Abstract

Purse seine crew members play a strategic role in the success of fishing operations. Skills, experience, and effective coordination directly contribute to the quantity and quality of the catch. Vessel productivity is determined not only by technology and specifications, but also by the socioeconomic conditions of the crew, which are influenced by seasonal factors, profit-sharing systems, and fluctuations in fish prices. These conditions impact income stability, particularly for crew members (ABK), who generally do not receive a fixed salary. This study aims to analyze the socioeconomic conditions and welfare levels of purse seine crew members at Benoa Fishing Port, Bali, based on the fishermen’s Exchange Rate (Nilai Tukar Nelayan/NTN). This study applied a descriptive method with both quantitative and qualitative approaches through interviews and questionnaires, referring to 10 socioeconomic indicators from the BPS, including income, expenditure, home ownership, housing conditions, family health, access to healthcare, family education, access to transportation, security, and social access. The results show differences in welfare levels between caPTains and crew members. These differences indicate significant disparities in income, economic stability, and access to basic necessities. The findings are expected to serve as a reference for stakeholders in formulating policies to improve the welfare of purse seine crew members at Benoa Fishing Port and contribute to scientific knowledge.

Abstract

This article discusses the role of Christian counseling in shaping the moral resilience of church youth amidst ever-changing socio-cultural dynamics. Using a qualitative-descriptive approach, this study highlights how Christian counseling functions as a means of spiritual and psychological development that helps youth understand Christian moral values ​​and apply them in their daily lives. This article also emphasizes that the church environment plays a crucial role as a moral-forming community through role models, service, disciplinary structures, and a spiritual atmosphere that supports adolescents' ethical growth. The results of this study demonstrate the importance of synergy between the church, family, and counselors in developing relevant, contextual, and sustainable development strategies so that youth can develop strong moral resilience amidst the complexities of modern life.

Abstract

This study aims to analyze the implementation of task allocation within the top management of PT ISS Indonesia and the role of the Management Information System (MIS) in supporting the effectiveness of this managerial structure. PT ISS Indonesia, as a national-scale facility services provider, faces high operational complexity, requiring a clear, focused, and coordinated task allocation at the top management level. This study employed a literature review method, reviewing books, scientific journals, and related documents relevant to top management, management information systems, and organizational effectiveness. The results indicate that a structured task allocation between the directors of operations, commercial affairs, finance, people & culture, legal & compliance, and the strategic and HSEQ directorates can improve decision-making effectiveness, coordination, and operational efficiency. Furthermore, the MIS plays a crucial role in providing real- time data, streamlining communication, supporting resource allocation, and simplifying monitoring and evaluation processes. Overall, the implementation of a clear task allocation and MIS support has been proven to strengthen top management performance and support the quality of PT ISS Indonesia's services.

Abstract

Social Assistance (Bansos) is a government program aimed at providing economic protection for poor and vulnerable households. However, its implementation in Medan City still faces issues related to mistargeting of beneficiaries. This study analyzes the factors contributing to the mistargeting of social assistance distribution using a descriptive qualitative method through a literature review of scientific journals, government reports, and credible news sources. The results indicate that mistargeting occurs mainly due to inaccuracies in the Integrated Social Welfare Data (DTKS), weak factual verification at the village level, limited public transparency, and political or social interests affecting beneficiary determination. These conditions lead to exclusion and inclusion errors, trigger social jealousy, and reduce public trust in local government. Improving data management, enhancing staff capacity, strengthening transparency, and increasing community monitoring are essential efforts to ensure that social assistance is more accurately targeted in the future.

Abstract

The purpose of this research is to determine the influence of career development and motivation on employee performance at Bank BTN Medan City Branch Office. This research was conducted on Bank BTN Medan City Branch Office employees with a sample of 62 employees. The research instrument was a questionnaire with a Likert scale model. The requirements test was carried out to test normality. The data analysis technique used was the Multiple Regression technique at a significance level of a = 0.05. The results of this study indicate that career development (X1) has a significant effect on employee performance at Bank BTN Medan City Branch Office. The calculated t value is greater than the t table (2.008 ˃ 2.00172) with a significant value of 0.049. While motivation (X2) has a significant effect on employee performance. So if Bank BTN Medan City Branch Office with a calculated t value is greater than the t table (4.837 ˃ 2.00172) with a significant value of 0.000. Based on the SPSS output, it is known that the R squared value is 0.379, meaning that the variance of the performance variable can be explained by career development (X1) and motivation (X2) by 37.9 percent, while the remaining 62.1 percent is explained by other variables not included in this model. In other words, there are still other independent variables that influence employee performance.

Abstract

This study analyses the role of the principles of fairness and responsibility in Good Corporate Governance (GCG) of state-owned enterprises through a systematic literature review, focusing on their contribution to stakeholder fairness and increased corporate competitiveness. The results show that the principle of fairness ensures proportional distribution of benefits and protection of minority rights through inclusive decision-making mechanisms, while responsibility strengthens social legitimacy through transparent reporting and regulatory compliance with KNKG and OECD standards. Simultaneously, these two principles reduce the risk premium by 20-30%, facilitate access to global capital markets via IFRS, and enhance the operational efficiency and competitive reputation of SOEs in the international arena. The main findings confirm the synergy between fairness and responsibility, creating a virtuous cycle between stakeholder fairness (distributive, procedural, interactional) and competitive advantage through dynamic capabilities, corporate reputation, and managerial meritocracy. Implementation gaps have been identified in political intervention and the lack of an ethical organisational culture, which hinders the transformation of SOEs into world-class corporations.

Abstract

This study analyses the implementation of integrated risk management in State-Owned Enterprises (SOEs) through a theoretical and regulatory review of risk policies, planning, implementation, and monitoring based on PER-05/MBU/09/2022 and PER-2/MBU/03/2023 in order to achieve effective and sustainable governance. Using a qualitative-descriptive approach with content analysis of regulations, COSO ERM literature, ISO 31000, and SOE practice studies such as Pertamina, PLN, and Bank Mandiri, the study found that both regulations have created synergy between risk governance -Good Corporate Governance (GCG) synergy through Risk Appetite Statements, Risk Registers, and three lines of defence, which increased risk-adjusted ROE by up to 15% in mature entities. However, the main challenges include maturity level gaps (levels 2-5), risk aversion culture, human resource skill gaps, and Excel-based data fragmentation, which hinder universal implementation, despite the potential for a 20-30% reduction in material risk incidents through ERMIS and stress testing. The conclusion emphasises the need for a Risk Management Academy, Risk Maturity Scorecard, and progressive regulatory enforcement to transform SOEs into resilient ESG-based corporations that contribute to national economic stability.

Abstract

This study examines the implementation of risk management policies and strategies in State-Owned Enterprises (SOEs) through the optimisation of the Plan-Do-Check-Act (PDCA) cycle, Risk Appetite Framework (RAF), and Key Risk Indicators (KRI) based on a literature review approach. The study found that the integration of these three elements strengthens organisational capabilities through a continuous learning process, improves regulatory compliance in accordance with PER-1/MBU/2011 and ISO 31000, and ensures operational sustainability amid economic and ESG disruptions. The impact includes reduced performance volatility, increased ROE, and post-crisis resilience, with the main challenges being cultural resistance and technological limitations. Strategic recommendations include the formation of a Risk Committee, an AI-based KRI dashboard, and policy standardisation by the Ministry of State-Owned Enterprises for the transformation of state-owned enterprises towards agile and accountable governance.

Abstract

Indonesia’s constitutional order is founded on the principle of a state governed by law, in which citizens’ rights and obligations form the core of the relationship between the state and its people. The 1945 Constitution provides normative recognition and legal guarantees for fundamental rights while simultaneously prescribing constitutional duties necessary to maintain public order and collective responsibility. In practice, however, the implementation of these rights and duties faces normative ambiguities and practical challenges, including uneven legal awareness and inconsistent enforcement. This study aims to analyze the constitutional position of citizens’ rights and obligations based on the 1945 Constitution and to clarify their balanced design within Indonesia’s constitutional framework. The research employs normative juridical methods using constitutional, statutory, and conceptual approaches supported by relevant legal doctrines. The findings demonstrate that the Constitution establishes a principled balance between rights and obligations through legal guarantees, proportional limitations, and the state’s duty to respect, protect, and fulfill constitutional rights. At the same time, citizens are bound by duties that ensure legal order and social harmony.

Abstract

Business activities in the modern economic landscape are often trapped in a capitalistic paradigm that justifies any means for profit accumulation, triggering various detrimental market distortions. This study aims to reconstruct the concept of business morality and business competition from an Islamic perspective through textual analysis of hadith. Using a qualitative method with a Grounded Theory approach, this study analyzes 16 selected ahkam hadiths from Kutubus Sittah through open coding, axial coding, and selective coding stages. The results found that the construction of Islamic business morality is built upon four integrated main dimensions: (1) Basic Philosophy emphasizing consensualism (antaradin) and economic independence; (2) Elimination of Market Distortion through strict prohibitions on hoarding (ihtikar), price manipulation (najasy), and supply chain intervention; (3) Integrity-Based Professionalism requiring absolute honesty, product transparency, and service excellence; and (4) Divine Accountability placing the business vision on afterlife salvation. This study concludes that business ethics in Islam is not merely a normative rule, but a manifestation of worship combining individual piety and social justice to achieve equitable welfare (falah).
