Abstract

Villages have assets that can be utilized to increase income for the village, which falls under the village's original income, such as Banjar Panjang Village, which has a vast village treasury land asset that should prosper its community and building assets used for village governance and facilitating the public interest of the village community. Desa Banjar Panjang has utilized the village treasury land assets through a rental system since ancient times, but it was not optimal due to the rental payment system. In 2022, the village government improved the rental payment system, resulting in increased income from the rental of the village treasury land assets. However, there was an issue because the government's focus on improvements was only on assets with economic value. Good asset management must optimize village assets, both economically valuable assets and building and infrastructure assets, as well as other goods. The purpose of this research is to analyze the asset management of Banjar Panjang Village, Kerumutan District, Pelalawan Regency in 2022. The research approach used is a qualitative approach with a descriptive research type. The location of this research is in Banjar Panjang Village. The types and sources of data in this research are divided into primary data and secondary data. Data collection techniques through interviews and documentation. Data analysis techniques through data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the management of village assets in its implementation is not yet optimal due to the lack of understanding among village officials regarding the management of village assets. In the planning of village assets outlined in the Village Medium-Term Development Plan (RPJM Desa) for the procurement and planning of village assets, community participation is not involved. The utilization of village assets through the village land lease system and village-owned housing lease has not been optimal. Securing village assets through legal and physical protection. The administration of village assets is not yet optimal due to the lack of village officials who are experts in asset inventorying. Abstract

The phenomenon that occurs is seeing the participation of the Rangau Road Care Forum (FPJR). where the problem is due to vehicles passing repeatedly with loads that exceed the maximum limit of the vehicle itself, so that road user activities cannot run normally and have a direct impact on the surrounding community. Therefore, this research was conducted with the aim of finding out the participation of the Jalan Rangau Care Forum, Bathin Solapan District, Bengkalis Regency in 2022-2023. This study uses a qualitative method. The location of this research is in Buluh Manis Village and Farmer Village. Meanwhile, data collection techniques were carried out using interviews and documentation. Data analysis techniques by collecting data, reducing data, presenting data, and drawing conclusions. The results of this research are based on 4 stages of participation, namely participation in the planning stage of road infrastructure improvements including making decisions, both political and technical. Both participations in the implementation stage of this participation include how to mobilize existing resources, both funds and administrative activities. Third, participation in the receiving stage maintains and develops the results of road improvements, both in terms of quality and quantity, which can be seen from the percentage of success. And finally, participation in the stage of assessing road infrastructure improvements to what extent the implementation of improvements that have been carried out in previous stages, both active and passive, have been achieved. This can be seen based on concrete evidence of road improvements starting from collaboration with companies to successful bursama sittings and joint decision making, improvements to Rangau road infrastructure with commission IV of the Riau Province DPRD with the Riau Province PUPR service in the field of community development up to the stage of gradual road repair in 2022-2023. Abstract

Large forest and land fires occurred in 2013 in the Meranti Islands Regency. The peatland fires were caused by land clearing and burning by companies and interest groups. The Sungai Tohor Village community suffered huge losses because their sago plantations were also burned down, causing them to lose their livelihoods. The peatland fires also caused conflict between the community and the company.Kebijakan restorasi gambut merupakan kebijakan publik yang dikeluarkan pemerintah dengan tujuan untuk mengatasi masalah kebakaran hutan dan lahan. The policy is stated in statutory regulations (Presidential Regulation No. 1 of 2016 concerning the Peat Restoration Agency) so that it has binding force and is complied with by all members of society in its implementation. In an effort to accelerate the recovery of peatland restoration, it is carried out using rewetting, revegetation and revitalization of the local economy approaches; which in an integrated manner is known as integrated peat restoration. This research uses a qualitative method with a case study approach and descriptive format which aims to explain, summarize various conditions, various situations, or various variables that arise in the community which is the object of this research based on what happened. Data was obtained from all parties concerned, in other words in this study it was collected from various sources Peat restoration concerns parties who have authority or participate in the implementation process which is focused on the network of actors participating in this program as found by parties from the government and parties outside the government such as NGO (Non Government Organizations). The parties in question cannot be separated from the principles of good governance in order to guarantee good principles in implementing public policies. Abstract

Located at the northern tip of Indonesia, Natuna Regency not only has a lot of natural potential, but many interesting cultural attractions, and also a variety of culinary delights. One form of cultural tourism resource in Natuna Regency is the traditional game Pangkak Gasing. This research aims to reveal the folk game Pangkak Gasing as a potential tourist attraction to bring tourists to Natuna Regency. By taking a qualitative approach by collecting data through interviews with five informants and direct observation at the destination. Then the results of the interview were analyzed using Grounded Theory analysis techniques. The research results show that the main attraction of Pangkak Gasing folk games tourism is cultural heritage and cultural tourism. Apart from that, cultural heritage and cultural tourism also have several groupings to explain the tourist attraction of the folk game Pangkak Gasing. Abstract

Umrah is one of the major acts of worship in Islam which is carried out in the Holy Land, namely Mecca. Umrah means performing tawaf at the Kaaba and sa'i between Shofa and Marwah. Indonesia is one of the countries that has the largest Muslim population in the world, who perform the Hajj and Umrah every year. In this research, the data collection techniques used were observation, interviews and documentation. The results of this research reveal excellent service at PT. Abstract

SDGs is an international environmental regime which serves as a guideline for international actors to carry out sustainable development in 2015-2030 by balancing economic aspects, social aspects and environmental aspects with the establishment of 17 goals and 169 targets which are measured through 241 indicators. To realize all SDGs goals, contributions from all stakeholders including the business world are needed, as is done by PT. MRT Jakarta. As a provider of public transportation facilities, PT. MRT Jakarta is aware that pollution resulting from burning motorized vehicles is the biggest contributing factor to climate change, which is the 13th goal of the SDGs. This research will look at how PT. MRT Jakarta's efforts to implement SDGs goal 13. This research uses CSR theory and group level analysis. This theory explains that CSR is a company's step in achieving balance in company goals. There are 3Ps that are the focus in implementing CRS, namely profit, people and planet. The research method used is a qualitative method with data collection techniques obtained from literature studies, namely through annual reports, research reports and data from official websites, journals and books. The results of this research show that as a corporation in the field of public transportation services, you not only expect profits, but also participate in community welfare and care for the environment and social issues. Therefore, as a company PT MRT Jakarta implements SDGs which are in line with the company's steps to achieve balance and sustainability of company goals which focus on 3P, namely Profit, People, Planet. Abstract

Gender Perspective Development Policy in Riau Province is a development concept that pays attention to gender equality in every aspect of life. Implementation of development policies with a gender perspective in Riau Province refers to an approach that pays attention to equal rights and opportunities between women and men in every policy, program and development activity in the area. The Riau Provincial Government has issued Riau Province Governor Regulation Number 18 of 2018 concerning Guidelines for Implementing Gender Mainstreaming in Riau Province. This is to minimize gender gaps. The aim of this research is to describe and analyze the implementation of development policies with a gender perspective in Riau Province in 2021-2022. This research was conducted at the Research and Development Regional Development Planning Agency (Bappedalitbang) and the Office of Women's Empowerment and Child Protection, Population Control and Family Planning (DP3AP2KB) of Riau Province. This research uses a qualitative approach with descriptive methods. In collecting data the author used interview and documentation techniques. The results of this research can be concluded that the implementation of development policies with a gender perspective in Riau Province has not been optimal. Even though several policies have been implemented, not all Regional Apparatus Organizations (OPD) in Riau Province are implementing Gender Perspective Development policies and the Implementation of Gender Mainstreaming (PUG) in the Region is still slow. Through Gender Responsive Budgeting Planning (PPRG) which is ongoing and can be seen in the Gender Development Index (IPG) for Riau Province in 2021 of 88,38 and in 2022 of 88,71 still below the National Rank, namely in 2021 it was 91,27 and In 2022 it will be 91,63. . Abstract

The Botuang Festival is an annual event held in Payakumbuh City, West Sumatra, with the aim of introducing the city's culture and tourism to the wider public. This study aims to examine the communication strategies implemented by the Department of Tourism, Youth and Sports of Payakumbuh City in attracting visitors. This type of research is qualitative descriptive research, data collection techniques are carried out by interviews, observation and documentation. The data source uses 8 informants and resource persons consisting of the Head of the Destination Division of Disparpora, Sub. Coordinator of Tourism Promotion in the Tourism Marketing Division of Disparpora, Volunteers who work together with the Department of Tourism, Youth and Sports of Payakumbuh City, the Media Team @sudutpayakumbuh who is the media partner of the Botuang Festival in Payakumbuh City, Visitors who attended the Botuang Festival in Payakumbuh City, Visitors who did not attend the Botuang Festival in Payakumbuh City but knew that the festival was being held were selected using a purposive technique. The results of this study indicate that the success of the communication strategy used by the Payakumbuh City Disparpora in attracting visitors' interest in the Payakumbuh Botuang Festival event began with planning that was prepared as optimally as possible by considering visitor satisfaction both with the appearance and also the conduciveness of the event provided by the Disparpora.

Abstract

A government website is an official website managed by a government agency or institution to provide information and public services online. A government website is one manifestation of an electronic-based government system that is currently a program implemented by all regions in Indonesia. This research is located in Batam City, which in 2021-2022 became the city with the second lowest fulfillment of public service standards in the Riau Islands Province and had an electronic-based government system planning index that decreased in 2022 compared to 2021. The purpose of this study is to describe the capabilities of the Batam City Government in managing the website in 2021-2022. The method in this study uses a qualitative approach and a qualitative descriptive research type. The theory used is the capability theory of e-government Capability Theory according to the Harvard JFK School of Government with 3 indicators 1) Support 2) Capacity 3) Value. The results of this study are based on the theory of the Harvard JFK School of Government on the support indicator indicating that objectives have been determined, funds, technology, human resources have been allocated, and the institution of website management has been formed, on the capacity indicator the fulfillment of finances in management is adequate, the availability of technology is still inadequate and the number and skills of human resources are still lacking, for the value indicator seen from the community satisfaction index it is quite good, but the website is still at the stage of inconsistent transactions. The conclusion of this study is that the capability of the Batam City Government is not optimal on the capacity and value indicators, suggestions for the Batam City Government to improve website development to the horizontal integration stage, by improving the fulfillment of technological infrastructure and the fulfillment of the number and skills of human resources needed. Abstract

Disciplinary violations in the form of corrupt practices carried out by several Nagari Silokek Government Apparatus in managing the Nagari APB, resulted in quite large losses, where the resulting state financial loss amounted to IDR 311,432,956.76,-. This research aims to describe the factors that influence disciplinary violations and factors that cause corruption committed by several Nagari Silokek Government Apparatus in the management of the Nagari APB for the 2021 fiscal year. The research location is in Nagari Silokek. This research uses Singodimedjo's Discipline Theory, which states that the factors that influence employee work discipline are the size of compensation, whether or not there is exemplary leadership in the organization, whether there are definite rules that can be used as a guide, the courage of leaders in making decisions, and whether there is supervision. leader. Apart from disciplinary theory, this research also uses Robert Klitgaard's CDMA theory, which states that corruption occurs due to several factors, including corruption, discretion (freedom/freedom of action), monopoly (monopoly), and accountability (accountability). This research uses a descriptive qualitative approach. The data collection techniques were carried out through interviews and document searches. Meanwhile, the data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions or verification. The results of the research show that the factor influencing disciplinary violations by several Nagari Silokek Government Apparatus in managing the Nagari APB for the 2021 fiscal year is the absence of exemplary leadership by the Wali Nagari Silokek in the nagari government organization when managing the Nagari APB for the 2021 fiscal year. There is some evidence, such as, the existence of corrupt practices carried out directly by the Wali Nagari Silokek in managing the Nagari APB, the low level of human resources of the Wali Nagari Silokek, discovered by the Sijunjung Regency Regional Inspectorate Examination Team and the Sijunjung District Prosecutor's Office when carrying out inspections, investigations and investigations. The factors causing corruption by several Nagari Silokek Government Apparatus, in the management of the Nagari Silokek APB for the 2021 fiscal year, namely, the freedom of action and lack of responsibility of the Wali Nagari Silokek, the Secretary of the Nagari Silokek, and the Head of Finance of the Nagari Silokek in the management of the Nagari APB for the 2021 fiscal year. There is several pieces of evidence such as not paying state taxes and regional taxes, fictitious expenses, discovered by the Sijunjung Regency Regional Inspectorate Examination Team.
