Abstract

Infrastructure Asset Management is important. In the developed countries the IAM has been implemented largely and deeply; and its give significant positive result. In Indonesia, the IAM is not yet popular, it is just recently started. The IAM need to be implemented more and better in Indonesia. Three main questions concerning UNIID and the IAM : what the IAM is, how the IAM Practices are and what UNIID should do. The main program to be realized is a creation of IAM Group in UNIID. The main duty of this group is participating in developing more and better IAM Practice in Indonesia.

Abstract

Penelitian ini bertujuan mengeksplorasi keterlibatan berbagai pihak dalam pengelolaann bencana di kawasan Gunung Kelud pasca erupsi tahun 2014. Penelitian dilakukan di KRB Gunung Kelud Kabupaten Kediri dengan informan yang berasal dari institusi pemerintah (BPBD), NGO Jangkar Kelud dan Masyarakat Lokal. Pendekatan etnografi digunakan untuk mengeksplor fenomena sosial budaya yang terjadi di wilayah studi. Teknik pengumpulan data menggunakan participant observation, In depth interview dan penelusuran dokomen serta analisis data dilakukan secara deskriptif-analitis. Hasil penelitian menunjukkan bahwa pasca erupsi tahun 2014 upaya pengelolaan bencana yang dilakukan lebih mengndayagunakan kapasitas lokal yang ada di kawasan rawan bencana Gunung Kelud. Saat ini kegiatan pengelolaan bencana yang dilakukan adalah mitigasi dan membangun kesiapsiagaan masyarakat di KRB Gunung Kelud. Praktik pengeleloaan bencana dilakukan secara kolaboratif antara masyarakat lokal, BPBD dan LSM Jangkar Kelud. Salah satu program yang dikembangkan adalah ‘sister village’ (desa bersaudara). Penelitian ini juga mengungkap adanya dinamika dalam pengembangan program sister village. Program ini   didukung masyarakat dan tokoh-tokoh lokal termasuk orang-orang yang masih kokoh dalam memegang nilai-nilai adat, tradisi, sehingga program sister village dianggap sebagai model penanggulangan bencana yang lebih mengakar secara sosio-kultural dan selanjutnya dapat digunakan sebagai referensi dalam mengembangkan model pengelolaan bencana berbasis kapasitas lokal  di Indonesia. Di sisi lain penolakan (resistens) dari warga turut mewarnai pengembangan program sister village. Adanya anggapan bahwa ‘sister village’ hanya sebatas program dengan dana kegiatan yang sudah dianggarkan, sehingga sebagian warga menolak untuk mengikuti kegiatan yang dilaksanakan pemerintahan desa dan difasilitasi BPBD.

Abstract

Kementerian Energi dan Sumber Daya alam melalui surat menteri No. 4112/13/MEM.M/2014 memberikan alokasi gas alam sebanyak 20 MMSCFD dari Kilang Liquefied Natural Gas (LNG) Tangguh untuk kelistrikan wilayah Papua. Gas alam akan dibawa ke beberapa lokasi pembangkit di Wilayah Papua, dengan prioritas bintuni sebagai tujuan distribusi LNG tersebut. Pembangkit listrik di bintuni memiliki keluaran daya sebesar 15 MW, dan berada di daerah hulu sungai dengan kedalaman maksimal ± 5 meter pada kondisi pasang. Pada kajian ini akan dilakukan pemilihan metode distribusi gas alam menuju bintuni dengan menggunakan metode Multi Criterion Decision Making (MCDM) dengan Analytical Hirearchy Process (AHP). Selanjutnya dilakukan perancangan desain teknis untuk terminal penerima di Bintuni berdasarkan peraturan yang dikeluarkan National Fire Protection Association (NFPA) edisi 59A mengenai Standard For The Production, Storage, And Handling Of Liquefied Natural Gas. Berdasarkan hasil pemilihan AHP dengan bantuan perangkat lunak Expertchoice Ver.11.0 menunjukan alternatif penggunaan LCT/Barge untuk distribusi LNG dari sumber LNG lebih unggul dibandingkan alternatif pipa gas bawah laut dan kabel transmisi.

Abstract

The green building concept is one of the solution for the next sustainable development. One of the biggest barriers is the feasibility of financial return. This research is conducted to determine the influence of the green building aspects application towards the property value of high rise building that seen from the design and material aspects in Surabaya. This study, conducted by a survey research using questionnaires for data collection, and regression analysis. There are ten aspects that its use may increase the property value, wich are the horizontal massing design, secondary skin, smart lighting systems, grey-water systems, green roof, lightweight concrete, photovoltaic systems, smart lighting systems, air conditioner with VRV systems, gray-water systems, Low-E glazing, low VOC paint wall, and green roof.

Abstract

Materials that have been frequently used for automotive or construction equipment are Aluminum Alloys (AA) 6061. Artificial aging is one of the processes to obtain optimal strength and hardness values. In this process, depending on the temperature and holding time. In this study, experiments have been carried out on the effects of holding time during the artificial aging process. Heating a solid solution at 300C for 1 hour is the first step. The holding time variations used are 1, 2, 3, 4, and 5 hours. Experiments have been made on impact strength, hardness values and microstructure. For hardness values decrease with increasing holding time. When holding time for 1 hour has a value of 80.8 HVN while the holding time of 5 hours has a hardness value of 47.4 HVN. But in impact testing, the impact strength increases with increasing holding time. Both of these have been supported by microstructure observation data.

Abstract

Tujuan penelitian untuk mengetahui metode yang digunakan untuk mengukur sifat penguapan pada gasoline dan untuk mengetahui dan memahami spesifikasi yang diperbolehkan untuk gasoline menguap. Pengujian yang  dilakukan terdapat 4 sampel gasoline yaitu premium, pertalite, pertamax dan pertamax plus. Sampel kemudian diuji sifat penguapannya dengan mengacu ke ASTM D 323 untuk RVP (Reid Vapour Pressure) dan ASTM D 86 untuk distilasi. Dari pengujian Semakin besar nilai RVP pada gasoline makin rendah juga temperature yang didapat dari pengujian distilasi 10% volume penguapan yang mempengaruhi semakin mudahnya motor dinyalakan pada kondisi dingin. Semakin tinggi RVP dari gasoline makin rendah pula temperature yang didapatkan pada pengujian distilasi 90% volume penguapan ini akan mempengaruhi kemudahan pada pendistribusian bahan bakar ke setiap silinder mesin. Pada pengujian semakin tinggi angka oktan dari suatu bahan bakar bensin (gasoline), maka akan semakin bagus pula sifat penguapannya baik dari hasil uji distilasi maupun uji RVP nya. Dari hasil pengujian yang dilakukan baik pengujian distilasi atau RVP ke empat sampel beda angka oktan tersebut tidak kurang dari batas maksimum  dan minimum spesifikasi uji sifat penguapan yang dikeluarkan dirjen migas tahun 2013.

Abstract

Public infrastructure, particularly road infrastructure, has a strong linkage with the economic growth of a nation. Management of road infrastructure by the DG of Highways-Ministry for PW is currently implemented by using traditional methods of DBB contract system. Although DBB approach is considered more fair for the contractor, it may not be able to create more value for the Government. Long periods of procurement, often result in undesirable outcomes such as excessive cost, unsatisfactory quality and delays in implementation time. The DB project delivery system is expected to answer the above problem and therefore, there is a need to examine how to assess the feasibility of DB Contract implementation for road infrastructure projects under the authority of BBPJN V. Abstract

Most of the building in the conservation area in Surabaya are facing such dillematic situation. One side the heritage buildings should keep the architectural, historical, aesthetical as well as social values but in the other side they must be developed based on the real market demand. Infill building should be the solution in making respectful contemporary contribution to the conservation area. The result of this paper is to formulate a framework requirements of the development and suggest the role in form of model of infill building based on the sustainable conservation approach, so the development is not only solving the physical problems but also non-physical.

Abstract

In structural concrete, the provisions for anchorage of straight bars and hooks sometimes present detailing problems due to the long development lengths and large bend diameters that are required. Occasionally, the requirements for straight bar anchorage and lap splices cannot be provided within the available dimensions of elements. Hooked bars can be used to shorten anchorage length, but in many cases, the bend of the hook will not fit within the dimensions of a member or the hooks create congestion and make an element difficult to construct. This congestion may lead to high fabrication effort needed and poor concrete placement, resulting in decrease of concrete quality at the joints. An alternative is the use of headed anchorage bar, which allows for extremely small development lengths, that can reduce congestion without compromising the integrity of the structure. As a result, designing and detailing the structure are made easier and more efficient. Headed bars are formed by the attachment of a plate or the forging of an upset bearing surface at the end of a straight reinforcing bar. Such bars are anchored by a combination of bond along the straight bar length and direct bearing at the head. This papers presents strut and tie models explaining force transfer mechanism of headed anchorage bar in exterior beam-column joint under monotonic loads. The proposed model is derived from beam-column joint specimen which have been tested experimentally. Stress and strain generated by modeling the beam column joint with finite element-based program, ATENA 3D. The result of the analysis explaining the behavior of headed anchorage bar is CCT nodes (compression-compression-tension). The model is consists of a strut with the nodal zone at the head for head bearing and a fan-shaped stress field for bond stresses along the development length.

Abstract

Power plant companies have many different standard interval between overhauls. The difference may be due to the different methods used by the company. However, these methods do not take into account aspects of risk, aspects of human error and financial aspects simultaneously. The purpose of this study is to determine the optimal interval overhaul by considering aspects of risk, human error aspects and financial aspects simultaneously. The propsed method to calculate reliability plant model using the Criticality Risk Matrix tool and elimination of equipment that can be overhauled at the time the plant under operating conditions, succeeds in reducing the number of equipment that needs to be analyzed, from 210 to 30 equipment. Parameter reliability plant obtained β: 0.9755, η: 602.0508, γ: 7.5942. The reliability plant model is combined with reliability constant affected by human error resulting in a combined reliability model. The combination of combined unreliability model, multiply to Economical Consequences so that the Total Cost model can be obtained. Genetic algorithm is an effective method to be used in the optimization process of a non linear function. The difference between net income model and total cost will produce profit model, so the optimal overhaul interval can be known by doing optimization on the model so that obtained top1 = 7698 hours. Optimization of total cost model can be done to find out the latest time the plant must be shutdown to do overhaul in order to avoid cost inefficiency. Optimal time total cost obtained top2 = 17645 hours
