Abstract

The rapid advancement of information technology has transformed healthcare service delivery, fostering innovations that enhance efficiency, responsiveness, and patient-centered care. This study explores the implementation of the Hospital on Tablet program at Jember Pulmonary Hospital, an initiative designed to improve service quality, accelerate medical documentation, and strengthen communication between healthcare professionals and patients. Employing a descriptive qualitative approach, data were collected through in-depth interviews, direct observations, and document analysis. The findings indicate that the Hospital on Tablet program significantly improved operational efficiency by reducing documentation time and providing real-time access to patient information. Furthermore, it enhanced interprofessional coordination and supported timely, evidence-based clinical decision-making. Despite these advantages, several challenges remain, including limited digital literacy among healthcare workers, reliance on stable internet connectivity, and the need for continuous system maintenance and updates. Overall, the Hospital on Tablet initiative demonstrates a positive impact on healthcare service performance and organizational responsiveness. Strengthening human resource capacity and technological infrastructure is essential to ensure the program’s sustainability and scalability within the broader digital transformation of hospital services

Abstract

Indonesia has significant potential for social forestry, implemented through schemes such as the Forest Village Community Institution (Lembaga Masyarakat Desa Hutan - LMDH). This study analyzes the role of the LMDH Rimba Ayu in empowering the community in the Songgon Pine Forest area, Sumberbulu Village, Banyuwangi. The research focuses on describing the meaning and implementation of the LMDH's roles, interpreting the manifestation of publicness values in its institutional practices, and identifying the supporting and inhibiting factors for its effectiveness as a bridging institution between the state (Perhutani), the market, and the local community. This research uses a qualitative approach with a descriptive case study design. Data were collected through participant observation, in-depth interviews with LMDH administrators, community members, and Perhutani representatives, as well as documentation studies. Data analysis followed the interactive model of Miles and Huberman, supplemented by triangulation to ensure data validity. The results indicate that LMDH Rimba Ayu plays a strategic role as a facilitator, motivator, and coordinator in community empowerment. This role has transformed the local economy by increasing average community income by up to 40% through ecotourism, while simultaneously suppressing illegal logging cases. The values of publicness are manifested in practices such as community participation in deliberations, transparent financial reporting, and a public interest orientation through the allocation of village social funds. The LMDH also functions effectively as a bridging institution, mediating and connecting the interests of multiple stakeholders (community, Perhutani, village government). Key supporting factors include policy legitimacy from Perhutani, strong local leadership, and social solidarity. Conversely, inhibiting factors include dependency on top-down policies, uneven human resource capacity, and infrastructure limitations. Abstract

The research discusses the Digital Village program implemented by the Sidomulyo Village Government in Jember Regency. The digital village initiative is realized through the development of a digital village governance system that provides administrative services, disaster mitigation, an online marketplace, and a community complaint platform. In developing this digital governance system, the Sidomulyo Village Government collaborates with partners from the education sector, private sector, and local communities. Named "MallDesa," this digital governance system is continuously developed based on the needs of both the village government and its residents, earning recognition and awards from the district and provincial governments. The research aims to explore the Digital Village program using the dynamic governance approach proposed by Neo Boon Siong (n.d., 2007). This theoretical framework employs the dimension of capabilities as an analytical tool to examine the Digital Village program. The research methodology applied is quasi-qualitative. Data were collected through interviews and documentation, with informants selected using purposive sampling techniques. Data validity was ensured through data triangulation. Data analysis was conducted using domain analysis and taxonomic analysis models (Spradley). The findings indicate that adaptive capabilities—encompassing adaptive policy capability, village governance, collaboration, human resources, and an innovative organizational culture—serve as the core driving force behind governance dynamics

Abstract

Practicality requires bureaucrats to be more innovative and effective in leading and administering government affairs. Young & transparent access to information, digitization, and services to the public that are very serving, are important components that must be owned by government agencies at various levels. The East Java Provincial Government Administration Synergy Competition (SP2K) in 2022 is a way to test the sophistication of governance synergy at the sub-district level. Uniquely, Rogojampi won first place in the SP2K competition. This study aims to determine the strategy used by the District of Rogojampi, as a sub-district with good governance at the sub-district level. The results research can serve can be adopted for their success in order to lead to the synergy of good governance. Research shows that Rogojampi District has carried out the mandate in Government Regulation Number 17 of 2018 concerning Districts on the subject of innovation and public service well. Rogojampi as the main figure in carrying out general government tasks at the sub-district level, has carried out synergies and collaborations, so that his government practices give birth to innovations that are beneficial to the community, Rogojampi District Creative Innovation; Hacker Production House, Posting Dong, Yamin Perkasa, Pak Asmat, and GROBAKS.

Abstract

Political communication is a method used by political figures to convey messages to the public about power, government, and public policy in order to influence their beliefs, behavior, and attitudes toward politics in order to achieve specific political goals. Likewise, for a large country like Indonesia, the political communication of an elected and newly inaugurated president is a highly significant topic of discussion. As a country undergoing a presidential transition, the new president's welcome is likely to be crucial for the continuity of the nation and state within the Unitary State of the Republic of Indonesia. The words spoken by a president at his inauguration are invaluable for his future work plans after his inauguration. Some words carry profound meaning that deserve further study as lessons for all of us, so that the world knows that these words have significance as a president's work plan and work patterns in leading this great nation. Thus, the continuity of national life can be seen in President Prabowo Subianto's inaugural speech. Essentially, if we examine the speech closely, we will find many ambiguous sentences that require further study. In this article, all these ambiguous sentences will be studied and examined further so that their meaning is clear.

Abstract

This study examines inclusive policies and governance in Banyuwangi Regency, focusing on the interaction between policy actors and sectors within an inclusive governance framework. The study analyzes the roles of key stakeholders, including the local government, legislative institutions, social services, civil society organizations, private sector, media, and community groups in shaping and implementing inclusive policies. The findings show that inclusive governance in Banyuwangi is strengthened by the synergy between multi-actor involvement and cross-sectoral integration. Key sectors include public service delivery, policy regulation, education and employment access, disability services, digital innovation, skills development, and participatory assessment mechanisms, that are interconnected and oriented toward addressing the needs of vulnerable and marginalized groups. There is a shift from a charity based approach toward a rights based and empowerment-driven model, supported by collaborative governance mechanisms and adaptive policy innovations. The effectiveness of inclusive governance depends on strong collaboration among stakeholders, alignment across sectors, and the capacity of governance systems to ensure equitable access, participation, and representation for all society.

Abstract

Coastal tourism in Indonesia, as an important sector in the tourism industry, contributes significantly to the national economy. However, even though White Sand Beach has great potential, the number of tourist visits is still low. This study aims to analyze the influence of tourist attractions and facilities on tourist visits. Purpose. The objectives of this study are to: 1. Analyze the influence of tourist attractions on the level of tourist visits. 2. Analyze the influence of tourist facilities on the level of tourist visits. 3. Analyze the simultaneous influence of tourist attractions and facilities on tourist visits. Methodology. The method used in this study is quantitative with a survey design. Data was collected through a questionnaire distributed to visitors to White Sand Beach. Data analysis was carried out using multiple linear regression to test the hypothesis that had been established. Findings. The results of the study show that: 1. Tourist attractions have a significant effect on the level of tourist visits. The natural beauty and tourist activities offered are the main motivation for visitors. 2. Tourist facilities also have a significant effect on the level of visits. Adequate facilities increase the comfort and satisfaction of visitors. 3. Simultaneously, tourist attractions and facilities have a significant influence on the level of visits.
