Abstract

This study aims to examine the role of the Sukabumi City Manpower Office in reducing the open unemployment rate. Decent work is a right of every citizen as stated in Article 27 Paragraph 2 of the 1945 Constitution of the Republic of Indonesia. The government and local governments are responsible for creating jobs to absorb as much labor as possible and ensuring fair and satisfactory treatment for the population. The research method used is a literature study and secondary data analysis from the Central Statistics Agency (BPS). The results of the study indicate that despite government efforts to create jobs, the unemployment rate in Sukabumi City remains high. In 2022, the number of underemployed or unemployed workers reached 46.29 million people. Data from BPS shows fluctuations in the unemployment rate in Sukabumi City, with an increase in male unemployment from 2019 to 2021 and a decrease in female unemployment during the same period. COVID-19 has also contributed to the increase in unemployment due to restrictions on business and social activities. The Sukabumi City Manpower Office has undertaken various efforts, such as job training and job fairs, but has not been optimal in placing training participants into the workforce. The challenges faced include unclear information about job training and the lack of follow-up from the manpower office. This study provides suggestions and input for the Sukabumi City Manpower Office to improve efficiency in reducing the open unemployment rate through a more comprehensive and integrative approach.

Abstract

This research is a qualitative descriptive type study, aiming to analyze and explain the picture of Policy Implementation of marriage management information system at the Office of Religious Affairs Baguala District, Ambon City. The informants in this study numbered 8 people. Data collection techniques used in the form of observation, interviews and documentation as well as analytical techniques used using interactive analysis models from Miles and Huberman, namely using data reduction, data presentation and conclusions. The results of this study show that the implementation of the web-based marriage management information system policy in realizing the improvement of the quality of public services at the Baguala Sub-District Religious Affairs Office has been effective but still not optimal. This can be seen from the indicators of successful policy implementation according to Edward III, namely communication, resources, disposition and bureaucratic structure. The four indicators are influenced by supporting and inhibiting factors that affect the implementation of the marriage management information system in KUA, Baguala District, Ambon City.

Abstract

This study aims to identify and formulate strategies that have not optimized the implementation of the Jakarta Entrepreneur Program Categorization for Micro, Small and Medium Enterprises (MSMEs) in the Special Region of Jakarta. In this study, based on Merilee S Grindle's policy implementation theory which includes the content of policy and context of implementation. This research method uses a descriptive and qualitative approach with data collection conducted by interviews and document review. In the analysis process using SWOT analysis as the main instrument in its preparation, then the next step to determine alternative strategic issues is used with the litmust test, with the most strategic issue obtained by strengthening the government's commitment to implementing MSME categorization in the jakpreneur program to improve the quality of MSME actors. From the results of this identification, several problems were found faced by the government and micro, small and medium enterprises (MSMEs) in improving the quality of MSMEs from beginner entrepreneurs to medium-sized entrepreneurs to established entrepreneurs.This research is important to identify the challenges and obstacles faced by MSME actors to be an important step in designing the right strategies and programs to improve the business conditions of MSME actors.

Abstract

This research aims to explore factors that can influence innovative work culture and knowledge-sharing culture in public services, and this is interesting to study, considering that the direction from the Ministry of Finance is that institutions under this ministry must be able to have a spirit of innovation. The literature adopted in this research includes literature related to the variables studied. This research approach refers to a quantitative approach involving 198 respondents, with analysis techniques referring to the Partial Least Square Structural Equation Modelling approach. The results obtained showed that two of the four hypotheses were not supported. The results of this research reflect an opportunity to explore further the factors that can encourage the realization of innovative work behavior and knowledge-sharing culture among employees who have worked for more than ten years, men and aged between 31-40.

Abstract

Village funds are a means to support the implementation of community empowerment, Development, and village government in improving community welfare. This research aims to find out how the implementation of the Village Fund Program in Development and Community Empowerment is carried out in the Lengkong District. This research method uses a qualitative research method with a descriptive approach using the theory from Charles O. Jones. The technique used in determining informants is a non-probability sampling techniques with snowball sampling. Data collection techniques include observation, interviews, documentation, and audio-visual materials. The results of this study indicate that the Implementation of the Village Fund Program in Development and Community Empowerment in Lengkong District has been running well, judging from the organization, parties involved, implementation activities, and operational procedures that have been running well. Communication and coordination between the parties involved are going well, and from the application of human resources is still not evenly distributed; public response is also pro and contra. Meanwhile, the efforts made have been going well, and the implementation of development and community empowerment is in accordance with the available budget.

Abstract

The title of this research is "Implementation of HIV/AIDS Prevention Policy in Sukabumi Regency." This research focuses on implementing the HIV/AIDS prevention program by the AIDS Prevention Commission (KPA) of Sukabumi Regency. The research problem is the increasing cases of HIV/AIDS in the Sukabumi Regency. The method is descriptive qualitative, with data collection through observation, interviews, and documentation. The theory used is Van Meter and Van Horn (1975). Informants were determined using the non-probability sampling technique and snowball sampling method. The results showed that the implementation of the HIV/AIDS prevention program in Sukabumi Regency has not been optimal. Communication between organizations has been quite good, with clear roles. However, human resources still need to be improved compared to the wide area that needs to be handled, and the government fully supports this program. In addition, in terms of economic, social, and political aspects, differences in interests still hinder good partnerships at the village government level.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are a very important sector and make a great contribution to realizing regional economic development. MSMEs are small business initiatives established by the community. MSMEs help economic growth, increase job opportunities, reduce unemployment, create new jobs, increase the country's foreign exchange, and support regional development. This study aims to discover the Role of the Cooperatives, Small and Medium Enterprises Office in empowering MSMEs in Sukabumi Regency. The method used in this study uses a descriptive qualitative research method. The researcher used the Gede Diva Theory, 2009, to examine the role of the government as a facilitator, regulator, and catalyst. The study results show that the Cooperatives, Small and Medium Enterprises Office has carried out its role to the maximum as a facilitator, regulator, and catalyst.

Abstract

This research aims to determine and explain the performance of Family Planning Instructors at the Sukabumi Regency Population Control and Family Planning Service to reduce the birth rate. Qualitative descriptive methods, such as interviews, observations, and documents, were used in this research. Then, the unit of analysis is the Family Planning Counselor at the Sukabumi Regency Population Control Service, who has responsibility for implementing the family planning program. Using snowball sampling techniques, researchers will use two types of informants, namely key informants and supporting informants. Data collection techniques in this research were carried out through observation, interviews, documentation, and audio and visual media. In validation, researchers examine the entire process, from data collection, analysis, and interpretation to conclusion. To validate research data, researchers will use triangulation techniques. Based on the research results, it can be concluded that the quality of work of Family Planning Counselors in the last year was quite good and satisfactory. Punctuality, which prioritizes completing work on time with minimal errors, is implemented in implementing the Family Planning (K.B.) program in the field. Initiatives that emphasize independence, creativity, courage to take risks, and responsibility are implemented by family planning instructors. Communication, which includes the use of appropriate media, good communication skills, is critical factors in efforts to reduce birth rates through the family planning program in Sukabumi Regency.

Abstract

Based on the results and research discussion , it can be concluded that there is a positive and significant influence from the sub -district head's leadership on community awareness in paying land and building taxes in Cibeureum District, Sukabumi City . This is shown by the level of influence of the sub-district head's leadership on people's awareness of paying land and building taxes of 52 % . This value was obtained from the analysis results of the coefficient of determination of the regression model which was obtained as large as 0.496. This value shows that the magnitude of the influence is 52% and the remainder is influenced by other factors not explained in this study. Then, based on the correlation coefficient test , it was found that the leadership variable on community awareness in paying land and building taxes in Cibeureum District had a high level of relationship of around 0.725 , thus, the better the leadership pattern . sub - district heads implemented in Cibeureum District will increase public awareness in paying land and building taxes so that tax revenues in the District will increase.

Abstract

The Central Statistics Agency (BPS) 2021 stated that only 48.48% of households had their own houses in Jakarta throughout 2021 while the rest were still in irregular status. The selection of the study area is supported by several problem issues, including Tambora has a high density of 49,841 people/km2, into extreme poor areas and there are still physical problems in the residential, social and economic environment. The DKI Jakarta Provincial Government in overcoming the problem of settlement arrangement has issued a program Community Action Plan (CAP) and Collaborative Implementation Program (CIP). The analysis of the research was carried out by analyzing factors based on the approach of Ansell and Gash (2008), Edward DeSeve and H. Moore (2009) and Nabatchi and Leighninger (2015) and then formulated the best strategy using IFE and EFE analysis, SWOT and QSPM. The conclusion drawn is that it is not optimal Collaborative Governance caused by several factors that have not performed well, namely public participation factors, governance Governance, commitment to goals and access to resources while good factors are transparency and accountability. Optimization strategy Collaborative Governance which were formulated include 1) Partnership, 2) Policy Integration, 3) Political Commitment, 4) Human Resources Improvement and 5) Upgrade Program.
