Abstract

This research aims to deepen our theoretical understanding of buying and selling activities through online platforms, specifically e-commerce. From a practical perspective, Indonesia lacks comprehensive laws and regulations concerning electronic transactions. This research will involve a qualitative approach centered on a literature review that examines books, literature, notes and reports relevant to the research problem. Researchers can access and utilize data directly without conducting fieldwork by leveraging existing library resources. The Peraturan Menteri Perdagangan Nomor 31 Tahun 2023 was enacted in response to concerns raised by local MSMEs about a decline in their business turnover due to the presence of TikTok Shop, a social-commerce platform. The government needs to continue to monitor and evaluate the implementation of this regulation and understand the impact between business actors and the government so that it becomes an effective tool to encourage growth and innovation in Indonesian digital trade. The contents of the Peraturan Menteri Perdagangan Nomor 31 Tahun 2023 concerning prohibiting TikTok Shop and other social media only from operating as online shop services are clear.

Abstract

This research is a type of quantitative research which aims to find out whether there is an influence of the regional health laboratory information system (SIL) and employee work motivation on employee performance. The research population was employees of the Sukabumi City Health Laboratory UPTD and community health center network laboratories with a population of 40 people using a saturated or census sample. For the purposes of data collection, the author used two methods, namely primary data and secondary data. Primary data consists of questionnaires, interviews and participant observation. Secondary data collection takes the form of library research which includes books, scientific writings, journals, documents and previous studies related to the research problem. Data analysis consists of validity testing, reliability testing, and hypothesis testing. The validity test uses the Pearson product moment correlation formula which is processed using SPSS version 26. To see whether the resulting regression model is the most appropriate model and has the smallest error, analytical testing is used using the R2 test (coefficient of multiple determination), the F test, and the Q test. The results of the research show that the Regional Health Lab Information System (SIL) has an influence on employee performance, with increasing SIL contributing to increasing employee work efficiency and effectiveness. Work motivation also has a significant impact on employee performance, where higher levels of motivation undermine better performance. Furthermore, research shows that these two factors, SIL and work motivation, interact positively and complement each other in improving employee performance. The implication of these findings is the importance of management attention to good implementation of SIL and the creation of a motivating work environment to improve overall employee performance.

Abstract

Stunting of toddlers is a major nutritional problem in Indonesia. In Gunungsitoli City, the prevalence of stunting in 2021 was recorded at 26.3%. This study aims to determine the effectiveness of the stunting reduction acceleration program in Gunungsitoli City, using Budiani (2009) theoretical indicators consisting of the dimensions of program target accuracy, program socialization, program goal achievement, and program monitoring. This study uses a qualitative approach; data is collected through interviews with key and supporting informants and qualitative data analysis. The results of the study show that the obstacles in the effectiveness of the stunting reduction acceleration program in Gunungsitoli City are based on indicators of the accuracy of program goals, program socialization, achievement of program goals, and program monitoring and can be concluded that it has been implemented effectively, where the reduction of stunting rates in Gunungsitoli City as one of the goals of the integrated stunting reduction acceleration program. Communication between agencies must be further improved so that the effectiveness of the stunting program is as expected.

Abstract

Strategic management in government is a systematic process of formulating, implementing, and evaluating key decisions taken by the government to achieve its strategic objectives. These objectives may include improving people's welfare, developing infrastructure, reforming the bureaucracy, or achieving other long-term visions. This research uses a qualitative approach using descriptive methods to obtain an in-depth understanding of the Strategic Management of the Berau Regency Government in responding to the impact of the issuance of Mineral and Coal, the Undang-Undang No. 3 Tahun 2020 on community welfare from 2020 to 2022 in the form of public policy. The sources of information in this research are Berau Regency DPMPTSP employees and Berau Regency DPRD members. Information collection was conducted through interviews, observation and documentation. The results of this study indicate that the Strategic Management carried out by the Berau district government through the Berau DPMPTSP office and the Berau district DPRD has not run optimally. This is because the DPMTSP Office as the executive in the government and the DPRD of Berau Regency as the legislative body of the government in Berau Regency are not given enough space and authority in the management of natural resources in the region, especially in terms of mining, this is caused by regulations from the central government that limit the authority and involvement of local governments in the management of mining and mineral natural resources in Berau Regency.

Abstract

Social conflict in the coastal community of Teleng Ria Beach, Pacitan, East Java, is linked to the use of coastal space for lobster seed fishing (benur). The conflict involves local fishermen, the government, and the private sector, due to the misalignment of lobster seed catching activities with government regulations, which permit catching only for cultivation purposes in Indonesia. However, local fishermen sell the seeds for export to Singapore through collectors. The conflict escalated when PT El-John Tirta Emas banned local fishermen from parking their boats near the tourist area of Teleng Ria Beach, citing disturbances to visitors' comfort. Local fishermen opposed this ban, leading to increased tension between the parties involved. This research aims to identify and analyze the conflict, assess potential resolutions, and evaluate the impact if the conflict persists. A socio-spatial approach is used to understand the relationship between space and people, and how people perceive their environment. The research uses a qualitative case study approach. The results reveal that the conflict over coastal space utilization at Teleng Ria Beach can be viewed from three perspectives: spatial practice (physical space), representations of space (government policy), and space of representation (social space). Conflicts arise from boat parking management, seed-catching policies, and cultural differences and fishery business waste.

Abstract

The development of digital governance has ushered in a new era of public administration, where the Tangerang City Government has implemented the Tangerang Live platform to provide online public services. The Tangerang Live application not only changes the way the government provides services, but also the way citizens participate. This research aims to explore the potential use of artificial intelligence in increasing digital public participation. The method used is a qualitative method by mapping public service platforms based on digital public participation features, as well as identifying the potential and opportunities for the use of AI in encouraging digital public participation. Data was collected through interviews and focus group discussions with informants from the Tangerang City Government which included the Communication and Information Service, the Manpower Office, the Population and Civil Registration Office, and the health Office. Documentation studies are also carried out to strengthen the foundation in the analysis process. The results of the study show that the level of public participation provided in the Tangerang Live application is at the consultation level. Optimization of the use of AI to increase public participation in online services can be designed by opening up participation spaces from various channels, which are then supported by the application of AI. The application of AI should be able to answer the challenge of implementing a digital platform that is able to function as digital information, digital consultation, and digital decision making

Abstract

The advancement of technology today should be accessible to everyone and all segments of society, especially those in their teenage years and productive age. This research explores and seeks to understand how urban adolescents from low-income families perceive and experience digital poverty. Using a qualitative approach, in-depth interviews were conducted with adolescents from low-income families who are scholarship recipients. The main goal of this research is to uncover their perspectives on access to digital devices, availability of internet connections, and how they utilize the technology. The findings from the interviews indicate that most informants have limited access to technology, with some only owning mobile phones without laptops or computers, and they often rely on mobile data or public or neighbors' Wi-Fi networks. Nevertheless, some informants did not feel significantly left behind in terms of technological access, although they were aware of the disparity when comparing themselves to more affluent peers. The study also found that the use of digital technology among low-income adolescents is primarily focused on educational purposes, despite the limitations of the technological resources available to them. Given these constraints, this research suggests the importance of increasing equitable digital access and developing digital skills training programs that can help adolescents from low-income families avoid falling further behind in the rapidly advancing digital era.
