Abstract

This paper aims to explain the alliance dilemma between the United States and Japan and its impact on the reconceptualization of Japanese pacifism. It implies a decline in one-country pacifism intensity and increasingly flexible reinterpretations of Article 9. Through this research, it turns out that Japan’s lower position of bargaining leverage than the U.S. and the risk of entrapment in alliance dilemma between the U.S. and Japan affect the reconceptualization of pacifism in Japan. The conclusion draws on the findings through the theoretical framework of Glenn Snyder’s Alliance Dilemma, with James D. Morrow’s concept of Autonomy and Security. The term ‘alliance dilemma’ refers to two possible choices states could pick to avoid certain risks in the alliance: “C” strategy (to cooperate) or “D” strategy (to defect). The analysis reveals that Japan is more inclined to choose “C” strategy since it is very dependent on the U.S. As the bad prospective in “C” strategy eventually comes into effect, Japan’s lower position of bargaining leverage than the U.S. and the risk of entrapment it bears become the reasons of reconceptualization of its pacifism.

Abstract

Konflik Palestina-Israel merupakan salah satu konflik global yang tidak berujung hingga saat ini. Kota Yerusalem merupakan kawasan yang diperebutkan dan sebagai pemicu konflik sepanjang masa antara Palestina-Israel. Kota ini dianggap merupakan tempat yang begitu sakral bagi umat Islam dan kaum Yahudi sehingga terus menjadi perebutan dua negara tersebut. Kemudian di penghujung tahun 2017, Donald Trump telah memicu konflik memanas kembali dengan pernyataan keberpihakannya terhadap Israel dengan memindahkan Kedutaan Besar AS ke Yerusalem. Penelitian ini bertujuan untuk menjelaskan klaim sepihak Amerika Serikat dibawah pemerintahan Trump terhadap kota Yerusalem sebagai ibukota Israel dengan menggunakan perspektif konstruktivisme. Peneliti menggunakan metode penelitian kualitatif dengan pendekatan studi pustaka. Dalam studi kepustakaan, data dan informasi dikumpulkan dan dianalisis untuk memahami fenomena yang dikaji. Berdasarkan hasil pembahasan dan analisis data, bahwa klaim sepihak dilakukan berdasarkan unsur identitas (identity) dan kepentingan (interest), sehingga Amerika Serikat menganggap Israel sebagai ‘kawan’ dan Palestina sebagai ‘lawan’.Kata kunci: Perspektif Konstruktivisme; Kota Yerusalem; Klaim Sepihak Donald Trump.

Abstract

Issues of LGBT boomed in Malawi in 2009 after an arrest of homosexual couple who held a wedding party. The criminalization was based on the Malawi’s Penal Code. In 2010, Malawian government also added an article on the Penal Code to criminalize lesbians. However, after the succession of Malawi President in 2012, the successor president, Joyce Banda suspended the policy criminalizing LGBT to await a review of the Parliament. Amid the suspension, under a different President, on April 2015 Malawi passed an LGBT Act of criminalization through Marriage, Divorce and Family Relations Act. The authors note that there had been an inconsistency of the Malawi government in applying policy criminalizing LGBT. The government implemented the policy of criminalization towards LGBT based on Malawi Penal Code, suspended it in 2012, and then 2015 re-issued policy criminalizing LGBT through certain act. This article explores the roles of conflicting interest groups between religious leaders (RLs) and domestic NGOs followed by politics “stick and carrot” on foreign aid of donor states in Malawi. These variables are subjects to analysis that affect the inconsistency of Malawi government to implement policy criminalizing LGBT.Keywords: Criminalizing LGBT, Penal Code, Inconsistency, Conflicting Interest Groups, Stick and Carrot AbstrakIsu LGBT mulai menggelegar di Malawi pada tahun 2009 pasca penangkapan pasangan homoseks yang tertangkap mengadakan pernikahan. Kriminalisasi didasarkan pada pasal-pasal di KUHP Malawi. Tahun 2010, pemerintah Malawi juga menambah pasal di KUHP untuk menkriminalisasi lesbian. Namun pasca bergantinya Presiden tahun 2012, Presiden pengganti, Joyce Banda menangguhkan kebijakan kriminalisasi pelaku LGBT untuk menunggu review dari Parlemen. Ditengah pengangguhan, tahun 2015, di bawah Presiden yang berbeda, Malawi mengeluarkan UU kriminalisasi pelaku LGBT melalui Marriage, Divorce and Family Relations Act. Penulis melihat bahwa terjadi inkonsistensi pemerintah Malawi dalam menerapkan kebijakan kriminalisasi LGBT. Pemerintah Malawi menerapkan kebijakan kriminalisasi LGBT berdasarkan KUHP Malawi, tahun 2012 menangguhkannya, dan kemudian 2015 kembali mengeluarkan kebijakan kriminalisasi LGBT melalui UU. Artikel ini hendak memaparkan peran kelompok kepentingan yang saling bertentangan (conflicting interest groups) antara religious leaders (RLs) dan NGOs domestik beserta politik “stick and carrot” dalam bantuan luar negeri negara-negara pedonor di Malawi. Abstract

Various forms of international cooperation that have been carried out by the Bandung City include receipt of grant funds, short-term investments, infrastructure assistance, youth exchanges, scholarships, and cultural cooperation. The paradigm forms other than consisting of investment searches also consist of sister cities, the establishment of joint projects, and various forms of delegation delivery carried out between subnational actors. The position of this study seeks to examine the involvement of city governments, especially Bandung City in carrying out their foreign relations, which then focuses on understanding how the sister city concept that has been widely practiced in various countries can be seen through the paradigm approach in Indonesia. The paradigm of Bandung City in the form of a sister city with its city partners has resulted in several benefits as well as opportunities to improve the welfare of the city community while participating in national development especially in developing Indonesian diplomacy.

Abstract

For the most part, the literature about Indonesia’s foreign policy does not stray far from a descriptive and chronological presentation of the subject. The fact of the matter is that an in-depth analysis of the nation’s foreign policy from a different era will impart valuable lessons to the current policymakers in charge of formulating and implementing such a policy. The era of Sukarno bore witness to the implementation of Indonesia’s foreign policy that was strong in ideas and practices. Employing discourse analysis, this article seeks to analyze five of Sukarno’s speeches, which were delivered in various international forums from 1955 to 1963. It demonstrates that during that time, Indonesia put forward a coherent and consistent foreign policy with colonialism as its master signifier. The promotion of such a discourse contributed positively to the diplomatic effort on the issue of West Papua by mobilizing supports from Asian-African nations, as well as attracting the interest of the superpowers. As a result, Indonesia’s national interest to bring West Papua into the Republic was well served, and furthermore, Indonesia succeeded in enhancing its image, role, and leadership in world affairs. This experience presents a challenge to the contemporary policymakers in producing a configuration of strong ideas and concepts that would allow the implementation of a foreign policy that serves the national interest, when the nation has once again risen as an important player on the world stage.

Abstract

AbstractThe ten years People’s war or civil war in Nepal during 1996-2006, has resulted in human insecurity particularly the threat of economic security and personal security. The existence of political and economic regime brought after the end of civil war in Nepal has led to structural violence for communities such as the deprivation of political, economic and social rights. This paper will explain how the influence of political and economic regime syndicate brought after Nepal's civil war to human security, particularly on economic security dimensions and efforts to overcome it. The study uses descriptive qualitative analysis through literature study that collected from journal articles and previous research reports. The results show that the existence pf political and economic regime in Nepal has brought Nepal as one of the world's poorest countries in the dimensions of monetary and non-monetary poverty. For that reason, social protection and foreign assistance are required to build a positive peace in Nepal.  Abstrak Perang sipil atau yang disebut sebagai Peole’s War selama sepuluh tahun di Nepal antara tahun 19998-2006 telah mengakibatkan human insecurity khususnya terkait ancaman keamanan ekonomi dan keamanan individu (person) bagi masyarakat di Nepal. Keberadaan rezim ekonomi politik yang dibawa pasca berakhirnya perang sipil di Nepal telah menimbulkan adanya kekerasan struktural yang dialami oleh masyarakat seperti perampasan hak politik, ekonomi maupun sosial. Tulisan ini akan menjelaskan bagaimana pengaruh sindikat rezim politik dan ekonomi yang dibawa setelah perang sipil di Nepal terhadap keamanan manusia (human security) khususnya pada aspek keamanan ekonomi dan upaya untuk mengatasi hal tersebut. Kajian dalam tulisan ini menggunakan analisis deskriptif kualitatif melalui studi pustaka yang dikumpukan dari artikel jurnal maupun laporan penelitian terdahulu. Hasil kajian menunjukkan bahwa keberadaan rezim politik dan ekonomi di Nepal telah membawa Nepal sebagai salah satu negara termiskin di dunia dalam dimensi kemiskinan moneter dan non-moneter. Untuk itu, upaya perlindungan sosial dan bantuan asing sangat diperlukan dalam rangka mewujudkan perdamaian positif di Nepal.

The high escalation of conflict that occurred in the Middle East region became a global issue which until now still has not found a solution. This situation is also complicated by the presence of US President Donald Trump's controversial immigration policy, which targets the Middle Eastern countries. Various efforts have been made by each country to reduce tension and maintain social and political stability in each country. In this study, researchers will try to discuss The Divan Orchestra diplomatic roles as a representation of the message of peace from its members. The researcher will use the concepts of Music Diplomacy, Soft Power and Non-State Roles as Analysis Tools. Abstract

This article seeks to analyze the social situation in Indonesia, where the conflict that occurred overseas manifested into violent actions against person or group within the country, who is considered to have a similar identity with overseas perpetrators. This pattern of violence is perpetrated against minority groups in Indonesia who have no involvement in conflict abroad. Some impacts of the Rohingya crisis in Indonesia are ranging from forced closure threat to Vihara in Medan, a demonstration on Buddhist religious symbols, beating against a Buddhist monk, and even bomb terror in Vihara. In social psychology theory, this violence is part of Freud's Defense Mechanism theory called Displacement. Furthermore, to answer why this displaced aggression can occur in Indonesia, I use Social Identity theory that the reductionist view of singular affiliation creates a gap in understanding of 'Self' and 'Other.' It then creates an intergroup bias when individuals tend to prioritize their group (in-group) compared to other groups (out-group). At last, this situation also reaffirms the concept of imagined community by Benedict Anderson.

Abstract

China's foreign policy has attracted the attention of many parties. Various views emerged after knowing the spread of Chinese influence, especially in the Asia Pacific Region. Foreign aid is the main tool used by China to approach developing countries. The existence of China indirectly threatens old donor countries that have helped development in developing countries. This article is discussing the involvement of China with old donors such as New Zealand and Australia in trilateral aid cooperation in the Pacific. Trilateral cooperation involves old donor countries, recipient countries, and new donor countries, namely China. This research uses the approach of engagement concept through descriptive research and qualitative approaches with sources of literature study data from books, journals, research reports that support the final results of the analysis. Increasing Chinese aid in the Pacific is seen as a threat to old donor countries in the region. This attitude can indirectly inhibit China in articulating its interests in the Pacific. The results of this paper indicate that China uses engagement strategies through a trilateral assistance cooperation approach to change the behavior and views of old donors on the existence of China in the Pacific. China's role has succeeded in reducing the views and behavior of old donors who consider it as a threat. China also proves the success of exploring broader cooperation with countries in the Pacific.
