Abstract

This study evaluates the direct and mediating relationships between work stress behavior and workload, with an emphasis on strengthening employee engagement to address the phenomenon of cyberloafing. The quantitative research involved a survey of 68 participants of varying ages and genders from the Batam City Transportation Agency. The relevance and impact of each indicator-variable influencing cyberloafing were tested using the structural equation model (SEM) based on partial least squares (PLS) through SmartPLS 4.1.03 software. The findings indicate that among the factors studied, two variables show a strong and significant positive correlation with cyberloafing (p-value = 0.000). Conversely, variables assessed through the median column reveal an insignificant effect with a positive but very weak correlation, ranging from 1% to 9%. These results suggest that enhancing employee capacity and capability alone is neither a primary nor a sufficient measure for the Batam City Transportation Agency to curb cyberloafing. The findings underscore that employee behavior can be influenced by complex workloads that contribute to work stress, impacting overall work performance. Thus, alternative approaches are needed to address the issue of cyberloafing, considering employee behavior on digital platforms in the modern era and its effect on job performance.

Abstract

The increase in Online Gender-Based Violence (OGBV) has become a pressing issue, with cases rising annually. This trend has sparked widespread public discussions, particularly about contemporary gender perceptions in the digital realm. This study investigates these perceptions using social media platform Instagram, Twitter (X), and TikTok as case studies. Using a qualitative approach with Norman Fairclough's Critical Discourse Analysis (CDA), the research explores the text, discourse practices, and sociocultural dynamics in the responses to OGBV. Data was collected from comments on three speciMic OGBV cases, receiving between 100 and 1,000 responses across the platforms. The Mindings reveal that social media serves a dual purpose: it acts as a platform for solidarity and advocacy, enabling digital communities to support victims and raise awareness about women's rights and empowerment. However, it also perpetuates victim-blaming and reinforces traditional gender stereotypes, thereby upholding patriarchal structures. This reMlects a contradictory role that social media plays in shaping public views on gender and violence. While digital spaces provide opportunities for empowerment and social change, they also mirror and amplify regressive societal attitudes, presenting challenges to efforts aimed at achieving gender equality. The study highlights the complex interplay between progressive and regressive attitudes in the digital community’s reactions to gender violence. It emphasizes the need to address the contradictory nature of social media's inMluence on public perceptions of OGBV. By offering critical insights into the sociocultural tensions at play, the research helps us understand the role of digital platforms in shaping gender discourse in the digital age.

Abstract

This study aims to analyze the effectiveness of the work of State Civil Apparatus (ASN) at the Population Control and Family Planning Office (KPPKB) of Mandailing Natal Regency. Five main variables were analyzed, namely competence, motivation, job satisfaction, work environment, and management support. A quantitative method with a survey approach was used on 80 ASN respondents, and the data was analyzed using multiple linear regression. The results of the study show that these five variables have a significant effect on work effectiveness, both partially and simultaneously, with management support as the most dominant factor. Managerial support and a conducive work environment play a big role in increasing the effectiveness of ASN's work, while competence, motivation, and job satisfaction also make an important contribution. These findings support the theory that effective performance in the public sector is influenced by a combination of individual and situational factors. This study provides recommendations for KPPKB to strengthen managerial support, improve competence through training, and create a supportive work environment so that the effectiveness of ASN work can be further improved.

Abstract

This study aims to analyze the implementation of the role of the Regional Inspectorate in preventing corruption in Mandailing Natal Regency. The Regional Inspectorate has several main functions, such as internal supervision through audits, integrity development, and policy recommendations to improve the local government's financial management system. This study uses a qualitative method with data collection techniques in the form of interviews, observations, and documentation studies on the Inspectorate's supervision activities. The results of the study show that the Inspectorate plays an important role in preventing corruption, as seen from the increase in compliance of public officials and the decrease in budget irregularities by 40% in 2023. However, the Inspectorate faces major challenges, such as the limitation of competent human resources, political pressures that threaten independence, and budget and technology constraints. To overcome these obstacles, there needs to be a strengthening of human resources, the implementation of surveillance technology, and policies that ensure the independence of the Inspectorate. This study concludes that effective supervision, supported by independent policies and technology, is very influential in preventing corruption. These findings support the theory of internal oversight and public accountability, which emphasizes the importance of transparent and accountable oversight in preventing corruption in local government.

Abstract

This study analyzes the strategy of the Regional Disaster Management Agency (BPBD) of Mandailing Natal Regency in managing flood disasters. The focus of this research includes four main stages: mitigation, preparedness, emergency response, and post-disaster recovery. The research method used is qualitative with a case study approach, through in-depth interviews, observations, and documentation analysis. The results of the study show that BPBD has implemented various strategies, such as river normalization, embankment construction, community education, the formation of volunteer teams, and the provision of an early warning system. However, constraints such as budget constraints, hard-to-reach geographical conditions, and low community participation hampered the effectiveness of this strategy. In the emergency response phase, BPBD coordinated with various agencies for evacuation and aid distribution, although access to some remote areas was still limited. In the recovery stage, BPBD carries out infrastructure rehabilitation and economic empowerment for affected residents, but this process is also constrained by limited funds. Overall, the BPBD strategy is considered quite comprehensive, but it needs to be strengthened in terms of collaboration between institutions, resource capacity building, and community-based approaches so that flood disaster management is more optimal. This study provides recommendations to improve the effectiveness of flood management strategies in Mandailing Natal.

Abstract

This study analyzes the study permit policy for Civil Servants (PNS) in Mandailing Natal Regency as part of efforts to improve the quality of human resources in the government sector. The purpose of this study is to understand the impact of the study permit policy on the competence, performance, and motivation of civil servants and to identify obstacles in its implementation. The research method used is qualitative descriptive with interview techniques and document analysis. The results of the study show that study permits have a positive impact on improving the technical competence and work motivation of civil servants, which contributes to a better quality of public services. However, the implementation of this policy faces obstacles, especially in terms of complex administrative procedures and limited regional budgets, which limit the number of civil servants who can participate in this program. Based on these findings, it is recommended that local governments simplify administrative procedures and increase budget allocations for study permits so that they can be accessed by more civil servants. Thus, this policy can function as an effective human resource development instrument, support bureaucratic reform, and improve the quality of public services in Mandailing Natal Regency.

Abstract

This study aims to evaluate the use of the State Civil Apparatus Management Information System (SIMASGARA) at the Mandailing Natal Regency Civil Service Agency. SIMASGARA is a digital system designed to manage data and personnel administration effectively. This study uses a qualitative approach with an exploratory descriptive design, which involves in-depth interviews, direct observation, and document analysis to obtain comprehensive data. The subjects of the study include operational employees, leaders of the Personnel Agency, and other system users related to ASN data management. The results of the study show that SIMASGARA has provided significant benefits in personnel data management, especially in simplifying administrative processes, improving data accuracy, and accelerating the preparation of reports. However, the use of this system is still not optimal. The main obstacles found include limited network infrastructure, lack of user understanding of system features, and resistance to changing from manual to digital methods. Leadership support and policies that require the use of SIMASGARA are the main supporting factors for the successful implementation of this system. This study also identifies that the success of SIMASGARA is influenced by organizational readiness, technical infrastructure, and individual competence, as explained in the theory of Technology Acceptance Model (TAM) and Diffusion of Innovation. To overcome existing obstacles, the recommendations include advanced training to improve user competence, strengthening technology infrastructure, and developing a digital-based work culture. This study concludes that SIMASGARA has great potential to support bureaucratic reform, especially in personnel management. However, system optimization requires a holistic and sustainable strategy. With the right improvements, SIMASGARA can become a model for the implementation of an effective personnel information system in the public sector.

Abstract

Penelitian ini bertujuan untuk melihat hal yang melatarbelakangi pelaksanaan ritual kenduri safar, proses pelaksanaan ritual kenduri safar serta makna simbolik yang terdapat pada pelaksanaan ritual kenduri safar di Kampung Pantai Balai, Kecamatan Seruway, Kabupaten Aceh Tamiang. Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan etnografi. Teknik pengumpulan data yang digunakan adalah observasi partisipasi, wawancara dan dokumentasi. Ritual kenduri safar merupakan salah satu acara budaya penting di Kampung Pantai Balai, Aceh Tamiang, yang dilaksanakan setiap tahun pada bulan Safar. Bulan ini dianggap suci, dengan berbagai larangan, seperti bepergian dan mengendarai sepeda motor dengan kecepatan tinggi. Ritual ini dilakukan untuk tolak bala (menolak bencana) dan mencari perlindungan dari bahaya, memperkuat solidaritas dan hubungan sosial. Pada bulan safar ini juga mengkhawatirkan masyarakat di Kampung Pantai Balai, oleh karena itu dilaksanakan ritual kenduri safar dengan kata lain tolak bola. Kenduri safar biasanya dilakukan untuk menolak bala dan meminta perlindungan dari segala bentuk mara bahaya. Kegiatan ini melibatkan berbagai elemen masyarakat, dari tokoh adat, pemuka agama, hingga masyarakat umum. Semua masyarakat berpartisipasi pada proses tahap ritual kenduri safar. Mulai dari tahap persiapan, masak bersama, doa bersama dan makan bersama untuk menciptakan sebuah kebersamaan yang kokoh di masyarakat. Ritual kenduri safar berakar pada tradisi keagamaan Islam, dengan unsur-unsur lokal seperti makanan khusus dan doa bersama di tempat yaitu pinggir sungai. Kenduri safar menjadi salah satu wujud pelestarian identitas budaya lokal. Melalui makna simbolik kenduri safar, doa bersama, dan praktik yang telah dilakukan secara turun-temurun, tradisi ini menjaga keberlangsungan nilai-nilai budaya di tengah tantangan modernisasi dan globalisasi.

Abstract

This article was written to understand the construction of Arab ethnic identity in the city of Medan regarding various aspects of social life which manifest in educational, economic, social, political and religious issues. Of course, the focus of this research also does not ignore the history of ethnic Arabs migrating to the city of Medan and the motives driving them to migrate, either from the spread of Islam or for their economic prosperity. This research is qualitative in nature with an ethnographic writing approach. The results of the research show that Arab ethnics, in this case, construct their identity from their various social lives, in terms of education, economics, social life and politics, as an instrument to fight for and defend the religion they believe in, Islam, amidst the diverse development of the city of Medan. The identity construction carried out by the Arab ethnic group builds a balanced cultural ecosystem in the city of Medan. So that the city of Medan does not become a city that seems very Christian or very Hindu or even Confucian or very Buddhist. But it still maintains the existence of Islam as an Arab ethnic identity in filling the miniature beauty of a diverse city frame. The whole thing is outlined in the history of Arab ethnic migration in the city of Medan and their social life in various educational, economic, social, political and religious aspects. Abstract

Bahorok Subdistrict is one of the subdistricts in Langkat Regency, North Sumatra, known for the Bahorok River, which has experienced flooding in 2003, 2015, and most recently in 2023. Given this, natural disasters such as flooding pose a crucial risk to the sustainability of tourism in Bahorok Subdistrict if mitigation efforts are not planned effectively. Therefore, this study aims to analyze the implementation of*lubuk larangan* as a flood disaster mitigation effort in Bahorok Subdistrict, examine the cultural approach with cultural awareness appliedto *lubuk larangan* as a flood disaster mitigation strategy, and analyze spatial factors that need to be considered in developing flood disaster mitigation strategies in Bahorok Subdistrict. This research explores the role of *lubuk larangan* as a cultural and spatial approach in flooddisaster mitigation in Bahorok Subdistrict, Langkat Regency, North Sumatra. It employs a mixed-methods approach with an embeddeddesign, combining qualitative and quantitative strategies. Data were collected through participant observation and questionnaires distributed to 60 respondents around the Bahorok River. Qualitative analysis was conducted through ethnographic interviews, domain analysis, and taxonomy, while quantitative analysis used descriptive statistical tests and Geographic Information System (GIS) to produce spatial maps related to flood potential. The study found that the implementation of *lubuk larangan*, initiated by local communities, is effective in preserving river ecosystems and serves as a form of non-structural disaster mitigation. The community's cultural awareness of *lubuklarangan* is still at the level of cultural consideration. Spatial factors such as topography, land slope, and land use are also crucial indeveloping flood mitigation strategies. The findings are expected to contribute significantly to river conservation efforts and community safety around the Bahorok River. Key words: Cultural, Spatial, Mitigation, Flood, Bahorok
