Abstract

This research-based article tries to dig the conception of Pancasila-based State as Darul Ahdi Wa Syahadah to enlarge and enrich teaching materials of Citizenship Education for students at Muhammadiyah Higher Education. It is argued that this effort is to give them basic comprehension of conceptual as well as practical dimensions of the relation among state, Pancasila, and Islam in accordance with Muhammadiyah doctrine. Unit of analysis is the coordinators of Citizenship Education at Ahmad Dahlan University. Data was collected through interview and document reading. Interviewees were coordinators and lecturers of the program chosen purposively. It is argued that the urgency of conception of Pancasila-based State as Darul Ahdi Wa Syahadah to strengthen and enlarge teaching materials of Citizenship Education at Ahmad Dahlan University due to its accordance with its vision and mission as an institution under Muhammadiyah Higher Education Foundation.

Abstract

Artikel ini bertujuan untuk mendeskripsikan penegakan keadilan prosedural dan substantif dalam peradilan sengketa pemilihan kepala daerah serentak tahun 2017 oleh Mahkamah Konstitusi (MK) Republik Indonesia. Pendekatan yang digunakan adalah kualitatif dengan metode analisis isi. Hasil analisis menunjukkan, pertama, MK sepenuhnya konsisten untuk menjadikan pasal mengenai tenggat waktu pengajuan permohonan dan kedudukan hukum pemohon sebagai batu uji mengenai dapat diterima atau tidaknya sebuah permohonan dalam perkara sengketa pilkada 2017. Hal itu sebagai dampak dari diadopsinya proses dismissal (dismissal process). Kedua, penegakan keadilan prosedural dalam peradilan sengketa pilkada oleh MK tidak secara serta merta in line dengan perwujudan keadilan elektoral yang bersifat substantif. Ada kecenderungan bahwa putusan dismissal yang dilakukan oleh MK cenderung mengabaikan keadilan substantif. Ada dua hal yang potensial membuat prosedur beracara tidak dapat mewujudkan keadilan substantif dalam proses peradilan sengketa Pilkada di MK, yaitu; 1) tenggat waktu yang menyimpang asas nunc pro tunc dan 2) ambang persentase selisih hasil suara dalam sengketa pilkada, yaitu tidak lebih dari 0,5%, 1%, 1,5% atau 2%.--------------------------------------------------------The performance of the Constitutional Court in realizing electoral justice in simultaneous regional elections in 2017This article aims to describe the enforcement of procedural and substantive justice in the 2017 regional head election dispute court by the Republic of Indonesia Constitutional Court (MK). The approach used is qualitative with the content analysis method. The results of the analysis show, first, the Court is fully consistent in making the article regarding the deadline for submitting applications and legal status of the applicant as a test stone regarding whether or not an application can be accepted in a 2017 election dispute case. It is as a result of the dismissal process. Second, the enforcement of procedural justice in the election dispute court by the Constitutional Court is not necessarily in line with the realization of substantive electoral justice. There is a tendency that the decision dismissal carried out by the Constitutional Court tends to ignore substantive justice. There are two things that have the potential to make the procedure of proceedings unable to realize substantive justice in the Pilkada dispute trial process in the Constitutional Court, namely; 1) deadlines that deviate the principle of nunc pro tunc and 2) the threshold of the percentage of the difference in vote results in the election dispute, which is not more than 0.5%, 1%, 1.5% or 2%.

Abstract

Era globalisasi seolah-olah satu negara dengan negara lain ibarat sebuah  kampung, karena setiap saat kita dapat memantau setiap  perkembangannya salah satunya  melalui  berbagai  media  internet (pengaruh positifnya) bertambahnya pengetahuan, tetapi ada pula  pengaruh  negatifnya  bagi  remaja dan  masyarakat  umumnya sepertinya  sekarang  ini  telah  dihadapkan  kepada krisis jati diri bangsa. Pada saat ini  sekarang  sikap dari  kebiasaan warga negara  sudah  tergantikan  dengan individualistis, materialistis, bahkan munculnya berbagai  macam  kekerasan  telah  tumbuh di sekeliling  kita.  Solusinya tiada lain untuk di Indonesia pendidikan kewarganegaraan harus disosialisasikan dan dibelajarkan kepada masyarakat.-----------------------------------------------------The era of globalization as if one country with another country is like a village, because every time we can monitor each development, one of them is through various internet media (positive influence), increasing knowledge, but there are also negative influences for teenagers and the general public to the crisis of national identity. Now, the attitude of citizens' habits has been replaced by individualistic, materialistic, even the emergence of various kinds of violence that have grown around us. The alternative solution in Indonesia, citizenship education must be socialized and taught to the community.

Civil Society Organizations play a significant role in movement of human rights. CSO's face shifting contemporary challenges, namelY, betrayal against values of human rights and weaknesses of state sovereignty. These new challenges strive for CSO's to conduct some action in two ways: retrospective paradigm and prospective one. In one hand, they should do war against forget in the past viola­tions of human rights. In the other hand, tbey have to respond progressivelY the future challenge of human rights.

Abstract

Human Rights are a fundamental problem in every country. especially in the developing countries such as Indonesia. Even though, the state had given protection of human right for everybody, but in Indonesia there are many breakdowns of it. As a democratic state, Indonesia has to regard human right. It is because the human rights were the core of democratic principle. So, the human rights must be trained in the school for every student. By using this way, everybody can know what their rights and obligations very well Civics education can be a vehicle for this goal, because it's one of lessons that talk about human rights and be learned in all school.

Civil society is a kind of society which are open, plttralzstic, decentralized with a massive partiapation on politic activities, honest,fair, selfhelp, harmony, gttarantee the freedom of faith, speaking, making or involving in a union, expressing themselves, of the property rights and respect btanan rights. The realization needs process and time and commitment from all citizen to riform themselves totaly and always consistent and wise to react on deniable conflict.

Abstract

This study has the objective to discuss in depth about the obstacles experienced by Citizenship Education teacher in building the student's character. This type of research is qualitative. Data collection method were literature study and observation. Data were analyzed using interactive data analysis. Civic Education is a lesson that must be given to students from elementary school to college, so it is not denied that Civic Education has a significant in building a good citizen. Basically, Civic Education teacher's responsibility is huge, because the task is not only to build knowledge of civic (civic knowledge), but also to build the skills of civic (civic skills) and character (civic disposition). Up to now, the effort were not yet brought about a maximal result. The reasons were many such as cognitive-heavy, lack of teacher's competence, had teaching the emphasis on civic knowledge, but not civic skills and dispositions.

Abstract

Artikel ini bermaksud untuk mendeskripsikan bagaimanakah penguasaan kompetensi profesional guru PPKn dan faktor apa yang mempengaruhinya. Penelitian yang dilaksanakan di Prodi PPKn FISH UNESA ini mengambil sampel 86 mahasiswa yang telah menyelesaikan Praktik Pengalaman Pembelajaran (PPP). Data dikumpulkan dengan menggunakan tes dan angket yang dikembangkan peneliti. Temuan penelitian ini mengungkapkan bahwa mereka memiliki kompetensi profesional guru yang cukup baik. Temuan ini konsisten dengan gambaran tentang sikap, minat, dan motivasinya serta pengalaman belajar yang juga berada pada kategori cukup. Kompetensi ini masih perlu diperbaiki, salah satunya dengan mengoptimalkan proses belajarnya.------------------------------------------------------------------------------------------------------------------------------------------This essay to describe the level of comprehension of professional competency among PPKn teachers and its factors influencing these competencies. The research was conducted at Study Program of PPKn, FIHS UNESA with 86 selected students being taking course). Data was collected through questionnaire, and test developed by the researcher. The result reveals that they have an adequate professional competency. This result is consistent with the levels of attitude, interest, motivation, and learning experience. This level should be up-graded, one of them through learning process.

Abstract

Pendidikan memiliki peranan yang penting dalam kehidupan manusia, dan diharapkan dapat menciptakan manusia yang berkualitas. Pendidikan Kewarganegaraan memiliki tiga kompetensi yang dapat  membentuk "the ideal democratic citizen" yakni kompetensi civic knowledge, civic skills, dan  civic disposition. Pembelajaran PPKn mengaitkan antara teori dengan praktek nyata di lapangan, dan berhubungan dengan nilai-nilai budaya yang beragam dan majemuk. Faktor yang mempengaruhi nilai budaya lokal dalam melestarikan kebudayaan melalui  upacara adat pesta laut Blanakan Kabupaten  Subang Jawa Barat yang dilakukan setahun sekali  guna  menghormati leluhurmya. Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian (a) Masyarakat nelayan memunculkan civic knowledge yang diarahkan oleh para tokoh, sehingga memiliki kesadaran untuk melestarikan nilai-nilai kebudayaan, yang mampu mengeksplorasi dan memanfaatkan potensi alam daerah, (b) Nilai-nilai dalam pesta laut, selalu memerlukan civic skill yang cakap dalam mengorganisasikan kegiatan, semua ini diperlukan partipatory skill, dan (c) Membentuk karakter masyarakat nelayan pada pesta laut, dengan cara memberi tahu dan mengajarkan hal-hal yang baik oleh para tokoh budaya. Dengan demikian perlu ditanamkan the ideal democratic citizen untuk meningkatkan kecintaan pada  nilai budaya lokal, dan tidak terpengaruh oleh budaya asing.----------------------------------------------------------- Internalization the value of citizenship education in the traditional sea party tradition (Pesta Laut Blanakan)  in order to develop the ideal democratic citizenEducation has an important role in human life and is expected to create quality human beings. Citizenship Education has three competencies that can form the ideal democratic citizen, namely civic knowledge, civic skills, and civic disposition competencies. PPKn learning links theory with real practice in the field, and deals with diverse and pluralistic cultural values. Factors that influence the value of local culture in preserving culture through the Blanakan Subang regency West Java regency traditional ceremony which is conducted annually to honor its ancestors. This study uses a qualitative approach. Research results (a) The fishing community raises civic knowledge directed by leaders, so that they have an awareness to preserve cultural values, which are able to explore and utilize the natural potential of the region, (b) Values in sea party, it always requires civic skills that competent in organizing activities, all of this requires participatory skills, and (c) forming the character of fishing communities at sea party, by telling and teaching good things by cultural leaders. Thus it is necessary to instill the ideal democratic citizen to increase the love of local cultural values, and not be influenced by foreign cultures.
