Abstract

National defense is a fundamental ethos for the State Civil Apparatus (ASN) in Indonesia, playing a crucial role in maintaining national stability through the provision of quality public services that have a positive impact on society. However, the implementation of the spirit of National Defense within bureaucracy is often hindered by deep-rooted apathy and cynicism, caused by various internal issues such as politicization, feudal culture, and low motivation among ASN. The gap between the idealism of public service dedication and the reality of bureaucratic pathology creates significant challenges in improving the quality of public services provided by ASN. This article aims to formulate a strategic communication framework that can revitalize the spirit of National Defense by addressing the root causes of apathy. The research uses a qualitative literature review methodology, analyzing indexed journals, regulations, and relevant institutional reports. The findings show that traditional communication approaches, which are dogmatic and one-way, are no longer effective in driving change within bureaucracy. Therefore, this article proposes a new communication paradigm that focuses on developing Public Service Motivation (PSM) as a solution to strengthen the spirit of National Defense. The recommended framework emphasizes the central role of transformational leadership and dialogical communication in translating the values of National Defense into meaningful and relevant goals for ASN's daily tasks. The strategy includes stages such as diagnosing existing problems, designing a participatory vision, mobilizing through change agents, empowering by removing systemic barriers, and reinforcing through recognition of performance based on integrity. Thus, communication of National Defense can transform from a ceremonial obligation into a source of pride and authentic professional work ethos. The implementation of this strategy is expected to increase ASN motivation to provide better public services that align with national values and create a more effective and competitive bureaucracy.

Abstract

Stroke remains a major global health challenge, with diagnoses often delayed, particularly in primary care facilities with limited infrastructure. This study aimed to develop a stroke risk classification system using the K-Nearest Neighbor (KNN) algorithm, optimized through comprehensive data preprocessing. A secondary dataset of 5,110 patient records was processed using mean imputation for missing BMI values, winsorization to manage outliers, label encoding for categorical variables, and Min-Max normalization for feature scaling. To address class imbalance, the Synthetic Minority Over-sampling Technique (SMOTE) was applied prior to stratified data splitting into 70% training and 30% testing sets. The KNN model with K=5 demonstrated strong performance, achieving 96% accuracy, 96% precision, 99% recall, and a 97% F1-score on the test data. Multivariate correlation analysis identified age, hypertension, and blood glucose levels as the primary predictors of stroke risk, consistent with established clinical pathophysiology. These findings highlight the critical role of cardiometabolic risk factors in early detection. The system was implemented as a web application using Streamlit, enabling rapid and interactive screening in primary healthcare centers with minimal infrastructure. This practical application has the potential to assist healthcare providers in early stroke detection, accelerating clinical intervention and reducing the likelihood of long-term complications. Nevertheless, several limitations exist. The reliance on secondary data introduces the possibility of regional bias, and the use of SMOTE generates synthetic data that may affect model generalizability. Future research is recommended to validate the model across multi-source datasets, apply advanced hyperparameter tuning, and explore ensemble learning techniques to further enhance predictive reliability. In conclusion, the KNN-based classification system demonstrates promising potential as a practical decision-support tool for early stroke risk assessment in resource-limited healthcare settings.

Abstract

The number of HIV/AIDS cases in Central Halmahera has shown a significant increase each year since the establishment of the IWIP company. Data from the past three years reveal that in 2022 there were 80 reported cases, and by 2024 the number had risen sharply to 190 cases. This situation highlights the urgent need for comprehensive prevention efforts that go beyond formal health services and integrate local cultural wisdom. One such approach is through the Fagogoru tradition, a cultural value system that has long been practiced by the community. Fagogoru emphasizes the principles of protection, education, and guidance as moral foundations to prevent behavioral deviations that may lead to the spread of HIV/AIDS. This study aims to support the community in accessing HIV/AIDS services, both at district hospitals (RSUD) and primary health care facilities (FKTP). Community engagement activities were carried out through material presentations, interactive discussions, and the use of pre-tests and post-tests to measure knowledge improvement. Problem analysis was conducted using the USG method (Urgency, Seriousness, Growth), while intervention planning was designed using SWOT analysis. The results show that health promotion is an effective first step in increasing community understanding, awareness, and knowledge about HIV/AIDS. Moreover, findings suggest that dissemination efforts should be intensified through social media, accompanied by stronger integration of HIV/AIDS programs within all health services. Thus, combining local cultural wisdom such as Fagogoru with modern health strategies provides a relevant and sustainable approach to reducing the rising trend of HIV/AIDS cases in Central Halmahera.

Abstract

Maternal health is crucial to ensure the safety and well-being of both the mother and fetus, and therefore requires continuous monitoring through communication, education, and antenatal care (ANC). However, low adherence to ANC visits remains a challenge, as it delays the early detection of risks and contributes to persistently high maternal and infant mortality rates in Indonesia. This community service program was conducted at the Sui Raya Dalam Public Health Center, Kubu Raya Regency, with the aim of improving pregnant women’s knowledge of ANC and pregnancy danger signs. A total of 41 respondents participated in the intervention, which utilized video-based education, online forms distributed via WhatsApp, and a structured pre-test and post-test evaluation to measure knowledge improvement. The findings revealed a strong positive and statistically significant correlation (r = 0.580, p = 0.001) between pre-test and post-test scores. This result demonstrates that health education is effective in enhancing pregnant women’s knowledge, particularly regarding the importance of routine ANC visits and recognizing pregnancy danger signs. Moreover, the integration of digital platforms such as videos and mobile applications proved beneficial in delivering accessible and engaging health information. In conclusion, health education is a practical and impactful strategy to strengthen maternal knowledge and awareness. Collaborative approaches that combine conventional health services with digital technologies can help overcome resource limitations in primary health care and contribute to reducing maternal and infant mortality rates.

Abstract

Senganan Village is a village in Penebel District, Tabanan Regency with a population of 6,431 people, consisting of 3,186 males and 3,245 females, distributed across 12 Banjar Dinas. Senganan Village is one of the villages with great economic potential, and with this potential, the existence of the Village-Owned Enterprise (Bum Desa) becomes important to manage and utilize local resources. Senganan Village has the Semedi Karya Bum Desa, which has been established since 2014, but in recent times has faced several significant challenges that have disrupted business activities. The inactivity has resulted in incomplete business legality, especially regarding the registration of the Business Identification Number (NIB) that Bum Desa must have starting from 2023. Given the problems faced, the implementation of this community service activity is carried out using methods of socialization, training, technology application, mentoring, and program evaluation and sustainability. The result of this activity is that Bum Desa Semedi Karya is facing several issues, including legal cases involving previous management, a lack of understanding regarding the registration process for NIB based on OSS RBA, and unawareness of the benefits of business legality through NIB. To address this, socialization, training, mentoring, and post-training evaluation were conducted. Having an NIB also opens access to various facilities and government support, such as capital and training. However, the implementation of this system in Bum Desa Semedi Karya has not been fully realized due to inactivity in business over the past few years and the existence of legal cases that need to be resolved first. Once the legal issues are resolved, the NIB registration can be continued promptly

Abstract

The issue of clean water availability remains a significant challenge in rural areas, including Teluklada Village, Sobang District, Pandeglang Regency, where most residents rely on traditional water sources of poor quality. The water used by the community often has an unpleasant odor, turbidity, coarse particles, and mosquito larvae. The Community Service Program (KKM) 51 of Universitas Bina Bangsa, conducted from July 15 to August 7, 2025, aimed to implement biofilter technology as an appropriate solution to address this problem. This study is an applied research with a descriptive approach, utilizing direct observation, in-depth interviews, and brainstorming sessions with local residents and village officials. The implementation stages included site surveys, procurement of tools and materials, assembly, testing, and a result seminar. The biofilter employed natural filtration media consisting of activated carbon, silica sand, and coconut fiber, arranged vertically inside PVC pipes using a lateral-inlet-upflow system. The trial conducted at the KKM Post in Kampung Sadar RT 02/RW 02 showed a significant improvement in water quality: clearer appearance, reduced odor, absence of particles and larvae, and suitability for non-consumption purposes. Community response was highly positive, with requests for replication in other areas. However, limitations include the absence of laboratory testing for chemical and microbiological parameters and no trials on saline water sources. In conclusion, the biofilter technology proved to be effective, easy to construct, cost-efficient, and operable by the community independently, making it a potential model for sustainable clean water provision in rural areas.
