Abstract

The government's policy regarding the implementation of sustainable village development is an effort to accommodate the application of local wisdom in the implementation of development, and as a strategy to achieve 74% of the implementation of the national SDGs. This policy is determined by looking at the potential resources owned by the village. This research will analyze village resources in supporting the realization of sustainable village development. The research data is not only sourced from information obtained from interviews but is supported by the results of studies from various kinds of literature such as regulations and journals as well as observations. The data obtained, after going through the analysis and triangulation process, shows that the government's belief in village resources can realize sustainable village development has not been proven. Human resources as the key to successful development have many shortcomings in terms of governance, knowledge, and skills. The Village Government cannot take advantage of its potential to increase income. The development carried out so far only supports approximately 45% of the sustainable village development goals. The government needs to maximize efforts to build village government capacity so that the objectives of sustainable village development policies can be achieved.

Abstract

The background of this research is the maladministration of Makassar Polrestabes services which can be seen in public complaints to the Ombudsman. The research problem is how responsive the handling of public complaints is. This study aims to determine the responsiveness in handling complaints in accordance with the provisions of the regulations. The approach used is a qualitative method with a phenomenological type, data obtained from informants namely the head and assistants of the RI Ombudsman Representative for South Sulawesi, Makassar Police Chief and staff, and the reporting community. Collecting data through interviews, observation and document review. The Miles and Huberman model interactive data analysis through the process of data reduction, data presentation, and inference/verification. The results of the study found three aspects of service responsiveness, namely input responsiveness, process responsiveness, and output responsiveness. All three have been carried out well based on work patterns that refer to applicable regulations. In the aspect of input responsiveness, the reporting community still complains because it is constrained by administrative and substantive requirements so that the report is not processed to the case register stage. Settlement of public complaints regarding maladministration of Makassar Polrestabes services is resolved with recommendations for clarification, mediation or conciliation, by providing understanding to the public on the service process. To increase responsiveness, the Ombudsman needs to carry out intensive socialization and assistance to parties affected by maladministration.

Abstract

­This study focuses on the implementation of health policies on the effectiveness of the Poor Certificate Program (Indonesia: Program Surat Keterangan Miskin / SKM) in Cangkuang District, Bandung Regency which is not yet optimal. This can be seen from the lack of communication and socialization of employees to the community, inadequate human resources that hinder the implementation of the program, the bureaucratic structure which is usually long, so that people who do not understand to participate in this program experience many things, obstacles. The purpose of this study is to develop knowledge in the field of public administration, especially regarding the effectiveness of the implementation of the SKM in Cangkuang District, Bandung Regency. The writer chose the descriptive qualitative research method because the author wanted to describe in detail and interpret the data or symptoms obtained during the research. Data collection techniques in this study using observation, interviews, literature studies and other data sources that support the research. The results showed that the effectiveness of the implementation of the SKM in Cangkuang District, Bandung Regency was quite effective even though there were several obstacles, this was due to factors that were not yet optimal on effectiveness, both in terms of adaptability, the ability of officers to carry out their work, and resource achievement.

Abstract

This study aims to analyze the competence ofparticipants in theera  of the covid-19 pandemic at the Bukittinggi Regional Human Resources Development Center (PPSDM Pusat Pengembangan Sumber Daya Manusia Regional Bukittinggi), analyze the individual behavior of trainees in the era of the covid-19 pandemic at the Bukittinggi Regional PPSDM, analyze the satisfaction of trainees in the era of the covid-19 pandemic at the Bukittinggi Regional PPSDM. This type of research is quantitative with descriptive methods and is carried out at the Bukittinggi Regional PPSDM. The data collection technique spread the questionnaire with a population of 120 trainees and validation tests using softwere Statistical Product and Service Solution (SPSS) version 24. The results of this study illustrate 1) Kompetension got the highest mean score of 4.675 and TCR of 93.5% is already very good. 2) Individual behavior, getting the highest mean value of 4.325 and TCR of 86.5% is good. 3) The e-learning method  is a statement with the lowest value, namely with a mean value of 3.26 and TCR of 65.167% knowledge which is still low. 4) Customer satisfaction is a statement with the lowest value, namely with a mean value of 3.26 and TCR of 65.167% knowledge which is still low. 4) Customer satisfaction is a statement with the lowest value of 3.26 and TCR of 65.167% knowledge which is still low. 4) Customer satisfaction is a statement with the lowest value of 3.26 and TCR of 65.167% knowledge which is still low.  got the highest score of the mean of 4.65 and the TCR of 93% with a good category.  It can be concluded that of the 4 variables, 3 of them with a high category are good while the  low category is in the knowledge variable of  e-learning learning methods.

Abstract

This paper aims at finding out what policies are implemented by the government of Tainsala Village in handling and preventing COVID-19. In this study, the researchers applied the qualitative method with a descriptive analysis approach based on the facts found in the field. Furthermore, concerning the employed data analysis technique, the researchers used three main components proposed by Miles & Haberman: data reduction, data presentation, and conclusions. Results showed that the government of Tainsala Village in handling and preventing COVID-19 have implemented several policies in the form of programs/activities, namely making COVID-19 posts at the entrance and exit of the village, providing quarantine locations, procuring and distributing face masks, hand sanitizer, & hand soap, and collaborating with the Health Office of North Central Timor Regency to disseminate information about COVID-19. The policies implemented have taken into account the participation aspects of the various existing stakeholders. Another finding is the use of local wisdom to accelerate herd immunity among the people of Tainsala Village.

Abstract

Strengthening Character Education is not a new policy at all because since 2010 character education in schools has become a National Movement. Education units are a strategic tool for building national character because they have systems, infrastructure, and educational ecosystem support spread throughout Indonesia, from urban to rural areas. This study aims to describe the character of students based on Pancasila Student Profiles at Public Middle Schools in East Tarakan District, Tarakan City. The research method used was a survey of the research population, namely all-state junior high schools in East Tarakan District with a total sample of 180 students. The distribution of questionnaires is a data collection technique, while the data analysis technique used is descriptive statistics. The results of the research on the description of student character based on the profile of Pancasila students as a whole are in the very good category. Meanwhile, in terms of the Pancasila profile character element indicators in terms of faith, and piety to God Almighty, it is known that the value of 73.33% is in the very good category; In terms of global diversity, it is in the very good category, with an average value of 56.67%; Judging from the dimensions of mutual cooperation, it is in the very good category, with an average value of 46.11%; Judging from the independent dimension, it is in the very good category, with an average value of 48.89%; Judging from the critical dimension, it is in a very good category, with an average value of 45.00%; Meanwhile, in terms of the creative dimension, it is in the good category with an average value of 35.56%.

Abstract

In order to carry out file transfer and environmental development initiatives, it is necessary to establish a database system within the city of Bandung. Another example is the case that was resolved by both the Personnel Agency and Bandung City Human Resource Development (BKPSDM) through the Personnel Management Information Framework (SIMPEG). The same objective of this study is to evaluate the need for interaction in the context of the Bandung Information Management System (Simpeg).The research above uses quantitative research methods with descriptive approaches such as data collection, analysis, and documentary evidence.The results of the study found policiescommunication on the implementation of the Personnel Management Information System policy at the Bandung City Personnel and Human Resources Development Agency based on the information that has been provided, clear goals and consistency have been implemented properly, this encourages the creation of good policy implementation in government agencies.

Abstract

This study aims to determine the effectiveness of the use of village funds in empowering rural communities in Tondowolio Village, Tanggetada District, Kolaka Regency. This study uses a descriptive method using qualitative data types, data collection is carried out through observation, interviews, and documentation, data analysis is carried out by collecting all information, reducing data, data validity and drawing conclusions. The results of the research analysis show that the use of Village Funds for community empowerment is in accordance with its designation but is not yet maximized. It can be seen from the indicators in measuring effectiveness, namely the understanding of the program where the community's understanding is still minimal about village funds. The target of village funds is in accordance with the RKPDes which has been prepared by the village government and village communities, the timeliness is still not optimal because the implementation of village funds is adjusted to the disbursement of village funds. The achievement of the goals has not been fully achieved because the empowerment program is still limited to meeting needs and providing convenience for the community but there is no new economy created that provides a source of income for rural communities. As well as real changes, the existence of this village fund provides a good change for the village community and the village government.

Abstract

The background of this research is that the utilization of teacher certification allowances has not been maximized, has not been able to improve teacher competence, and has not seen the impact of certification on improving learning. This study aims to analyze the implementation of teacher certification allowance policies in Nunukan Regency; including knowing the inhibiting factors and strategies to overcome these obstacles. The theory of policy implementation used is from Van Meter van Horn (1975), which consists of Policy standards and targets; Resources Communication between organizations, Characteristics of implementing agencies; Social, economic and political conditions. The research approach is qualitative using case studies. Data collection techniques through interviews, observation, and documentation. Informants in this study were the Head of the Education Office, the Head of the GTK Department of Education, the Principal, and each school operator. The results showed that the implementation of the teacher certification allowance policy in Nunukan Regency was carried out well, this can be seen from the policy standards and targets that are used as a reference in its implementation, the adequacy of adequate human resources, facilities, and finances. Communication is also carried out well between the education office and the school. The characteristics of implementing agents, social, economic, and political conditions, and dispositions are also going well. The inhibiting factor for the implementation of this policy is that there are still teachers in schools who are unable to fulfill the teaching load 24 hours per week due to limited classes in each school and the additional duties of the teacher, namely as a homeroom teacher, OSIS coach, and extracurricular guidance.

Abstract

This study aims to analyze local government policies in increasing the human development index in the education sector and to find out what factors are inhibiting and supporting the Education Office in increasing the human development index in Bone Regency. This research is descriptive in nature with a qualitative explanation. Data collection was carried out by interviewing observation and documentation, then data analysis was carried out through data reduction, data verification and drawing conclusions. The Bone Regency Education Office in increasing the education index number has carried out various things including the nine-year compulsory education program, non-formal education programs and programs to improve the quality of education staff and education staff. In its implementation, the Education Office has done everything possible and has shown good results, although there are still deficiencies.
