Abstract

Pelayanan Perizinan Terpadu Office is an office that has duties and functions as from peoples giving service in the field licensing. Therefore, the peoples using KPPT service to licensing do it. Service quality in the Pelayanan Terpadu Satu Pintu Office Kudus regency, can be said to be less well, so that creates a feeling of the peoples not satisfied in receiving a service. This research be made analysis for service system used by Pelayanan Perizinan Terpadu office Kudus regency, which aims to evaluating the quality of service. This research use descriptive qualitative in the research type, the technique of collecting data through observation, interview guide, and the documentation study. Informant are taken is the peoples of doing field business licensing service, and some officers related with the business licensing.In the research, the author uses the indicators of service quote from Kepmenpan Nomor 63 Tahun 2004. In terms of those indicators, KPPT still experiences some obstacles, it comes from the principle of simplicity procedure which is less clear. Time is past in giving on the charter which is less clear. Infrastructure is completeness still of which not support. Knowledge in the peoples of service product is low.Result on the research at KPPT Kudus Regency is the poorly in service quality. Because, still experiences some obstacles. So that, filling on the peoples not satisfied in accepting the service provided by KPPT. Therefore, expected to be an improvement in the principles of service that it not optimal, on the first in the service of business licensing, improve the dissemination and promotion

Abstract

This study will describe and analyze the performance Household Waste Management of Semarang and aspects that support and hinder. The theory used in this research are five dimensions of performance, ie inputs, outputs, outcomes, benefits, and Inpact. Techniques used in the collection of data through interviews, observation, documentation, and literature. Techniques used in selecting informants using the snowball technique. These results indicate that the performance of household waste management tumah Semarang not optimal. Input Department of Hygiene and Semarang have not been met, it is because of discipline and Sanitation Department workers Semarang still need to be improved, there is still need for improvement and rejuvenation facilities and infrastructure, and endahnya given budget. Output Department of Hygiene and Semarang have not been met, due to the implementation of programs and activities are still constrained to be a low budget. Outcome Department of Hygiene and Semarang have not been met, because by the awards received adipura Semarang has yet to make public awareness of the importance of maintaining cleanliness. Benefit of the program and activities of the Department of Hygiene and Semarang is good. Impact of programs and activities and bring positive impact. Aspects of performance support Department of Hygiene and Semarang is the quality of human resources, cooperation, and the division of the territory. Aspects of inhibiting the performance of Department of Hygiene and Semarang are budget constraints, lack of facilities and infrastructure support, and lack of human resources in terms of quantity. Based on research, Performance Household Waste Management of Semarang, there are some recommendations that can be given to optimizing the performance such as budget cuts and divert into other needs, attention and care infrastructure is already there, as well as the evaluation of the employees to see the advantages and disadvantages on a territory.

Abstract

Pengakuan tentang perlunya mengevaluasi kualitas pelayanan publik mulai berkembang secara akademik sejak dikembangkannya field baru dalam ilmu manajemen yang dikenal dengan manajemen pelayanan publik atau public service management. Kenyataannya kondisi pelayanan masyarakat dewasa ini masih dirasakan banyak kelemahan, banyak dikeluhkan dan masih kurang memuaskan keinginan masyarakat, misalnya mengenai prosedur yang berbelit-belit, tidak adanya kepastian waktu dan tarif pelayanan, kurang transparan, sikap petugas yang kurang responsif dan lainnya.Adanya berbagai permasalahan dari kegiatan pelayanan tersebut, maka muncul berbagai persepsi dari masyarakat. Berbagai persepsi masyarakat mengenai kegiatan pelayanan tersebut menjadi bukti masih lemahnya pelayanan di DPKAD Kota Semarang.Penelitian ini bertujuan untuk mengetahui berbagai persepsi masyarakat terhadap pelayanan pembayaran pajak BPHTB yang ada di Dinas Pengelolaan Keuangan dan Aset Daerah Kota Semarang.Hasil penelitian menunjukan bahwa adanya persepsi masyarakat yang mengatakan bahwa masih ada beberapa kekurangan dari kegiatan pelayanan pembayaran pajak BPHTB di Dinas Pengelolaan Keuangan dan Aset Daerah Kota Semarang. Kekurangan itu meliputi, kesederhanaan dari pelayanan itu, kepastian waktu yang diberikan, kelengkapan sarana dan prasarana serta kenyamanan dari proses kegiatan pelayanan tersebut.Rekomendasi dari penelitian ini adalah perlunya kesiapan yang lebih matang dari pihak yang memberikan pelayanan serta harus lebih meningkatkan aspek pelayanan seperti kesederhanaan, kepastian waktu, kelengkapan sarana dan prasarana serta kenyamanan.

Abstract

Indonesia is ranked 4th in the world as the largest population after China, India and the United States with a population growth rate of 3 million to 4 million people per year. One of the cities that have high population growth is Semarang with the population growth rate of 1.65% in which it is also claimed as the highest rate of population growth in Central Java province. Besides, Semarang has a number of productive ages reaching 74%. To manage the rate of population growth in order to get closer to the family planning program, it is established a family planning program called KB village in RW IV Dadapsari. Dadapsari village has a population growth rate of 1% with 66% population of productive age. The purpose of this study is to determine the implementation of the Dadapsari KB village program based on the Central Java Governor Regulation Numb. 77 of 2017 which is about the establishment and coaching. This research is a descriptive qualitative research. The result of the study shows that Dadapsari KB Village has been established in accordance with several criteria called main criteria, regional criteria and specific criteria. The main criteria include families with low rate of family planning participation which are 52% population of early age marriages. The regional criteria include families who live in slums, densely populated, near the railroad and river banks. The specific criteria involve the population with low income and low level of education. Population activities such as BKB, BKL, BKR and cadre coaching have not been carried out optimally. Activities planning should involve the community and refers to community needs. Evaluation activities are not routinely carried out and lastly conducted in 2017. Moreover, community participation in the program is still lack. Some suggestions that can be done are giving rewards for the cadres, creating activity innovation in the Dadapsari Family Planning village and providing more socialization from the Population and Family Planning Control Agency (DPPKB) to the community.

Abstract

PNPM Mandiri is a national program run by all citizens to reduce poverty and expanding employment opportunities through efforts to improve community empowerment and independency in the purpose of enhancing the quality of life and the level of public welfare. The community itself is the main player. This evaluation is needed to see the results of this policy, as well as the supporting and inhibiting factors of the implementation by using William Dunn’s policy evaluation indicators and community empowerment according to mardikanto, it is the effectiveness of, sufficiency , the accuracy of , participatory , transparency and accountability . Evaluation of PNPM in Sub Rowosari that in the evaluation indicators, three of which are still considered not a maximum that is based on the effectiveness, adequacy and participatory.Meanwhile, the assessment of the evaluation indicators which is considered as good are in the accuracy, transparency and accountability. However, the obstacle of this program is the lack of participation and knowledge of the community to the PNPM Mandiri which make the unsatisfying outcomes of the program itself. Modernization and the existence of self-inteest are also the inhibiting factors of this program. The results of these studies indicate that the program has been successful in Sub Roworasi but not maximal. The recommendation for this program like socializing more evenly, programs do not always on physical development, attempt to follow the development, sanction for community groups who have certain interests, the need for monitoring and assisting in community groups routinely.

Abstract

Tax policy implementation of the groundwater in the city of Semarang is fully set forth in the applicable local number 8 Year 2011 Tax On groundwater. The authorized agency in terms of management of this groundwater is tax Agency income area of Semarang (Bapenda). The inception of local regulations that govern the tax on groundwater is one of the efforts to maintain the sustainability and curbing the use of groundwater, in order to be used on an ongoing basis and perform tax as a source of income the State useful for development. This research aims to describe how the implementation of the regional city of Semarang number 8 Year 2011 Tax of Groundwater in particular of article 5 paragraph 5 as well as know the factor endowments and the regulatory barrier to the area. Type of this research is descriptive research with qualitative approach method. The results showed in the implementation regulations of the area found that the content of the regulation area is seen from the base of the imposition and tax rates, the procedures for voting, the voting, and tax calculations, procedures, assignment of payment billing, tax, objection or appeal, as well as administrative sanctions have not been effective. In this study also found supporters and restricting factors i.e. standard regional income agency city of Semarang, resources, implementing agent character, communication between environmental organizations, and economic, social, political. Recommendations that can be given is the increased intensity of the socialization of local regulations, strengthening coordination between the implementing parties, increased human resources, cooperation with other parties to support the implementation of local regulations such.

Abstract

Education and sports coaching are two things that can not be separated in the lives of student athletes. The condition that eventually led to problems between education and sports coaching student athletes have not been able to run simultaneously, including in Central Java Province. Central Java Province is already running a program named PPLP (Pusat Pembinaan dan Latihan Olahraga Pelajar), but in fact have not been able to overcome the problems of education and sports coaching student athletes. Therefore, it needs a Policy Formulation Development of Sport School in Central Java Province that is expected to be a bridge between education and sports coaching student athletes to be able to overcome the problems of education and sports coaching student athletes in the Central Java Province.

Abstract

This research was arranged to analyze the implementation of TTG managerial program from Bapermades of Central Java Province and the constraints that may affect the TTG’s program implementation. Bapermades of Central Java province has not implement guidance and facilitation of optimal thus giving rise to problems in implementation. This research is kind of descriptive- qualitative research where the data was collected through interviews, observation, and literature study. Informants were taken by author is the head of SDA and TTG sub division, TTG’s sub division staff, Posyantek officials, and representatives of community groups. The Author used the indicators of TTG’s program implementation guides from Minister of Home Affairs Regulation and Central Java Governor Regulation then it compared accordingly with problems in the field. Based on the research, the results obtained that needs mapping of TTG are still in manual. Socialization, information media, IT knowledge and training are still in deficiency. Posyantek formation is still uneven and regulatory in Regents Regulation level as well as a special institution for TTG has not yet been established. The Number of human resources and budget limitation is the kind of obstacles for conducting the program. Based on the results, this study concludes that the implementation of TTG managial program have conducted in accordingly with the applicable guidelines of regulation, but it still encountered some obstacles so it can’t be implemented to the fullest. The advice given by the author is this program needs to be socialized and assisted to the community,it needs to improve the information media, training and developing in the IT field as well as increasing the cooperation with various stakeholders.

Abstract

PLTU Batang is a steam power plant built in Batang Regency which is expected to meet the need national electricity in Java and Bali Regions. The PLTU is located in three villages namely Ujungnegoro, Karanggeneng, and Ponowareng, near Ujungnegoro Sea. Among the three villages, Karanggeneng get the biggest impact due to the majority of its people suffered from the effect of PLTU development. The aim of this research is to evaluate the policy effects of PLTU development towards the social life of Karanggeneng Village people. This research used a descriptive qualitative method. The used data collection technique are interviews, observations, and documentation. Evaluation on the effects of PLTU Batang used the policy dimensions model by Thomas R. Dye. The results of the research indicates that the existence of PLTU Batang gives an effect to Karanggeneng Village people they were forced to sell their lands. The local people’s future is also affected because the transfer of land function sresults in people losing their livelihoods. The PLTU policy has an effect on the current and future conditions that are increasing unemployment and poverty in Karanggeneng Village. However, the form of responsibility of PT PBI is the establishment of KUB for the affected society. It is recommended that the development of PLTU Batang should pay more attention on the people’s social economic condition.

Abstract

Gerdu Kempling is a poverty reduction program in the Semarang city. Various problems such as lack of assistance on an ongoing basis to the recipient, not arranged organizational structure that handles the Gerdu Kempling program clearly and weak supervision in the implementation of the Gerdu Kempling program into the background in this study. Necessary institutional capacity building to enhance the ability of people, organizations, or systems in achieving the stated goals effectively and efficiently with the look of the variables of leadership, doctrine, programs, resources, and internal structure. This study aims to analyze the institutional of capacity building to program Gerdu Kempling in the Pedurungan district and to investigate the factors that support the institutional of capacity building. This research uses descriptive qualitative method. The results showed that the institutional of capacity building to Gerdu Kempling program in the Pedurungan district not run at max. The availability of resources is not accompanied by maximum utilization, sustainable professionals not accompany the recipient, the procedure does not run as expected, none specifically organizational structure to handle Gerdu Kempling program. Institutional capacity building will work well if done well supporting factors, which include participation, innovation, access to information, and accountability. Based on these conclusions, the researchers recommend the Pedurungan district organization can optimally enhance its ability to be a coordinator, facilitator, and implementing monitoring and evaluation, so as to achieve the set objectives effectively and efficiently.
