Abstract

Abuse of power committed by the New Order regime covered all aspects of life, including legal aspects, economic and political. As a result in legal field, the abuse caused the victim of individuals, groups and citizens who suffered physicaIIY, mentallY, and economicallY. People (''grassroots'') and the country became a victim of abuse of power committed by the rulers of the New Order in the economicfield Further consequences of abuse of power committed by the New Order regime in the political casualties of individuals, groups, communities and social structures that stiffered phisicallY, mentallY and economicallY. Victims of abuse of power of the New Order regime that includes a new victim (new victimology) is positive in the criminal law was not identified by authorities as a victim, as victims of conventional crime which is the target of criminal law in Indonesia. Victims of abuse of power, including victims of crimes, are unconventional. Viewed from the paradigm of victimization, the victims of abuse of power includes politzcal.

Abstract

The research aims to study the thought of Rabindranath Tagore and Ki Hajar Dewantara with the ideal education related in formation of students character. This research is a literature review using content analysis approach. Sources of data in the form of primary data and secondary data on thought of two leaders in education. Data were analyzed qualitatively with the inductive approach. The results showed that 1) Rabindranath Tagore saw education based on freedom and love. Learning approach undertaken by Rabindranath Tagore in the education system is experiential learning; 2) Ki Hajar Dewantara developed a Among system in education which is an effort to advance the development of morality (inner strength), mind (intellect), and physical students; and 3) there is a link between thought of Rabindranath Tagore and thought of Ki Hajar Dewantara on looking at the education and development of ideal education system.

Abstract

Artikel ini bertujuan untuk menggambarkan latar belakang masyarakat Minangkabau yang terhubung dengan kerabat asal mereka. Bagi lelaki Minangkabau, bermigrasi berarti suatu keharusan, perjalanan awal untuk menjadi orang dewasa, mempersiapkan kehidupan yang lebih baik. Beberapa alasan untuk bermigrasi adalah (a) untuk kehidupan yang lebih baik; (b) untuk belajar; (C) perlawanan sistem matrilineal. Faktanya bahwa walaupun mereka merantau, mereka masih terhubung dengan kerabat aslinya. dalam beberapa bentuk, seperti bantuan keuangan untuk sepupu mereka, menjaga warisan leluhur, dan penggalangan dana untuk mengembangkan tanah leluhurnya. Selain itu, jejaring sosial baru didirikan untuk memahami tantangan baru dan untuk mengatasi kejutan budaya baru di tanah rantau.------------------------------------------------------------------------------------------------------------------------------------------This essay was aimed at describing the background of Minangkabau society sustains their connection with homeland. For Minangkabau man, it is an obligatory task to migrate, the initiation to become fully adult, preparing for better life. The reasons for migration are (a) for a better life; (b) to learn; (c) to resist against matrilineal system. The fact is that they are still attached to their origin with some forms such as financial support for their cousin/nephew, to preserve sacred heritage, and to conduct fund-raising for their homeland. Abstract

Penelitian ini bertujuan untuk mengembangkan modul pendidikan karakter kebangsaan Pancasila yang sesuai untuk diterapkan di sekolah menengah (SMP) berbasis pesantren. Penelitian menggunakan metode penelitian dan pengembangan (Research and Development). Subjek dalam penelitian ini yaitu para guru Pendidikan Pancasila dan Kewarganegaraan (PPKn) SMP berbasis pesantren yang dipilih dengan teknik purposive sampling. Sekolah yang dipilih adalah SMP yang memang kondusif untuk pelaksanaan pendidikan karakter bangsa Pancasila dan memenuhi kriteria yang telah ditentukan. Pengumpulan data dengan angket, wawancara, observasi, dan analisis dokumen. Teknik analisis data menggunakan analisis kualitatif dan kuantitatif. Hasil penelitian menunjukkan bahwa modul pendidikan karakter kebangsaan Pancasila yang dikembangkan menghasilkan modul pembelajaran yang berkualitas dengan kriteria sangat valid menurut ahli materi dengan skor empiris 112 dan ahli media pembelajaran dengan skor empiris 124. Hal itu memiliki makna bahwa modul pendidikan karakter kebangsaan Pancasila sudah layak digunakan pada uji coba setelah dilakukan revisi berdasarkan saran dan masukan para ahli.------------------------------------------------------------Development of the Pancasila national character education module in boarding school-based junior secondary schoolsThis study aims to develop a Pancasila national character education module that is suitable to be applied in boarding-based secondary schools (SMP). The research uses Research and Development model. The subjects in this study were the teachers of the Islamic Boarding School-based Pancasila and Citizenship (PPKn) chosen purposively.  The selected school is a junior high school that is indeed conducive to the implementation of Pancasila nation character education and fulfills predetermined criteria. Data collection with questionnaires, interviews, observation, and document analysis. The data analysis technique uses qualitative and quantitative analysis. The results showed that the Pancasila national character education module developed produced a quality learning module with very valid criteria according to content expert judgment with 112 empirical scores and learning media expert judgment with a 124 empirical score. It means that the Pancasila national character education module is appropriate for use in trial after revision based on expert advice and input.

Abstract

This article aims to analyze 1) fundamental weakness within Act of Court of Human Rights, 2) portrait of impunity in human rights violation, and 3) reform of law system of court of human rights. The discussion of this article results some points of thought: first, some weaknesses of Act no. 26/2000: 1) partial adoption of its jurisdiction from 1998 Rome Statute, 2) some weaknesses in judicial procedure of the Law, 3) deviation of translation toward principles and provisions on genocide and crime against humanity which are defined in Rome Statute, 4) politicization of human rights violation in the former times namely before enactment of the Law on Court of Human Rights. Second, impunity—in the plain definition: the lack of punishment against crime or violation—still occurs in Indonesia. It is drawn on four main factors: power factor, legal factor, cultural factor, and international factor. Third, it is urgent to reform legal system of human rights court. It can be initiated by ratification of Rome Statute, followed by amendment of the Law on Court of Human Rights.

Abstract

Di Era Reformasi, Pendidikan Kewarganegaraan (PKn) memiliki peran penting. Dalam bentuknya yang ideal, PKn berusaha agar para siswa terikat dengan komunitasnya melalui pembelajaran, pengetahuan, sikap, dan keterampilan untuk berpartisipasi secara aktif. Secara umum tujuan ini dapat dilaksanakan melalui pengembangan (1) pengetahuan Kewarganegaraan; (2) Tanggung jawab Kewarganegaraan; dan (3) Partisipasi Kewarganegaraan. Berdasarkan tiga pendekatan ini, Profil warga Negara yang ideal sebagai keluaran dari PKn diharapkan memiliki pengetahuan, keterampilan dan sikap yang relevan dengan konsep dasar dan prinsip – prinsip PKn. Agar Pengajaran PKn efektif sehingga tujuan tersebut dapat tercapai, maka ada tiga strategi pengajaran dan penggunaannya yang didiskusikan dalam makalah ini, yaitu: strategi keterampilan berfikir, strategi klarifikasi nilai, dan strategi inquiry atau pemecahan masalah. Strategi keterampilan berfikir mencakup (a) strategi pengajaran untuk berfikir (instructional strategy for thinking); (b) strategi pengajaran untuk berfikir (instructional strategy of thinking); (c) Strategi pengajaran tentang berfikir (instructional strategy about thinking). Strategi ini seyogianya digunakan untuk mengajarkan kompetensi PKn untuk menguasai konsep dan prinsip – prinsip demokrasi, pemerintahan, HAM, toleransi, sejarah, dan sebagainya

Abstract

Since the implementation of decentralization, the drastic changes of politic and governmental system has been occurred in Indonesia. One of those changes is the growing significant of legislature role. In autonomy of district era, legislature was growing to be powerful marked by the function of its role, as aspiration channel and executive controller. The empowerment of legislature role in autonomy era brings some problems, not only connected with legislature themselves but also with executive. The problem connected with legislature can be cited such as bad behaviors (manipulation of graduation, money politics, corruption, etc.). Those bad behaviors have been caused the degradation of DPRD image and decadency moral. Therefore, it is necessary to rebuild politic morality and to change the image of legislative members. In order to change the image of DPRD the things can be done are reformation and radical change of DPRD by all element of society. Besides that, it is necessary to review the relationship between DPRD and people. The members of DPRD should compromise their views as well as their own needs with the people's aspirations and needs.

Abstract

In 2001 President Wahid made a significant change in the administrative systemfrom a highly centralised to a decentralised system. After the downfall of Soeharto,governors, regents and mayors, who had felt the unfair distribution of resources, started to claim a greater share of their resources. In the implementation of local autonomy the relationship between the central and the localgouemments and the respective functions of each administrative level became cru­cial. Regional autonomy aimed at changing the balance between the central bureaucracy and the Iocal btaeaucracy, and between upper leuel bureaucracy and lozaer level bureaucracy. The need to change the concentration of power and resouces in the hands of power holders and, informally, also in hands of its cronies, was a logical consequence of the struggle to eliminate cronyism and collusion:  According to Law Na 22 of 1999 on Local Government, districts had full autonomy.  This meant that the provincial governor continued to act as the representative of the central government in the province, but that the head of a district could no longer be regarded as a representative ofcentral government The governor had a dual role as head of the autonomous region, the governor did not have power over the regent. As the central government representative, however, the governor clearly had the power of the centre to supervise and to facilitate the district and city governments.

Abstract

The purpose of this research is to find out parent efforts to build young children character, parent behavior to choose daily needs and to develop model of character building by selection of products on young children. This is a survei and mixed method model. The results of this study were (1) Parent skill in choosing Indonesian product are poor 25.1%, fail or medium 53.9%, and good 21% product selectivity. The most committed effort by parent to make their children love Indonesia product. The second place is by introducing Indonesian product to their children by using and wearing Indonesian product. Parent is easier Indonesian product by seeing the brand. Parent find it is difficult to identify Indonesian product in the global era.

Abstract

This study was aimed at increasing High Order Thinking Skills (HOTS) of third semester Citizenship Education (CE) students in Social Psychology of Learning course through the application of Six Thinking Hats Method (STH). This research was conducted using the method of classroom action research, which were carried out by two cycles, with the subject of the study were all students of the third semester CE study program class who participated in the course of Educational Psychology. Based on the analysis and discussion, it can be concluded that through the application of Six Thinking Hats method can increase (HOTS). This was evident from the increase in test scores that have been designed to measure students' critical thinking skills, where achievement test scores in the moments before the implementation of learning using STH method only in the range of 46.0, then after the first cycle increased to 53.9 and at the end of the second cycle increased to 69.8, meaning increased 23.9 points. Furthermore, the observation also showed improvement in the students' ways of thinking, indicated by the students began to be able to think critically after the learning process in the classroom using the STH.
