Abstract

Negara-negara emerging donors dianggap belum memiliki pola yang konsisten dalam pemberian bantuan luar negeri dan sebagaimana halnya negara-negara donor tradisional yang lebih mengedepankan kepentingan politik dan komersil dalam pemberian bantuan. India sebagai negara berkembang dan mempunyai permasalahan ekonomi domestik, bukan menjadi penghalang untuk berkontribusi dalam pembangunani internasional. India dari waktu ke waktu semakin meningkatkan komitmennya pada pemberian bantuan luar negeri. Tulisan ini mencoba untuk menjelaskan mengenai pola pemberian bantuan luar negeri negara emerging donors melihat dari faktor determinan dan perspektif Kanan-Kiri. Hal ini dikarenakan negara emerging donor termasuk India bukan merupakan negara DAC, sehingga pemberian bantuan luar negeri di tentukan sendiri oleh negara donor.

Abstract

AbstractThe dynamics of bilateral relations between United States and Russia is characterized by confrontation and rivalry patterns, thus an aggressive action done by one party will stimulate  strategic response of other party. In the early 2000’s, United States stimulated tension with Russia through its policy to build Its Ballistic Missile Defese (BMD) in European Countries such as Poland, Czech, Romania, Turkey, and Mediteranian Sea. This policy was interpreted as a threat by Russia, and as Its strategic response, Russia strengthened Its alliance with Collective Security Treaty Organization (CSTO) through formation of military cooperation named Collective Rapid Reaction Force (CRRF).This research will discuss about how is Russian response to offset threat presented by United States through Its BMD in Europe. This research uses Balance of Threat Theory (BoT) by Stephen M. Walt as main analysis tools. Through the implementation of BoT’s variables such as aggregate power, geographical proximity, offensive power, and aggressive intention, this research is able to explain the United States’ source of threat to Russia and determine Its response to offset this threat in form of alliance, whether balancing or bandwagoning. Keywords: Threat, Alliance, Balancing, Bandwagoning, United States, Russia

Abstract

State-owned enterprises (SOEs) ought to taking responsibility to serve public needs of a country. But along with the globalization, the world also exposed the government encourages their enterprises to invest overseas and compete in the global market. To coping with globalization and prevent economical slowdown Indonesia’s Government encouraging SOEs with a mechanism called Indonesia Incorporated. Indonesia Inc. is not a new concept for Indonesia, this concept was adopted from Japan Inc., but in early implementation was failed. Now, Kementerian BUMN Indonesia (Ministry of Indonesian SOEs) initiate to revitalize Indonesian Inc. with established super holding SOEs mechanism. Therefore, this article is trying to shows how revitalization mechanism happen, and find whether this concept still relevance or not. Abstract

IntroductionOn August 3, 2015, Islamic State in Iraq and Syria (ISIS) fighters were marching with full military equipment to Kocho, a village that belongs to Yazidi, one of the minorities in Iraq, near Mount Sinjar (Kikoler, 2015). They captured 1200 men, women and children whom in the next two days ISIS told to leave their religious practice, which is a combination of elements of Zoroastrianism, Judaism, Christianity, and Islam and to convert to Islam. When the majority of Yazidi's men refused the demand, all of them were taken with their eyes blindfolded around 500 meters outside the village, and upon arriving at the destination, they were lined up, videotaped and shot (Amnesty International Canada, August 18, 2014). The women became sex slaves (Smith, 2014) and the children were transferred to ISIS’s camp to train as soldiers (McLaughlin, 2016).The story above from Kocho is a one of frames that is used repeatedly to justify the allegation of ISIS conducting genocide toward Yazidi as well as other minorities in Iraq and Syria. The European Union, for instance, announced in the beginning of 2016 that ISIS was "committing genocide against Christians and Yazidis, and other religious and ethnic minorities (Brown, 2016). Later, this statement was followed by the announcement of the US government in March 2016 that stated ISIS “is responsible for genocide against groups in areas under its control, including Yazidis, Christian and Shiite Muslims” (Labott & Kopan, 2016). Huy  (2010) in his comment on the book of one Khmer Rouge’s survivor, Bou Meng, says genocide “has always been a political act, and always will be.” Politics, according to Morgenthou (1985), is about interest defining in terms of power. Indeed, as one of the ISIS's fighters says above, by joining ISIS and subsequently becoming involved in genocidal acts, it brings them the feeling of being free. According to the Oxford English Dictionary (OED), to be free means to be “able to act as one wishes, determining one’s own action or choice; done or made without compulsion or constraint” (Oxford English Dictionary online, 2016). In other words, the perpetrators acknowledge that their ruthless behaviors are the sign of power because, as it is written in the OED, power creates a sense of the  “ability to act or affect something strongly; [exhibiting] physical or mental strength” (Oxford English Dictionary online, 2016). How can genocidal acts be political while also creating a sense of power within the perpetrators?  To what extent do the atrocious acts of mass killings, sex slavery as well as human trafficking involving children create a sense of power to ISIS’s fighters? This essay aims to construct a "thick description" of power within ISIS’s genocidal acts. The ideas brought forth is that genocide as it was against Yazidi reflects the meaning ISIS’s members give to power and how it operates in social life.

Abstract

Penelitian ini membahas tentang masalah penyalahgunaan narkoba yang terjadi di berbagai negara, termasuk di Indonesia. Berbagai metode telah dilakukan oleh pemerintah untuk mengatasi masalah penyalahgunaan narkoba untuk mencegah maupun memberantas sampai tuntas penyalahgunaan dan peredaran gelap Narkoba di Indonesia. Salah satu metode yang dilakukan adalah dengan pola pemberdayaan seluruh lapisan masyarakat yang bermanfaat untuk menggerakkan dan memberdayakan secara mandiri masyarakat dalam upaya Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN).  Salah satu International Non Government Organization (INGO) yang menaruh perhatian terhadap masalah penyalahgunaan Narkoba yang terjadi di berbagai negara adalah Community Anti-Drug Coalitions of America (CADCA), dimana mereka juga hadir di Indonesia untuk membentuk koalisi dari seluruh lapisan masyarakat untuk mengatasi permasalahan Narkoba melalui berbagai metode yang dilakukan.Kata Kunci: Narkoba, Pemberdayaan Masyarakat, CADCA, Koalisi MasyarakatAbstractThis research discusses the problem of drug abuse that occurs in various countries, including in Indonesia. Various methods have been carried out by the government to tackle the problem of drug abuse to prevent or eradicate to the full extent of drug abuse and illicit trafficking in Indonesia. One method used is the pattern of empowerment of all walks of life that is useful for mobilizing and empowering the community independently in efforts to Prevent and Eradicate Abuse and Illicit Traficking of Drugs (P4GN). One of the International Non Government Organization (INGO) that pay attention to the problem of drug abuse that occurs in various countries is the Community Anti-Drug Coalitions of America (CADCA), where they are also present in Indonesia to form a coalition from all walks of life to address drug problems through various methods carried out.Keywords: Drugs, Community Empowerment, CADCA, Community Coalition

Abstract

Abstract: The electoral system is one of the essential values of democracy. This system was intended to ideally accommodate people needs—Indonesia has been implemented the electoral system in 1955. Over decades, the implementation faces various challenges. In this paper, examine the electoral system that held in 2019 under the threatening circumstances toward democracy itself, such as, overspread of hoax news, and religion-based vote. Abstract

Implementation is a fairly important process in carrying out a decision. The implementation process will only start when the goals and objectives have been set, the activity program has been arranged and funds are ready and channeled to achieve the goals. Effective implementation is a must because, without effective implementation, decisions taken later will not be successfully implemented. If a policy/program does not function as it should, in the sense that the program cannot reduce existing problems, it can be said that the policy/program fails, but even a good policy/program can fail if implemented in an inappropriate manner. One thing that has become a problem in Malang regarding the implementation of PAKLIM foreign aid is that its implementation is not optimal. "Misinterpretation" is the biggest obstacle in the implementation of foreign aid which focuses on global environmental problems such as Climate Change. Many regional organizations have different views about the foreign aid program that is being implemented. This is inseparable from the still biased concepts that are brought about mainly on climate change assistance. In addition, developed and developing countries have different homework, if developed countries have jobs related to global problems such as ozone depletion and climate change issues, then developing countries, in this case, are more focused on domestic problems such as floods, inflation, poverty, and hunger and other problems whose effects are more felt by developing countries, thus making these global issues less important

Abstract

The refugee crisis in Canada has created political dynamics affected by the ideological spectrum in Canadian Politics. Liberalism is the most widely accepted political ideology among Canadians. Refugee and political liberalism have shared fundamental relations consdering political liberalism inextricable link with humanity as its core value. Admittedly, political liberalism requires a country or a government to fulfill its responsibility toward humanity by protecting or admitting refugees. Eventually, during the refugee crisis in Canada, political liberalism contributed a crucial role in the open-door policy toward refugees. Firstly, this paper will focus on the crucial attesting role of political liberalism toward the open-door policy of the Canadian government toward refugees. Secondly, this paper also focuses on measuring the extent to which political liberalism is widely accepted as a political ideology in Canada. Finally, the paper also seeks to discover the political justification of the open-door policy of Canada on the basis of political ideology. Abstract

AbstractThe damage of the Batanghari River Basin (DAS) in West Sumatra has caused the raw water supply in the area to be disrupted. Those damages could have implications for Indonesia's achievements in sustainable development goals (SDGs). Such conditions can also disrupt to the achievement of SDGs globally. This happens because the SDGs are designed in such a way as to adapt the concept of earth system in which each smallest unit in human life can have global implications. In this case, the Government of Indonesia carried out a series of efforts so that the raw water supply from the Batanghari River did not decrease in its debit. Various measures and strategies, both in the form of regulations and development planning, have been prepared in such a way and are considered to be in line with SDGs targets. This article is a collaborative work of two authors with a much different scientific background. This shows that the study of contemporary international relations has a high flexibility in responding global phenomena(s). Keywords: Earth System, Sustainable Development Goals, river basin, raw water

Abstract

Identity of Indonesian economic development has always become a focus within the period of Indonesian leader. Every leader has their own operation to drive the development of Indonesian economic and it can’t be consider indonesia has one economy development system which right or left. This paper is trying to discuss about Indonesia’s economic development system which cannot be said as a country that uses one of the two economic systems. By trying to analyze it from the development of the Indonesian economy from each era that connects it with the decision-making process of leaders which eventually becomes a economic system identity that only Indonesia has. The system called as Pancasila economic system which will explain here and it connection with Indonesia leader in making decision and identity of Indonesia itself.
