Abstract

ABSTRACT As the world's largest archipelagic nation, Indonesia dominates vast oceans and fishing As the world's largest archipelagic nation, Indonesia dominates vast oceans and fishing grounds (rich in fish). The country is already one of the largest aquaculture producers in the world. However, like other sectors of the economy, the country has not fully exploited the potential of the fishing sector to optimize profits. The purpose of this research is 1. analysis of fisheries development policy in Benkali district, 2. It analyzes the factors influencing fisheries development policies in Benkali district. A qualitative research method was used as the research method. The results of this study are included in the Fisheries Development and Development Policy of Benkali District. This consists of transparency, the need for transparency in the organization, especially in relation to the state budget, and the aquaculture development program cannot be separated from participation. Community participation component of fisheries development policy during Benkali's reign. The factors affecting fisheries development in Benkalis consist of conflicting goals, and the Regency government, especially the Benkalis District Fisheries Department, has attempted to coordinate the goals of fisheries development with the district's fisheries management. Abstract

The purpose of this study is to analyze and evaluate a policy of Jepara Regency Regional Regulation Number 2 of 2014 concerning the Protection, Empowerment, and Development of the Furniture Industry. This study uses a qualitative approach with data collection techniques in the form of interviews through snowball sampling techniques. This study uses William N. Dunn's public policy evaluation theory. The results of the study show that various kinds of problems have arisen, such as a decline in exports due to many destination countries being locked down, the difficulty in finding production workers, the scarcity of wood materials, to the lack of infrastructure and facilities from the government. Through this Regional Regulation, it has not been able to overcome all kinds of problems that occur optimally. Moreover, from the 6 indicators of policy evaluation according to William N. Dunn, this Regional Regulation can only carry out 2 optimal indicators. This study recommends that the government review the effectiveness of regional regulations. In addition, the government must also establish better cooperation with other actors such as furniture business associations and wood-producing regions to provide reciprocity and maintain the existence of Jepara furniture.

Abstract

This study aims describe the implementation of 'Kembang Desa' as a tourism village development model. The need to accelerate the development of tourist villages, the need for a synergy of roles between various competent parties, and the need for a rationalization of the role of universities (students and lecturers) as agents of change in the community through the BKP-MBKM model for Village Development.Uuses a qualitative descriptive research method. The results of the study are the village development needs to be accelerated by increasing the use of natural potential, community potential, social institutional potential and local economic potential and local culture, as well as the potential of government officials to support the development of tourist villages. Kemiri Tourism Village which has the characteristics of a mountainside village, the direction of its development has the potential for natural beauty, the potential for agriculture-plantation and processing of agricultural products, and the unique culture of the community and various other local wisdoms of the community can be social capital for the development of tourist villages. This great potential needs to be developed through the alignment of innovative government policies by developing cooperation with various parties, including universities. Partnerships with Universities can be realized through the implementation of the Village Development BKP MBKM. ‘Kembang Desa’ Model has succeeded in realizing university advocacy on the development of Kemiri Tourism Village

Abstract

This study aims to determine the communication strategy of the Government and the community in education and disaster mitigation to prevent the impact of the Payangan Beach Sea Ritual, Jember Regency. Government communication carried out by the village head of Payangan village is very important considering that the Payangan village community recently had a case of missing residents due to being dragged by the sea waves after carrying out a ritual at Payangan Beach on Sunday, February 13 2022. Interviews were conducted with the village head, Basarnas team and the community around, to explore the existing data after that the results of the interviews were described and then the data were analyzed. Based on the research results obtained the following conclusions. Effective Government Communication carried out by Village Officials with the community includes: Disaster Risk Information, Outreach, Coordination of Disaster Management Teams, Installation of Warning Signs, Disaster Simulation, and Building One Information Emergency Communication Posts and Networks. The government's strategy includes outreach and education, supervision, compromise and partnership with environmental organizations, imposition of sanctions. Government Communication Media, including social media such as Facebook, Instagram, Twitter, and the like can be a very effective medium for conveying information related to dissemination of disasters when picking the sea. The government can use social media to post information, photos and videos that can attract public attention. Official Website, SMS Blast, Radio and Television. Barriers that occur in communicating between the government and the community, Limited access to information, Lack of public awareness: Limited resources, Lack of coordination between the government and related institutions and the community. Village Government efforts include: involving MUSPIKA to carry out evacuation during incidents and full supervision afterwards. The suggested solution is for the community to be more careful, alert and anticipate the presence of outsiders who enter without SOP and report to the relevant parties during related sea rituals and be more vigilant about deviating currents. Conducting more intensive outreach to the community through the Hamlet Head. Suggestions for the future are for the government and organizers to use both online and print media, banner boards, billboards, supporting facilities for outreach so that people are more careful in sea ritual activities as well as tourism and activities at sea. Be aware of activities during extreme weather seasons and carry out more supervision and assistance during certain seasons with potential disasters. Coordinate with other agencies and institutions related to disaster mitigation management at sea tourism sites. Improving the management of marine tourism management in Payangan and others. Involve all stake holders in the management of both Government, Private and Community.

Abstract

Agrarian conflict is a problematic issue that still exists and occurs today. One of them is the land dispute case that occurred in Anyer in Bandung City. The conflict involved the Anyer Dalam community and PT. KAI are claiming land in the Anyer Dalam area. In agrarian conflicts, the role and alignment of the government is very important. Therefore, the author conducted research using a literature study method and a qualitative descriptive research method to see the role and alignment of the Bandung City Government in the land dispute in Anyer Dalam. From the research results, it can be concluded that the Bandung City Government has not been able to carry out its role well and the Bandung City Government's partiality deserves attention, because the government tends to make things difficult for the community in this conflict.

Abstract

This article discusses collaborative governance between governments institutions and NGOs as well as the community groups to manage the social safety network. We have categorized these activities into two types, government’s JPS and NGO’s JPS. The government's JPS program has been funded by the government budget, but the NGO's JPS has been supported from local non-governmental funds. This study used Narrative Policy Framework (NPF) methods.

Abstract

Agung Nugroho is a Democratic Party legislative candidate who won the highest vote in the Pekanbaru City I electoral district in the 2019 Riau Province DPRD member election with 27,527 votes. So the purpose of this study is to find out Agung Nugroho's modalities and Agung Nugroho's political strategy in winning the most votes in the election of members of the Riau Provincial DPRD in 2019. This research is a descriptive study with a qualitative approach. The location of this research was conducted in Pekanbaru City. The data collection technique used is through interviews and documentation. The data analysis technique used is an interactive analysis model. The results of the study concluded that based on the observations and analysis of the researchers were 1). Agung Nugroho's most powerful modality in the 2019 Riau Provincial DPRD legislative election was Political Capital. 2). The Offensive Strategy is the strategy used by Agung Nugroho in an effort to get the most votes in the 2019 Riau Provincial DPRD election

Abstract

Bali Province, Badung Regency is one of the regions of Indonesia by providing public services as stated in Law Number 25 of 2009 which states that public services are a series of activities in fulfilling the service needs of the population for goods, services and/or administrative services provided by the administrator. public service. The Badung Regency Government through the Investment Service and One-Stop Integrated Services of Badung Regency through e-government made a breakthrough to create a new innovation called the LAPERON innovation which provides permit and non-permit services in the form of commercial and non-commercial licensing. The aim of this research is to describe the typological product form of public service innovation in Badung Regency based on the typological dimensions of public service innovation according to Muluk (2008) and the dimensions of public service innovation according to Rogers (2003). The method is descriptive qualitative. Sources of data through interviews and documentation selection of informants by technique purposive. To check the validity of the data used data triangulation. The data analysis technique was carried out using an interactive analysis model (Miles and Huberman). The results of this study indicate that the typology of public service product innovation runs optimally. However, of the five dimensions of public service innovation, only one does not meet these dimensions. The dimension in question is the observability dimension. There is a lack of service delivery,culture shock, and socialization.

Abstract

This article aims to analyze the rural conflict on Rempang Island from the perspective of government communication and political ecology. Rempang Island, whose territory is rich in natural resources, is the center of tension between indigenous communities and parties interested in using land areas and natural resources. So, the political ecology approach is used to explore the impact of the agrarian conflict on Rempang Island on the indigenous communities, political forces, and the environment affected by the conflict. The occurrence of agrarian conflict in Rempang is also related to poor government communication, causing problems for indigenous communities. This research method is qualitative research using library research, data collected through research journals, online media such as news portals on websites and Twitter that are relevant to this research. The research results show that the agrarian conflict between indigenous communities on Rempang Island has had a significant impact on environmental conditions, indigenous communities and socio-political conditions in the Rempang ecological area. Moreover, communication from the government that is less than transparent results in miscommunication with indigenous communities. By understanding agrarian conflict from the perspective of government communication and political ecology, this research contributes to formulating more just and sustainable policy recommendations. Conflict resolution steps must involve the participation of indigenous communities, recognition of traditional rights, and the development of policies that pay attention to communication, ecology, and social justice.

Abstract

This study aims to describe the level of multidimensional political participation of the community in Bondowoso Regency. Data were collected from 92 respondents with the criteria of Bondowoso residents and had participated in political activities, especially the Election. Indicators of political participation are: trust, awareness, knowledge, and political participation. In this study, the adoption of previously validated political participation measurement tools was used to ensure the reliability and validity of the results obtained. This measurement tool was adapted from previous studies related to political participation in Indonesia, with adjustments to the local context of Bondowoso. The results of the descriptive analysis showed that the majority of respondents showed low to moderate levels of political trust, and political knowledge that was generally in the moderate category. The low political participation found in this study also shows that although the community has quite good political awareness, it is not enough to encourage more active political participation without strong trust in political institutions. However, this study has several limitations, including a limited sample size and potential bias in the measurement instrument. For future research, it is recommended to expand the sample size, develop more valid instruments, and consider broader contextual factors to explore more deeply the dynamics of political participation and community perceptions of the local political process.
