Abstract

The enactment of autonomy in Indonesia is to minimize the dependence of regional/local governments on the central government. In this case the regional/local government must be able to increase the source of revenue for the region. When fiscal stress is high, the government tends to explore the potential for tax revenues. The ability of an area to explore Original Local Government Revenue (PAD) will affect the development of the area. One of the important tasks of the Regional Government is to provide and build public infrastructure through the allocation of capital expenditure in the Regional Government Budget (APBD). Capital expenditure is the expenditure of the Regional Government which has the leverage to drive the economy. To measure the financial capacity of the local government is to analyze the financial ratios of APBD. This study use method of panel data, which is a combination of data time series (time series) and the data cross (cross section) in each province Indonesia 2016 - 2018. The method from this research use FEM (fixed effect model). The result shows that PAD has significant effect to efficiency ratio of government independence performance in each province in Indonesia. It means that high to low PAD has been influenced in ratio efficiency performance of independence. In this case the high and low fiscal ftress and capital expenditure do not have an influence on efficiency ratio of goverment independence performance.

Abstract

Tax is a policy tool to control the market. As Indonesia implied an agriculture tax of about 10% in 2014, it is worthy of capturing how it affects the market. This paper aims to find the effect of the implied tax on the market by seeing the country's sales, demand, imports, exports, and welfare. The method used is GTAP model simulation with the base of GTAP9 and aggregated based on the case applied. The result shows that the tax implied makes the demand, import, and export decrease even for the country that implements it. However, the sale and welfare gained by the origin country are increasing. Even China, the United States, and Australia have difficulty dealing with the policy as their welfare decreases. This research tries to find the effect of the agriculture tax that Indonesia implied in 2014. Using GTAP model simulation reveals how the tax affects the sale, demand, import, export, and gain or loss of welfare country.

Abstract

This article reinvestigates the regional convergence in GDP per capita, household expenditure per capita, poverty rate, and average years of schooling in Indonesia at the district level during 2000–2017 using the convergence club method. This article finds that regional inequality in Indonesia at the district level is characterized by two convergence clubs in GDP per capita, five convergence clubs in household expenditure per capita, six convergence clubs in poverty, and five convergence clubs in average years of schooling. This article also confirms the existence of spatial concentration among regions and a development gap between the west and east sides of Indonesia.

Abstract

National economic growth is an aggregation of regional economic growth. Growth is also the main measure of development success. The existence of fiscal decentralization provides flexibility to local governments in regulating their regions and making policies that can support the potentials in their regions. This study aims to analyze and provide empirical evidence about the determinants of economic growth in 38 regencies/cities in East Java Province in 2010 to 2016 including Locally-generated Revenues (PAD), General Allocation Funds (DAU), Special Allocation Funds (DAK), Revenue Sharing Funds (DBH), Indirect Expenditures, Direct Expenditure, and Remaining Over Budget Financing (SiLPA). From the results of the Fixed Effect model, it was found that the PAD, DAU, DBH and Direct Expenditure had a positive significant effect on economic growth, while the DAK and Indirect Spending variable had no significant effect on economic growth. SiLPA also had no significant effect on economic growth. The last, simultaneously, PAD, DAU, DAK, DBH, Direct Expenditure, Indirect Expenditure and SiLPA had a significant effect on economic growth.

Abstract

This research aims to explore the economic values of Pancasila in the local wisdom of harvesting rice in Kampung Naga, Tasikmalaya, West Java. An ethnographic type of qualitative research is conducted in Kampung Naga, Neglasari Village, Salawu District, Tasikmalaya Regency of West Java. The informants of this research are 20 people consisting of the head of the custom, head of the cooperative association, and farmers in Kampung Naga. The data are collected using in-depth interviews. They are then analyzed using data triangulation, including data reduction, presentation, and conclusions are drawn. The results show that the economic values of Pancasila in the local wisdom of harvesting rice in Kampung Naga are classified into practical value, the cost-saving value of harvesting, economic equity value, and the value of increasing income. Keywords: Economic values of Pancasila, Cost-saving harvesting, Local wisdom, Economic EquityJEL Classification: D40, I30

Abstract

This study aims to make a list of rules governing the existence and use of watersheds (DAS) in Ubud, try to internalize externalities of watershed utilization, and examine the role of stakeholders in managing watershed utilization in the tourism sector. The sample was selected through ABGC snowball sampling (Academic, Business, Government, and Community). Two types of data are used. Direct observation and in-depth interviews were used to collect primary data. Secondary data is taken from satellite imagery and MAPID.id. The analytical techniques used in this research include stakeholder analysis, descriptive analysis, and literature review. As a consequence of this study, the Tri Hita Karana idea, which was later ratified in a local regulation, was taken into consideration by the management of the Ayung Watershed in the tourism business. Rafting excursions are the only direct use of the Ayung watershed. In addition, the agropolitan and agro-tourism zones of Payangan Regency use water from the Ayung River. To combat the negative externalities associated with the use of the Ayung watershed for tourism, Tri Hita Karana is used. Stakeholders who have great influence and interest in protecting the Ayung Watershed include agriculture, LMDH Pesanggem, and Perhutani.

Abstract

Sustainable development is a complex problem that demands a partnership to create synergy from government and the industrial sector. This partnership is created through corporate social responsibility (CSR) program with the sustainable development principle. East Java, one of the provinces in Indonesia, has developed CSR forums in the regencies/cities to synergize the company’s CSR programs with the regional development programs. This study aims to minutely examine how the industrial world optimally performs its role in regional development with its social responsibility. This research used the content analysis method, while the respondents were 18 CSR Forums out of regencies/cities in East Java, and companies incorporated in those forums. The results showed that most of the companies had carried out their social responsibilities with variations in their numbers and activities. A report said that three trillion rupiah were granted for the CSR fund. It was a significant amount compared to the 30 trillion development budgets of East Java in 2018. The implementation of CSR tends to be charity, instead of be directed and arranged into continuous and sustainable programs. The CSR Forums are to perform a proactive synergy between companies and the government. However, due to various limitations and constraints of each region, this has not reached its optimal level. Ongoing efforts are needed to establish government and industry harmonization with the intention that the existing CSR funds unquestionably become one of the regional development reinforcements. Keywords:   Corporate Social Responsibility (CSR), CSR Forum, Regional Development

Abstract

The Mundell-Fleming trilemma hypothesis stated that a country could not simultaneously achieve exchange rate stability, financial integration, and monetary independence. The fixed exchange rate policy, free capital mobility, and monetary independence are trade-offs and impossible to run simultaneously. This research aims to identify the combination of the Mundell-Fleming trilemma formed in middle-income countries. Using the panel ARDL model, we found that the Mundell-Fleming trilemma tends to converge in the short run. While on the long run, middle-income countries tend to choose monetary independence and financial integration, resulting in a less stable exchange rate, as mentioned in the hypothesis

Abstract

Environmental quality can stimulate a certain level of economic growth. Besides, the fiscal decentralization will enhance economic growth by improving a better condition for a local government budget. In the COVID-19 pandemic, the government should work hard to address a higher level of economic growth. Therefore, the threshold levels of environmental quality and fiscal decentralization can be assessed to maintain economic growth in the long-run. This study estimates the threshold levels of environmental quality and fiscal decentralization on economic growth for 34 provinces in Indonesia before, during and after COVID-19 pandemic. The cross-section threshold regression was employed. The findings reveal that before COVID-19 pandemic the threshold levels of fiscal decentralization and environmental quality were 15.18% and 74.97, respectively. During COVID-19 pandemic these levels were 15.32-27.33% and 74.71-74.97, respectively. Meanwhile, after COVID-19 pandemic these levels were 11.99% and 77.69, respectively. Therefore, the local policymakers should manage the local fiscal policy under prudent and sustainable patterns to enhance the local economic growth. They should also pay more attention to qualify the certain level of environmental quality to guarantee the local green growth.

Abstract

The weak support for the secondary sector in providing value-added to the primary sector can potentially become a problem in increasing GRDP in North Kalimantan. This research aimed to measure the competitiveness of the secondary sector in each region in North Kalimantan and find out how socio-economic factors influence it. Quantifying competitiveness by combining the three methods, LQ, GRM, and Shift-Share analysis, was the new method. Meanwhile, Panel data regression was carried out to determine the influence of socio-economic variables on competitiveness, which consisted of Government Expenditure, Direct Investment, and Human Development Index. Based on the results of the competitiveness analysis, it was known that the two regions, namely the municipal area, Tarakan, and the provincial capital district, Bulungan, consistently showed competitive secondary sectors. Meanwhile, Tana Tidung, Nunukan, and Malinau Regencies had not developed in their secondary sectors. The regression analysis results showed that the socio-economic factors in each region had not been able to support the competitiveness. Increasing support for the secondary sector still needs to be enhanced with government, private sector, and socio-economic society support.
