Abstract

Pangkajene and Kepulauan Regency has a relatively high intensity of child marriages and this influences community welfare. Child marriages in Pangkajene and Kepulauan Regency are caused by many factors, one of which is cultural factors, namely arranged marriages. Eliminating child marriage is one of the goals of Sustainable Development Goals (SDGs). Children have the right to receive protection from the state, government, parents, and society. in order to realize this, this research aims to prepare an academic paper of the academic draft of regional regulation of Pangkajene and Kepulauan regency on the prevention of child marriage as the argumentation basis in designing public policies regarding methods and strategies for preventing child marriage in Pangkajene and Kepulauan Regency. The preparation of this academic draft was carried out using data collection and analysis methods, namely qualitatively by conducting literature studies and literature studies as well as conducting interviews. The results of the research show that when compiling academic drafts, it is important to take law number 12 of 2011 into account. To prepare legal guidelines, researcher needs to pay attention to the effectiveness of these policies for people’s lives, both philosophically, sociologically and juridically. Apart from that, in preparing academic draft, regional regulation compositionneeds to include the scope, direction of regulation, and scope of the material they contain.

Abstract

Pa'baeng-Baeng Subdistrict Office located in Makassar City, still needs to prepare and establish a service standard document as a benchmark in providing services to the Community. The absence of service standards indirectly indicates that the Pa'baeng-Baeng Subdistrict Office needs guidelines or references to provide public services. This research aims to show that the Pa'baeng-Baeng Subdistrict Office has indicators in providing services and increasing community satisfaction as service recipients. The research method used in this research is descriptive qualitative with data collection methods, namely interviews with the Village Head, staff and community recipients of services, observations regarding the services provided and document review. Focused Group Discussion (FGD) was conducted with the Village Office officials and the Community to obtain input in the design of Service Standards. The results of this research are 5 (five) types of service standards and service announcements that the village head has determined. The existence of service standards is hoped to become a basis for providing services to the community satisfaction, ensuring accountability and increasing community satisfaction with services at Pa'Baeng-Baeng Subdistrict Office.

Abstract

A one-way assessment system on Perumda Parkir Makassar Raya is an assessment method that only collects information from one source and there is a high possibility of bias in evaluating employee performance. This may cause problem because a subjective assessment system will have an impact on the remuneration system and the distribution of responsibilities will be unfair, therefore This research was conducted with the aim of avoiding bias in assessment and creating a fair and supportive work environment with the concept of 360 degree assessment. The research method used is descriptive qualitative to describe conditions through descriptions of phenomena that occur in the field and provide a detailed picture of related problems as well as assisting researchers in creating assessment models using a 360 degree concept for more objective performance measurement and being able to overcome problems. The results of this research have an impact on employee satisfaction levels because the 360 ​​degree assessment concept is considered more efficient to carry out and employee performance measurement becomes clearer and can increase employee work motivation.

Abstract

Optimal public service is reflected in sufficient resources to carry out and complete the assigned tasks. Important issues that often arise include uncertainty and the quality of service, which does not meet the level of public satisfaction in receiving public services. One such issue is that Katimbang Village has not yet established a service standard document. Clear and measurable service standards are crucial as a reference for employees in providing services, ensuring that satisfactory results are achieved. Based on these issues, the objective of this study was to develop service standards for Katimbang Subdistrict in Biringkanaya District, Makassar City. This study applied descriptive qualitative approach to describe the phenomena occurring naturally and comprehensively in Katimbang Village. Data was collected through observation, interviews, and focus group discussions. The result of this study is a Service Standard Document that includes three types of services: Service Standard for Domisili Certificate, Service Standard for Certificate of Inability, and Service Standard for Business Certificate. These documents can serve as a reference for serving the public. Recommendations for improving service quality in Katimbang Subdistrict include the addition of a suggestion box.

Abstract

Manual menu ordering has become a serious issue faced by Kafe Pyur 2.0. Customers must approach the cashier, select their menu, and make payment at the cashier's desk, resulting in long queues as only one cashier is available to serve them. This study aims to examine the impact of implementing self-ordering in improving service quality at Kafe Pyur 2.0. The research employs a quantitative method with a descriptive approach. It was conducted at Kafe Pyur 2.0, located on Jl. Sunu, Suangga, Makassar City, South Sulawesi. The study was carried out over approximately four months, from April 2024 to July 2024. The self-ordering system was developed using the existing POS Majoo application, which features a web order capability that allows business owners to create a self-ordering system for Kafe Pyur 2.0. Data collection was conducted through questionnaires. The results of the study revealed that the implementation of self-ordering at Kafe Pyur 2.0 can minimize queues, enabling customers to spend less waiting time when placing their orders. This has positively impacted the service quality, which was measured using the TERRA service quality dimensions comprising Tangible (physical evidence), Empathy, Reliability, Responsiveness, and Assurance. Based on these measurements, several issues were resolved, including enabling customers to order from anywhere within the scope of Kafe Pyur 2.0, thus preventing customer congestion and long queues, providing faster and more accurate menu availability information, and ensuring quicker order placement.

Abstract

The Makassar City Government prioritizes intervention in certain Lorong Wisata (Longwis) locations based on their potential and condition. This can be seen from many Longwis locations that have not been touched by interventions, such as Longwis “Sydney” in Tello Baru Village, Panakkukang District. This Longwis was chosen because it has advantages or uniqueness that make it worth developing. This study aims to examine in depth the sustainability strategy of Longwis Sydney in empowering the local urban community. Longwis Sydney's innovation is considered successful in maintaining its program sustainably by utilizing the potential and existence of its potential ecological space. This research is urgent because it offers strategy modeling in one community to be replicated and applied in other communities. This research uses a descriptive qualitative research method with a case study approach. The results showed that Longwis Sydney places the community as the main actor through community empowerment in various tourism activities by utilizing the potential of MSMEs, green plants, fish farming, culinary and a fairly active waste bank. In maintaining the sustainability of the tourism aisle, Longwis Sydney took several approaches, including developing local economic potential through community-based tourism, utilizing high community participation and conducting effective institutional evaluations.

Abstract

This objective of the study was to evaluate the digital promotion strategy of Biseang Labboro Nature Tourism in Maros Regency, managed by the Bantimurung Bulusaraung National Park. A descriptive qualitative method was used to collect data through field observations, interviews with management staff, ecotourism operators, and tourists, as well as document analysis. The results of the study indicated that promotion through social media, such as Instagram, has not been fully optimized. The main obstacles are limited resources and a lack of coordination among relevant parties. This study adopts the AISAS model (Attention, Interest, Search, Action, Share) to analyze the effectiveness of promotions and audience interaction with tourism information. The model offers a systematic approach to attract attention, build interest, encourage information search, motivate visit actions, and promote the sharing of positive experiences. Findings show that attractive promotional videos with strong visual elements and narratives significantly increased viewer engagement. The study recommends improving the quality of digital content to expand promotion reach and attract more tourists, so that this unique nature tourism potential can be more widely recognized. The findings are expected to serve as a reference for marketing strategies of other tourist destinations in Indonesia.

Abstract

BPJS Ketenagakerjaan Maros Branch is an institution operating in the field of employment insurance, aiming to provide protection for workers throughout their careers and into retirement. The institution offers five main programs designed to safeguard workers' well-being during active employment and ensure security during post-employment periods. Preliminary observations revealed a key issue in the human resources archiving process, which is still conducted manually. This conventional system presents several inefficiencies, particularly in terms of time consumption for data retrieval, storage management, and data updating. In response to these challenges, this study aims to design and develop an information system to enhance the efficiency and effectiveness of the personnel archive management process. The development methodology employed is the Waterfall model, which includes the stages of requirement analysis, system design, implementation, testing, and maintenance. This research focuses on the development of a web-based information system intended to facilitate and streamline the management of personnel records. The system incorporates key features such as structured employee data storage, archive retrieval based on various criteria, user access management, and automated report generation. Testing results indicate that the developed system significantly accelerates the document retrieval process, reduces the risk of data loss, and simplifies the updating of personnel records.

Abstract

The restructuring of job nomenclature for operational positions within government bureaucracy institutions requires each agency to revised their job analysis and workload documents accordingly. Previously, operational job guidelines were based on the Regulation of the Minister of Administrative and Bureaucratic Reform Number 41 of 2018. However, this has now been replaced by Ministerial Decree Number 11 of 2024. Despite this change, the Department of Livestock and Animal Health of Takalar Regency continues to utilize job and workload analysis documents that refer to the outdated nomenclature. This study aims to update these document in alignment with the most recent regulatory standards for operational job titles. The revision particularly focuses on positions under the Division of Animal Health and Veterinary Public Health, as well as the Division of Extension and Business Development. A qualitative descriptive method was employed, incorporating techniques such as data collection, data reduction, data presentation, and verification. The outcomes of this research include updated job and workload analysis documents containing 17 key job information components, in accordance with the Ministerial Regulation Number 1 of 2020 concerning Guidelines for Job Analysis and Workload  Analysis.

Abstract

The success of an organization is highly influenced by the effectiveness of human resource management, including in the management of information and public services. At the Library of the Center for Learning and Public Management Policy Strategy, the management of Civil Service Candidate (CPNS) actualization reports is handled by only one staff member. Meanwhile, the number of reports continues to increase each year in line with the growing number of training participants. This imbalance has caused the classification and access process of reports to become inefficient and prone to accumulation. The purpose of this study is to design a digital system called the Repository of Civil Service Candidate Actualization Reports (Relasi CPNS). Based on data collected through interviews, observations of management activities, and document analysis of the number of reports stored in the library, the researcher designed a digital system called the Repository of Civil Service Candidate Actualization Reports (Relasi CPNS). To measure the effectiveness of the designed system, the researcher conducted a trial involving both administrator and user roles through direct access to the platform accompanied by usage guidelines and feedback questionnaires. The trial results showed that all features in Relasi CPNS functioned properly, were well-integrated, and supported the workflow of each role. This system can be utilized for more efficient report management and easier access to digital information, thereby potentially reducing the manual workload that has so far been handled by a single staff member
