Abstract

The target of increasing HDI which has become a priority for the regional government of Jember Regency requires a special strategy to achieve it, (1) The existence of regulations that enable the aspirations and interests of the poor to be accommodated; (2) There are clear benchmarks regarding achievement indicator targets for each SKPD program; (3) There is an agreement between the DPRD and the Regional Government regarding the percentage or ceiling of funds that must be provided for poverty alleviation programs.

Abstract

The national defense program in Situbondo Regency emphasizes collaboration between the Regional Leadership Coordination Forum (Forkopimda) of Situbondo and the Islamic boarding school (Pondok Pesantren) community in order to foster a participatory policy-making process. This collaboration is particularly crucial within a prismatic society, as it enables the integration of diverse forms of knowledge from each party within an inclusive public sphere. However, building such a partnership is not without challenges, as it involves navigating complex and sometimes conflicting interests between the two groups. This study aims to analyze the dynamics of collaborative national defense policy-making in Situbondo Regency, taking into account the prismatic nature of the local society. A qualitative approach was employed, using Interpretative Phenomenological Analysis (IPA) as the analytical method. The IPA approach was chosen to explore the collaborative processes involving both policy actors—namely, Forkopimda Situbondo—and target groups, particularly the ulama. The findings reveal that in the policy process, there is a clear divergence in the construction of knowledge between the policy actors and the target group. Forkopimda Situbondo tends to rely on professional and scientific (indigenous) knowledge, whereas the ulama draw more heavily on local (endogenous) knowledge. This divergence arises from differing policy approaches: Forkopimda adopts a stagist or managerial policy model, while the ulama engage through a discursive approach rooted in local ideas and narratives. Despite these differences in approach and epistemological orientation, the two groups have managed to establish effective collaboration. This is evident in several joint activities, such as the celebration of Indonesia’s Independence Day and the commemoration of the 74th National Defense Day (HBN).

Abstract

High enthusiasm for marine tourism has driven the development of this sector in many places, but suboptimal management, as in Payangan and Jember, is actually discouraging visitors from returning. The cause of this reluctance is suspected to be due to suboptimal governance and institutional management. This study uses Soft Systems Methodology (SSM) to analyze these complexities in six stages. The findings show that there are 24 problems in governance and institutions in Payangan, including a lack of formal regulation enforcement and barriers to local community participation. Management groups tend to prioritize economic gains over the overall well-being of the community. Based on the results of this study, it is concluded that consensus is needed in enforcing regulations (formal constraints) and community participatory activities (informal constraints) to achieve sustainable governance. The proposed conceptual model integrates governance and institutional concepts to strengthen regulation and participation, with a focus on collaboration between management groups and local communities. Comparison between the conceptual model and the field situation shows the need for systematic change implementation that considers the interests of all stakeholders. Thus, this study offers an SSM-based strategy to improve the effectiveness of governance and institutions in marine tourism management, especially in Payangan and Jember, by strengthening regulation and increasing community participation. These steps are expected to provide a stronger foundation for the sustainable development of the marine tourism sector in the future.

Abstract

This study examines the impact of tourism policies on local economic empowerment in the Jember Regency through a literature study. The tourism policy implemented focuses on the development of community-based destinations with an inclusive, participatory, and sustainable approach. The results of the study show that the policy can improve community welfare through increasing employment, income, and cultural and environmental preservation. Success factors for economic empowerment include active community involvement, multi-stakeholder collaboration, capacity building through training, and the use of digital technology. However, challenges such as inequality of benefits, socio-cultural damage, and environmental risks must be a concern so that economic empowerment can run sustainably. The study recommends strengthening adaptive policies and further empirical research to support inclusive and sustainable tourism development

Abstract

Infrastructure development in rural areas often faces challenges such as limited funding, inadequate technical support, and a lack of stakeholder collaboration. This study aims to analyze the influence of collaborative governance on bridge construction in Marinding Village, Bajo Barat District, Luwu Regency. The research employed a quantitative approach, using data collected through observation, closed-ended Likert-scale questionnaires, and literature review. A sample of 92 respondents was selected using a random sampling technique, and data analysis was conducted using simple linear regression with the aid of SPSS version 25. The findings reveal that the application of collaborative governance principles falls into the "good" category, with an average percentage score of 73.14%, while the bridge construction outcome was rated "very good" at 82%. The regression analysis yielded a coefficient of determination (R²) of 0.356, indicating that 35.6% of the variation in bridge development is explained by the collaborative governance variable, while the remaining 64.4% is influenced by other factors. This result is supported by a t-value of 7.057 and a significance level of 0.000 (< 0.05), confirming a positive and significant relationship between collaborative governance and bridge development. The study highlights the critical role of participatory, transparent, and sustainable collaborative governance in supporting infrastructure development in rural areas. Abstract

This study aims to analyze the Development of the State Civil Apparatus (ASN) from the perspective of spiritual values. ASN development is a strategic component in improving government effectiveness and the quality of public services. Traditional technical-based methods are no longer sufficient to meet the needs of human resource management in the difficult contemporary era. This study looks at the ASN development model from the perspective of spiritual values. This model combines elements of ethics, spirituality, and professionalism in the formation of ASN's character and performance. The implementation of spiritual values in the development of ASN in Situbondo Regency using a qualitative descriptive approach. This method uses ordinary religious activities, such as the recitation of prayers and Khataman Al-Qur'an, as a means to build character and work ethics. The results of the study show that incorporating spiritual values into the ASN development program is very helpful in the formation of ASN who not only have technical skills but also honest and caring people. In addition, this research reveals that spiritual-based leadership plays an important role in encouraging ASN involvement, creating a harmonious work environment, and increasing productivity. The development of spirituality-based ASN also supports the achievement of transparent, accountable, and effective governance. Thus, spiritual values can be a strategic foundation to realize professional and character civil servant as well as support the sustainable transformation of public services.

Abstract

This research examines The Government's Policy Support toward the resistance and local wisdom of fishermen on the North Coast of Java. The phenomenon of fishermen's attitudes on the North Coast of Java in facing structural injustice uses an ethnographic approach. The research was conducted over six months in three different locations to explore four key attitudes summarized in local concepts: received (accept with resignation) the policy, gave up (give in) to the impact of the policy, switch (avoid/shift) from the impact of the policy, and angry (against) policies that are not pro-fishermen. Through participatory observation and in-depth interviews with 45 fishermen. The results of the study indicate that the impartial of government policies towards the resistance and local wisdom of fishermen on the North Coast of Java gives rise to injustices faced by fishermen originating from three main factors: impartial government policies, competition with industrial vessels, and exploitative marketing systems. The pattern of fishermen's attitudes moves dynamically from accept to angry, influenced by socio-economic conditions, education levels, and collective experiences. This study contributes to the understanding of everyday resistance in the context of Indonesian coastal communities and provides recommendations for fisheries policy reforms that are more equitable and pro-small-scale fishermen.

Abstract

The objective of this research is to describe the structure of Village Government Organizations. The focus is to analyze the organizational structuring policy of the Department of Community and Village Empowerment (Dinas Pemberdayaan Masyarakat dan Desa) of Jember Regency. This study employs a qualitative descriptive approach, with sampling determined through snowball sampling. The initial key informants selected were the Head of the Department, the Secretary, and the Head of Division. Data collection techniques included interviews, observation, and documentation, utilizing both primary and secondary data. The study refers to Henry Mintzberg’s (1993) theory of the five structures in designing effective organizations. The findings reveal that the organizational structuring of local government agencies, when examined through Mintzberg’s theory, is less than optimal. First, in the drafting of Regent Regulation No. 44 of 2016 concerning the Position, Organizational Structure, Duties, Functions, and Work Procedures of the Department of Community and Village Empowerment of Jember Regency, there was no local regulation providing technical guidelines for the formulation of regent regulations. Second, the regulation has not substantively fulfilled the principles of rational, proportional, effective, and efficient structuring of local government organizations as outlined by Mintzberg’s theory. This has led to issues such as limited capacity to interpret and operate existing rules. Improvements are required in areas such as the availability of competent and professional human resources, regulatory clarity, effective working relationships, and minimizing political influence in decision-making processes.
