Abstract

The local strongman phenomenon is actually contrary to Law of the Republic of Indonesia Number 1 of 2015 concerning the Stipulation of Government Regulations in Lieu of Law Number 1 of 2014 concerning the Election of Governors, Regents and Mayors into Law and Law of the Republic of Indonesia Number 8 of 2015 concerning Amendments to Law Number 1 - 2015 concerning the Stipulation of Government Regulations in Lieu of Law Number 1 of 2014 concerning the Election of Governors, Regents and Mayors into Law. This research aims to determine the influence of local strongmen on the election of Regent and Deputy Regent in Indragiri Hulu Regency in 2020. This research was conducted qualitatively with a descriptive approach, involving observation and interviews with resource persons who have been determined to answer the problem formulation in this research. . The results of this research reveal that the local strongman phenomenon is clearly visible in Indragiri Hulu Regency, where Yopi Arianto's family and the Riau Golkar Party that he raised there are a real reflection of the work of local strongmen in Indragiri Hulu Regency. Golkar gave a recommendation to Rezyta Meylani, wife of the Regent of Indragiri Hulu (Inhu) Yopi Arianto, to run for the 2020 regional elections. This determination is said to have gone through an internal mechanism at Golkar. Then, we can review the facts on the ground that Rezita Meylani has a coordination network in each village, this of course cannot be separated from the role of Yopi Arianto as the previous regent who is the husband of Rezita Meylani, the current regent of Indragiri Hulu. Abstract

Prevention of drug trafficking in Indonesia, especially in Karimun Regency, is a matter of concern. Because drugs are a latent danger that drug abuse really needs to be aware of so that it can be handled with various strategies that have been created by the National Narcotics Agency (BNN), but it does not rule out the possibility that there will be several obstacles that occur both internally from the parties handling it and from the perpetrators. drug trafficking itself. The problem with this research is that there is still insufficient/limited implementation of policies and programs implemented by the government in dealing with narcotics trafficking. The purpose of this research is to find out and understand the implementation of the Narcotics Trafficking Prevention Program by the Regency National Narcotics Agency in Karimun Regency 2021-2023 by referring to implementation theory according to George C. Edwards III who explains that communication in activities carried out by BNNK is expected to raise public awareness of the dangers of drugs through socialization. Then there are resources where the roles such as the staff who carry out their respective duties are in accordance with their respective fields, but the institutions that collaborate with BNN, such as the team appointed by the government at the sub-district level, do not perform optimally in their duties in the field. The final part is the disposition based on the attitude of policy implementers related to BNN collaborating with government institutions and civil society in implementing this narcotics distribution and prevention program which has been carried out to the maximum. This research is descriptive qualitative research with the main data sources being primary data and secondary data. The data collection techniques used were interview and documentation techniques. This data analysis technique is Data Reduction, Data Presentation and Conclusion Drawing. The results of this research are that the Karimun Regency Government has carried out programs such as socialization and strategies for preventing and eradicating drug abuse by implementing the Prevention of Eradication of Abuse and Illicit Narcotics Trafficking (P4GN) Program, counseling on the ins and outs of drugs or efforts to monitor, control the production and distribution of drugs in the community. However, there are still factors that hamper this program, such as the role of the community in participating in drug trafficking, and inadequate infrastructure that hinders the program from running. Abstract

Indonesia's cultural diplomacy at the International Samosir Music Festival (FSMI) shows the important role of culture in deepening relations between nations. This research aims to analyze in more depth the forms of Indonesian cultural diplomacy revealed through FSMI, with an emphasis on efforts to promote Indonesian cultural diversity, namely Traditional Batak music and improve the quality of diplomatic relations between Indonesia and participating countries. This research was conducted using a qualitative method with a descriptive approach and using secondary data collection techniques obtained through literature study, in this case through book sources, journal articles, research papers, working papers, official online data bases or archives and interviews with the leadership of the Samosir Music Festival. International. The author uses a constructivist perspective with a country level of analysis. The author analyzes the research results using cultural diplomacy theory to explain the form of diplomacy that Indonesia has carried out through an international music festival. The results of the research conducted show that the Indonesian people and even foreign tourists who come are very interested in Indonesian culture, especially Traditional Batak art since the International Samosir Music Festival was held in Samosir, North Sumatra. The research results prove that the cultural diplomacy carried out by Indonesia is fulfilled as evidenced by several activities carried out, and has had a positive impact on the various countries that come and collaborate in it. Abstract

This study aims to analyze the influence of organizational culture and work motivation on employee loyalty at PT. Permodalan Ekonomi Rakyat Pekanbaru. The method used is quantitative with a descriptive approach and multiple linear regression analysis, with data obtained from questionnaires distributed to 80 employees. The independent variables in this study are organizational culture (X1) and work motivation (X2), while the dependent variable is employee loyalty (Y). The results of the study indicate that organizational culture has a positive and significant effect on employee loyalty (t_count 2.565> t_table 1.990; significance 0.012 t_table 1.990; significance 0.000 F_table 3.12; significance 0.000

Abstract

January 5, 2024, Agam Regency will begin to carry out free Motor Vehicle Testing, which is in accordance with the issuance of Government Regulation Number 35 of 2023 concerning General Provisions for Regional Taxes and Regional Levies. The regulation no longer orders the levy to be levied on Motor Vehicle Testing/KIR. With the removal of the levy on Motor Vehicle Testing, it will affect many aspects including service aspects. Therefore, a study was conducted to see how the implementation of Government Regulation Number 35 of 2023 affects motor vehicle testing services in Agam Regency in 2024. This study aims to understand the influence of the implementation of the elimination of the motor vehicle testing levy on its services at the Agam Regency Transportation Office. This research was conducted with a qualitative descriptive approach. By using the main theory, namely the theory of policy implementation by Charles O Jones with 3 indicators, namely Organization, Interpretation and Application of policies. The results of this study show that the implementation of Government Regulation number 35 of 2023 for motor vehicle testing servers does not have a major effect. The implementation of the regulation only reduces the stages in motor vehicle testing which were initially 3 stages, namely the administrative registration stage, the payment stage, and the testing stage and the acceptance of test results then to 2 stages, namely the administrative registration stage and the testing stage and the acceptance of test results. Another influence is on the original regional income which is no longer obtained from the motor vehicle testing levy revenue post. From these results, it is hoped that the implementation of the policy will not reduce service performance at the Agam Regency Transportation Office. Abstract

Service activities are the process of fulfilling service needs in accordance with the Law. Public services can be categorized as effective if the public gets easy service with short, fast, and precise satisfying procedures. The succes public of services is determined by the government's ability to improve the work discipline of service officers. In the Regulation of the Chief the Republic of Indonesia National Police Number 9 of 2012 Article 52 Paragraph 2 Concerning Driving Licenses, it is stated that the authority to issue SIM to the public is the Chief of Police in each respective region and is delegated to the Head of the Traffic Unit. The large number of people who not have a driving license when the Tualang District Police conducted a raid makes this matter need more attention from the Tualang District Satpas, are there any things in the service that make people not have a license when riding a motorbike. This study uses a Descriptive research method with a qualitative approach. This study use the theory of the principles of public service according to Dr.Drs.Ratminto,m.pol.admin, where there are principles that must be considered in the implementation of government services and licensing, namely: 1) Empathy, 2) procedural limitations, 3) clarity of service procedures, 4) minimizing requirements, 5) clarity of authority, 6) transparency of costs, 7) certainty of schedule, 8) validity period of permits, 9) clarity of rights and authorities and 10) complaint handling, according to the author's analysis based on the results of the study, the implementation of public services at the Tualang District Satpas has been fairly good, all of these points have been running quite well according to the theory of the principles of public service, but there are still several aspects that will be a reference for making changes to improve. Abstract

Government procurement of goods and services remains one of the sectors most prone to corruption nationwide, despite continuous updates and adjustments to procurement policies in response to the development of digitalization. Therefore, this study aims to analyze the implementation process of Presidential Regulation No. 12 of 2021 and the challenges encountered in the procurement of goods and services by the Procurement Bureau of Riau Province. The analysis in this study refers to Charles O. Jones’ theory of implementation, which includes three key indicators: organization, interpretation, and application. This research employs a descriptive qualitative approach, using interview and documentation techniques for data collection. The findings reveal several issues, including the limited capacity of human resources within the Procurement Bureau of Riau Province, inadequate understanding of procurement processes among personnel, and resistance to regulatory changes among procurement stakeholders. Furthermore, the absence of updated Standard Operating Procedures (SOPs) related to procurement has hindered the synchronization between current regulations and practical implementation. To optimize the implementation of this policy, it is essential to strengthen the capacity of government officials, improve technological infrastructure, enhance coordination among stakeholders, and simplify the bureaucratic implementation of Presidential Regulation No. 12/2021. Abstract

This research analyzes Indonesia's diplomacy in promoting the Pacu Jalur festival in Kuantan Singingi as an international tourism destination. The tourism potential of Pacu Jalur in Kuantan Singingi is significant as it has been named one of the top 10 Karisma Event Nusantara (KEN) by the Ministry of Tourism and Creative Economy of the Republic of Indonesia. Pacu Jalur has also been designated by UNESCO as an Intangible Cultural Heritage since 2014 in the category of "Social Practices and Rituals." This study uses a qualitative method with data collection techniques through literature review sourced from books, journals, articles, and websites. The research utilizes the perspective of pluralism and the theory of cultural diplomacy with a state-level analysis. The results of this study conclude that Indonesia has carried out various activities to enhance its soft power in the cultural sector through the development of Pacu Jalur. The diplomacy conducted is based on two soft power instruments: enhancing attraction and strengthening rules (agenda setting) for the development of Pacu Jalur as an internationally recognized tourism destination. Abstract

The development of technology has made the Riau Province Tourism Office use Instagram to promote tourism. The goal of this research is to understand how Instagram content management is carried out by the Riau Province Tourism Office in promoting Riau tourism. The research method used in this research is descriptive qualitative. Data was collected through interviews, observation and documentation. The research results show that Instagram content management is in accordance with Chris Heuer's 4C theory: (1) Context: messages are delivered in photo and video format with captions, (2) Communication: information is delivered in a persuasive manner about destinations and events in Riau, (3) Collaboration: active relationships with followers and collaboration with other Instagram accounts, (4) Connection: always innovating and trending in packaging content and regularly uploading to maintain connections with followers. Abstract

Air cargo handling is a series of work processes for completing cargo when it is received until it is loaded onto an aircraft for transportation from one city to another at home and abroad. The aim of this research is to determine the implementation and obstacles that occur in handling goods delivery via air at Kargo PT. Angkasa Pura Sultan Syarif Kasim II Airport Pekanbaru. This research uses a qualitative method which aims to gain an in-depth understanding of the air cargo handling process at PT. Angkasa Pura at Sultan Syarif Kasim II Airport Pekanbaru. This research focuses on the factors that influence the handling of shipping goods, starting from reservations, goods entering the warehouse, checking goods, checking documents, to information on shipping goods, as well as improving services at the airport cargo. This research uses interviews, observation and documentation to detail the matters involved in air cargo handling, with the hope of making a new contribution to tourism development, especially in the delivery of goods.
