Abstract

This research aims to analyze the implementation of the collaboration program between SMPN 50 Surabaya City and IPNU-IPPNU. The method used is descriptive qualitative with data collection techniques in the form of interviews, documentation and observation. The data sources used are the results of interview transcripts and observations, in the form of assessment of survey results, while the analysis technique uses descriptive qualitative. The research results indicate that the implementation of this collaborative program has been effective, supported by good coordination among the related elements, effective communication, and active student participation. This program has successfully instilled and strengthened the values of religious moderation and character education among students at SMPN 50 Kota Surabaya. This conclusion is expected to serve as a model for similar programs in other schools, with adjustments according to each context and need. Based on the results of the study, suggestions that can be given are: 1) improve the quality of communication between all parties involved in the IPNU-IPPNU cooperation program with SMPN 50 Surabaya; 2) Training and professional development for teachers, school staff, and IPNU-IPPNU members should be a priority; 3) Character building for all program implementers; 4) simplification of bureaucratic procedures, evaluation of the existing bureaucratic structure must be carried out to identify possible obstacles.

Abstract

SMK 2 Krian Sidoarjo merupakan salah satu sekolah tingkat kejurusan di kabupaten sidoarjo yang menerapkan kebijakan program cakap digital berupa aplikasi Onklas. Tujuan penelitian ini adalah mendeskripsikan implementasi program cakap digital di SMK Krian 2 Kabupaten Sidoarjo. Penelitian ini merupakan jenis penelitian kualitatif dengan pendekatan deskriptif. Fokus penelitian ini adalah Implementasi program cakap digital di SMK Krian 2 Kecamatan Krian Kabupaten Sidoarjo berdasarkan teori warwick (2008) terdiri dari 4 variabel yaitu kemampuan organisasi, informasi, dukungan, pembagian potensi. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data terdiri dari reduksi data, penyajian data dan kesimpulan. Data penelitian berupa data primer melalui wawancara dan data sekunder melalui profil sekolah, dokumentasi, laporan historis, dan dokumen yang relevan dengan fokus penelitian. Hasil penelitian ini adalah 1) Pada variabel kemampuan organisasi terdiri dari indikator kemampuan teknis, koordinasi dan SOP sehingga memberikan kemudahan pelaksanaan aplikasi Onklas. 2) Pada variabel informasi, aplikasi Onklas menyediakan berbagai fitur lengkap yang mendukung kegiatan belajar mengajar seperti absensi, mengadakan ujian, pengumuman nilai ujian, materi pembelajaran, dan komunikasi. 3) Pada variabel dukungan terdiri dari indikator kualitas kebijakan, kapasitas implementator, karakteristik dan dukungan kelompok sasaran, kondisi lingkungan sosial, ekonomi dan politik. Pada variabel pembagian potensi kurangnya komunikasi dan koordinasi serta kurangnya pengawasan dan evaluasi terhadap pelaksanaan program.

Abstract

Kementerian Dalam Negeri Republik Indonesia meluncurkan program IKD sebagai bentuk digitalisasi layanan. Kabupaten Jombang termasuk dalam sepuluh daerah dengan partisipasi IKD terendah di Jawa Timur. Namun faktanya Kabupaten Jombang memiliki potensi yang mendukung untuk mengimplementasikan program ini yaitu penduduk usia produktif tinggi dan kepadatan penduduk tinggi, sehingga peran Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang penting untuk meningkatkan partisipasi masyarakat. Penelitian ini bertujuan untuk mengetahui peran dari Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang dalam program Identitas Kependudukan Digital. Penelitian ini menggunakan jenis penelitian kualitatif dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi. Adapun fokus dari penelitian ini berdasarkan pada teori peran oleh Siagian (2018) meliputi stabilisator, inovator, modernisator, pelopor, dan pelaksana. Hasilnya, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang sebagai stabilisator yaitu memberikan sosialisasi ke tujuh sekolah; melakukan bimbingan teknik untuk pegawai; dan membuka layanan pengaduan. Sebagai inovator, yaitu jemput bola ke perusahaan swasta dan menciptakan Desa Digital. Sebagai modernisator, yaitu memastikan ketersediaan komputer dan pelaporan jumlah aktivasi program melalui WhatsApp. Sebagai pelopor, melakukan gerakan aktivasi internal kepada OPD; pemasangan banner di kecamatan; dan mempromosikan melalui instagram. Sebagai pelaksana, yaitu tahap perencanaan dengan membuat rencana kegiatan, mengkoordinasikan berbagai pihak pada tahap pengimplementasian, serta melakukan evaluasi bersama provinsi, internal, dan seluruh kecamatan. Peneliti menyarankan untuk memperluas cakupan sosialisasi, mengembangkan upaya yang lebih bervariatif, dan mengintegrasikan IKD dalam layanan dokumen lainnya.

Abstract

Aplikasi Klampid merupakan inovasi layanan dari Dinas Kependudukan dan Catatan Sipil Kota Surabaya untuk mempermudah masyarakat dalam mengurus keperluan administrasi kependudukan secara online. Untuk menunjang kemudahan masyarakat, pihak dinas menempatkan petugas khusus di setiap Kecamatan di Kota Surabaya salah satunya yaitu kecamatan Simokerto. Namun dalam pelaksanaannya, masih ditemukan kendala berupa rendahnya pemahaman masyarakat terhadap adanya aplikasi tersebut. Oleh karena itu, penelitian ini bertujuan untuk mengetahui efektivitas layanan Klampid dalam mengoptimalkan kemudahan administrasi kependudukan kelahiran dan kematian di Kelurahan Kapasan, Kecamatan Simokerto, Kota Surabaya. Jenis penelitian ini adalah penelitian deskriptif yang menggunakan pendekatan kualitatif. Adapun fokus penelitian ini menggunakan teori pengukuran efektivitas sistem informasi oleh DeLone dan McLean yang meliputi kualitas sistem, kualitas informasi, kualitas pelayanan, penggunaan, kepuasan pengguna dan keuntungan bersih. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi yang kemudian dianalisis dengan analisis model interaktif menurut Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa pada indikator kualitas sistem sudah cukup efektif. Indikator kualitas informasi sudah efektif karena telah menunjukkan keterbaruan, kejelasan dan keakuratan inforamsi. Indikator kualitas pelayanan sudah efektif dimana dilihat dari kecepatan, kehandalan dan interaksi baik yang terjalin dari pemberi layanan. Begitu pula pada indikator penggunaan, aplikasi Klampid sudah sering dimanfaatkan untuk memberikan layanan kependudukan. Indikator kepuasan pengguna juga sudah efektif dimana pihak kelurahan, kecamatan dan masyarakat merasa puas dengan adanya aplikasi Klampid. Pada indikator keuntungan bersih dari adanya aplikasi Klampid juga telah dirasakan oleh pihak kelurahan maupun masyarakat luas. Kata Kunci: Aplikasi Klampid, Efektivitas, Pelayanan Publik.

Abstract

Rendahnya kepatuhan wajib pajak dan tingginya tunggakan pajak kendaraan bermotor menjadi tantangan bagi pemerintah daerah dalam mengoptimalkan penerimaan Pendapatan Asli Daerah (PAD). Sebagai langkah strategis untuk meningkatkan kepatuhan pajak dan mengurangi beban administratif bagi masyarakat, Pemerintah Provinsi Jawa Timur meluncurkan Program Pemutihan Denda Pajak dan Bea Balik Nama Kendaraan Bermotor (BBNKB). Namun, implementasi program ini masih menghadapi berbagai kendala, seperti kurangnya pemahaman masyarakat mengenai kebijakan pemutihan, rendahnya partisipasi wajib pajak, serta keterbatasan sosialisasi dan koordinasi antar instansi terkait. Penelitian ini bertujuan untuk menganalisis implementasi program pemutihan di SAMSAT Kabupaten Madiun dengan menggunakan metode penelitian deskriptif kualitatif. Model implementasi kebijakan Van Meter dan Van Horn digunakan sebagai kerangka analisis, dengan fokus pada enam variabel utama: standar dan tujuan kebijakan, sumber daya, karakteristik organisasi pelaksana, komunikasi antar organisasi, disposisi implementor, serta kondisi sosial, ekonomi, dan politik yang memengaruhi keberhasilan kebijakan. Data penelitian dikumpulkan melalui wawancara mendalam dengan pejabat SAMSAT dan Bapenda, observasi langsung di lokasi, serta analisis dokumen resmi terkait kebijakan pemutihan. Hasil penelitian menunjukkan bahwa program ini berhasil meningkatkan penerimaan PAD, namun masih terdapat kendala seperti keterbatasan informasi yang menjangkau seluruh lapisan masyarakat dan rendahnya partisipasi wajib pajak. Rekomendasi yang diberikan adalah meningkatkan sosialisasi dan koordinasi antar instansi untuk memastikan keberhasilan program di masa depan.

Abstract

The Ramadhan Market which is held every year on the night of the 29th of Ramadhan in the Sunan Ampel area of ​​Surabaya is an interesting social phenomenon to study, especially from a collaborative governance perspective. Thousands of visitors from various regions flocked to this area to make a pilgrimage to Sunan Ampel's grave, resulting in a surge in economic activity and community mobility in a short time. This condition demands effective management through collaboration between local government, security forces, business actors, religious leaders and local communities. This research aims to understand how this form of collaboration occurs, the factors that support and hinder it, as well as the potential for more structured policy formulation in the future. This research aims to analyze actor collaboration in managing the Ramadhan Market on the night of 29 Ramadhan in the Sunan Ampel religious area, Surabaya.  This phenomenon is an annual tradition that has an impact on the high concentration of visitors and trade activities on the eve of Eid al-Fitr. This research uses a qualitative approach by utilizing Collaborative Governance theory as an analytical tool. Data collection techniques were carried out through observation, in-depth interviews and documentation. The research results show that collaboration between actors, such as city government, security forces, community leaders and traders, takes place informally and situationally, relying on the experience of previous years. Trust factors, local leadership and shared goals are important elements in maintaining cooperative harmony. However, the absence of a formal policy means that coordination is not yet optimal. Thus, more structural collaborative policy formulation is needed to increase the effectiveness of management of the Sunan Ampel area in the future.

Abstract

This study examines the implementation of the SSWALFA website as an E-Government innovation for permit services in Balas Klumprik Village, Surabaya City. The website is used across all Regional Government Organizations (OPD) in Surabaya, including Balas Klumprik Village. However, in practice, several challenges still hinder the effectiveness of public services. This research employs a qualitative descriptive method, with data collected through interviews, observations, and documentation. The collected data is analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that SSWALFA provides significant benefits. Based on the relative advantage indicator, the website simplifies the permit application process and document verification. In terms of image, the use of SSWALFA has positively impacted the reputation of Balas Klumprik Village. Regarding compatibility, the innovation aligns well with existing values and has been widely accepted without resistance. The ease of use indicator shows that SSWALFA offers convenient access for the community. Lastly, the use intention indicator highlights an increasing frequency of SSWALFA usage each month. However, the lack of widespread socialization has resulted in many residents being unaware of the website. Therefore, this study recommends expanding public awareness efforts through social media platforms such as Instagram, TikTok, and YouTube to improve community engagement with SSWALFA.

Abstract

Peduli Dilan service is an innovative program to improve accessibility of population administration services for people with with special needs in Sidoarjo Regency. This study aims to analyze the effectiveness of the Peduli Dilan service by using seven indicators of effectiveness according to Annas: timeliness, human resources that manage, work mechanisms, cooperation and communication, distribution of funds, no deviations, monitoring and evaluation. This research uses descriptive qualitative approach method with data collection techniques through interviews, observation and documentation. The results showed that in general In general, Peduli Dilan service has been running effectively. The service can be said run on time even though it does not have a fixed schedule due to limited officers, but officers have good competence in providing services. The service work mechanism runs according to the SOP and utilizing technological developments in the service process. Peduli Dilan service has collaborated and communicated with various stakeholders to support. In terms of fund distribution, operational funds sourced from the APBD which monitored through periodic evaluations and audits. In services, no irregularities were found and services were provided free of charge. Peduli Dilan service is routinely monitored and evaluated, but there is no specific SKM. To improve the effectiveness of services, it is recommended that there be an increase in the number of officers, as well as the preparation of a more specific a more specific community satisfaction survey (SKM) for service recipients.

Abstract

This study aims to evaluate the policy of providing and managing Green Open Spaces (GOS) in Mojokerto Regency as part of the strategy to achieve a Healthy Regency and a Child-Friendly Regency. This qualitative research applies a literature study method, primarily referring to the document Study of Standard Service Facilities for Village Park RTH in Mojokerto Regency 2024. The findings reveal that most village parks do not meet the technical standards stipulated in Ministerial Regulation ATR/BPN No. 14 of 2022 and Ministerial Regulation of Women Empowerment and Child Protection No. 12 of 2022, particularly regarding minimum area, child-friendly play facilities (RBRA), and supporting elements such as sanitation, lighting, and protective vegetation. On the other hand, parks actively managed by village-owned enterprises (BUMDes), such as Ghanjaran Park, demonstrate the importance of multi-stakeholder collaboration in improving RTH quality and generating local economic value. However, challenges remain in cross-sector coordination, community participation, and the integration of health and child-friendly indicators in open space planning. This study recommends strengthening technical regulations, increasing community involvement, and developing culturally themed parks as part of an inclusive and sustainable public space development strategy.

Abstract

E-Government is a popular term in recent years. E-Government as a form to improve the government system which aims to increase the productivity and quality of public services that are more effective, efficient and transparent. However, the implementation of E-government has in fact not run smoothly. This is due to certain obstacles such as lack of finance, lack of IT operational capabilities, etc. The concept of public private partnership (PPP) emerged as a solution to obstacles that arise in the implementation of e-Government. Several government agencies have successfully implemented e-Government and have good quality public services. One of them is the Surabaya City Culture, Youth, and Sports and Tourism Office which provides innovative online-based public services such as e-Tickets for Surabaya tours, e-Catalog Museums, BeSmart, and so on. The focus of this research is the innovation of the Surabaya tourism e-ticket service. This is intended to highlight how the Department of Culture, Youth, Sports and Tourism of the City of Surabaya can run the e-government and private parties who are cooperating as an effort to optimize and introduce tourist areas in the City of Surabaya.
