent and constructive, implementation in the field often needs to be revised. The main obstacles are low professionalism, integrity, work ethics, and lack of responsibility for public needs. To overcome these obstacles, this research recommends increasing training and capacity development, strengthening codes of ethics, using information technology, and improving a more adaptive and innovative work culture. Implementing these suggestions can increase efficiency, transparency, and accountability in Indonesia's public services, meet public expectations, and create a more effective government.

Abstract

This study discusses the implementation of the Fishermen's Insurance Premium Assistance Program (BPAN) in the coastal area of ​​Kilensari Village, Panarukan District, Situbondo Regency, which is based on the Decree of the Minister of Maritime Affairs and Fisheries of the Republic of Indonesia Number 31 of 2021 concerning Technical Instructions for Fishermen's Insurance Premium Assistance. The formulation of the problem in this study is how to implement the fishermen's insurance premium assistance (BPAN) in the coastal area of ​​Kilensari Village, Panarukan District, Situbondo Regency. The method used in this study is a descriptive qualitative research method. The implementation guidelines used to analyze this study are Policy Implementation Model According to Edward III (2010), namely: 1) Communication, 2) Resources, 3) Disposition, and 4) Bureaucratic Structure. The conclusion in this study shows that of the four dimensions above, only the communication dimension does not work well due to the mindset and low level of education of the fishermen themselves, while the other three dimensions can run well. The findings in this study are the existence of a solution by improving the quality of human resources (HR) for fishermen in the coastal area of ​​Kilensari Village, Panarukan District, Situbondo Regency, by providing assistance, education and training related to the implementation of the Fishermen's Insurance Premium Assistance (BPAN) program, as well as conducting continuous communication with fishermen and conducting ongoing coaching.

Abstract

In the context of food in state detention centers or correctional institutions, it is regulated based on Law Number 22 of 2022 concerning Corrections regarding Corrections. The health and nutrition of prisoners must be considered in detail by technical implementers in food violations because in Article 9 letter d of Law Number 22 of 2022 concerning Corrections it is stated that prisoners have the right to receive adequate health and food services in accordance with nutritional needs, this must of course be carried out in accordance with the instructions and orders of the law. In this case, the Ministry of Law and Human Rights together with the Ministry of Health are reviewing further the fulfillment of the recommended RDA (Nutritional Adequacy Rate) according to age groups and nutritional requirements as well as for inmates with special needs. The problem raised in this article is how to fulfill prisoners' rights to receive adequate food in accordance with nutritional needs based on Law Number 22 of 2022 concerning Corrections? And, what are the legal consequences if prisoners' rights to receive adequate food according to nutritional needs are not fulfilled based on Law Number 22 of 2022 concerning Corrections? This type of research is empirical legal research. The data source comes from primary data. The results of this research are, First: Fulfillment of prisoners' rights to receive adequate food in accordance with nutritional needs based on Law Number 22 of 2022 concerning Corrections is stated in Article 9 letter d which confirms that prisoners have the right to receive adequate health services and food in accordance with nutritional needs. , this must of course be carried out in accordance with the instructions and orders of the law. Second, the legal consequences if prisoners do not fulfill their right to receive adequate food in accordance with their nutritional needs can be divided into administrative sanctions in the form of a written warning to employees/officials of the Pekanbaru Class II A Penitentiary who are negligent in fulfilling prisoners' rights to receive adequate and nutritious food, temporary dismissal to Employees/Officials of the Pekanbaru Class II A Penitentiary who are negligent in fulfilling prisoners' rights to receive adequate and nutritious food, and intensive supervision by the Indonesian Ministry of Law and Human Rights. As well as the consequences of criminal law, namely law enforcement of Article 2 paragraph (1) of Law Number 31 of 1999 concerning the Eradication of Corruption Crimes, if it is proven that there has been a deliberate budget cut by Class II A Pekanbaru Correctional Employees/Officials in fulfilling the prisoners' right to receive adequate food and nutritious.

Abstract

This research purpose in an effort to understand how inclusive governance could address the on going socio political conflict in South Sudan, this paper draws parallels from the Aceh peace process in Indonesia. Utilizing document review as the research method, the study analyzes peace agreements, government reports, and academic literature to identify key governance strategies that contributed to the stability and reconciliation in Aceh. Framed within the theoretical framework of inclusive governance, the paper highlights the role of power-sharing, local autonomy, and the participation of diverse stakeholders. This study contributes to the literature by offering a contextualized application of inclusive governance to South Sudan’s complex political landscape, providing recommendations for sustainable peace building efforts.

Abstract

Public services based on digital technology have begun to be developed by the Indonesian government along with the implementation of digital-based governance. This study aims to analyze the effectiveness of public services using the J-lahbako application in Tempurejo Village, Tempurejo District, Jember Regency. This study uses a qualitative approach with a descriptive design. Data collection was carried out through observation, interviews, and documentation, with four informants selected using purposive sampling techniques. Data validity was tested by triangulation of sources, techniques, and time. Data analysis was carried out with the steps of data collection, data condensation, data presentation, and drawing conclusions. The theory of effectiveness is used to assess the extent to which the goals or targets set in an organization, activity, or program are achieved. An activity is said to be effective if the goals or targets that have been determined can be achieved properly. The results of the study indicate that the J-lahbako application program is right on target and effective in its use, and is very helpful for the community in managing administration. However, the socialization of this program is still limited to one meeting attended by all RT and RW in Tempurejo Village, Tempurejo District, so that many people have not utilized the services at the Tempurejo Village Office. More intensive and comprehensive socialization needs to be carried out by the Tempurejo Village government so that this information can reach the community more widely

Abstract

This research purposes to analize the Communication Strategy through Brand Image at Batik House as a Batik Educational Tourism of Sidomulyo”. Sidomulyo tourist village is an educational tourist attraction which has several interesting educational tourist destinations, including Sidomulyo batik tourism. Behind these advantages, all Sidomulyo tourist villages have quite significant problems ranging from internal and external problems. In this research, the researcher aims to find out what brand image strategy is carried out by the management of Sidomulyo tourist village in promoting it as an educational tourism village in Jember. The research method used is a qualitative descriptive research method. The data collection technique was carried out in several stages, namely interviews, observation, surveys and documentation. The data analysis technique is carried out through the stages of data reduction, data presentation, and drawing conclusions. It is hoped that the results of this research will be that the management of Sidomulyo tourist village has implemented an appropriate brand image strategy. As a result, this will create a brand image for Sidomulyo tourist village as an educational tourism village in Jember, East Java. Moreover, there are several appropriate criteria for the four stages of brand image strategy that have been proposed by the Cutlip and Center theory, namely, defining the problem (situation analysis), planning and programming (strategy), taking action, communicating and evaluating the program.

Abstract

This study aims to examine the Role of Islamic Boarding Schools in Increasing Community Political Participation in the 2024 Election. In Jember Regency, the Election is an effort to convince and involve individuals in the political process. This is because there are symptoms of decreasing enthusiasm for community members' involvement in the election. The decrease in community enthusiasm is caused by the lack of political influence on the lives of the wider community. Many policies issued by the government are considered misdirected and inappropriate, only certain groups are directly influenced by these policies. Therefore, in the election process, the community is convinced through campaigns to involve the community in the political process and increase enthusiasm in the implementation of the election. The dynamics of political mobilization based on religious identity cannot be separated from the role of religious institutions and religious figures. In this case, the institution in question is the Islamic boarding school or better known as the Islamic boarding school, which is a traditional Islamic religious education and broadcasting institution in Indonesia. Life in Islamic boarding schools has a different cultural and traditional system from the lives of society in general, in Islamic boarding schools the students are educated with binding regulations. Traditional Islamic boarding school (Salafiyah) students tend to be unfamiliar with all forms of problems that are happening outside, because in this case, Salafiyah students are only involved in religious activities in the pesantren environment. Salafiyah students only get religious knowledge without being accompanied by general knowledge. This condition ultimately makes those from Salafiyah Islamic boarding schools emerge as religious leaders, or they will plunge into informal sectors. Along with the development of the times, Islamic boarding schools also have another side of life that is no less important, namely politics, therefore, as we have seen so far that in every important political momentum in the history of the nation, Islamic boarding schools are always involved (Ismail, 1999). The role of Islamic boarding schools today is also very clear. The most obvious example is the difficulty of the government to popularize programs if not through Islamic boarding school leaders. Another example is the number of political leaders approaching Islamic boarding schools, especially before the general election. The behavior of these leaders is right, if they do not approach Islamic boarding school leaders, it means that their political vision is low. The influence of the kiai is not only on the students in his pesantren, but also the community around the pesantren and can even go further. The absolute authority and power possessed by the kiai is often used by political forces (political parties) to gain support from the students and the surrounding community.

Abstract

This research aims to compare the implementation of two policy projects in cooperation with the Dutch government to address sea level rise in two major cities. Focusing on two projects in the two Southeast Asian capitals of Manila and Jakarta with similar geographical locations, similar problems, and similar foreign cooperation partners, but have different implementations in the two countries. This research uses the theory of Comparative Policy to analyze the comparison of the effectiveness of program implementation in both countries. The method used in data collection is through secondary data, where the author does not directly collect data but through third parties in the form of previous articles and journals. Despite the fact that both projects cooperate with the Netherlands through the Netherlands International Water Ambitions (NIWA), they have different approaches. By involving the private sector in its funding, MBSDM concentrates more on nature-based solutions such as mangrove restoration and coastal ecosystem zoning. NCICD, on the other hand, concentrates on building large infrastructure intended to prevent tidal flooding quickly, such as the Giant Sea Wall, giant dykes and coastal reclamation.

Abstract

Human trafficking, particularly involving women and children, is a serious challenge for the Philippines. As a country with a high rate of child sexual exploitation in East Asia, the Philippines has sought to eradicate this crime through the ratification of the Palermo Protocol, the passage of Republic Act No. 9208 and Republic Act No. 10364, as well as the establishment of the Inter-Agency Council Against Trafficking (IACAT). This study analyzes the effectiveness of the implementation of the Palermo Protocol in the Philippines using the Domestic Salience theory to measure the extent to which international norms have been adopted in domestic policies. The results show that the Philippines successfully improved its law enforcement capacity and obtained Tier 1 status in the Trafficking Victims Protection Act (TVPA) in 2016. However, challenges such as limited resources, corruption, and inter-agency coordination still hinder the effectiveness of anti-trafficking policies. With a national strategy that includes prevention, victim protection, law enforcement, and international partnerships, the Philippines continues to reduce human trafficking. Despite significant progress, the study concludes that policy strengthening through cross-sector coordination, capacity building of law enforcement officials, and expansion of victim rehabilitation services are needed to ensure long-term effectiveness in combating human trafficking.
